Subsidy on Cost of Project Report (Mizoram Industrial Policy 2012)
Mizoram state government scheme
Subsidy on Cost of Project Report is a Mizoram incentive reimbursing 90 per cent of project report cost for micro enterprises up to Rs 5,000, 75 per cent for small enterprises up to Rs 25,000 and 50 per cent for medium enterprises up to Rs 50,000. New units within 5 years claim it at their District Industries Centre.
What is the Subsidy on Cost of Project Report in Mizoram?
Subsidy on Cost of Project Report is the first of nine state incentive subsidy heads listed in the Mizoram Industrial Policy 2012 and administered by the Directorate of Industries under the Commerce & Industries Department, Government of Mizoram. The subsidy pays back most of what a new entrepreneur spends on getting a project report or detailed project report written before a bank will look at a loan file.
The Commerce & Industries Department explains the logic in the policy itself: in a hilly state where the capital base of entrepreneurs is not strong, the first few thousand rupees a founder must spend before any money comes in are often the hardest to find. A consultant-prepared project report is a precondition for a term loan from a bank, for allotment in a notified industrial area, and for most central schemes. Subsidy on Cost of Project Report removes up to 90 per cent of that upfront cost for the smallest units.
Subsidy on Cost of Project Report sits alongside land subsidy, factory rent subsidy, manpower development subsidy, interest subsidy, power subsidy, subsidy on power line, subsidy on power generating set and state transport subsidy on plant and machineries. All nine are claimed through the same District Industries Centre route and on the same class of Rs 50 prescribed form.
Who can claim the project report subsidy?
You can claim if:
- The enterprise is a new industrial unit in Mizoram.
- The unit is within 5 years of existence. This is the single eligibility condition printed against this head in the policy's incentive table.
- The unit holds a valid Udyam Registration classifying it as micro, small or medium. Udyam Registration started on 1 July 2020 and replaced both the Udyog Aadhaar Memorandum and the Entrepreneur Memorandum Part-II.
- A project report was actually prepared for the unit and the preparation cost is supported by a bill.
You are not eligible if:
- The unit is more than 5 years old. Units beyond the 5-year window cannot apply under this head.
- The business is a trading, retail, brokerage or pure service establishment rather than an industrial or manufacturing enterprise.
- No project report was prepared, or the report was prepared free of charge by a bank or a government agency, in which case there is no cost to reimburse.
- The unit has already drawn this subsidy once. The ceiling is expressed per unit.
One further restriction runs across the whole 2012 policy rather than this head alone: the policy reserves micro and small enterprises in Mizoram for indigenous people of the state, and permits foreign direct investment or investment from outside the state only in the medium and large sector, and only in joint venture mode with a local entrepreneur or public sector unit.
How much does the project report subsidy pay?
| Category of enterprise | Share of cost reimbursed | Ceiling per unit |
|---|---|---|
| Micro enterprise | 90 per cent | Rs 5,000 |
| Small enterprise | 75 per cent | Rs 25,000 |
| Medium enterprise | 50 per cent | Rs 50,000 |
Two points decide the amount in practice. First, the percentage applies to the actual cost supported by a bill, so an inflated invoice without a matching payment trail will be cut down at scrutiny. Second, the ceiling is an upper limit and not a flat grant: a small enterprise that paid Rs 20,000 for its report receives 75 per cent of Rs 20,000, that is Rs 15,000, and not the Rs 25,000 ceiling.
The category itself, micro, small or medium, is read off the Udyam Registration certificate, so a unit whose Udyam record is out of date may be paid on the wrong slab.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Prescribed application form | Yes | Rs 50, bought from the Directorate of Industries |

| Bank account details of the unit | Yes | Cancelled cheque or passbook copy |
| Trading licence or local council NOC | No | Commonly asked for by DICs |
How to apply for the Subsidy on Cost of Project Report
- Complete your Udyam Registration free of cost on the national Udyam portal if you have not already, and keep the certificate, because the whole claim slab turns on it.
- Visit the Directorate of Industries at Khatla, Aizawl, PIN 796001, or your District Industries Centre, and buy the prescribed application form for this subsidy head at Rs 50.
- Fill in the form with the unit's name, Udyam number, date of establishment, product line, category and the exact amount paid for the project report.
- Attach the project report, the consultant's original bill or receipt, the Udyam certificate, proof of the date of establishment and the unit's bank account details.
