Marriage Registration Certificate in Mizoram
Mizoram state government scheme
Marriage Registration Certificate in Mizoram is issued by the Registrar General of Marriages under the Law and Judicial Department, which charges a fee of Rs 10 and commits to a 7-day service delivery standard in its Citizen's Charter. Registration has been compulsory for every couple married in Mizoram on or after 1 April 2008, and 699 local Registrars of Marriages accept applications across the state.
What is the Marriage Registration Certificate in Mizoram?
The Marriage Registration Certificate in Mizoram is the state's official proof that a marriage exists, issued by the Registrar General of Marriages under the Law and Judicial Department, Government of Mizoram. Mizoram treats marriage registration as a legal obligation rather than an optional formality: the Registrar General's office was established on 1 April 2008 specifically to implement the Mizoram Compulsory Registration of Marriages Act 2007 and its Rules of the same year.
Mizoram's arrangement is unusual among Indian states. Most states route marriage registration through the Revenue Department and a Sub-Registrar who also registers land documents. Mizoram routes it through the Law and Judicial Department, which lists the Registrar General of Marriages among its outlying offices alongside the Mizoram State Legal Services Authority and the Office of the Advocate General. The department's own statement of activities includes "compulsory registration of marriages in the state under the Compulsory Registration of Marriages Act, 2007 Rules, 2007".
The Registrar General does not work alone. The office supervises and supports 699 appointed Registrars of Marriages across Mizoram, a dense local network that means a couple in a village does not have to travel to Aizawl to file. The Registrar General trains those local registrars, supplies them with materials, compiles the monthly and quarterly reports they send in, maintains district-wise files and records, and submits an annual report to the state government.
Which law applies to my marriage in Mizoram?
Three separate statutes matter, and knowing which one governs your case decides the route.
The Mizoram Compulsory Registration of Marriages Act 2007 is the state law that makes registration compulsory. It applies to marriages solemnised in Mizoram and is what the Registrar General of Marriages administers. This is the ordinary route for a couple married in Mizoram. The marriage is solemnised first, usually in church, and registration records it afterwards. There is no waiting period.
The Mizo Marriage, Divorce and Inheritance of Property Act 2014, published in the Mizoram Gazette and available on the Law and Judicial Department site, is the substantive personal law governing marriage, divorce and inheritance among Mizos. It sets what a valid Mizo marriage is; the 2007 Act sets how it gets recorded. The Act was amended by the Mizo Marriage and Inheritance of Property (Amendment) Act 2026.
The Special Marriage Act 1954 is the central civil-marriage law, used by inter-faith couples, couples who do not want a religious ceremony, and marriages involving a foreign national. This route is fundamentally different: the marriage officer does not merely record a marriage that happened, the officer solemnises it, and the Act therefore requires a 30-day public notice of intended marriage in a jurisdiction where at least one party has lived for not less than 30 days. Objections may be filed during those 30 days. Only after the notice period expires do the parties sign the declaration before the marriage officer in the presence of three witnesses.
For marriages involving Non-Resident Indians, the Law and Judicial Department separately publishes "Marriages to Overseas Indians: A Guidance Booklet" on its website, which is worth reading before registering a marriage where one spouse lives abroad.
Who is eligible to register a marriage in Mizoram?
You can apply if:
- The marriage was solemnised in Mizoram, and one or both parties fall within a local Registrar of Marriages' area.
- The bride was at least 18 and the groom at least 21 at the time of the marriage.
- Neither party had a living, undivorced spouse at the time of the marriage.
- Both parties were capable of giving valid consent.
- The marriage took place on or after 1 April 2008; in which case registration is compulsory, or before that date, in which case the Registrar General still accepts the registration voluntarily. The office's stated objectives include accepting registrations for couples married before the Act took effect.
You cannot apply through the state compulsory-registration route where the marriage was solemnised outside Mizoram and neither spouse has any connection to a Mizoram registrar's area; where either party was below the legal age at the time of the marriage; or where an earlier marriage of either party subsists and has not been dissolved. An inter-faith couple who have not yet married at all are not eligible to simply register, they must go through the Special Marriage Act 1954 notice and solemnisation procedure instead.
What does marriage registration cost in Mizoram?
