Caste Certificate (Scheduled Tribe Certificate) in Mizoram
Mizoram state government scheme
A Caste Certificate in Mizoram is issued as a Schedule Tribe certificate by the Office of the Deputy Commissioner of the district, through the e-District counter or Facilitation Centre. Serchhip district lists a total charge of Rs 30 to Rs 20 service charge and Rs 10 for the application form. Applicants need a Voter ID, a Village or Local Council endorsement and two passport photographs.
What is a caste certificate in Mizoram?
A caste certificate in Mizoram is, for almost every applicant, a Schedule Tribe certificate. District portals across the state list the service under the combined heading "Schedule Tribe / Caste Certificate", and some; Lawngtlai, Hnahthial: simply call it a Tribal Certificate. The Office of the Deputy Commissioner of the district is the nodal office and the issuing authority, and applications are handled at the e-District counter or Facilitation Centre inside the DC office. Forms are also downloadable from the state's e-District portal at edistrict.mizoram.gov.in.
Mizoram's process is deliberately short and local. Rather than a long documentary chain, the state leans on council endorsement: a letter from the Local Council Chairman or Secretary, the Village Council, or in some districts the Young Mizo Association, certifying that the applicant is a Scheduled Tribe of that locality. That letter, plus a Voter ID, is the substance of the application.
Who can and cannot apply in Mizoram?
Who can apply: the eligibility line published by Serchhip and Aizawl districts is that any Mizo whose birthplace or whose parents belong to the jurisdiction of the Government of Mizoram may obtain the Schedule Tribe / Caste certificate. That covers a person born in Mizoram, and a person born elsewhere whose parents belong to Mizoram. Applicants below the age of 18 apply on the strength of the Voter ID of their mother, father or guardian rather than their own.
Who cannot apply: a person who is not from a Scheduled Tribe within the jurisdiction of the Government of Mizoram is not eligible; residence in the state by itself does not create tribal status. A person who cannot obtain an endorsement from the Local Council or Village Council of the locality will find the application cannot be processed, because that endorsement is the state's substitute for a documentary descent trail. An adult applicant without a Voter ID, and a minor whose parent or guardian has no Voter ID, will be not eligible to complete the form as prescribed, and should regularise the electoral record first. As in every state, a woman does not acquire Scheduled Tribe status by marriage; the certificate reflects her own family.
What documents are required?
Combining the lists published by Aizawl and Serchhip districts:
- Voter ID (EPIC); original produced for verification plus a self-attested photocopy. For applicants under 18, the parent's or guardian's Voter ID instead.
- Recommendation or consent letter from the Local Council Chairman or Secretary, the Village Council, or the YMA, certifying Scheduled Tribe status. Aizawl asks for this in original.
- Passport-size photographs: Aizawl lists one, Serchhip lists two. Carry two.
- Birth certificate: attested photocopy. Aizawl requires it specifically for children whose parents are divorced or deceased; Serchhip lists it generally.
- Ration card, attested photocopy, listed by Serchhip.
- The application form itself, collected from the DC Office Facilitation Centre or downloaded from edistrict.mizoram.gov.in.
Document lists vary a little between districts, so check your own district's DC page before travelling. The two items every district asks for are the Voter ID and the council endorsement.
How to apply for a caste certificate in Mizoram
- Collect the application form from the e-District counter or Facilitation Centre at your district Deputy Commissioner's office during office hours, or download it from edistrict.mizoram.gov.in. Aizawl district lists the form charge at the Facilitation Centre as Rs 10.
- Obtain the council endorsement. Approach your Local Council Chairman or Secretary, or the Village Council, and, where your district asks for it, the YMA, for a letter certifying that you are a Scheduled Tribe of that locality. Get this before you fill the form; it is the step that takes the longest.
- Complete the form carefully and accurately, as Aizawl district's instructions stress, because errors on a short form are the commonest cause of a resubmission.
- Attach the documents — self-attested photocopy of the Voter ID (your own, or a parent's or guardian's if you are under 18), the original council recommendation, the passport photographs, and the birth certificate and ration card where required.
- Submit at the Facilitation Centre or e-District counter of the DC office, carrying the original Voter ID for verification, and pay the counter charge against a receipt.
- Wait for examination. Aizawl district states that applications are examined before certification, the DC office checks the council endorsement and the identity documents.
- Collect the certificate from the same counter.
What does it cost in Mizoram?
Mizoram is one of the few states that publishes a plain number. Serchhip district lists a total of Rs 30 per certificate: Rs 20 as service charge and Rs 10 for the application form. Aizawl district separately lists the form at Rs 10 from the Facilitation Centre.
That is the scale of charge involved: tens of rupees, not thousands. Pay only at the DC office counter and insist on a receipt. Anyone offering to "arrange" a Mizoram tribal certificate for a substantial fee is charging privately for a service the Deputy Commissioner's office provides directly for Rs 30, and the form itself can be downloaded free from edistrict.mizoram.gov.in. Charges may vary slightly between districts, so confirm at your own DC office counter before paying.
How do I check my application status?
The Mizoram process runs through the district DC office, so the reliable status check is at the Facilitation Centre or e-District counter where you submitted, quoting the acknowledgement issued at submission. The state e-District portal at edistrict.mizoram.gov.in is the online point of contact for the service and for the form. Because the file passes through a small number of hands. The receiving counter, examination, and the Deputy Commissioner's signature, a counter enquiry usually tells you exactly where it is sitting.
Does the Mizoram tribal certificate expire?
A Schedule Tribe certificate records descent and locality, neither of which changes with time, so there is no routine renewal requirement. Institutions outside the state sometimes ask for a recently issued certificate, and the practical answer is to apply again at the same DC office rather than to attempt a "renewal", since the process is short and the charge small. Keep the certificate and the receipt together.
Why do applications get rejected?
- No council endorsement, or a letter from a person not authorised to issue it, the Local Council Chairman, Secretary, Village Council or YMA are the recognised signatories.
- The Voter ID is not produced in original for verification, or the photocopy is not self-attested.
- A minor applies without a parent's or guardian's Voter ID, which is the prescribed substitute.
- Parents divorced or deceased and no attested birth certificate attached, which Aizawl district specifically calls for in that situation.
- Inaccurate or incomplete entries on the form; Aizawl's instructions ask applicants to fill it carefully precisely because this is the common failure.
- The applicant's birthplace and parentage do not fall within the jurisdiction of the Government of Mizoram, which is the stated eligibility test.
- Photographs missing, when two are needed and one was carried.
Where do I complain if the certificate does not come?
The Office of the Deputy Commissioner of your district is both the issuing authority and the first point of grievance. Aizawl district publishes its DC office at Treasury Square, Aizawl 796001, telephone 2326257, email dcaizawl-mz@nic.in; Serchhip publishes its DC office at I.O.C Veng, Serchhip 796181, telephone 03838222432, email dc.serchhip-mz@gov.in. Other districts; Lunglei, Champhai, Mamit, Lawngtlai, Khawzawl, Hnahthial, publish their own DC office contacts on their district and mizoram.gov.in pages. For problems with the form download or the online service, use the contact details shown on edistrict.mizoram.gov.in.

Why does Mizoram ask for a Village Council or Local Council letter?
