Property Mutation in Mizoram (LSC Transfer / Mutation)
Mizoram state government scheme
Property mutation in Mizoram is the transfer of a Land Settlement Certificate (LSC) into the buyer's or heir's name, handled by the Land Revenue and Settlement Department at landrevenue.mizoram.gov.in. The department's Citizen's Charter puts the application form fee at Rs 20 with a further Rs 10 for the transfer or mutation form, and says a clean case can be completed in about a day.
What is property mutation in Mizoram?
Property mutation in Mizoram is the transfer of a Land Settlement Certificate (LSC) from the previous holder into the name of the buyer, the heir or the donee. The Land Revenue and Settlement Department, Government of Mizoram handles it, and publishes the process on its website at landrevenue.mizoram.gov.in under the heading "LSC Chungchang"; LSC matters.
Mizoram's land system does not look like the tehsildar-and-jamabandi system of the plains, and it is worth understanding why before you file anything. Mizoram is a Sixth Schedule state protected by the Inner Line regime. Land is not freely alienable to outsiders. What the state issues is a settlement right recorded on a certificate, and what you are transferring is that settlement right, not a freehold title in the north-Indian sense. The vocabulary follows suit: nobody in Aizawl says dakhil-kharij. They say LSC pek danglam; handing the LSC over.
The Land Revenue and Settlement Department publishes separate service processes for LSC, Land Lease (patta), Periodic Patta and shop or stall allotments, house site pass, property registration and technical or survey matters. Which one applies to you depends on what document your plot is held under, and getting that wrong is the first way a file stalls.
Who can and cannot apply for an LSC transfer in Mizoram?
You can apply if:
- You have bought a plot held under an LSC from an existing certificate holder, and the Village Council of the locality is willing to endorse the transfer.
- You are the legal heir of a deceased LSC holder and want the certificate reissued in the family's name.
- You have received the plot as a gift or a family settlement and the transferor is willing to sign the transfer form with witnesses.
- You are an indigenous resident of Mizoram eligible to hold land settlement rights in the state.
You cannot apply if:
- You are a non-tribal outsider. Mizoram's Inner Line and Sixth Schedule protections restrict land settlement rights to indigenous residents, and an LSC will not be transferred into an outsider's name however the money changed hands.
- The Village Council objects to the transfer. The VC endorsement is a published requirement, not a formality: if the VC will not sign, the file does not move.
- You hold only an unwritten understanding with the seller. The department's charter requires the original LSC, an attested copy and signed transfer paperwork.
- The plot is under a boundary dispute or a pending survey objection, in which case the surveyor's field inspection has to resolve it first.
- The plot is held under a house site pass that has not yet ripened into a pass or LSC. The department's charter is blunt about this: until the pass or LSC is issued, the applicant holds no ownership right at all.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Original Land Settlement Certificate | Yes | Named in the Citizen's Charter as the core requirement |
| Attested photocopy of the LSC | Yes | Submitted with the original for verification |
| Village Council signature / endorsement | Yes | The VC of the locality where the plot lies |
| Witness signatures | Yes | On the transfer form |
| Applicant identity proof | Yes | The charter requires applicant ID verification |
| Sale deed or transfer instrument | If by sale | Sample deeds are downloadable from the department site |
| Death certificate and heirship proof | If by inheritance | Where the LSC holder has died |
The department publishes forms, sample deeds, the acts and rules and a survey manual for download on its website. Download the correct form before you go to the counter. It saves a wasted trip.
How to apply for LSC transfer and mutation in Mizoram
- Confirm what document the plot is held under. LSC, periodic patta, land lease and house site pass each have their own process page on landrevenue.mizoram.gov.in. Check the original certificate before you start.
- Collect the transfer form, from the District Revenue or Settlement Office counter, or from the Forms section of the department website.
- Get the Village Council endorsement. Take the transferor, the original LSC and the filled form to the Village Council of the locality. The VC signature is a published requirement of the transfer.
- Have the transfer form signed by the transferor and the witnesses. The charter names witness signatures as part of the requirement.
- Pay the fees. The Citizen's Charter lists a form fee of Rs 20 with a further Rs 10 for the transfer or mutation form. Ask for a receipt.
- Submit at the District Revenue Office with the original LSC, the attested photocopy, the endorsed form and your identity proof. The original is verified and returned.
- Await verification. Straightforward cases are dealt with quickly. The charter says a clean case can be finished in about a day. Where the plot needs checking on the ground, the file goes to a surveyor for field inspection, and then up for departmental approval, which adds time.
- Collect the reissued LSC in your name from the office that accepted the application.
Is there an online route?
Not for the mutation itself. The Land Revenue and Settlement Department's website is an information and forms portal — it publishes the service delivery process, the acts and rules, downloadable forms, sample deeds and the survey manual, but the LSC transfer is filed and decided at the district office.
