Residence and Nativity Certificate in Tamil Nadu (TN e-Sevai)

Tamil Nadu state government scheme

Quick answer

Tamil Nadu does not issue a document called a domicile certificate. The state's Revenue Department issues the Nativity Certificate and the Residence Certificate, applied for on the TN e-Sevai portal at tnesevai.tn.gov.in or at an e-Sevai centre. The Tahsildar signs the certificate after the Village Administrative Officer verifies the address on the ground.

What is the Tamil Nadu equivalent of a domicile certificate?

Tamil Nadu does not issue a document called a "domicile certificate". This trips up applicants constantly, because most all-India forms use that word. What the Tamil Nadu Revenue Department issues instead are two certificates:

  • the Nativity Certificate, certifying that you are a native of Tamil Nadu, traced through birth and family records; and
  • the Residence Certificate, certifying that you currently reside at a stated address in the state.

Both are delivered through TN e-Sevai, the citizen services platform of the Tamil Nadu e-Governance Agency (TNeGA), at tnesevai.tn.gov.in. TNeGA describes e-Sevai as a platform delivering government services through Common Service Centres on a 24×7 basis, with over 40 services including community, nativity, income, unemployment, widow and OBC certificates. Applications can be filed by the citizen directly after signing up, or by an operator at an e-Sevai centre.

When an out-of-state form asks for a "domicile certificate", a Tamil Nadu Nativity Certificate is normally what gets submitted. When a Tamil Nadu department or a local authority asks where you live now, the Residence Certificate is the right document. Read the notification and apply for the one it names. The two are not interchangeable at scrutiny.

Who is eligible in Tamil Nadu?

You can apply for a Nativity Certificate if:

  • You were born in Tamil Nadu, with a birth certificate or school records to show it.
  • Your family is native to Tamil Nadu and the connection can be traced through your parents' birth certificates, school records or nativity certificates, even if you were born elsewhere.
  • You have lived in Tamil Nadu long enough for the Village Administrative Officer to be able to verify the family's settled presence.

You can apply for a Residence Certificate if:

  • You currently live at a settled address in Tamil Nadu that the VAO can verify on the ground.
  • You hold address proof for that address, a smart ration card, electricity bill, property tax receipt or registered rent agreement.

You cannot apply if:

  • You are passing through. A short college term or a temporary posting does not support a nativity claim, and a residence claim needs a verifiable settled address.
  • You cannot give the VAO an address to verify. Tamil Nadu's process is verification-led; without a successful field check, the Tahsildar cannot sign.
  • You are claiming nativity with no birth, school or parental record to trace it through.
  • You hold a domicile or nativity certificate of another state and are trying to hold both.

A nativity certificate is not a community certificate and not an income certificate. Those are separate e-Sevai services with their own document lists, even though the same Tahsildar signs several of them.

What documents are required?

Document Mandatory Notes
Identity proof (Aadhaar, voter ID, PAN, passport, licence) Yes Without Aadhaar, register using a CAN
Address proof (smart ration card, electricity bill, tax receipt, rent agreement) Yes For the Tamil Nadu address claimed
Birth or age proof (birth certificate, transfer certificate, SSLC) Yes Central to a nativity claim
Parent's documents For nativity Parents' nativity certificate, birth certificate or school records
Passport-size photograph Yes Scanned upload
Self-declaration Yes Address and period of residence

Scan everything legibly. An unreadable transfer certificate is treated as a missing one, and the file returns to you.

How to apply for a residence or nativity certificate in Tamil Nadu

  1. Open tnesevai.tn.gov.in and click Sign Up. TNeGA's instruction is that the citizen registers their profile by clicking sign up and creating their own user ID and password. Citizens without Aadhaar can register using a CAN (Citizen Acknowledgement Number).
  2. Complete your citizen profile, name, father's name, date of birth, the complete Tamil Nadu address with district, taluk and village or ward. The certificate is generated from this profile, so type the name exactly as it appears on your identity document.
  3. Select the Revenue Department service you need: Nativity Certificate or Residence Certificate: from the services list.
  4. Fill the application form with the address, the period of residence, and the purpose for which the certificate is required.
  5. Upload the documents: identity proof, address proof, birth or age proof, the parents' documents for a nativity claim, the self-declaration and the photograph.
  6. Pay the government fee shown on the payment screen and save the receipt.
  7. Submit and note the application number on the acknowledgement. You will need it for tracking and for download.
  8. Cooperate with the VAO's field verification. The Village Administrative Officer visits or calls to confirm you live at the declared address, the Revenue Inspector reviews the VAO's report, and the Tahsildar approves.
  9. Download the digitally signed certificate from your e-Sevai account once the status shows it has been issued.

How to apply through an e-Sevai centre or the Taluk office

  1. Visit an e-Sevai centre / Common Service Centre, or the Taluk office (Tahsildar's office) for your taluk.
  2. Tell the operator which certificate you need: nativity or residence — and hand over the document set. The operator files on the same e-Sevai portal.
  3. Give your CAN if you already have one, so the application attaches to your existing profile instead of creating a duplicate.
  4. Pay the government fee plus the notified centre charge, and take a printed receipt.
  5. Take the acknowledgement with the application number, and use it to track the file or to collect the certificate.

How do I check the status of my application?

