Ration Card in Mizoram
Mizoram state government scheme
A ration card in Mizoram is issued by the Department of Food, Civil Supplies and Consumer Affairs on a registration fee of Rs 10, against an application to the District Civil Supplies Officer supported by proof of residence and a written recommendation from your Village Council or Local Council. The department also links an online citizen application at mz.smartpds.nic.in from its own portal, fcsca.mizoram.gov.in.
What is a ration card in Mizoram?
A ration card in Mizoram is the household document that lets a family draw subsidised foodgrain from a Fair Price Shop under the Targeted Public Distribution System and the National Food Security Act, 2013. The Department of Food, Civil Supplies and Consumer Affairs (FCS&CA), Government of Mizoram issues it, and its official portal is fcsca.mizoram.gov.in.
Mizoram's process has one feature that no other state shares in quite the same form: the Village Council or Local Council sits inside the process. The department states plainly that a ration card application is submitted to the concerned District Civil Supplies Officer (DCSO) supported by documentary proof of residence and accompanied by a recommendation from the concerned Village Council or Local Council, and that the finished card, once a unique number is allotted, is delivered to the applicant through that same Council.
The second thing that sets Mizoram apart is that the fee is published. The department states the registration fee for a ration card under TPDS is Rs 10. That is a rare piece of published clarity in Indian PDS administration, and it is the number you should hold anyone to.
Which department issues it?
The Department of Food, Civil Supplies and Consumer Affairs, Government of Mizoram, runs the state's PDS, its Legal Metrology Unit and its consumer protection machinery. Card-level work is done by the District Civil Supplies Officer of each district; the department publishes a "Demarcation of jurisdiction of all DCSO" document on its site so you can identify the right office.
The electronic layer sits on two systems the department links from its own Online Service menu: AePDS Mizoram at epos.mizoram.gov.in for ration card and transaction data at the e-PoS machine, and SMART-PDS at mz.smartpds.nic.in, which the department labels "Apply Ration Card Online".
Who is eligible for a ration card in Mizoram?
You can apply if:
- Your household is ordinarily resident in Mizoram and can produce documentary proof of residence.
- Your Village Council or Local Council is willing to recommend the application. Without that recommendation the DCSO will not process it.
- Your family does not already hold a ration card anywhere in India.
- You can list the head of household and every member with age, which is what the department enters before allotting the unique card number.
You cannot apply if:
- Your family already holds a valid ration card elsewhere. The department runs a duplicate check before allotting a number.
- You have no Council recommendation. This is not a formality that can be supplied later.
- You are a member already listed on another household's card and the family has not been split.
- You are asking for a PHH or AAY card to be carried across on migration. Those categories are expressly non-transferable in Mizoram; a non-NFSA card is issued at the new residence instead.
What are the ration card categories and colours in Mizoram?
| Card colour | Category |
|---|---|
| Blue | Priority Household (PHH) under NFSA |
| Yellow | Antyodaya Anna Yojana (AAY) |
| White | Non-NFSA beneficiaries |
| Annapurna | Citizens above 65 outside NSAP cover, with no other means of sustenance |
The department's older ration card page still carries the pre-NFSA scheme: blue for APL, yellow for BPL and pink for AAY, so a card physically in circulation today may follow either logic. If you are unsure which category your card records, read the printed category text rather than relying on the colour alone.
BPL is not a separate certificate in Mizoram. It is a category classification that lives on the ration card. Under NFSA the working categories are AAY, Priority Household and non-NFSA, and your entitlement follows the category printed on the card, not any standalone "BPL certificate".
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Application form | Yes | From the FCS&CA department |
| Village Council / Local Council recommendation | Yes | The defining Mizoram requirement |
| Documentary proof of residence | Yes | Submitted with the application to the DCSO |
| Head of household and all members with age | Yes | Entered before the unique number is allotted |
| Aadhaar of members | Yes | For e-PoS authentication under AePDS |
| Birth certificate | For additions | Required for adding a newborn |
| Migration certificate | If moving | Issued by the original DCSO after deletion |
How to apply for a ration card in Mizoram
- Get the application form from the Department of Food, Civil Supplies and Consumer Affairs. The department publishes a Ration Card Sample page on fcsca.mizoram.gov.in, and a separate NER (Not Entitled for Ration) application page for households that need the non-entitled declaration.
- Enter the household details. Record the head of household first, then the name and age of every member. The department allots the unique card number only after these entries and a duplicate check.
- Obtain the recommendation of your Village Council or Local Council. Take the filled form to the Council office and get the recommendation endorsed in writing.
- Attach documentary proof of residence and Aadhaar for the members to be listed.
- Submit the file to your District Civil Supplies Officer and pay the Rs 10 registration fee, against a receipt. Use the department's DCSO jurisdiction demarcation document if you are unsure which office covers your area.
- Alternatively, apply online through the "Apply Ration Card Online" link in the Online Service menu of fcsca.mizoram.gov.in, which opens the citizen login of SMART-PDS at mz.smartpds.nic.in. The Council recommendation and DCSO verification still apply.