Two related services are genuinely online:
- Land tax payment at landtax.mizoram.gov.in
- e-ram, the department's land management application at eram.mizoram.gov.in
Mizoram is also covered by the national DILRMP land records modernisation programme and by SVAMITVA, both of which the department lists on its site, so the digital footprint is widening. Check the department website before assuming a service is still counter-only.
How do I check the status of my application?
- At the counter: the District Revenue Office or Settlement Office where you filed, quoting the receipt.
- Through the Village Council, which is normally informed of the file's progress and is the most accessible point of contact in a village.
- At the Land Committee for your district. The department publishes separate Land Committee pages for Aizawl, Lunglei, Champhai, Mamit, Kolasib and Serchhip districts, and the committee is where contested land questions are taken up.
- At the Directorate in Aizawl, whose officer and staff list is published on the department website.
Why do LSC transfer applications get stuck?
- No Village Council endorsement, or a VC that has raised an objection.
- Original LSC not produced. An attested copy alone is not enough; the charter asks for the original.
- Boundary or extent dispute requiring a surveyor's field inspection, which lengthens the file considerably.
- The transferor is unavailable to sign the transfer form, common where a seller has moved out of the state.
- Inheritance case without a death certificate or without clear proof of who the heirs are.
- Wrong service applied for, a periodic patta or house site pass file submitted on the LSC transfer form.
- Transfer to an ineligible person, which cannot be cured by paperwork.
What does it cost, and what should you refuse to pay?
The Mizoram Land Revenue and Settlement Department's own Citizen's Charter puts this at a Rs 20 form fee plus Rs 10 for the transfer or mutation form. These are small, published, government-listed amounts.
Anything beyond that, a "speed-up fee", a payment to an intermediary who offers to get the Village Council signature for you, a cut of the sale value: is not a government charge. Take the transferor to the Village Council yourself, submit at the district office yourself, and insist on a receipt for every rupee. The department publishes the charter precisely so that you can hold the counter to it.
Grievance route
- District Revenue Office / Settlement Office where the application was filed
- The Village Council of the locality, for anything arising locally
- The district Land Committee; Aizawl, Lunglei, Champhai, Mamit, Kolasib or Serchhip, for contested land questions
- The Directorate of Land Revenue and Settlement, Aizawl, whose officers are listed on landrevenue.mizoram.gov.in
- The department's feedback form on the same website
- RTI, using the department's published RTI manual, where a file has sat without a decision and without an explanation
Carry your receipt and the LSC number to any of these. Nothing can be traced without them.

Frequently asked questions
What is property mutation called in Mizoram?
Mizoram handles it as LSC transfer or mutation — the reissue of a Land Settlement Certificate in the new holder's name. The Land Revenue and Settlement Department lists it under "LSC Chungchang" on its website, and the term dakhil-kharij is not used locally.
How much does an LSC mutation cost in Mizoram?
The department's Citizen's Charter lists a form fee of Rs 20, with a further Rs 10 for the transfer or mutation form. Those are the published figures; insist on a receipt and do not pay anyone a "processing charge" beyond them.
How long does an LSC transfer take in Mizoram?
The Citizen's Charter says a straightforward case can be completed in about a day if nothing is in dispute. Files that need a surveyor's field inspection or that raise a Village Council objection take longer.
Who has to sign before the transfer is accepted?
The Village Council of the locality must endorse the transfer, and the form also carries witness signatures. The Village Council is the first authority in Mizoram land matters, and the department's charter names its signature as a requirement.
Can a non-Mizo buy land and get an LSC transferred in Mizoram?
No, Mizoram restricts land ownership under the Inner Line and Sixth Schedule protections, and land settlement rights are confined to indigenous residents. A non-tribal outsider cannot have an LSC transferred into their own name.
Is there an online portal for LSC mutation in Mizoram?
Not for the mutation itself — the Land Revenue and Settlement Department website at landrevenue.mizoram.gov.in publishes the process, forms, acts and sample deeds, but the transfer is filed at the District Revenue or Settlement Office. The state does run landtax.mizoram.gov.in for online land tax payment and the e-ram portal at eram.mizoram.gov.in.
What is the difference between an LSC, a periodic patta and a house site pass?
An LSC is a settlement certificate conferring the strongest recorded right over the plot, a periodic patta covers agricultural or garden land held for a term, and a house site pass covers a residential plot. The department publishes each as a separate service, and mutation rules differ between them.
Where do I get the LSC transfer form?
From the District Revenue Office or Settlement Office counter, or from the Forms section of landrevenue.mizoram.gov.in. The department also publishes sample deeds and a survey manual for download on the same site.
