Family Oriented Socio-Economic Development Programme (SEDP), Mizoram
Mizoram state government scheme
The Family Oriented SEDP is Mizoram's family self-employment programme, paying a unit cost of Rs 50,000 per beneficiary family in two equal instalments of Rs 25,000 for one chosen trade from a list of over 70. Phase 1 covered 1,500 families per MLA constituency. Applications go on Form-1 to the Village or Local Level SEDP Committee.
What is the Family Oriented SEDP in Mizoram?
The Family Oriented Socio-Economic Development Programme (SEDP) is the family-level self-employment component of Mizoram's Socio-Economic Development Programme. It pays a fixed unit cost of Rs 50,000 to a beneficiary family to start or strengthen one chosen livelihood trade.
Its rules are set out in Notification No. A.45011/1/2022-SEDP dated Aizawl the 30 August 2022, issued by the Planning & Programme Implementation Department (Research & Development Branch), Government of Mizoram, under the title Family Oriented Socio-Economic Development Programme (SEDP) (Phase-1) Inkaihhruaina, the Mizo word for guidelines. The programme was launched by the then Chief Minister as the family-oriented arm of the state flagship SEDP, with a target of about 60,000 beneficiaries and an outlay of over Rs 300 crore in that financial year.
A word on the name, because it causes real confusion. SEDP in Mizoram is the Socio-Economic Development Programme, not a "State Entrepreneurship Development Programme", and it is not a bank loan scheme. The Family Oriented SEDP is a grant of Rs 50,000, not a concessional-interest term loan. The wider SEDP framework, notified on 22 October 2019, is a planning architecture under the Mizoram State Planning Board with 14 sectoral SEDP Boards; that framework states in terms that no proposals from private individuals shall be entertained. The family-oriented programme described here is the one and only route by which an individual family receives money under SEDP.
What is the benefit and how is it paid?
Unit cost: Rs 50,000 for every trade in Phase 1.
Paid in two equal instalments of Rs 25,000 each, transferred directly to the bank account the applicant names on Form-1.
The second instalment is not automatic. The implementing department must first submit a Utilization Certificate on Form-6 to the Planning & Programme Implementation Department showing how the first instalment was used. Only then does the department seek a fresh expenditure sanction and transfer the balance.
Before any money moves, every selected beneficiary must sign the beneficiary register (Form-5) in their own village or veng. The guidelines are explicit that this registration is a physical verification step, and that once it is done the trade chosen on Form-1 can no longer be changed.
Funds are drawn under head of account 5475-00-800-(90)-01-(60), Socio- Economic Development Policy, Implementation of SEDP (Family Oriented Programme).
Who is eligible for the Family Oriented SEDP?
You can apply if:
- You are a resident of Mizoram.
- You are already running a self-employment activity, or intend to start one.
- You are working in, or intend to start, an artisan or skilled trade.
- You are the head of the family or your application is signed by them, assistance is given on a family basis and only one beneficiary per family is possible.
- Your chosen activity is one of the listed trades.
You are not eligible if:
- Your family includes a permanent employee under the State or Central Government. The guidelines exclude such households in terms.
- Another member of your family is already a beneficiary.
- Your Form-1 is incomplete or incorrectly filled, or the required enclosures are missing. The Village or Local Level SEDP Committee is directed to reject such applications.
- Your application does not show that the money will be used to start or grow a livelihood. The committee is required to check that the items you say you will buy actually match your chosen trade, and to reject applications that do not.
- You want to pick more than one trade. Form-1 permits exactly one.
What trades can you choose?
Nine departments carry the programme, with more than 70 trades between them.
- Agriculture: maize, soybean, sugarcane, wet rice cultivation (I and II), oilseeds, and others.
- Horticulture, bamboo plantation; fruit (banana, pineapple, dragon fruit, passion fruit, mandarin orange, lemon, kiwi, grape); vegetables (tomato, cabbage, chayote); betel vine, chingit, khanghu, potato and others; floriculture; medicinal plants including aloe vera; and tea plantation.
- Animal Husbandry & Veterinary, piggery (fattener unit and piglet multiplication), poultry, cattle, goat and mithun farming.
- Fisheries, fish rearing.
- Sericulture, eri, muga and mulberry culture.
