What is the Rajasthan Mukhyamantri Divyang Scooty Scheme?

Rajasthan Mukhyamantri Divyang Scooty Scheme is a mobility scheme of the Social Justice and Empowerment Department, Government of Rajasthan. Under it, a person with a locomotor disability who is studying or working receives a free scooty, fitted with the adaptations that person's disability requires, so that daily travel to a college, workplace, training centre or hospital does not depend on someone else.

Rajasthan Mukhyamantri Divyang Scooty Scheme; often searched as Divyang Scooty Yojana or Viklang Scooty Yojana; is a limited-quantity, competitive scheme, and this is the single most important thing to understand about it. About 2,500 scooties are sanctioned in a cycle against many times that number of applications. Meeting every condition makes an application valid; it does not by itself produce a scooty. Selection is made district-wise by the departmental committee from among the valid applications.

The scheme runs alongside, but is entirely separate from, the state's Kalibai Bheel Medhavi Chhatra Scooty Yojana, which gives scooties to meritorious girl students on the basis of Class 12 marks. Applicants sometimes confuse the two. The Divyang scheme is keyed to disability and to study or employment, not to examination marks, and it is open to men and women alike.

Who is eligible for the Divyang Scooty Scheme?

A person can be considered if:

  • The applicant is a permanent resident of Rajasthan, evidenced by a domicile or bonafide certificate.
  • The applicant holds a certificate of at least 40 per cent locomotor disability, preferably a UDID card.
  • The applicant is currently studying in a recognised college or institution, or is employed.
  • The applicant holds a valid driving licence for the vehicle class.
  • The combined annual family income does not exceed Rs 2 lakh. Applicants drawing the state's disability pension are treated separately on this condition.
  • For employed applicants, age is normally in the 18 to 29 band, with applicants up to about 45 considered when scooties remain available. There is no upper age limit for students in a college or recognised institution.

A person is not eligible if:

  • The applicant is not a Rajasthan resident.
  • The certified disability is below 40 per cent, or is not a locomotor disability of the kind the scheme addresses.
  • The applicant has received a motorised vehicle under any government scheme in the last eight years.
  • The applicant has no driving licence.
  • Family income exceeds Rs 2 lakh a year and no pension exemption applies.
  • The applicant is neither studying nor employed at the time of application.

How to apply for the Divyang Scooty Scheme online

  1. Create or log in to your SSO ID at sso.rajasthan.gov.in. Registration is free and can be done using a Jan Aadhaar number, Bhamashah number, Google account or Aadhaar.
  2. Open the Social Justice and Empowerment (SJMS DSAP) application from the SSO dashboard and select the Mukhyamantri Divyang Scooty Scheme from the list of live schemes.
  3. Fill in the application; personal details, disability type and percentage, UDID number, district, current course or employment details, and driving licence number. Family details auto-populate from Jan Aadhaar; correct them on the Jan Aadhaar portal first if they are wrong.
  4. Upload the scanned documents listed above, including the photograph showing the disability.
  5. Submit and save the application number shown on the confirmation screen. Every later enquiry is keyed to it.
  6. Complete verification when called. The district social welfare office verifies the disability certificate and the study or employment proof, and assesses the retrofitment required.

How to apply offline

  1. Visit any e-Mitra kiosk with the full set of original documents plus one photocopy each.
  2. Ask the operator to file the Mukhyamantri Divyang Scooty Scheme application under the Social Justice and Empowerment Department module. The operator files the same online form on your behalf.
  3. Pay only the government-notified e-Mitra service fee, and take the printed receipt carrying your application number.
  4. Attend the district social welfare office for verification if summoned.

The District Social Welfare Officer is the working authority in every district and is the right person to approach with a document or verification problem, rather than the state headquarters.

How to check application status

  1. Log in at sso.rajasthan.gov.in with the same SSO ID used to apply.
  2. Open the SJMS DSAP module and select the application tracking option.
  3. Enter the application number and view the current stage, submitted, under scrutiny, verified, selected or rejected.

Applicants who filed through e-Mitra can also ask the same kiosk to pull the status using the receipt number.

Why applications get rejected

  • No valid driving licence: the most common single reason.
  • Disability certificate below 40 per cent, or a certificate that is expired or not issued by a competent medical board.
  • Income above the Rs 2 lakh ceiling, or an income certificate older than the period the district accepts.
  • Vehicle received in the last eight years under another scheme, detected at the Jan Aadhaar-linked cross-check.
  • Study or employment proof missing or issued in a different name spelling.
  • Jan Aadhaar mismatch. The applicant's name or family record differs from the uploaded documents.
  • Selection limit reached. A valid application can still go unfulfilled because only about 2,500 scooties are sanctioned in a cycle.

Where the rejection is documentary, correct the underlying record. The UDID, the income certificate, or the Jan Aadhaar entry, and apply again in the next cycle.

Key dates

  • Application window: notified annually by the Social Justice and Empowerment Department. The 2026 cycle closed on 31 July 2026.
  • Verification: conducted after the window closes, district by district.
  • Distribution: scooties are handed over at district-level distribution events once selection is finalised.

Because the window shifts from year to year, treat 31 July as an indication and confirm the current cycle's dates on sje.rajasthan.gov.in.

Help and grievance redressal

  • Social Justice and Empowerment Department, Rajasthan: sje.rajasthan.gov.in
  • Departmental contact: 0141-2226638
  • District Social Welfare Officer: the first point of contact for verification, document and selection questions
  • Rajasthan Sampark: for a written, trackable grievance

Applying for the Rajasthan Mukhyamantri Divyang Scooty Scheme is free. No agent can secure a scooty for a fee, and no departmental official will ask for payment to move an application forward.

Frequently asked questions

Who is eligible for the Rajasthan Mukhyamantri Divyang Scooty Scheme?

A permanent resident of Rajasthan with a certificate of at least 40 per cent locomotor disability, who is currently studying or employed, holds a valid driving licence, and whose combined annual family income does not exceed Rs 2 lakh, is eligible. Applicants drawing the state disability pension are treated separately on the income condition.

How many scooties are given?

About 2,500 scooties are distributed in a cycle. Because demand exceeds supply, applications are ranked and the district committee selects within the sanctioned number, so a valid application does not guarantee a scooty.

What is the last date to apply?

The last date for the 2026 cycle was 31 July 2026. The Social Justice and Empowerment Department re-notifies the application window each year, so check sje.rajasthan.gov.in for the current cycle rather than assuming the same date.

Is a driving licence compulsory?

Yes. A valid driving licence for the vehicle class is compulsory, because the benefit is a motorised two-wheeler that the beneficiary is expected to ride. Applications without a licence are rejected at scrutiny.

Is the scooty modified for the applicant's disability?

Yes. The scooty is supplied with retrofitment appropriate to the applicant's locomotor disability, typically side-wheel or control adaptations, which is why the application asks for a photograph showing the disability.

Can someone who already received a government vehicle apply again?

No. An applicant who has received a motorised vehicle under any government scheme in the preceding eight years is not eligible. The scheme is a one-time benefit intended to reach new beneficiaries each cycle.

Is there any age limit?

Students in a college or recognised institution face no upper age limit. For employed applicants, preference is given to the 18 to 29 age band, and older applicants up to about 45 may be considered when scooties remain available after the priority group is exhausted.

Does the applicant pay anything?

No. The scooty and its retrofitment are provided free by the Government of Rajasthan. Applying on the SSO portal is free; an e-Mitra kiosk may charge only the government-notified service fee for assistance.
