Subsidy on Power Line Installation (Mizoram Industrial Policy 2012)
Mizoram state government scheme
Subsidy on Power Line under the Mizoram Industrial Policy 2012 reimburses 50 per cent of what a new MSME actually spends installing a power line to its premises, subject to a ceiling of Rs 50,000 per unit, within 5 years of the start of production. Claims are filed offline on a Rs 50 form at the District Industries Centre.
What is the Subsidy on Power Line in Mizoram?
Subsidy on Power Line is the seventh state incentive subsidy head in the Mizoram Industrial Policy 2012, administered by the Directorate of Industries under the Commerce & Industries Department, Government of Mizoram. Subsidy on Power Line pays half the cost of physically getting electricity to a new factory.
The head answers a specific Mizoram problem. The 2012 policy records that the state's declared industrial areas "are not yet up to the mark", with basic amenities including power supply still needing improvement, and that industrial plots often sit some distance from an existing line. In hill terrain, drawing poles and conductors even a few hundred metres, and installing a transformer of adequate capacity, is a real capital item that comes due before a single unit of output is produced. Subsidy on Power Line meets 50 per cent of it, up to Rs 50,000 per unit.
Subsidy on Power Line is a one-time incentive, unlike the recurring Power Subsidy that sits beside it in the same table. A unit will normally claim both: this head for the connection, and Power Subsidy for 60, 50 or 30 per cent of the consumption bill for five years.
Who can claim the Subsidy on Power Line?
You can claim if:
- The enterprise is a new MSME in Mizoram holding valid Udyam Registration.
- The claim is made within 5 years from the date of commencement of production, the eligibility condition printed against this head.
- The unit has itself paid for installing the power line, the departmental estimate, service connection charges, poles, conductor and transformer as applicable.
- Payment is supported by a money receipt in the enterprise's name and the line has been energised.
You are not eligible if:
- The line was laid at the cost of the landlord, the estate authority or the Power & Electricity Department without charge to the unit; there is no expenditure to reimburse and the unit cannot apply.
- More than 5 years have passed since production began.
- The claim is for internal wiring, panels, switchgear or fittings inside the building rather than the line to the premises.
- The enterprise is a trading or retail business and not an industrial unit.
- The unit has already drawn this subsidy once, since the ceiling is per unit.
- The connection is a domestic connection at a residence rather than an industrial connection for the enterprise.
Across the 2012 policy, micro and small enterprises in Mizoram are reserved for indigenous people of the state, and investment from outside the state is permitted only in the medium and large sector in joint venture mode.
How much does the Subsidy on Power Line pay?
| Element | Value |
|---|---|
| Share of expenditure reimbursed | 50 per cent of actual expenditure |
| Ceiling | Rs 50,000 per unit |
| Frequency | One-time |
| Eligibility window | New MSME, within 5 years of commencement of production |
Because the ceiling is Rs 50,000 and the rate 50 per cent, the cap binds on any installation costing more than Rs 1,00,000. Below that figure the unit simply recovers half of what it spent.
The word "actual" carries weight in assessment. District Industries Centres work from the Power & Electricity Department's own estimate and the money receipt against it, not from a contractor's quotation or a self-declared figure.

How to apply for the Mizoram Power Line Subsidy
- Apply to the Power & Electricity Department for an industrial connection in the enterprise's name and obtain the estimate and demand note for drawing the line and installing the transformer.
- Pay the demand and collect the money receipt in the enterprise's name. This is the document the whole claim rests on, so it should not be paid from a personal account under a personal name.
- After the line is drawn, obtain the completion or energisation certificate for the connection.
- Buy the prescribed power line subsidy application form at Rs 50 from the Directorate of Industries, Khatla, Aizawl, PIN 796001.
- Fill in the unit's particulars, the consumer number, the sanctioned load, the total expenditure incurred and the 50 per cent claimed, subject to Rs 50,000.
- Attach the estimate, money receipt, energisation certificate, Udyam certificate, proof of the production start date and the unit's bank details.
- Submit at your District Industries Centre; Aizawl, Lunglei, Siaha, Lawngtlai, Champhai, Serchhip, Mamit, Kolasib, Hnahthial, Khawzawl or Saitual, and keep the dated acknowledgement.