- Land Resources, Soil & Water Conservation; arecanut, broom, rubber and coffee plantation.
- Commerce & Industries — carpentry; bamboo and cane work; steel fabrication; aluminium work; handloom; tailoring; beauty and wellness therapy; hairdressing; artificial flower arrangement; blacksmithy; shoe repairing; electronic repairing; two-wheeler, automobile and puncture or tyre workshops; digital trades including web design, software and mobile app development, internet provision, audio and videography, ad formulation and desktop publishing; beekeeping; food processing; baking; tea stalls; grocery and petty shops; purchase of tools such as chaff cutters and maize shellers; and other micro enterprises and petty trade.
- Urban Development & Poverty Alleviation; home composting, waste-to-wealth, street sweeping and waste collection, and street vending.
- Tourism: tourist guide and tour operation.
How to apply for the Family Oriented SEDP
- Collect Form-1 from the Secretary of your Village or Local Level SEDP Committee. The committee distributes the form to anyone who asks for it.
- Fill it in completely. Choose one trade only, state clearly how you will spend the money, and give the bank account the transfer should go to. The head of the family must write their name and sign the undertaking on Form-1.
- Attach the two required documents. A photocopy of your Voter ID card or ration card as identity proof, and a document clearly showing your bank account, such as the front page of your passbook.
- Submit Form-1 in person to the Member Secretary of the Village or Local Level SEDP Committee. The guidelines require personal submission.
- Take away your own copy of Form-1 signed by the Member Secretary. This is your only proof of submission and the guidelines specifically tell applicants to keep it.
- Wait for the committee's scrutiny. The Village or Local Level SEDP Committee checks each form, rejects incomplete and ineligible ones, sorts the accepted ones trade-wise, and forwards its recommendation on Form-2 in order of priority to the District Level SEDP Committee, with three copies of each Form-1 and its attachments.
- District selection. The District Level SEDP Committee verifies compliance and selects the families for the phase, forwarding them on Form-3 with two copies of each Form-1, in both soft copy (MS Excel) and hard copy, to the Member Secretary, SEDP Executive Board.
- Sign the beneficiary register (Form-5) in your village or veng when the implementing department calls you. Money is transferred only after this.
If you are not selected in the current phase, the guidelines provide that arrangements shall be made to include unselected applicants in a later phase, so a submitted application is not simply discarded.
How the money reaches you
The SEDP Executive Board consolidates the district lists, and recommends the department-wise allocation on Form-4 to the SEDP Governing Board. Once the Governing Board approves, the Executive Board issues the fund allocation to the line departments. A SEDP Cell under the Planning & Programme Implementation Department acts as the secretariat for both boards.
Each implementing department then sets up a Task Group under its Head of Department, appoints a Nodal Officer, and opens a dedicated bank account for the programme. Payment of the assistance to the selected families is the department's responsibility, not the committee's.
The Planning Department releases the money in two halves, seeking a 50:50 expenditure sanction from the Finance Department for each instalment.
Monitoring, inspection and penalties
After the first instalment, beneficiaries are expected to start work on their chosen trade exactly as stated on Form-1. District department offices and Village Level SEDP Committees guide and monitor them under the District Level SEDP Committee.
After the second instalment, district department offices carry out an inspection, assisted by the Village or Local Level SEDP Committee, and file a department-wise Inspection Report on Form-7. Departments also prepare an Endline Evaluation Report based on a sample survey, and may engage a third party such as Mizoram University, a college or a reputed NGO to do it. The department then files a Completion Certificate (Form-8) with a 100 per cent Utilization Certificate, the Inspection Report and the Endline Evaluation Report, and the Executive Board issues a Closure Certificate (Form-9).
Penalty. A beneficiary shown in the inspection report to have misused the money, or not to have used it for the stated purpose, cannot be included in later phases of the Family Oriented SEDP.
Incentive. Departments may nominate up to five outstanding beneficiary families per area, with the knowledge of the District and Village or Local Level SEDP Committees, on Form-10. With the Governing Body's approval these families receive recognition and an incentive.
Working together and convergence
Two features are easy to miss and genuinely useful.
Pooling. Beneficiaries in the same village who have chosen the same trade may, with their Village or Local Level SEDP Committee's knowledge, pool their assistance; all of it or part of it, to run a larger venture that benefits them jointly.
