What is the State Senior Citizens' Home in Mizoram?

State Senior Citizens' Home is a government-run residential home for homeless elderly people, operated by the Directorate of Social Welfare & Tribal Affairs, Government of Mizoram. According to the Directorate, the home "early known as Old Age Home had been opened in 1989 under Social Welfare Department at Aizawl for the Homeless aged persons. It is the Home of its only kind in the state of Mizoram."

That last phrase is the most important fact on the page for anyone planning ahead for an elderly relative. Mizoram has exactly one state old age home, it sits at Ainawn Veng in Aizawl, and it has room for 25 inmates. Every other arrangement for an aged person in Mizoram. The Old Age Pension, the Senior Citizens ID, the National Family Benefit Scheme, or care by relatives: sits outside this home.

The home is a shelter and care facility, not a cash benefit. Residents receive accommodation, and the Directorate records that the home provides recreational facilities and other programmes for its inmates. The Mizo phrasing used locally for such institutions is simply the "old age home", and older Directorate pages still carry that name, so both terms refer to the same institution at Ainawn Veng.

Administration is clearly assigned. The Directorate states that all administration of the State Senior Citizens Home rests with the Home Welfare Officer, that subordinate staff assist the Warden, and that decisions at various levels under the Home Welfare Officer are made with the approval of the Director, Social Welfare & Tribal Affairs Department. So the Home Welfare Officer runs the home, and the Director sanctions.

The home has also played a part in a second scheme. Under the Directorate's umbrella programme for senior citizens, the old building of the State Senior Citizens Home at Government Complex Veng, Aizawl, was allotted for a Rehabilitation Home for Persons Cured of Mental Illness, set up in response to the Supreme Court's directions in the Gaurav Bansal case and outsourced to Beiseitu, a registered society under the Directorate. That rehabilitation home, which is at Ainawn and admits female residents only on a psychiatrist's referral with a capacity of 10, is a separate facility and should not be confused with the senior citizens' home itself.

Who is eligible for admission to the State Senior Citizens' Home?

A person can be admitted if all three conditions are met:

  • Age 60 years and above. The Directorate states the criterion as "Old Aged persons (60+)".
  • No supporter or relative. The condition is written as "having no supporter/relative". This is the heart of the scheme, because the home was opened for homeless aged persons rather than as a general retirement facility.
  • Resident of Mizoram. The Directorate admits persons "who are resident of the state of Mizoram".

A person is not eligible and cannot apply if:

  • They are below 60 years of age.
  • They have a supporter or near relative who is in a position to care for them. Under the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, and the Mizoram rules made under it, children and heirs carry a legal duty to maintain elderly parents, and the Directorate has constituted Maintenance Tribunals to enforce it. A family that can maintain an elderly parent is expected to do so.
  • They are not a resident of Mizoram.
  • The home is full. With a sanctioned capacity of 25 and only one such home in the state, a vacancy is a practical condition of admission even for a fully eligible applicant.

An applicant whose real problem is neglect by children rather than the absence of children has a different and often faster route: an application to the Maintenance Tribunal under the 2007 Act, which can order a monthly maintenance allowance from the children. The Directorate publishes the Act and the Mizoram rules, including a Mizo-language version of the rules, on its website.

How to apply for admission to the State Senior Citizens' Home

  1. Open the Directorate's page for the State Senior Citizens' Home at socialwelfare.mizoram.gov.in and download the Admission Form attached at the bottom of that page.
  2. Fill the form completely, giving the applicant's age, present living arrangement and the reason admission is sought, and attach age proof, the residential certificate and the Aadhaar copy.
  3. Get the Village Council or Local Council certificate confirming that the applicant is homeless and has no supporter or near relative. This is the document the Directorate weighs most heavily, so have it worded specifically rather than in general terms.
  4. Submit the completed form to the Director, Social Welfare & Tribal Affairs Department, Aizawl. The Directorate names the Director as the authority to whom the admission form is to be submitted.
  5. Follow up with the District Social Welfare Officer and with the Home Welfare Officer at the home, who will know the current vacancy position against the 25-bed capacity.
  6. Complete admission formalities at the home once the Director sanctions the admission, including any health check the Home Welfare Officer asks for.

There is no online admission system. Applications are made on paper to the Director, and no fee is published for admission.

What does the home provide?

The Directorate records that the home "provides recreational facilities and other programmes" for its inmates, and that it accommodates up to 25 residents at Ainawn Veng. It is a residential care setting: shelter, meals and daily supervision under a Home Welfare Officer and Warden, in a state where no comparable government facility exists elsewhere.

The home is not a hospital and does not provide clinical care. Aged persons who need medical treatment are treated through the ordinary health system, at Zoram Medical College and Hospital, Kulikawn Civil Hospital or the district hospitals.

What other support exists for senior citizens in Mizoram?

