What is the Post-Matric Merit Scholarship in Mizoram?

Post-Matric Merit Scholarship is a purely state-funded merit award administered by the Mizoram Scholarship Board from its office at Dawrpui Vengthar, Aizawl. According to the Board's published scheme booklet, the objective is "to provide financial assistance to permanent resident of Mizoram States securing 60% marks in Board/University Examination", and "the scheme is 100% funding from the State Plan Fund."

Two things follow from that funding pattern, and both matter to applicants. First, there is no Ministry of India in the loop, so the application does not go through the National Scholarship Portal at all. Second, the money is released through the state's own IFMIS-DBT channel rather than the PFMS Aadhaar bridge used for central schemes, with the Drawing and Disbursing Officer of the Board named as the responsible official in the Board's citizen's charter.

This is a small and selective award. The Board's dashboard shows 96 beneficiaries for 2025-26. That figure should be read against the 32,375 students on the Scheduled Tribe post-matric scholarship in the same year: the merit scholarship is not a mass entitlement, it is a reward for a first division.

Unlike most Mizoram scholarships, there is no income ceiling published for this scheme. The qualifying test is academic merit and permanent residence, not need.

Who is eligible for the Mizoram Post-Matric Merit Scholarship?

You can apply if:

  • You are a child or ward of a bona fide permanent resident of Mizoram. The Board's rule is that "Only the children / wards or bonafied permanent residents of Mizoram prosecuting regular studies in a recognized Post Matric Institution in India shall be eligible for award of the Scholarships."
  • You are in regular study at a recognised post-matric institution anywhere in India. The 2024-25 awardee list includes students at St. Paul's Higher Secondary School Tlangnuam and Government Chaltlang Higher Secondary School in Aizawl, at Eklavya Model Residential School Serchhip, and equally at Delhi Public School New Delhi, St. Stephen's College Delhi, NIT Mizoram and Zoram Medical College.
  • You secured at least 60 per cent marks, or a first division or class, in the last Board or University examination.

You cannot apply, or you are not eligible, if:

  • You are not a child or ward of a bona fide permanent resident of Mizoram.
  • You failed to secure 60 per cent or a first division at the last Board or University examination.
  • You have been found guilty of misconduct or breach of discipline. The Board states that no such student shall be eligible.
  • You are repeating a stage of education in a different subject or faculty. The rule excludes students who, after passing one stage of post-matric education, are studying in the same stage in a different subject or faculty.
  • You are moving sideways between professional courses of the same level. The Board gives Bachelor of Teaching and Bachelor of Education, and the reverse, as its own example.
  • You are studying through a correspondence course. Correspondence students are expressly excluded.
  • You already hold another scholarship or stipend of higher value.

One conditional case is worth calling out. Students pursuing post-graduate courses in Medicine are eligible only if they are not allowed to practise during the period of their course. A PG medical student who is permitted to practise, and therefore to earn, falls outside the scheme.

What documents are needed?

Document Mandatory Notes
Application form Yes Downloaded from the Board's notice, or bought at the office for Rs 20
Previous year examination marksheet Yes Proves the 60 per cent or first division
Permanent Residential Certificate Yes Must be up to date
Aadhaar card Yes Identification and bank seeding
Bank passbook, self-account Yes Payment is by direct transfer through IFMIS-DBT
Bonafide certificate from the institution No Establishes regular study in a recognised institution

Note what is not on this list. No income certificate is required, and no tribal or caste certificate is required. The Post-Matric Merit Scholarship is open on merit to permanent residents regardless of category, which distinguishes it sharply from the tribal and minority schemes the same Board administers.

How to apply for the Mizoram Post-Matric Merit Scholarship

  1. Open msb.mizoram.gov.in and find the Post Matric Merit Scholarship notice for the current year under Notice Board. The 2026-27 notice states that the scheme opened on 1 July 2026 with a last date of 30 October 2026, and carries a "Download Application form" link.
  2. Download and print the application form, or collect it from the Mizoram Scholarship Board office at Dawrpui Vengthar, Aizawl, during office working hours. The Board's citizen's charter shows a charge of Rs 20 per form for a printed offline form.
  3. Fill the form completely and attach the documents; previous year marksheet, up-to-date Permanent Residential Certificate, Aadhaar copy and bank passbook copy in your own name.
  4. Submit the filled form with documents to the Mizoram Scholarship Board for verification and payment. The Board's booklet states that the form "must be submitted to Mizoram Scholarship Board for verification and payment", so unlike the central schemes there is no separate institution-verification step on a portal.
  5. Keep a photocopy of the complete submitted set with the date of submission, which is what you will quote if you have to follow up.
  6. Watch the Board's notice board for the awardee list. Selected students are published by name, institution, class or course and amount, as in the 2024-25 list.

