What is the State Disability Pension in Mizoram?

State Disability Pension is a monthly cash pension paid by the Government of Mizoram to persons with the most severe disabilities. The Directorate of Social Welfare & Tribal Affairs, Chaltlang, Aizawl, runs it, and the fund source is recorded on the directorate's own scheme list as the Government of Mizoram. This is state money, not a centrally sponsored scheme.

According to the Directorate's schemes-on-disability page, a monthly pension of Rs 500 per month is given to 200 PwDs, and the scheme is for severely disabled or totally bedridden persons with disabilities. The directorate's older dedicated page on the same site, last updated in June 2022, describes the same scheme as a pension for 200 handicapped persons who are totally blind and bedridden at Rs 350 per month. Read together, the two pages show a scheme with a fixed cap of 200 beneficiaries whose rate was revised upward from Rs 350 to Rs 500 a month.

Key facts

  • Rate: Rs 500 per month, revised up from Rs 350.
  • Coverage: 200 beneficiaries, a hard cap set by the state budget.
  • Target group: severely disabled and totally bedridden persons, including the totally blind.
  • Fund source: Government of Mizoram.
  • Application route: District Social Welfare Office, offline.

Who is eligible for the State Disability Pension?

You can apply if:

  • You are a person with a disability certified by the competent medical authority in Mizoram, ideally holding a UDID card issued through swavlambancard.gov.in.
  • Your disability is severe, or you are totally bedridden, or you are totally blind. The departmental wording covers exactly these conditions.
  • You are a permanent resident of Mizoram.
  • You can produce Village Council or Local Council certification of your status, which is the standard local verification in Mizoram social welfare schemes.

You are not eligible if:

  • Your disability is mild or moderate. This pension is not a general disability allowance; the department restricts it to severely disabled and totally bedridden persons. Persons with a certified disability who are able to study or work are directed instead to the Handicapped Students Stipend or the Stipend to Educated Unemployed Persons with Disabilities.
  • You do not hold a disability certificate or UDID card. Certification is the gateway document, and the department runs assessment and certification camps across the state with the Department of Health and Family Welfare precisely so that people in remote areas can get certified.
  • You are already drawing a disability pension under IGNDPS or another pension for the same disability. The directorate lists IGNDPS separately under NSAP, and a person is normally considered under one scheme.
  • You are not a resident of Mizoram.

Even a fully eligible applicant may have to wait. Because only 200 pensions exist, selection depends on a vacancy, and the department's own charter records that applications pending at the District Social Welfare Offices are placed against vacancies created after the annual verification.

How much is the pension and how is it paid?

The pension is Rs 500 per month. There is no lump sum, no arrear formula published by the department and no top-up component announced alongside it.

Payment reaches the beneficiary through the District Social Welfare Office. The Citizen's Charter for the District Social Welfare Offices at Aizawl East, Aizawl West, Lunglei and Siaha records that monetary benefit under the social welfare pensions is handed over to the selected beneficiary either by bank transfer or in cash, whichever is more convenient for the person, a practical rule in a state where a bedridden beneficiary may not be able to reach a branch.

For scale, the other state-funded disability benefits run by the same directorate are the Handicapped Students Stipend at Rs 800 a year up to Class IV, Rs 1,000 a year for Classes V to VII and Rs 2,500 a year for Classes VIII to XII; the Stipend to Educated Unemployed Persons with Disabilities at Rs 3,000 a year; and a monthly stipend of Rs 250 for trainees at the three training centres for persons with special abilities.

How to apply for the Mizoram State Disability Pension

  1. Get certified. Obtain a disability certificate from the competent medical authority, and apply for the UDID card online at www.swavlambancard.gov.in. All District Medical Superintendent offices in Mizoram are equipped to process UDID applications, and the department also runs assessment and certification camps in remote areas.
  2. Collect the supporting documents — Aadhaar card, ration card, bank passbook, and a recommendation or status certificate from your Village Council or Local Council, and from the local branch of the Young Mizo Association where the office asks for it.
  3. Apply at the District Social Welfare Office covering your district. The application forms for social welfare pensions are available at the DSW offices, and the completed form is submitted there with the documents.
  4. Wait for verification. The dealing assistant at the district office verifies the application and the applicant's status, and the concerned District Social Welfare Officer submits a report to the Director, Social Welfare & Tribal Affairs.
  5. Wait for the Screening Committee. Selection for the state schemes run by the directorate is made by a Screening Committee headed by the Director. For this scheme the committee is filling only 200 places, so selection is competitive and is made against vacancies.
  6. Collect the intimation. Selected applicants are informed through the contact details given on the application form, after which the pension begins.

How do I check the status of my application?

There is no online status tracker for this scheme. The practical route is:

  1. Contact the District Social Welfare Officer for your district, who holds the pending application file. Published numbers are Siaha 9538412398 or 9612553720, Lunglei 9862303171, Champhai 9862790154, Mamit 9436360326, and Aizawl East and West 9774394454.
  2. If the district office has already forwarded the case, contact the Directorate of Social Welfare on 0389-2390923 or by email at swtamizoram@gmail.com.
  3. Ask specifically whether your application is pending against a vacancy, because that, rather than any defect in the papers, is the usual reason a complete application sits unapproved.

