Death Certificate in Mizoram
Mizoram state government scheme
Death Certificate in Mizoram is registered by the Registrar of Births and Deaths under the Directorate of Economics and Statistics. Serchhip district publishes the death certificate fee as Rs 100 per copy, with no late fee inside 21 days, Rs 10 from 22 to 30 days, Rs 100 up to one year, and Rs 1,000 with a Judicial Magistrate's order beyond one year.
What is a death certificate in Mizoram?
A death certificate in Mizoram is the certified extract of the death register maintained under the Registration of Births and Deaths Act 1969. Mizoram administers that central law through the Directorate of Economics and Statistics, which runs the state's Civil Registration System, not through the Revenue department and not through a separate certificate authority. That single fact saves families a wasted trip to the Deputy Commissioner's office.
Mizoram's registrar network is unusually flat and unusually local. At district level, the District Research Officer of the Economics and Statistics department acts as District Registrar; in Serchhip the office sits at P&E Veng, Serchhip, PIN 796181, and publishes its number as 03838-222003. Below the district office, registrars are attached to the district hospital, to every Community Health Centre and Primary Health Centre, and to village-level registration units. Serchhip district alone lists 38 village registrars, each with a named contact. In Aizawl and the other municipal areas, the municipal body's registrar performs the same function.
The practical consequence is that the office holding the record of a death in Mizoram is almost always the nearest hospital, PHC or village registration unit, not a district headquarters counter. The register is territorial: the death is registered where it occurred, regardless of where the deceased normally lived.
Since 1 October 2023, the Registration of Births and Deaths (Amendment) Act 2023 applies across Mizoram. Two changes matter to a bereaved family. Every medical institution must now hand a Medical Certificate of Cause of Death to the registrar and give a copy to the nearest relative. And the death can be reported on the national Civil Registration System portal at dc.crsorgi.gov.in, with the certificate delivered electronically to the informant's registered email and mobile.
Who can and who cannot apply?
You can apply for a Mizoram death certificate if the death occurred inside Mizoram and you are a person the Registration of Births and Deaths Act 1969 treats as an informant or an interested party:
- The nearest relative of the deceased, spouse, son, daughter, father, mother, brother or sister.
- The head of the household in which the death occurred.
- The medical officer in charge of the district hospital, CHC, PHC or private nursing home where the death took place, who reports it directly to the attached registrar.
- The jail superintendent for a death in prison, and the officer in charge for a death in a hostel or other institution.
- The Village Council President or Local Council for an unclaimed body or a body found in the council area.
- Any person who later needs a certified copy for a bank, insurance, pension, PF, property or succession purpose, on payment of the per-copy fee.
You cannot apply in Mizoram for a death that occurred outside the state. A Mizo resident who died in Assam, Manipur or Delhi is registered by the local body there, and no Mizoram registrar can convert or re-issue that entry. You are also not eligible to have a fresh registration made where the death is already registered, the correct route then is a certified copy, not a new entry. A registrar will refuse where the death is under police investigation and the cause of death has not been finalised, and where the applicant can show no relationship to, or interest in, the deceased.
There is no income limit, no tribe or community criterion and no domicile test for a death certificate in Mizoram. Residence matters only in deciding which registrar holds the record.
What documents are required?
- Report of Death in Form 2, the statutory report signed by the informant.
- Medical Certificate of Cause of Death from the hospital, CHC or PHC, compulsory from medical institutions since 1 October 2023.
- Burial or cremation record from the Village Council or Local Council, where the death happened at home with no hospital record.
- Identity proof of the deceased, Aadhaar, EPIC voter ID, PAN, ration card or passport.
- Identity proof of the informant, with proof of relationship where the applicant is not the household head.
- Village Council or Local Council residence certificate, commonly asked for home deaths.
- Affidavit stating the date, time and place of death, for a home death with no attending doctor and for any delayed registration.
- Magistrate's order, only where the death is being registered more than one year later.
What does a death certificate cost in Mizoram?
Serchhip district publishes the Mizoram fee schedule plainly, and it is the clearest official statement of the state's charges:
- Death certificate: Rs 100 per copy.
- Registration within 21 days, no late fee, only the certificate fee.
- 22 to 30 days; Rs 10 late fee.
- 31 days to one year — Rs 100, and the Additional Chief Registrar or an Assistant District Registrar must permit the registration.
- After one year; Rs 1,000, and only on the order of a Judicial Magistrate.
- Non-Availability Certificate; Rs 100, plus Rs 100 for each year of records searched.
Those are the entire lawful charges. Nobody: registrar, pharmacist-registrar at a PHC, village registration unit clerk or middleman, is entitled to anything beyond them. Mizoram's registration units are small and locally staffed, which makes an agent completely unnecessary: the same village registrar who would take an agent's file will take yours directly. If money is demanded beyond the published fee, take it to the District Research Officer at the district Economics and Statistics office.
How to apply for a death certificate in Mizoram
- Collect the Medical Certificate of Cause of Death. If the death occurred at the district hospital, a CHC, a PHC or a private nursing home, the institution issues it and reports the death to its attached registrar. Ask for your copy before leaving, the 2023 amendment entitles the nearest relative to one.
- For a death at home, get the Village Council or Local Council burial record. The council entry is the substitute for a hospital record and is what the registrar will rely on for the date and place of death.
- File the Report of Death in Form 2 with the registrar of the area where the death occurred. The hospital or health centre registrar, the village registration unit, or the municipal registrar in Aizawl and other municipal areas. Attach the medical certificate or burial record, the identity proof of the deceased and your own identity proof.
