What is the Land Subsidy under the Mizoram Industrial Policy 2012?

Land Subsidy is one of the nine state incentive subsidy heads of the Mizoram Industrial Policy 2012, run by the Directorate of Industries under the Commerce & Industries Department, Government of Mizoram. Land Subsidy reduces two different costs that fall on a unit taking space inside a government industrial area: the recurring lease charge on the plot, and the one-time expense of turning a raw plot into something a factory can stand on.

The policy is candid about why the second limb matters. Mizoram's declared industrial areas, it records, "are not yet up to the mark and need a lot of up-gradation", with fencing, approach roads, internal roads, site levelling, water and power supply all needing improvement. In hilly terrain, levelling and retaining work on an allotted plot can cost more than the shed that follows. Land Subsidy meets a quarter of that.

Land Subsidy applies only inside notified industrial areas. The 2012 policy lists seven: the Industrial Estate at Zuangtui in Aizawl district, the Industrial Estate at Bairabi in Kolasib district, the Export Promotion Industrial Park at Lengte in Mamit district, the Bamboo Technology Park at Sairang in Aizawl district, the Integrated Industrial Development Centre at Pukpui in Lunglei district, the Integrated Industrial Development Centre at Zote in Champhai district, and the Industrial Growth Centre at Luangmual in Aizawl district.

Who can claim the Land Subsidy?

You can claim if:

  • The enterprise is a new industrial unit.
  • The unit is established inside a notified industrial area.
  • The unit is within 5 years of existence at the time of the claim.
  • Land has been formally allotted to the unit, developed or undeveloped, and a lease charge or fee is payable on it.
  • For the development limb, the unit has itself spent money developing the undeveloped plot allotted to it.

You are not eligible if:

  • The unit stands on private or community land outside a declared industrial area. There is no allotment and no lease charge, so nothing to subsidise.
  • The unit has crossed 5 years of existence; older units cannot apply under this head.
  • The land was allotted to someone else and merely sub-let or informally occupied.
  • The development expenditure is unsupported by bills, vouchers and an approved estimate.
  • The enterprise is a trading or retail business rather than an industrial unit.

The 2012 policy also reserves micro and small enterprises for indigenous people of Mizoram and allows investment from outside the state only in the medium and large sector, in joint venture mode with a local entrepreneur or a public sector undertaking, with unskilled employment in such units reserved exclusively for locals.

How much does the Land Subsidy pay?

Land Subsidy has two limbs, and a unit can draw both:

  1. 25 per cent of the lease charge or fee on the allotted developed or undeveloped land, for a period of 5 years. The policy adds the qualification that this applies "unless the claimable amount is not adjusted at the time of payment of such fee or charges"; where the allotting agency can simply bill the unit 75 per cent of the lease, that adjustment is the subsidy, and no separate payment follows.
  2. 25 per cent of the amount spent by the unit on development of the undeveloped land allotted to it.

The 2012 policy states no rupee ceiling on either limb, unlike the project report, factory rent, manpower, power line and generating set heads, which all carry express caps. In practice the amount is limited by the lease rate fixed for the industrial area concerned and by the estimate the department approves for development work.

Land allotment order Yes For a plot inside a notified industrial area
Lease deed or agreement Yes Fixes the lease charge being subsidised
Lease payment receipts Yes Year-wise, for the years claimed

How to apply for the Mizoram Land Subsidy

  1. Secure a formal plot allotment inside one of the notified industrial areas from the Directorate of Industries or the managing agency for that estate, and execute the lease.
  2. Before doing any land development work, get the plan and estimate approved by the department, so that the 25 per cent development claim later rests on a sanctioned figure.
  3. Buy the prescribed land subsidy application form at Rs 50 from the Directorate of Industries at Khatla, Aizawl, PIN 796001.
  4. Fill in the form with the allotment particulars, plot number, industrial area, annual lease charge, and the development expenditure incurred.
  5. Attach the allotment order, lease deed, year-wise lease receipts, the approved estimate, development bills and vouchers, the Udyam Registration certificate and the unit's bank details.
  6. File the complete claim at your District Industries Centre; Aizawl, Lunglei, Siaha, Lawngtlai, Champhai, Serchhip, Mamit, Kolasib, Hnahthial, Khawzawl or Saitual, and keep the dated acknowledgement.
  7. Allow site verification by the DIC, which measures the development work actually done before recommending the claim to the Directorate.

How is a land subsidy claim processed and tracked?

