Interest Subsidy (Mizoram Industrial Policy 2012)
Mizoram state government scheme
Interest Subsidy under the Mizoram Industrial Policy 2012 subsidises loan interest paid above 8.5 per cent, up to a maximum of 4 per cent, on interest of up to Rs 3,60,000 a year on a term loan and Rs 1,20,000 on working capital. New units claim it at their District Industries Centre.
What is the Interest Subsidy under the Mizoram Industrial Policy 2012?
Interest Subsidy is the fifth state incentive subsidy head in the Mizoram Industrial Policy 2012, administered by the Directorate of Industries under the Commerce & Industries Department, Government of Mizoram. Interest Subsidy cuts the effective cost of borrowing for a new industrial unit by paying part of the interest the unit hands over to its bank.
The design is a threshold-and-cap design rather than a flat rebate. Interest paid in excess of 8.5 per cent is subsidised, up to a maximum of 4 per cent. The unit therefore always carries the first 8.5 percentage points itself, and the state absorbs the next four points at most.
Interest Subsidy is among the two heads in the 2012 incentive table that carry the broadest reach, because unlike land, factory rent, power and transport subsidies it is not tied to a location inside a notified industrial area. A new unit anywhere in Mizoram servicing a loan can look at it. Alongside it, the policy also envisaged an up-front loan scheme at 2 to 5 per cent interest for first-generation entrepreneurs in the thrust sector, to bridge the equity gap before the central Capital Investment Subsidy arrives.
Who can claim the Interest Subsidy?
You can claim if:
- The enterprise is a new industrial unit in Mizoram.
- The unit holds a valid Udyam Registration, which replaced the Entrepreneur Memorandum Part-II from 1 July 2020.
- The unit is servicing a term loan or a working capital loan from a bank or financial institution.
- The rate of interest exceeds 8.5 per cent, so there is a margin to subsidise.
- Interest for the year claimed has actually been paid and certified by the lender.
You are not eligible if:
- The loan carries a rate at or below 8.5 per cent; there is no eligible margin and the unit cannot apply.
- The borrowing is a personal loan, gold loan, vehicle loan or housing loan rather than an industrial term or working capital facility.
- The loan account is irregular, defaulted or classified as an NPA. The successor 2025 policy makes regular repayment an express mandatory condition, and district offices apply the same test in practice.
- The unit is a trading or retail business rather than an industrial enterprise.
- The unit is already drawing full interest subsidy under NEIIPP on the same facility; only the shortfall, if any, is eligible on the working capital loan.
The general conditions of the 2012 policy also apply: micro and small enterprises are reserved for indigenous people of Mizoram, and investment from outside the state is allowed only in the medium and large sector, in joint venture mode.
How much does the Interest Subsidy pay?
| Element | Value |
|---|---|
| Interest threshold | Only interest above 8.5 per cent is eligible |
| Maximum subsidy rate | 4 per cent |
| Eligible term loan interest | Up to Rs 3,60,000 paid in a full year |
| Eligible working capital interest | Up to Rs 1,20,000 paid in a full year |
| Overlap rule | If NEIIPP interest subsidy is availed, only the shortfall is eligible on working capital |
Reading the two limits together matters. The percentage rule fixes what rate is subsidised; the rupee limits fix how much interest the subsidy is computed on. A unit paying Rs 5,00,000 of term loan interest in a year at 12 per cent has 3.5 percentage points above the threshold, but the claim is worked out only on the first Rs 3,60,000 of interest, not on the full Rs 5,00,000.
The working capital limit of Rs 1,20,000 is exactly one third of the term loan limit, reflecting that the policy treats capital formation as the priority and working capital support as secondary, a point reinforced by the NEIIPP shortfall rule, which applies specifically to working capital.
What documents are required?

| Loan account statement | Yes | Evidences regular repayment |
| Udyam Registration certificate | Yes | Confirms industrial registration |
| Declaration on other interest subsidy | Yes | Because of the NEIIPP shortfall rule |
| Bank account details | Yes | For release of the subsidy |
How to apply for the Mizoram Interest Subsidy
- Ensure the unit's loan account is regular. A defaulted account will not be recommended, and repairing it later does not restore a lapsed year's claim.
- At the close of the financial year, ask your lending bank for a certificate of interest paid, separating term loan interest from working capital interest and stating the rate charged.
- Buy the prescribed interest subsidy application form at Rs 50 from the Directorate of Industries, Khatla, Aizawl, PIN 796001.
- Work out the claim: identify the percentage points above 8.5, cap them at 4, and apply that to eligible interest of at most Rs 3,60,000 for the term loan and Rs 1,20,000 for working capital.