Convergence. District committees and departments are directed to combine SEDP assistance with Centrally Sponsored Schemes and other running government schemes wherever a beneficiary's trade allows it. Where a village runs a common livelihood, the committees are to help form a society and guide it towards loans, subsidies and marketing support.
Administrative cost
The guidelines fix the administrative cost per beneficiary family: Rs 500 to the implementing department, which covers the endline survey and project preparation cost, and Rs 300 to the Village or Local Level SEDP Committee. District Level SEDP Committees receive up to Rs 5 lakh. The Rural Development Department routes the money to district and village committees, and the Urban Development & Poverty Alleviation Department to local committees. Administrative cost cannot be spent on vehicles or non-office machinery, on medical expenses for accidents during project work, or on buying materials for beneficiaries' own projects.
Is the Family Oriented SEDP still running?
Phase 1 of the Family Oriented SEDP ran from 2022, covering 1,500 families per MLA constituency across Mizoram's 40 assembly constituencies, and Phase 2 was rolled out from 2023. A beneficiary list as on 27 March 2023 is published on the Planning Department's SEDP page.
Following the change of government in December 2023, Mizoram's state flagship programme is Bana Kaih, the Handholding Scheme, launched by Chief Minister Pu Lalduhoma, whose allocation was raised by 75 per cent to Rs 350 crore in the 2025-26 state budget. No new phase of the Family Oriented SEDP has been notified since then. Anyone planning around SEDP should confirm the position with their Village or Local Level SEDP Committee, District Level SEDP Committee or the Planning & Programme Implementation Department before assuming a window is open.

Frequently asked questions
How much money does the Family Oriented SEDP give?
The unit cost for every trade in Phase 1 is Rs 50,000 per beneficiary family, paid in two equal instalments of Rs 25,000 each directly into the bank account named on Form-1. The second instalment follows only after the implementing department files a Utilization Certificate on Form-6.
Who can apply for the Family Oriented SEDP?
Any resident of Mizoram already running a self-employment activity or intending to start one, and anyone in an artisan or skilled trade, can apply. Assistance is given per family, so only one beneficiary is possible from a single household.
Which families are not eligible for SEDP?
Families with a permanent employee under the State or Central Government are not covered. The guidelines exclude such households explicitly, and applications that are incomplete, incorrectly filled, or missing the required enclosures are rejected at the village committee stage.
Where do I submit the SEDP application form?
Form-1 must be submitted in person to the Member Secretary of your Village or Local Level SEDP Committee. It cannot be sent through a third party, and you should take away your own copy of Form-1 signed by the Member Secretary.
Can I change my trade after applying?
No. Once the beneficiary register is signed, the trade chosen on Form-1 cannot be changed. The guidelines state this in the registration step that precedes the first transfer of money.
What happens if the money is misused?
A beneficiary found in the inspection report to have misused the money or not used it for the stated purpose is barred from later phases of the Family Oriented SEDP. Conversely, departments may nominate up to five outstanding families per area on Form-10 for recognition and an incentive.
What trades are covered under SEDP?
Over 70 trades across nine departments are listed — maize, soybean, sugarcane, wet rice and oilseed cultivation under Agriculture; bamboo, banana, pineapple, dragon fruit, passion fruit, mandarin orange, kiwi and grape, vegetables, floriculture, medicinal plants and tea under Horticulture; piggery, poultry, cattle, goat and mithun farming under Animal Husbandry; fish rearing under Fisheries; eri, muga and mulberry under Sericulture; arecanut, broom, rubber and coffee under Land Resources; carpentry, bamboo and cane work, handloom, tailoring, tea stalls, grocery shops, baking, food processing, beekeeping, workshops and digital trades under Commerce & Industries; composting, waste-to-wealth and street vending under UD&PA; and tour operation under Tourism.
Is the Family Oriented SEDP still open for new applications?
No new phase has been notified since Mizoram's state flagship changed to Bana Kaih (the Handholding Scheme) after the December 2023 change of government. Phase 1 ran from 2022 and Phase 2 from 2023 under the earlier government. Check with your Village or Local Level SEDP Committee for the current position before making plans.