Admission to the home is not the only or even the most common form of support, and most elderly people in Mizoram are served by cash schemes instead:

  • Old Age Pension. The Directorate records that the eligible age for the Indira Gandhi National Old Age Pension Scheme is 60 years, that the pension is Rs 200 central share plus Rs 1,000 state contribution, or Rs 1,200 a month, for persons aged 60 to 79, and Rs 500 central share plus Rs 1,000 state contribution, or Rs 1,500 a month, for persons aged 80 and above. The state contribution of Rs 1,000 a month started on 1 April 2024. There were 24,524 approved beneficiaries drawing the pension.
  • National Family Benefit Scheme, a one-time payment to a family that loses its primary earner.
  • Indira Gandhi National Widow Pension Scheme for eligible widows.
  • Senior Citizens ID, an identity card for registered elderly persons.
  • Maintenance Tribunals under the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, which can order children to pay maintenance.

Pension history in the state is long. The Directorate notes that old age pension began in Mizoram in 1974-75, when it was paid to 150 aged persons at Rs 30 a month, which puts today's Rs 1,200 and Rs 1,500 rates in perspective.

Common reasons an admission request is refused

  • No vacancy. With 25 beds statewide, this is the most frequent practical obstacle. Ask to be kept on record and check back rather than reapplying from scratch.
  • A supporter or near relative exists. Where children or heirs are traceable and able to maintain the applicant, the Directorate will normally point the family towards the Maintenance Tribunal route instead.
  • Age below 60. There is no relaxation published on the age threshold.
  • Applicant not a resident of Mizoram.
  • Incomplete form or missing local body certificate. The Village Council or Local Council certificate is the document that proves homelessness, and a file without it cannot be decided.

Whom to contact

  • Directorate of Social Welfare & Tribal Affairs, Government of Mizoram, Aizawl: general enquiries 0389-2390923, email swtamizoram@gmail.com

  • Home Welfare Officer, State Senior Citizens Home, Ainawn Veng, Aizawl, for vacancy position and day-to-day matters
  • District Social Welfare Officer for your district, for help completing and forwarding the application

No fee is charged for the admission form or for consideration of an application, and no agent can arrange a place in the home.

Age proof
Aadhaar, voter card, birth certificate or any document establishing that the applicant is 60 years or older, since 60+ is the admission threshold.
Residential certificate
Proof that the applicant is a resident of Mizoram. The home admits residents of the state only.
Certificate from the Village Council or Local Council
Establishes that the applicant is homeless and has no supporter or near relative. This is the substantive test for admission, so the local body certificate carries real weight.
Aadhaar card
Used for identification and for linking any pension the resident draws.
Medical fitness or health status reportoptional
Not universally listed, but the home is a care home and not a hospital, so the Director may ask for a health status report before admission.

Frequently asked questions

Who can be admitted to the State Senior Citizens' Home in Mizoram?

Old aged persons of 60 years and above who have no supporter or near relative and who are residents of Mizoram are admitted, according to the Directorate of Social Welfare. The home was set up specifically for homeless aged persons, so having no family support is the core condition and not merely a preference.

How many people can the State Senior Citizens' Home take?

The home has a capacity of 25 inmates and is located at Ainawn Veng, Aizawl. Because it is the only home of its kind in the whole of Mizoram, admission depends on a vacancy, and an otherwise eligible applicant may have to wait.

How do I apply for admission to the home?

Download the admission form attached to the Directorate's State Senior Citizens' Home page and submit it to the Director, Social Welfare & Tribal Affairs Department, Aizawl. There is no online admission portal, and the Director is the sanctioning authority.

Does the resident have to pay anything?

No fee is published for admission to the State Senior Citizens' Home. The home is run by the Government of Mizoram for homeless aged persons, and the Directorate does not advertise a charge for residence, food or the recreational facilities and programmes it provides.

When was the State Senior Citizens' Home opened?

The home was opened in 1989 under the Social Welfare Department at Aizawl for homeless aged persons, and was earlier known simply as the Old Age Home. It has since been renamed the State Senior Citizens' Home.

Who is not eligible for admission to the home?

Persons below 60 years of age are not eligible, and neither are persons who are not residents of Mizoram. Aged persons who have a supporter or near relative able to care for them cannot apply, because the home exists for the homeless aged who have no such support.

Who runs the home day to day?

All administration of the State Senior Citizens' Home rests with the Home Welfare Officer, assisted by subordinate staff under the Warden. Decisions at various levels under the Home Welfare Officer are made with the approval of the Director, Social Welfare & Tribal Affairs Department.

Can a resident of the home also draw the Old Age Pension?

Yes, the Old Age Pension is a separate entitlement and admission to the home does not by itself cancel it. Mizoram pays Rs 1,200 a month to beneficiaries aged 60 to 79 and Rs 1,500 a month to those aged 80 and above, combining the central share with a state contribution of Rs 1,000 a month introduced from 1 April 2024.
