If you belong to an SC, OBC, EWS, De-notified Tribe, safai-karamchari or transgender background, the choice between Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi Yojana (PM-DAKSH) and the wider Pradhan Mantri Kaushal Vikas Yojana (PMKVY) usually comes down to a stipend and a targeted intake. PM-DAKSH pays a monthly stipend and is reserved for marginalised groups; PMKVY is open to all youth but does not pay a monthly stipend for the same courses. Both schemes issue an NSQF-aligned certificate mapped to National Occupational Standards, so the qualification is portable across employers either way. The real differences are the intake and the stipend.
Who each scheme suits
Choose PM-DAKSH if you belong to one of its notified target groups and want a stipend while you train. Because it is designed for marginalised communities, the intake is reserved and the monthly stipend (or wage-loss compensation for safai-karamchari RPL courses) offsets the earnings you lose during training. A decisive factor if you cannot afford to stop working.
Choose PMKVY if you fall outside the PM-DAKSH target groups, or if the specific job role you want has a PMKVY batch running near you but no PM-DAKSH batch. PMKVY's intake is far broader and its centre network is larger, so for many trades it is simply more available. Its focus, per MSDE, is industry-relevant training for first-time job entrants, including class 10/12 drop-outs.
Transgender applicants are a special case: they are a PM-DAKSH target group and are also routed to PM-DAKSH through the SMILE scheme of the Ministry of Social Justice and Empowerment. If you are transgender, PM-DAKSH/SMILE is the natural first stop.
Can you hold both?
No: not for the same job role at the same time. A candidate cannot draw the benefit of two government-funded skill training courses for the same job role simultaneously. PM-DAKSH registration is Aadhaar-linked, and duplicate enrolments across centrally funded skilling schemes are flagged at verification. If you try to sit a PM-DAKSH course and a PMKVY course in the same trade concurrently, one will be rejected.
You can, however, do them sequentially or in different trades. In fact, PM-DAKSH is often described as complementing PMKVY — candidates who have already skilled up under PMKVY and want to move toward self-employment can take a PM-DAKSH Entrepreneurship Development Programme afterwards. So the practical pattern is: build a core skill under one scheme, then add entrepreneurship or an up-skilling course under the other, in a different role.
Which should you choose first?
- You are SC/OBC/EWS/DNT/safai-karamchari/transgender and need income while training → PM-DAKSH, for the stipend and reserved intake.
- You are outside those groups → PMKVY, since PM-DAKSH is not open to you.
- Your target job role only has a batch under one scheme near you → follow the available batch; availability beats theory.
- You already have a skill and want to start a micro-enterprise → a PM-DAKSH Entrepreneurship Development Programme, ideally after a PMKVY course.
For most eligible marginalised applicants, PM-DAKSH is the better first choice purely because of the stipend and the targeted seats. Confirm your target-group status and the live batches on pmdaksh.dosje.gov.in before deciding, and never pay any "seat booking" fee: both schemes are free.
