What is a labour card in Mizoram?

A labour card in Mizoram means membership of the Mizoram Building & Other Construction Workers Welfare Board, MBOCWWB, which sits under the Directorate of Labour, Employment, Skill Development & Entrepreneurship. The LESDE Department; of the Government of Mizoram. The board was constituted on 20 March 2009 on the basis of the Building & Other Construction Workers (Regulation of Employment & Conditions of Service) Act 1996, and runs its own site at bocw.mizoram.gov.in.

The board describes its function in one sentence on its FAQ page: to collect labour cess and utilise it for the welfare of the workers registered under the Welfare Board, in accordance with the scheme provided. That is the whole logic of the card. Mizoram collects a 1 per cent cess on the cost of construction work under the Building and Other Construction Workers Welfare Cess Act 1996, and that fund can only be spent on workers whose names are on the board's register. An unregistered mason in Aizawl has no claim on money that was collected partly out of the value of the buildings he helped put up.

The head of the board is the Labour Commissioner cum Director of the LESDE Department; the Chairman is the LESDE Minister. Registration is handled at district level by the Labour, Employment & Skill Development Officers, who are the Registering Officers.

Who can and who cannot apply?

You can apply if you are a building or other construction worker in Mizoram between 18 and 60 years of age. That is the age band MBOCWWB publishes for membership. Section 12 of the Building and Other Construction Workers Act 1996, which governs every state board including Mizoram's, adds the standard requirement that the worker must have done more than 90 days of building or other construction work in the preceding 12 months.

You cannot apply if you are under 18 or have completed 60 years to 60 is the point at which a registered worker moves onto the board's old-age pension track rather than a point at which fresh registration begins. You are also not eligible if your work is not construction work under the Act, or if you are already a member of another welfare fund covering the same risks.

Contractors and employers do not register as beneficiaries. Their duty under the cess law is to pay the 1 per cent cess that funds the board, and to certify the employment of the workers who do register.

What documents are required?

MBOCWWB's stated procedure is that an applicant acquires a registration form from the office and applies with the relevant information demanded in the form, so the form itself is the master document list. In practice a Mizoram applicant should carry proof of age establishing that they are between 18 and 60, an identity proof, a passport-size photograph, evidence of construction work covering the statutory 90 days, and a bank passbook, since the board's pension and benefit payments: including the LIC-linked welfare pension it administers: go into the worker's own account.

Record spouse and nominee details carefully at registration. The board publishes separate spouse declaration and existence certificate forms for its pension claims, which means the family details captured at registration are what later claims are checked against.

How to apply for a labour card in Mizoram

  1. Download the registration form from the Application Forms section of bocw.mizoram.gov.in, or collect it from the board office at Room No. 604, Directorate of LESDE, Plot No. A/28, Earth Day Road, near Baptist Church, MINECO, Khatla, Aizawl 796001.
  2. Fill the form with your personal details, age, address, trade, employer or site details and bank account, and attach your photograph, age proof, identity proof and evidence of construction work.
  3. Submit it to the Registering Officer for your district, the District Labour & Employment Officer or Labour, Employment & Skill Development Officer covering your district, listed below.
  4. Sit for verification if the officer calls you in, and collect your acknowledgement.
  5. Collect your membership record and identity card once the Registering Officer has approved the registration.

Mizoram has not put worker registration online. The board publishes downloadable forms and describes the application as a form-based process made at the office, so plan on a physical visit rather than expecting a portal to finish the job.

Which office handles your district?

Mizoram's board publishes its district office structure openly, and going to the right one saves a wasted journey across a hill district.

  • Aizawl, Serchhip and Saitual, Upper Republic, Aizawl 796001, contact 0389-2322266. The District Labour & Employment Officer here is designated Registering Officer.
  • Lunglei, Lawngtlai and Hnahthial: Bazar Veng, Lunglei 796701, under a Labour, Employment & Skill Development Officer (LESO).
  • Champhai and Khawzawl; Thlerpui, Kahrawt, Champhai 796321.
  • Kolasib and Mamit — Room No. 605, Directorate of LESDE, Plot No. A/28, Earth Day Road, MINECO, Khatla, Aizawl 796001.
  • Siaha: New Colony, Siaha 796901.

The board office itself is at Room No. 604 in the same Directorate building in Aizawl, and publishes the contact numbers 9366349016 and 6909364436 along with the email addresses directorledmz@gmail.com and mbocwwbmizoram@gmail.com.

What does registration cost, and what about agents?

Mizoram's board does not display a citizen-facing registration charge on its published FAQ or on its application forms page. Section 12 of the Building and Other Construction Workers Act 1996 caps any prescribed registration fee at fifty rupees nationally, so no genuine registration anywhere in India: Mizoram included, runs into hundreds of rupees.

Collect the form free from the board's own website or the district office, fill it yourself, and pay only what an official receipt at the office records. Anyone offering to "get your name on the board's list" for a fee is charging you for a free or near-free government process. If you cannot read the form, take it to the district labour office and ask the staff there, not a broker outside.

What do you get once you are registered?

MBOCWWB publishes its benefit list on its own FAQ page: maternity benefit; pension, covering old-age pension, family pension and disability pension; death benefit for both natural and accidental death; funeral assistance; marriage assistance; medical assistance; and children's educational assistance. Separate claim forms for each of these, medical assistance, maternity benefit, natural death, accidental death, funeral assistance, cash award, marriage assistance, disability benefit and pension; are published on the board's site.

Mizoram has also invested unusually heavily in skill development for this group. The board states that children of registered workers are eligible to enrol in a variety of courses through skill-development training providers empanelled by the Welfare Board, under Section 7(6)(F) of the Code on Social Security 2020, and it publishes reports on batches trained through partners such as Accent Plus, Mission Foundation Movement and the Vocational School of Education. For a household in Lunglei or Champhai, that training track is often worth more over time than any single cash benefit.

How do you check your application and your benefits?

Follow up with the district Registering Officer who received your form, that is the officer holding the file, and Mizoram's district offices are small enough that a direct visit or phone call works. The board also publishes Workers Registration Reports and Schemes Disbursement Reports under Achievement Reports on bocw.mizoram.gov.in, which show registration and disbursement at an aggregate level and are a useful sanity check on whether your district's numbers are moving at all.

Why do Mizoram applications fail?

The recurring problems are the ordinary ones: an incomplete registration form, no acceptable age proof placing the worker inside the 18-to-60 band, no evidence of construction work covering the statutory 90 days, an illegible or wrong bank account, and missing spouse or nominee details that later block a pension or death claim. Each of these is fixable at the same district office; correct the enclosure and resubmit.

Where do you complain if nothing moves?

Escalate within the department rather than sideways to an agent. The first step is your district Labour, Employment & Skill Development Officer. Above that sits the Assistant Secretary of the board, the Deputy Director (Labour) of the LESDE Department, and then the Secretary of the board, who is the Director of LESDE, at Room No. 604, MINECO, Khatla, Aizawl 796001, on 9366349016 or 6909364436. Mizoram also runs a public grievance route and RTI Online links from the same site, and the board publishes a Citizen Charter setting out what it undertakes to do. Keep a dated copy of the form you submitted and the acknowledgement, without them a grievance has nothing to attach to.