- Collect the card through your Village Council or Local Council. That is the delivery channel the department uses, so follow up with the Council as well as with the DCSO.
How do I add a member, delete a member or migrate?
- Adding a newborn: apply to the DCSO with the birth certificate accompanying the addition request.
- Deleting a member: apply to the DCSO where the card is registered.
- Migrating: apply for deletion to your original DCSO, collect the migration certificate, then apply at the DCSO of your new place with the new Council's endorsement. Remember the rule that catches people out — PHH and AAY cards are not transferable on migration, and at the new residence you will be issued a non-NFSA card unless and until you are re-identified under NFSA.
How do I check my ration card status?
Mizoram does not publish a separate public tracker for a pending new-card file. Use these routes instead:
- AePDS Mizoram, epos.mizoram.gov.in, linked from the department's Online Service menu, for ration card and Fair Price Shop transaction details once the card exists.
- SMART-PDS citizen login at mz.smartpds.nic.in, if you filed online, using the credentials you registered with.
- Your District Civil Supplies Officer, quoting the date of submission.
- Your Village Council or Local Council, which both recommends the application and receives the printed card for delivery.
Why applications get rejected or delayed
- No Village Council or Local Council recommendation, or a recommendation that does not cover the household actually applying.
- A duplicate card found for the same household during the department's duplicate check.
- Residence proof missing or weak, so the DCSO cannot place the household in his jurisdiction.
- Aadhaar not seeded for one or more members, blocking e-PoS authentication at the Fair Price Shop.
- Migration handled in the wrong order, applying at the new district before obtaining deletion and a migration certificate from the old one.
- Expecting a PHH or AAY card on migration, which the department does not transfer.
Grievance and helpline route
- Department of Food, Civil Supplies and Consumer Affairs, Mizoram: fcsca.mizoram.gov.in, which carries Public Grievance, Consumer Complaint and Feedback sections along with the Citizen's Charter.
- District route: the District Civil Supplies Officer for your area, using the department's DCSO jurisdiction demarcation list.
- Village route: your Village Council or Local Council, which is a formal participant in the process and not merely a witness.
- National route: the centralised public grievance portal at pgportal.gov.in, which the department links from its own site, and the NFSA portal at nfsa.gov.in.
Mizoram is one of the few states that publishes the number. A ration card costs Rs 10 in registration fee, paid at the DCSO office against a receipt. Anyone, agent, tout, or Fair Price Shop dealer, asking for more than that, or offering to "arrange" a card or a category upgrade, is not acting for the department. No officer will ask for an OTP from your phone to issue a card.

Frequently asked questions
What is the fee for a ration card in Mizoram?
The registration fee is Rs 10, as stated by the Department of Food, Civil Supplies and Consumer Affairs on its own ration card pages. Nothing beyond that Rs 10 is payable to any agent, tout or Fair Price Shop dealer, and you should insist on a receipt.
Do I need a Village Council recommendation for a ration card in Mizoram?
Yes, a recommendation from the concerned Village Council or Local Council is required and is the single condition that most distinguishes Mizoram's process from other states. The department states the application goes to the District Civil Supplies Officer supported by proof of residence and that Council recommendation, and the completed card is delivered to the applicant through the same Council.
What are the ration card colours in Mizoram?
Under NFSA the department issues blue cards for Priority Household (PHH), yellow cards for Antyodaya Anna Yojana (AAY) and white cards for non-NFSA beneficiaries. An older departmental page still shows the pre-NFSA scheme of blue for APL, yellow for BPL and pink for AAY, so a card in circulation may carry either colour logic.
Can I apply for a ration card online in Mizoram?
Yes, the Department of Food, Civil Supplies and Consumer Affairs links "Apply Ration Card Online" from the Online Service menu of fcsca.mizoram.gov.in to the citizen login of the SMART-PDS system at mz.smartpds.nic.in. The Village Council or Local Council recommendation and the DCSO's verification still apply, so keep the paper file ready as well.
What happens to my ration card if I move within Mizoram?
Apply for deletion to your original District Civil Supplies Officer, collect a migration certificate, and use it to apply at the DCSO where you now live with an endorsement from the new Village Council or Local Council. Note that PHH and AAY cards are not transferable on migration — the department issues a non-NFSA card at the new residence.
Is BPL a separate certificate in Mizoram?
No, the poverty category is a classification carried on the ration card itself rather than a separate certificate. Mizoram's colour coding makes it visible on the card — yellow for AAY, blue for Priority Household and white for non-NFSA households.
What is an Annapurna card in Mizoram?
An Annapurna card is issued to citizens above 65 years of age who are not covered under the National Social Assistance Programme and have no other means of sustenance, and it follows the same application procedure as a non-NFSA card. The department notes that Annapurna commodities are available only at Fair Price Shops.
How do I check my ration card details in Mizoram?
Use the AePDS Mizoram portal at epos.mizoram.gov.in, which the department links from the Online Service menu of fcsca.mizoram.gov.in for ration card and transaction details. For a pending application, follow up with your District Civil Supplies Officer and your Village Council or Local Council.