  • On TN e-Sevai: the application status page at tnesevai.tn.gov.in, using the application number.
  • On TN e-District: the Tamil Nadu e-District portal at tnedistrict.tn.gov.in provides application status checking and certificate verification. The second is useful when an employer or a college wants to confirm a certificate is genuine.
  • By phone: the TN e-Sevai toll-free helpline 1800 425 6000, or email tnesevaihelpdesk@tn.gov.in.
  • In person: at the Taluk office, which can say whether the file is with the VAO, the Revenue Inspector or the Tahsildar.

Almost every delayed Tamil Nadu certificate is waiting at the VAO verification stage. If the status has not moved for weeks, contacting the VAO for your village or ward through the Taluk office achieves more than re-applying.

How long is it valid, and does it need renewal?

A nativity or residence certificate carries no expiry date and is generally treated as valid indefinitely, because nativity does not change and residence status does not lapse the way an income figure does. There is no renewal process.

The practical caveat sits with the receiving authority. Some recruitment notifications and admission rules ask for a certificate issued within a recent window, and a residence certificate is by its nature a statement about where you live now. If you have moved, or if the notification sets a recency rule, apply for a fresh certificate.

Why do applications get rejected in Tamil Nadu?

  • The wrong certificate applied for. A residence certificate submitted where a nativity certificate was demanded, or the reverse.
  • VAO could not verify the address: nobody at home, no response to the call, or the applicant no longer lives there.
  • Name or date-of-birth mismatch between Aadhaar, the SSLC or transfer certificate, and the application.
  • Address proof that does not match the address typed into the form.
  • Nativity claimed with no parental record to trace the family connection.
  • Duplicate profile, a fresh sign-up when the applicant already had a CAN, producing two conflicting records.
  • Blurred or cropped uploads.

What it costs, and what you should refuse to pay

A Tamil Nadu nativity or residence certificate costs only the government fee displayed on the TN e-Sevai payment screen, plus the notified e-Sevai centre service charge if an operator files it for you. Both are printed rates and both come with a receipt. Ask for the receipt every time.

There is no paid priority queue at the Taluk office. Agents who promise a "guaranteed nativity certificate in two days" for a few thousand rupees are charging for something the Revenue Department does not sell, and the file still has to clear the same VAO check. Apply yourself on e-Sevai, sign-up takes a few minutes; or use an authorised e-Sevai centre. Never give your Aadhaar OTP, your CAN or your e-Sevai password to an agent.

Grievance and helpline route

  • TN e-Sevai toll free helpline: 1800 425 6000
  • TN e-Sevai helpdesk email: tnesevaihelpdesk@tn.gov.in
  • Portals: tnesevai.tn.gov.in for application and status; tnedistrict.tn.gov.in for status and certificate verification
  • Village level: the Village Administrative Officer (VAO) who conducts the field verification
  • Taluk level: the Revenue Inspector and the Tahsildar, who approves and issues the certificate
  • District level: the District Collectorate, whose contact details are published on your district's .nic.in site, for example tiruppur.nic.in or pudukkottai.nic.in

Quote your application number, and your CAN if you have one, in every follow-up. Without them, no counter can trace the file.

Frequently asked questions

Does Tamil Nadu issue a domicile certificate?

Tamil Nadu does not issue a document called a domicile certificate — the Revenue Department issues a Nativity Certificate and a Residence Certificate instead. Where an application form outside the state asks for a domicile certificate, a Tamil Nadu Nativity Certificate is normally the document submitted.

What is the difference between a nativity certificate and a residence certificate?

A Nativity Certificate certifies that you are a native of Tamil Nadu, traced through birth and family records, while a Residence Certificate certifies that you currently reside at a stated address in the state. Read the notification you are applying under and apply for the one it names.

Where do I apply in Tamil Nadu?

Apply on the TN e-Sevai portal at tnesevai.tn.gov.in, run by the Tamil Nadu e-Governance Agency, or at any e-Sevai centre. The portal delivers services through Common Service Centres on a 24x7 basis and covers more than 40 services including nativity, community, income and OBC certificates.

What is a CAN number and do I need one?

CAN stands for Citizen Acknowledgement Number, the identifier e-Sevai issues to a citizen so their profile can be reused across services. TNeGA states that citizens without Aadhaar can register using a CAN, and many Taluk counters ask for the CAN when you follow up on an application.

Who verifies and signs the certificate?

The Village Administrative Officer (VAO) verifies the address on the ground, the Revenue Inspector reviews that report, and the Tahsildar of the Taluk approves and issues the digitally signed certificate. The VAO stage is where most delayed files are sitting.

What does it cost?

Only the government fee shown on the TN e-Sevai payment screen, plus the notified e-Sevai centre charge if you apply through a centre rather than yourself. Take a printed receipt and pay nothing beyond the displayed rate.

How do I check the status of my application?

Use the application status page on tnesevai.tn.gov.in, or the status and certificate verification service on the Tamil Nadu e-District portal at tnedistrict.tn.gov.in, with the application number from your acknowledgement.

Whom do I call if the application is stuck?

Call the TN e-Sevai toll-free helpline on 1800 425 6000 or email tnesevaihelpdesk@tn.gov.in with the application number. For a file stuck at verification, the more effective route is the Taluk office and the VAO for your village or ward.