Why applications for the disability pension get rejected

  • The disability is not severe enough. The scheme is reserved for severely disabled and totally bedridden persons, and a moderate certified disability will not qualify here.
  • No valid disability certificate or UDID card. The old state-issued ID cards have been replaced, and holders of those older cards were required to apply afresh for the UDID.
  • No Village Council or Local Council certification of the applicant's status.
  • Bank details missing or wrong, which stalls payment even after selection.
  • No vacancy in the 200-beneficiary cap. This is not a rejection on merit; the application stays pending until a vacancy arises.
  • The applicant is already drawing a disability pension under IGNDPS or another pension, which the annual verification will pick up.

The department conducts an annual verification of beneficiaries under its social pensions, identifies defaulters and deceased beneficiaries, issues an order cancelling them, and places the pending applications against the resulting vacancies. That verification cycle is the single most important thing an applicant should know about, because it is when new selections actually happen.

Where do I get help or raise a grievance?

  • Directorate of Social Welfare & Tribal Affairs, Chaltlang, Aizawl, telephone 0389-2390923, email swtamizoram@gmail.com.
  • Joint Director, Directorate of Social Welfare, 0389-2914682 or 9436140341.
  • District Social Welfare Officers at Siaha, Lunglei, Champhai, Mamit and Aizawl East and West, whose numbers are published on the directorate's contact page. The Aizawl East office also covers Champhai and Saitual, Aizawl West covers Mamit, Lunglei covers Serchhip and Hnahthial, and Siaha covers Lawngtlai.
  • Grievance redressal mechanism in the Citizen's Charter, which names the responsible officer for each service with the email and mobile number to use.

Applying is free. The Citizen's Charter records the fee for these services as nil, and no fee is payable to any office or intermediary for an application, a verification visit or the release of the pension.

Documents required

Disability certificate or UDID card
Issued by the competent medical authority. The UDID card obtained through swavlambancard.gov.in has replaced the older state-issued disability ID card, and all District Medical Superintendent offices are equipped to issue it.
Aadhaar card
The Citizen's Charter of the District Social Welfare Offices lists a photocopy of the Aadhaar card among the standard documents for social pension applications.
Bank passbook
A photocopy is required. The pension is released by bank transfer or cash, whichever is more convenient for the beneficiary, as the Citizen's Charter records for social pension payments.
Ration card
Used to establish family and household status. The Citizen's Charter lists it for social pension applications.
Recommendation of the Village Council or Local Council
The Village Council President and the local branch of the Young Mizo Association certify the applicant's economic and physical status. This is the standard local verification step in Mizoram social welfare schemes.
Medical papers on the present conditionoptional
Because the scheme is limited to severely disabled and totally bedridden persons, papers showing the current medical condition and history strengthen the case before the Screening Committee.

Frequently asked questions

How much is the State Disability Pension in Mizoram?

The Directorate of Social Welfare & Tribal Affairs states that a monthly pension of Rs 500 per month is given to 200 persons with disabilities under the state-funded Disability Pension. An older page on the same departmental site, last updated in June 2022, records the rate as Rs 350 per month for 200 persons who are totally blind and bedridden, so Rs 500 is the current figure and Rs 350 the earlier one.

Who is eligible for the Mizoram State Disability Pension?

Severely disabled or totally bedridden persons with disabilities are eligible, and the department's own wording covers persons who are totally blind and bedridden. The pension is not for every certified person with a disability in Mizoram — it is restricted to the most severe cases and capped at 200 beneficiaries.

Is the Mizoram State Disability Pension the same as IGNDPS?

No. State Disability Pension is funded entirely by the Government of Mizoram, while the Indira Gandhi National Disability Pension Scheme is a central scheme under NSAP that the same directorate also administers. The two are listed separately by the Directorate of Social Welfare, and a person is normally considered under one of them.

How many people receive the State Disability Pension?

Two hundred. The number is fixed by the budget the state sets aside, which is why a fresh applicant is usually taken in only when a vacancy arises, typically after the annual verification identifies beneficiaries who have died or otherwise ceased to be eligible.

Can I apply online for the Mizoram State Disability Pension?

No. There is no online application portal for this scheme. The application is made at the District Social Welfare Office with the supporting documents, and the Screening Committee at the Directorate makes the selection.

Do I need a UDID card to apply?

A disability certificate from the competent medical authority is essential, and the UDID card issued through swavlambancard.gov.in is now the standard form of that proof in Mizoram. The department states that the UDID system has replaced the old practice of issuing state disability ID cards, and that 7,648 UDID cards had been issued in Mizoram as of 15 July 2026.

Is there any fee to apply for the disability pension?

No. The Citizen's Charter of both the Directorate and the District Social Welfare Offices records the fee for processing social welfare applications as nil. No official or agent may charge for submitting an application or for adding a name to the list.
