Ration Card in Puducherry
Puducherry state government scheme
Ration Card in Puducherry is issued by the Department of Civil Supplies and Consumer Affairs, constituted in 1964, through its offices in Puducherry, Karaikal, Mahe and Yanam. The department's citizens' charter sets one month for a new ration card, 15 days for adding a name at Rs 10, and Rs 50 for a duplicate card in place of a lost one.
What is a ration card in Puducherry and who issues it?
A ration card in Puducherry is the household document issued by the Department of Civil Supplies and Consumer Affairs, Government of Puducherry, which was constituted in 1964 with its head office at Puducherry and regional offices at Karaikal, Mahe and Yanam. The department functions under the administrative control of the Secretary (CS&CA) and lists the issue of new and duplicate ration cards, the issue of surrender and deletion certificates, and the deletion or inclusion of names in existing cards among its primary functions under the Public Distribution System.
Puducherry is a geographically split UT and the process reflects that. The NFSA portal records 2,09,186 ration cards in Puducherry; 25,383 AAY and 1,83,803 PHH; served by 515 fair price shops, of which 483 are run by cooperative societies, 27 by individuals and 5 by self-help groups. The department's own charter describes the network as functioning through fair price shops and kerosene outlets, with PAPSCO acting as the agent of the department for drawing foodgrain from the Food Corporation of India and delivering it to shops.
The department's offices are open 8.45 am to 1.00 pm and 2.00 pm to 5.45 pm, except on public and declared holidays.
Who is eligible for a ration card in Puducherry?
Households can apply if they ordinarily reside in one of the four regions of the UT; Puducherry, Karaikal, Mahe or Yanam, and do not already hold a ration card elsewhere. The charter says plainly that the criteria prescribing eligibility and the procedure for issuing ration cards are widely publicised and made available to all citizens on demand, and that receipt of an application is duly acknowledged, with the acknowledgement indicating the date on which the card can be collected provided all required information has been correctly given. Each member needs an Aadhaar number for seeding.
Applicants cannot apply in these situations. A family that already holds a valid card in another region of the UT or another state is not eligible for a second card. The charter requires the original surrender or deletion certificate, with a photocopy of the surrendered card, before a new card is issued on shifting. A person already recorded as a member of another household's card cannot hold a separate card unless the household is split and the names deleted from the old card first. The department also states that it periodically checks ration cards to eliminate bogus cards and takes action against persons found guilty of misusing PDS benefits, so a household that cannot be verified at its stated address is not eligible to retain a card.
Which ration card categories exist in Puducherry?
Puducherry today issues the two NFSA categories:
- Antyodaya Anna Yojana (AAY), the poorest households, 35 kg of foodgrain per household per month. Puducherry has 25,383 such cards.
- Priority Household (PHH). The main NFSA category, 5 kg of foodgrain per person per month. Puducherry has 1,83,803 such cards.
The department's citizens' charter still describes the older architecture, under which separate cards of distinctive colours were issued to APL and BPL families and BPL households were identified by scoring 13 indicators; land holding, type of house, availability of wearing cloth, food security, sanitation, consumer durables, literacy status, status of labour, means of livelihood, status of children, type of indebtedness, reason for migration and assistance required: each carrying marks from 0 to 5, with the poorest identified as AAY. That scoring history is useful context, but the practical position now is the NFSA one: BPL is no longer a separate certificate in Puducherry, and the household's status is the category on the ration card itself.
What does a ration card cost in Puducherry?
Puducherry is one of the few UTs that publishes an explicit fee table, in the department's citizens' charter:
- Inclusion of names in a ration card: Rs 10, within 15 days
- Deletion of names from a ration card, Rs 10, within 7 days
- Change of name on an existing card; Rs 10, within 7 days
- Change of address, whether within the same fair price shop's jurisdiction or with a change of shop, Rs 10, within 7 days
- Surrender certificate on transfer of the family out of the region: no fee, within 2 days
- New ration card on shifting from one region to another within the UT, or from another state, no fee, within one month
- Duplicate card in place of a lost card — Rs 50, within one month
- Duplicate card in place of a damaged card, Rs 20, within one month
- Replacement of a card lost in a fire accident: no fee, on production of a certificate from the Fire Service department
These are the department's own published figures. Treat them as the ceiling of what you should be asked to pay at the counter, and always insist on a receipt.
How to apply for a ration card in Puducherry
- Identify the office for your region. Applications in Puducherry and Karaikal are decided by the Deputy Director of the department; applications in Mahe and Yanam are decided by the Regional Administrator.
- Obtain and fill the prescribed application form for a new ration card, entering the head of the family first. The eldest adult woman of the household under NFSA, and then every member with name, relationship, date of birth and Aadhaar number.
- Attach the enclosures. Include proof of residence. The charter accepts a telephone bill, gas connection bill, electricity bill, municipal tax receipt or water tax receipt, and, if you are moving in from elsewhere, the original surrender or deletion certificate with a photocopy of the surrendered card, plus proof of migration such as a transfer order copy, service certificate, study certificate, gas bill or telephone bill.
- Submit the application at the regional office during working hours and collect the acknowledgement. The charter states the acknowledgement will indicate the date on which the ration card can be collected.
- Allow the spot verification. BPL and AAY status has historically been decided on spot verification of every household, and residence verification remains part of the process.
- Collect the card on the date shown on the acknowledgement, and check every name, age and relationship before accepting it.
Puducherry also runs an e-District portal at edistrict.py.gov.in, operated by the Directorate of Information Technology as a one-stop shop for government-to-citizen services with a track-application facility and a toll-free number 1800 425 2260; village-level access is through Common Service Centres. Check the current service list there before making a trip to the regional office.
How do you check a Puducherry ration card application?
Use the acknowledgement issued at the counter, it carries the collection date, which is the department's own commitment. The e-District portal provides a Track Application facility for services filed through it. For anything unresolved, the charter records that all grievances, complaints and other correspondence are registered and acknowledged on the spot if given in person, or within 7 days by post.
Does a Puducherry ration card expire?
A Puducherry ration card carries no fixed expiry date, but it must be kept current, and the department states that it periodically checks cards to eliminate bogus ones. Report births, deaths, marriages and address changes so members are added or deleted within the charter's 7-to-15-day timelines, and complete Aadhaar e-KYC when the department calls for it. A family moving out of the UT should obtain the surrender certificate. It is free and issued in two days, because the next state will ask for it before issuing a card.
Why do Puducherry ration card applications get rejected?
The commonest causes are a missing original surrender or deletion certificate for a family moving in; a residence proof that is not one of the documents the charter accepts; a name spelled differently on Aadhaar and on the form; a member already appearing on another household's card; a change-of-name request filed without the original birth certificate, transfer certificate, court order or gazette copy the charter requires; and a household that cannot be verified at the address given during spot verification.
The process is free or at the government's listed fee; do not pay an agent
The department publishes its fees openly: Rs 10 for most modifications, Rs 50 or Rs 20 for a duplicate card, and nothing at all for a new card on shifting into the UT, for a surrender certificate, or for a card lost in a fire accident. Those figures are the entire legitimate cost. Pay at the counter, take a receipt, and do not hand money to an agent promising a faster card or a better category. The timelines are the department's own published commitments and the category follows NFSA criteria.

The charter lists the departmental numbers as 0413-2251691 and 0413-2252960 for Puducherry, 04368-222718 for Karaikal, 0490-2332370 for the Mahe civil supplies unit and 0884-2321223 for Yanam, with the Food Cell on 0413-2292277 and PAPSCO on 0413-2248361. Complaints about a fair price shop can also go to the national PDS helpline 1967.