Mizoram's fees, taken directly from the Law and Judicial Department's published Citizen's Charter, are among the lowest in India:
| Service | Fee |
|---|---|
| Registration of Marriages | Rs 10 |
| Cancellation of Marriages | Nil |
| Issue of widow / non-marriage certificate | Rs 50 |
That is the whole schedule for this service. Marriage registration in Mizoram costs Rs 10 at the government counter and nothing more. Because the fee is so small and the service standard is only 7 days, there is no legitimate role for an agent or middleman here at all. If someone offers to "get" a Mizoram marriage certificate for a fee running into hundreds or thousands of rupees, they are charging you for a Rs 10 service and adding no value. Pay only at the registrar's office and keep the receipt.
How to apply for a marriage certificate in Mizoram
- Download or collect the prescribed application form. The Law and Judicial Department publishes the Mizoram Compulsory Registration of Marriage Act 2007 together with the Rules 2007 and the registration-of-marriages forms on its Act and Rules page at landj.mizoram.gov.in. The Citizen's Charter names the prescribed application form as the required document for this service.
- Assemble the supporting documents. Age proof for both parties (birth certificate, HSLC certificate or passport), residential proof for both parties (Voter ID, Aadhaar, PAN, ration card or electricity bill), a certificate from the church or institution where the marriage was solemnised as proof of solemnisation, passport-size photographs, and witness details with identity proof.
- Submit the form to your local Registrar of Marriages. Mizoram has 699 appointed local Registrars of Marriages. Filing is local, not central โ the couple must approach the registrar for the area where they reside or where the marriage took place, and both parties sign the application.
- Wait for local verification. The Citizen's Charter describes the delivery process as "verification of application by local Registrar of Marriages". The local registrar checks the age proofs, the residence proofs and the evidence that the marriage was actually solemnised, and forwards the case.
- Registration by the Registrar General of Marriages. The Registrar General, at the Judicial Complex, New Secretariat Complex, Khatla, Aizawl, registers the marriage. The stipulated time limit for delivery of this service is 7 days.
- Collect the certificate. Check every entry, the names, the date of marriage, the place of marriage and the parents' names, before leaving, because a correction after the fact is slower than getting it right the first time.
How do I check the status of a marriage registration in Mizoram?
Mizoram does not publish a self-service online tracker for this service. The practical route is to go back to the local Registrar of Marriages who accepted the application, since the same officer forwards it and receives the outcome. Where the local registrar cannot account for the delay, contact the Registrar General of Marriages office in Aizawl, or the Deputy Secretary of the Law and Judicial Department on 0389 2336525. The department's head office is in the basement of the Mizoram Civil Secretariat, New Secretariat Complex, Khatla, Aizawl.
Does a Mizoram marriage certificate expire?
No. Registration under the Mizoram Compulsory Registration of Marriages Act 2007 is a permanent entry in the state's records and there is no renewal. What changes over time is your need for fresh copies, and for related certificates the same office issues, a widow or non-marriage certificate costs Rs 50 and carries the same 7-day standard, and cancellation of a marriage entry is done free of charge, both through the Registrar General of Marriages.
Why do Mizoram marriage registration applications get delayed or rejected?
- No proof of solemnisation. A certificate from the church or institution where the marriage took place is what the local registrar verifies against; without it, verification stalls.
- Age proof that does not establish the legal minimum, a bride under 18 or a groom under 21 at the date of marriage makes registration legally impossible.
- Residence outside the local registrar's area, so the wrong one of the 699 registrars has been approached.
- An unresolved earlier marriage, with no death certificate or divorce decree on record.
- An incomplete prescribed form or missing witness identity documents, which is the most common and most easily fixed cause of delay.
- Filing directly at Aizawl without local verification, which sends the file back down to the local registrar first.
Where do I complain about a Mizoram marriage registration?
The Law and Judicial Department names landj.mizoram.gov.in as the website address to lodge a grievance, and its Citizen's Charter sets a time limit of 2 weeks for redress of grievances. The officer designated to handle public grievances in the department is the Superintendent. For information requests, the department's State Public Information Officer under the RTI Act 2005 is the Deputy Secretary, Law and Judicial Department. Escalation above that goes to the Secretary to the Government of Mizoram, Law and Judicial Department, at the Mizoram Secretariat, MINECO, Aizawl, on 0389 2318212.