The District Industries Centre verifies the plot on the ground, confirms that the unit is functioning and within its 5-year window, and forwards the file to the Directorate of Industries with a recommendation. Sanction is issued by the Directorate, and payment either reaches the unit's bank account or is set off against the next lease demand.

There is no online status tracker for this head. Follow-up is by visiting or calling the DIC, and then the Directorate of Industries on 0389-2322450, 0389-2325706 or 0389-2316247, or by writing to dirind-mz@gov.in, quoting the acknowledgement number and the plot allotment reference.

Because the lease limb is a five-year entitlement, a unit that intends to claim for all five years should keep each year's lease receipt safely and file year-wise rather than trying to reconstruct five years of payments at the end.

Why land subsidy claims get rejected

  • The plot is outside a notified industrial area, so there is no allotted lease to subsidise.
  • The 5-year window has lapsed before the claim was made.
  • Development work was done without an approved plan and estimate, leaving the expenditure unverifiable.
  • Lease charges are in arrears. A unit that has not paid the lease cannot claim 25 per cent of it back.
  • Allotment stands in a different name from the applicant enterprise.
  • The plot is unused. Industrial area allotments carry a condition that the land be used for the purpose allotted, and an idle plot invites cancellation rather than subsidy.

What changed under the Industrial and Investment Policy of Mizoram 2025?

The Government of Mizoram notified The Industrial and Investment Policy of Mizoram, 2025 on 21 August 2025 vide No.P-19020/6/2025-C&I, published in the Mizoram Gazette Extraordinary Issue No. 597 dated 22 August 2025, with immediate effect.

Under the 2025 incentive table, the land-related support is restructured:

  • Land Development Subsidy to 25 per cent of the amount spent by a new MSME unit on developing undeveloped land allotted to it inside a notified industrial area within 5 years of existence, now with an upper ceiling of Rs 10 lakh, and with prior Government approval of the plan and estimate made an express condition.
  • Subsidy on Factory Building — a new head giving 25 per cent of the amount spent on constructing a factory building on allotted land, capped at Rs 15 lakh, again subject to prior approval of plan and estimate.

The lease-charge limb of the 2012 head is not carried into the 2025 table. The 2025 policy also records the general conditions attaching to industrial land: that the land is used during the lease only for the purpose for which it was leased, and that the purpose must be realised within two years.

Frequently asked questions

How much land subsidy does a Mizoram industrial unit get?

A unit gets 25 per cent of the lease charge or fee on its allotted developed or undeveloped land, subsidised for a period of 5 years, and 25 per cent of the amount it spends developing an undeveloped plot allotted to it. The 2012 policy states no rupee ceiling for either limb.

Who is eligible for the Land Subsidy under the Mizoram Industrial Policy 2012?

Only a new industrial unit established inside a notified industrial area and within 5 years of existence is eligible. A unit on private land outside a declared industrial area does not qualify, because the subsidy is tied to the lease charge of an allotted plot.

Which are the notified industrial areas in Mizoram?

The Mizoram Industrial Policy 2012 lists the Industrial Estate at Zuangtui in Aizawl, the Industrial Estate at Bairabi in Kolasib, the Export Promotion Industrial Park at Lengte in Mamit, the Bamboo Technology Park at Sairang in Aizawl, the Integrated Industrial Development Centre at Pukpui in Lunglei, the Integrated Industrial Development Centre at Zote in Champhai, and the Industrial Growth Centre at Luangmual in Aizawl.

Is the subsidy paid to me or adjusted against my lease bill?

Either. The policy says the 25 per cent is subsidised for 5 years "unless the claimable amount is not adjusted at the time of payment of such fee or charges" — meaning where the allotting agency can net the subsidy off the lease bill it will do so, and only the unadjusted balance is paid out as a separate claim.

Do I need approval before spending on land development?

Yes, in practice. Land development expenditure has to be supported by an approved plan and estimate, and the successor 2025 policy makes prior Government approval of the plan and estimate an express condition, so getting the estimate cleared before starting work is the safe course.

Is land subsidy still available under the 2025 policy?

The Industrial and Investment Policy of Mizoram 2025, notified on 21 August 2025, replaces this head with a Land Development Subsidy of 25 per cent of development expenditure subject to an upper ceiling of Rs 10 lakh, and adds a separate 25 per cent Subsidy on Factory Building capped at Rs 15 lakh. The lease-charge limb of the 2012 head does not appear in the new table.

How do I apply for land subsidy in Mizoram?

Buy the prescribed application form at Rs 50 from the Directorate of Industries at Khatla, Aizawl, attach the allotment order, lease deed and payment receipts, and file it with your District Industries Centre. There is no online claim facility for this head.