How much does the scholarship pay?

The Board does not publish a single rate. What it publishes instead is the awardee list, which shows the actual sanctioned amount against each student's class and course. From the official 2024-25 list:

Stage or course Amounts seen in the official list
Class XI Arts Rs 4,560 and Rs 5,280
Class XI Commerce Rs 5,280
Class XI Science Rs 5,400 and Rs 6,480
B.Tech at NIT Mizoram Rs 8,060
BSc at a government college Rs 8,060
BSc at St. Stephen's College, Delhi Rs 9,500
MBBS at Zoram Medical College Rs 9,500

So the observed range is roughly Rs 4,560 to Rs 9,500 for the year, rising with the level and cost of the course. Treat these as illustrative of the scale of the award rather than as a rate card, because the Board fixes amounts each year.

Key dates for 2026-27

  • 1 July 2026, Post Matric Merit Scholarship 2026-2027 opened
  • 30 October 2026; last date for submission of the application form

For comparison, the 2025-26 cycle for the Post Matric Merit Scholarship closed on 12 December 2025, so the window shifts from year to year and the current notice is the only reliable source. The Board's citizen's charter puts the general payment window at December to March, depending on when the sanction is received.

Why applications fail, and how to avoid it

  • Marks fall below 60 per cent. There is no discretion published here, and a second division does not qualify.
  • Residential certificate out of date. The Board's charter lists "Residential certificate must be up to date" among its stated expectations of applicants.
  • Correspondence or distance course. These are excluded, however good the marks.
  • A lateral move between professional courses at the same level. Read the exclusion carefully before applying if you are switching streams.
  • Another, larger scholarship already held. Declare it. If a higher-value award is accepted later, inform the awarding authority through the Principal, as the rules require, rather than drawing both.
  • Form submitted late. The award is offline and dated at the counter, so a form posted on the last day may arrive too late.
  • Bank account not in the student's own name, or dormant. The Board warns that a dormant account causes ineligibility.

How to check your status and raise a grievance

  1. Watch the Notice Board section of msb.mizoram.gov.in, where the Board publishes the beneficiary list for each year.
  2. If your name is on the list but the money has not arrived, contact the Board. Its citizen's charter sets a three-day standard for a complaint about non-receipt of scholarship payment, and a five-day limit for redress of grievances generally.
  3. Lodge the grievance through https://msb.mizoram.gov.in, or contact the Under Secretary and State Nodal Officer on 9862363908 or at snomizoram@gmail.com.

The last date for submission of the application form for the 2026-27 Post Matric Merit Scholarship is 30 October 2026, and the scheme opened on 1 July 2026. Both dates come from the Mizoram Scholarship Board's own notice board.

How much money does the Post-Matric Merit Scholarship pay?

Amounts in the Board's official 2024-25 awardee list ranged from Rs 4,560 to Rs 9,500 for the year, and varied by class and course. Class XI arts students appear at Rs 4,560 and Rs 5,280, Class XI science students at Rs 5,400 and Rs 6,480, and degree students at Rs 8,060 and Rs 9,500.

Can I apply online for this scholarship?

No, the Post-Matric Merit Scholarship is applied for offline. The form is also available at the Board office during working hours.

Who cannot apply for the Mizoram Post-Matric Merit Scholarship?

Students who are not children or wards of bona fide permanent residents of Mizoram are not eligible, and neither are students studying through correspondence courses. Students repeating the same stage of education in a different subject or faculty cannot apply, nor can students found guilty of misconduct or breach of discipline.

Can I hold this scholarship along with another one?

Not if the other award is of higher value. The Board's rules say a scholar should not hold any other scholarship or stipend of higher value, and that if such an award is made the scholar must exercise an option and inform the awarding authority through the Principal. Payment stops from the date the other award is accepted.

How many students receive this scholarship each year?

The Mizoram Scholarship Board's dashboard records 96 beneficiaries under the Post-Matric Merit Scholarship for 2025-26. It is a deliberately small, selective award compared with the ST post-matric scholarship, which reached 32,375 students.

Who funds this scholarship?

The scheme is 100 per cent funded from the Mizoram State Plan Fund, with no central share. That is why applications go to the Mizoram Scholarship Board rather than to the National Scholarship Portal, and why payment is released through the state IFMIS-DBT system.