- Do this within 21 days. Inside 21 days there is no late fee at all; past that the ladder of Rs 10, Rs 100 and Rs 1,000 begins, and past one year you need a Judicial Magistrate's order.
- Pay the Rs 100 per-copy certificate fee and order every copy you need in one visit. Ask for a receipt.
- Collect the certificate from the same registrar, or, where the death was reported through dc.crsorgi.gov.in, download the digitally issued copy sent to the informant's registered email.
How do you report a death online?
Mizoram uses the national Civil Registration System portal at dc.crsorgi.gov.in, the same platform every state uses for births and deaths. Register as a citizen user with a mobile number and email, choose the death reporting option, select Mizoram and the district, enter the details of the deceased and the informant, and upload the medical certificate or burial record. The portal issues an acknowledgement and routes the report to the registrar who holds the register for that area.
Mizoram separately runs DC Online, its e-District platform at dconline.mizoram.gov.in, which handles district-level certificates and carries a certificate verification page. The Directorate of Economics and Statistics site at des.mizoram.gov.in is the department page for the Civil Registration System itself.
How do you check the application status?
Because Mizoram registers deaths at the local unit, the fastest status check is the registrar who took the file. The hospital or PHC registrar, or the village registration unit, whose contact numbers the district administration publishes. Serchhip district, for example, lists both the district hospital registrar and the Economics and Statistics office on 03838-222003 alongside all 38 village registrars. For a report filed on dc.crsorgi.gov.in, log in with the same credentials and track the registration number issued on the acknowledgement.
Why are death certificate applications rejected in Mizoram?
- The death was never reported in Form 2, so no register entry exists to certify.
- The report went to the wrong registrar, jurisdiction follows the place of death, not the place of residence.
- Name, age or father's or husband's name on the form does not match the hospital record or the identity proof of the deceased.
- No Medical Certificate of Cause of Death and no Village Council burial record was produced for a home death.
- The death is more than one year old and no Judicial Magistrate's order accompanies the file.
- The death is under police investigation and the cause of death has not been finalised.
- The late fee due under the Rs 10 / Rs 100 / Rs 1,000 ladder was not paid.
What do you need the death certificate for?
A Mizoram death certificate is the starting document for closing bank and post office accounts, claiming life insurance, EPFO and pension dues, transferring the electricity and water connection, surrendering the ration card and voter roll entry, transferring land held under a Land Settlement Certificate or Village Council allotment, and applying for a legal heir or succession certificate. Each of those offices keeps a copy permanently, which is exactly why ordering five copies at Rs 100 each in one visit is cheaper than five separate trips to a village registration unit.

Frequently asked questions
Who issues a death certificate in Mizoram?
The Registrar of Births and Deaths of the area where the death occurred issues the death certificate in Mizoram, under the Directorate of Economics and Statistics, which runs the state's Civil Registration System. At district level the District Research Officer of the Economics and Statistics department acts as District Registrar; below that, registrars sit at the district hospital, at CHCs and PHCs, and at village-level registration units — Serchhip district alone lists 38 village registrars.
What does a death certificate cost in Mizoram?
Serchhip district publishes the death certificate fee as Rs 100 per copy in Mizoram. Registration itself carries no late fee if the death is reported within 21 days; a report made between 22 and 30 days attracts Rs 10, a report between 31 days and one year attracts Rs 100 and needs the Additional Chief Registrar or an Assistant District Registrar to permit it, and after one year the fee is Rs 1,000 with a Judicial Magistrate's order.
Within how many days must a death be registered in Mizoram?
A death must be reported to the registrar within 21 days of its occurrence in Mizoram, as everywhere in India, under the Registration of Births and Deaths Act 1969. Mizoram still registers late reports, but the district fee schedule steps up sharply — Rs 10 up to 30 days, Rs 100 up to one year, and Rs 1,000 plus a Judicial Magistrate's order after one year.
Can I apply for a Mizoram death certificate online?
A death in Mizoram can be reported online through the national Civil Registration System portal at dc.crsorgi.gov.in, which every state including Mizoram uses for birth and death registration. Mizoram also runs DC Online, its e-District platform at dconline.mizoram.gov.in, for district-level certificates and certificate verification. Because the register is held locally, most families in Mizoram still complete the process at the hospital, PHC or village registration unit.
Is a medical certificate of cause of death compulsory in Mizoram?
Yes, a medical institution in Mizoram must issue a Medical Certificate of Cause of Death to the registrar and give a copy to the nearest relative, under the Registration of Births and Deaths (Amendment) Act 2023 in force from 1 October 2023. For a death at home with no attending doctor, the registrar records the cause as unclassified and relies on the Village Council or Local Council burial record and an affidavit.
What if there is no record of the death at all?
Ask the registrar for a Non-Availability Certificate, which Serchhip district prices at Rs 100 plus Rs 100 for each year of records searched. The NAC is the document courts, banks and insurers accept in place of a death certificate, and it is normally the first step before applying to a magistrate for a delayed registration order.
How many copies of a Mizoram death certificate should I order?
Order at least four or five copies at Rs 100 each, because a bank, an insurer, the EPFO or pension office, the electricity and water utilities and the land settlement office each retain a copy permanently. Returning to a village registration unit or a district Economics and Statistics office for one more copy costs the same Rs 100 and another trip.
Does a Mizoram death certificate expire?
A death certificate in Mizoram never expires, because it records a fixed event in a permanent register. Any office asking for a "recent" copy is really asking for a fresh certified extract of the same entry, which the registrar issues at the same per-copy fee.