How is the claim verified and how do you check status?
The District Industries Centre inspects the premises to confirm that the line and transformer exist and serve the industrial unit, cross-checks the money receipt against the Power & Electricity Department's estimate, and forwards the file to the Directorate of Industries with a recommended amount. Sanction and release follow from the Directorate, within the budget available for industrial incentives that year.
There is no online tracking for the 2012 policy heads. Contact the DIC that received the file, quoting the acknowledgement and consumer number, then escalate to the Directorate of Industries on 0389-2322450, 0389-2325706 or 0389-2316247, or by email to dirind-mz@gov.in.
Why power line subsidy claims get rejected
- Money receipt in a personal name rather than the enterprise's.
- No completion or energisation certificate, so installation cannot be confirmed.
- The 5-year window from commencement of production has lapsed.
- The claim includes internal wiring and fittings that fall outside the head.
- The line was installed at someone else's cost, most often by the estate authority or a landlord.
- Duplicate claim, where the Rs 50,000 per-unit entitlement has already been used.
- The connection is domestic, not industrial.
What changed under the Industrial and Investment Policy of Mizoram 2025?
The Government of Mizoram notified The Industrial and Investment Policy of Mizoram, 2025 on 21 August 2025 vide No.P-19020/6/2025-C&I, published in the Mizoram Gazette Extraordinary Issue No. 597 of 22 August 2025, with immediate effect. Under clause 8.1 of that policy, incentives are disbursed only after commencement of commercial operations.
This head survives as item 6 of the new table, renamed and rebalanced:
- The head is now Subsidy on Power Line and Transformers, making explicit that transformer cost is covered.
- The rate stays at 50 per cent of the actual expenditure.
- The ceiling rises tenfold, from Rs 50,000 to Rs 5 lakh per unit. The largest proportionate increase anywhere in the 2025 table.
- The eligibility window narrows sharply, from a new MSME within 5 years of commencement of production to a new MSME within 1 year of that date.
The trade-off is deliberate: far more money is available, but only to units that claim promptly. A unit connecting its supply today should file the claim in the first year rather than treat it as something to do once the business settles.
The 2025 policy separately promises dedicated industrial feeders in notified industrial areas and Special Investment Zones under its Power Tariff and Utility Support head, which over time should reduce how much line a new unit has to pay to draw in the first place.

Frequently asked questions
How much is the power line subsidy in Mizoram?
The subsidy is 50 per cent of the actual expenditure on power line installation, subject to a ceiling of Rs 50,000 per unit. A unit that paid the Power & Electricity Department Rs 80,000 to draw a line receives Rs 40,000; a unit that paid Rs 1.5 lakh receives the Rs 50,000 cap.
Who is eligible for the Subsidy on Power Line?
A new MSME in Mizoram is eligible for a period of 5 years from the date of commencement of production, as stated in the incentive table of the Mizoram Industrial Policy 2012. The unit must have borne the installation cost itself.
Does the subsidy cover internal wiring inside the factory?
No. The head covers installation of the power line to the unit, which in practice means the departmental estimate for the line, poles, transformer and service connection. Internal wiring, switchgear and fittings inside the shed are the unit's own cost.
Is the subsidy paid once or every year?
Once. The ceiling of Rs 50,000 is written per unit, not per year, because a power line is a one-time installation.
What if the line was laid by the landlord or the estate authority?
Then there is nothing for the unit to claim, because the subsidy reimburses expenditure the enterprise itself incurred. The money receipt must be in the enterprise's name.
How did the 2025 policy change this head?
The Industrial and Investment Policy of Mizoram 2025 renames it Subsidy on Power Line and Transformers, keeps the 50 per cent rate, raises the ceiling tenfold to Rs 5 lakh per unit, but narrows the eligibility window to a new MSME within 1 year of the date of commencement of production.
Can this be claimed together with the power subsidy?
Yes. Subsidy on Power Line covers the one-time cost of getting connected, while Power Subsidy covers 60, 50 or 30 per cent of the recurring consumption bill for 5 years. They are separate heads with separate forms.