- Submit the complete set to the District Industries Centre for the district where the unit is located: Aizawl, Lunglei, Siaha, Lawngtlai, Champhai, Serchhip, Mamit, Kolasib, Hnahthial, Khawzawl or Saitual, and collect a dated acknowledgement.
- Allow the DIC to carry out physical verification of the unit and to forward its recommendation to the Directorate of Industries.
- Follow up with the DIC for the sanction order, after which the amount is released to the enterprise's bank account.
How do you check the status of a claim?
There is no online tracking for the 2012 policy subsidy heads. Status is checked by contacting the District Industries Centre that received the file, quoting the acknowledgement and the unit's Udyam number. If the DIC has already forwarded the file, the next point of contact is the Directorate of Industries on 0389-2322450, 0389-2325706 or 0389-2316247, or by email at dirind-mz@gov.in.
Because sanction depends on the budget provision available with the Directorate in that financial year, a claim that has been recommended may still wait for funds. Asking the DIC whether the file is pending verification, pending sanction or pending release tells you which of the three queues you are in.
Why project report subsidy claims get rejected
- The 5-year window has closed. This is the most common reason, because entrepreneurs often claim only after the unit stabilises.
- No original bill for the project report cost, or a bill that does not name the enterprise.
- Udyam Registration missing or in a personal name rather than the enterprise's, so the category cannot be established.
- The unit is not an industrial enterprise, trading and retail activities are excluded.
- Duplicate claim where the subsidy has already been drawn once for the same unit.
- Incomplete form or the wrong subsidy form used, since each head has its own prescribed form.
What changed under the Industrial and Investment Policy of Mizoram 2025?
The Government of Mizoram notified The Industrial and Investment Policy of Mizoram, 2025 on 21 August 2025 through order No.P-19020/6/2025-C&I, published in the Mizoram Gazette Extraordinary, Issue No. 597 of 22 August 2025, with immediate effect. The 2025 policy consolidates the Mizoram Sustainable Investment Policy 2024 and the Industrial Policy of Mizoram 2025 into a single document and replaces the old incentive table with a new one covering land development subsidy, factory building subsidy, interest subsidy, water subsidy, power subsidy, power line and transformer subsidy, captive power generating set subsidy, transport subsidy, skilling incentives, IT/ITES incentives, State GST reimbursement, market promotion and a set of green incentives.
A project report cost subsidy does not appear in the 2025 incentive table. Entrepreneurs planning around this head should therefore treat it as a legacy incentive and confirm with their District Industries Centre whether claims from units established under the earlier regime are still being processed.

Frequently asked questions
How much is the project report subsidy in Mizoram?
The subsidy is 90 per cent of the project report cost for a micro enterprise subject to a ceiling of Rs 5,000 per unit, 75 per cent for a small enterprise subject to Rs 25,000 per unit, and 50 per cent for a medium enterprise subject to Rs 50,000 per unit. The percentage applies to the actual documented cost, so a micro unit that spent Rs 4,000 gets Rs 3,600, not Rs 5,000.
Who is eligible for the Subsidy on Cost of Project Report?
All new industrial units in Mizoram within 5 years of existence are eligible, as stated in the incentive table of the Mizoram Industrial Policy 2012. The unit must be a genuine manufacturing or industrial enterprise registered with the Directorate of Industries, and the slab depends on whether it is micro, small or medium.
Can I apply for the project report subsidy online?
No. The Commerce & Industries Department states that entrepreneurs must apply in prescribed application forms available with the Directorate of Industries on payment of Rs 50 each. There is no online claim portal for the 2012 policy incentive heads, so the claim is filed on paper at the District Industries Centre.
Is the project report subsidy still available after the 2025 policy?
The Industrial and Investment Policy of Mizoram 2025, notified on 21 August 2025 in Mizoram Gazette Extraordinary Ex-597/2025, carries a new incentive table that does not include a project report cost subsidy. Entrepreneurs should confirm with their District Industries Centre whether claims are still being entertained under the 2012 head.
Does a trading or retail business get this subsidy?
No. The incentive is described as applying to new industrial units, which in practice means manufacturing and processing enterprises registered as such. A pure trading, retail or reselling business is not an industrial unit and is not eligible.
How many times can one unit claim the project report subsidy?
Once. The ceilings in the policy are written per unit, not per year, so a single enterprise can draw the subsidy only against the project report prepared for it.
Where do I get the application form?
Buy it from the Directorate of Industries at Khatla, Aizawl, PIN 796001, at Rs 50 per form, or ask at your district's Industries office. The Directorate can be reached on 0389-2322450.