- Attach the bank sanction letter, the interest certificate, the loan account statement, the Udyam certificate, the declaration about NEIIPP or any other interest subsidy availed, and the unit's bank details.
- Submit at your District Industries Centre, Aizawl, Lunglei, Siaha, Lawngtlai, Champhai, Serchhip, Mamit, Kolasib, Hnahthial, Khawzawl or Saitual, and collect a dated acknowledgement.
- Repeat the claim in each subsequent year, since both ceilings are annual.
How is the claim processed and how do you check status?
The District Industries Centre confirms that the unit exists and is producing, checks the bank's interest certificate against the sanction terms, applies the threshold and caps, and forwards the file to the Directorate of Industries with a recommended amount. The Directorate sanctions and releases the subsidy to the unit's account, within the budget available for state incentive subsidies that year.
There is no online tracking for the 2012 incentive heads. Ask the DIC first, quoting the acknowledgement number and loan account number, then the Directorate of Industries on 0389-2322450, 0389-2325706 or 0389-2316247, or by email at dirind-mz@gov.in.
Why interest subsidy claims get rejected
- Rate at or below 8.5 per cent, so no eligible margin exists.
- Interest certificate missing or not distinguishing term loan from working capital interest.
- Irregular repayment or an NPA account.
- The loan is not an industrial facility: personal, vehicle or housing loans are outside the head.
- Claim computed on total interest rather than on the capped eligible interest of Rs 3,60,000 or Rs 1,20,000.
- NEIIPP interest subsidy already drawn without disclosing it, breaching the shortfall rule.
- The unit is not producing at the time of verification.
What changed under the Industrial and Investment Policy of Mizoram 2025?
The Government of Mizoram notified The Industrial and Investment Policy of Mizoram, 2025 on 21 August 2025 vide No.P-19020/6/2025-C&I, published in the Mizoram Gazette Extraordinary Issue No. 597 of 22 August 2025, with immediate effect.
Interest Subsidy survives into the 2025 incentive table as item 3, but in a simplified and more generous form:
- Interest on a term loan paid by an industrial unit is subsidised up to a maximum of 5 per cent per annum, up from 4 per cent, and the 8.5 per cent threshold of the 2012 head disappears from the text.
- The subsidy runs for an initial period of 5 years.
- The claim is limited to interest of not more than Rs 10 lakh in a full year, well above the old Rs 3,60,000 term loan limit.
- If the unit avails interest subsidy under any other Central or State government scheme, only the shortfall is eligible — a broader version of the old NEIIPP rule.
- Regular repayment of the loan is a mandatory requirement.
- The eligibility is stated as new MSME unit, and the 2025 policy specifies that incentives are disbursed only after commencement of commercial operations.
Notably, the separate working capital interest limb of the 2012 head does not appear in the 2025 table, which speaks only of term loan interest.

Frequently asked questions
How much interest subsidy does a Mizoram industrial unit get?
Interest paid in excess of 8.5 per cent is subsidised up to a maximum of 4 per cent. The subsidy is calculated on interest of not more than Rs 3,60,000 paid in a full year on a term loan, and not more than Rs 1,20,000 in a full year on a working capital loan.
What does "in excess of 8.5 per cent" mean in practice?
It means the unit bears the first 8.5 percentage points of its interest rate itself. A loan at 11 per cent has 2.5 points above the threshold, so 2.5 per cent is subsidised. A loan at 14 per cent has 5.5 points above the threshold, but the subsidy is capped at 4 per cent.
Who is eligible for the Interest Subsidy?
New industrial units in Mizoram are eligible, as stated in the eligibility column of the incentive table in the Mizoram Industrial Policy 2012. The unit must be servicing a genuine term loan or working capital loan from a lending institution and must be registered with the Directorate of Industries.
Can I claim this along with a central interest subsidy?
Only for the shortfall. The 2012 policy states that if a unit avails interest subsidy under NEIIPP, only the shortfall amount, if any, will be applicable for interest subsidy on the working capital loan, so the two cannot be stacked in full.
Does a loan below 8.5 per cent get any subsidy?
No. The subsidy applies only to interest paid in excess of 8.5 per cent, so a concessional loan at or below that rate has nothing to subsidise.
What replaced this head under the 2025 policy?
The Industrial and Investment Policy of Mizoram 2025 provides a simpler Interest Subsidy — up to 5 per cent per annum on term loan interest for an initial period of 5 years, on a claim of not more than Rs 10 lakh of interest in a full year, with regular repayment of the loan made a mandatory requirement.
How often can the claim be made?
Year by year. Both ceilings are written as amounts paid "in a full year", so a unit files a fresh claim for each year with that year's bank certificate of interest paid.
