Permanent Resident of Tripura Certificate (PRTC)
Tripura state government scheme
Tripura issues its domicile document as the Permanent Resident of Tripura Certificate (PRTC), a Revenue Department service signed by the Sub-Divisional Magistrate. An applicant applies at edistrict.tripura.gov.in, at a Common Service Centre, at the tehsil office or at the SDM office, using an application countersigned by a gazetted officer plus the family Record of Rights and ration card.
Tripura issues its domicile document under the name Permanent Resident of Tripura Certificate (PRTC). The Tripura state portal lists PRTC as a citizen service of the Revenue Department, delivered through the state's e-District Tripura platform at edistrict.tripura.gov.in, and the certificate is signed by the Sub-Divisional Magistrate (SDM) of the applicant's sub-division. A PRTC is what a Tripura college, a state recruitment board or a welfare department will ask for when it wants proof that the applicant belongs permanently to the state.
What is the PRTC and which department issues it?
The Permanent Resident of Tripura Certificate records that the holder's family is permanently settled in a village or town of Tripura. Two features make Tripura's version distinct from most other states:
- The application must carry the recommendation of a gazetted officer. Tripura's district administrations list this as the first required item, ahead of any identity document. Most states accept a self-declaration; Tripura does not.
- The Record of Rights (ROR) of the family's residential plot is the anchor residence proof. The plot may be recorded in the name of the applicant, the parents or the ancestors, and the updated family register is read alongside it.
Issuing offices are named at sub-division level rather than district level. South Tripura district, for example, lists the SDM offices at Belonia, Santirbazar and Sabroom; North Tripura lists Dharmanagar, Kanchanpur and Panisagar. Apply to the SDM office of the sub-division where the family plot and the ration card address lie, not to any convenient office.
Who can and who cannot apply for a PRTC in Tripura?
Who can apply. A person whose family has been settled in a village or town of Tripura over a long period, who can produce an updated Record of Rights for the family's residential plot, whose name appears on a Tripura family ration card, and who can obtain a gazetted officer's recommendation on the prescribed form. Minors apply through a parent or guardian, with the guardian's property and citizenship papers attached.
Who cannot apply. A person recently arrived in Tripura with no family land record and no long-standing household entry is not eligible for a PRTC, a short-term address proof such as a rented-house electricity bill does not substitute for the ROR. A person who cannot link himself to the plot recorded in the ROR cannot apply on the strength of that plot alone; the relationship to the recorded holder has to be documented. An applicant who cannot obtain a gazetted officer's recommendation cannot have the form accepted, whichever channel is used.
Widely circulated guidance describes a minimum of about ten years of residence in a village or town of Tripura before a person becomes eligible. That period is not printed on the district administration service pages checked for this guide, so treat the ROR, the ration card and the gazetted officer's recommendation as the operative tests and confirm any specific residence period with your SDM office.
Which documents does Tripura ask for?
District administrations publish a consistent PRTC checklist:
- Application form with the recommendation of a gazetted officer, the prescribed PRTC form, downloadable from the e-District portal and from district websites.
- Proof of birth. A birth certificate, school certificate, PAN card, driving licence or school admit card.
- Family ration card.
- Updated family register / Record of Rights (ROR) of the residential plot held by the applicant, the parents or the ancestors.
- EPIC (voter identity card).
- Guardian's citizenship or property documents, linking the family to the plot in the ROR.
- Two passport-sized photographs.
Before you submit, check that the name spelling and date of birth agree across the birth proof, the ration card and the EPIC. Where the ROR is old or still stands in a grandparent's name, get the family register updated at the tehsil office first. A stale ROR is the most common reason a PRTC file stalls.
How to apply for a Permanent Resident of Tripura Certificate
Tripura's district administrations describe four submission routes. Choose one:
- Get the form and the gazetted officer's recommendation first. Download the PRTC form from
edistrict.tripura.gov.inor your district website, fill it in, and obtain the countersignature of a gazetted officer. Do this before anything else, because no channel accepts the form without it. - Apply online at the e-District portal. Open
edistrict.tripura.gov.in, register a personal login with a working mobile number, select the Revenue Department service "Permanent Resident of Tripura Certificate", fill the online form, and upload scans of the recommended form, the birth proof, the ration card, the ROR / family register, the EPIC, the guardian's papers and your photograph. - Or apply through a Common Service Centre. Carry the same set of originals and photocopies to a CSC; the operator submits the same e-District application on your behalf and hands you a printed acknowledgement.
- Or apply on paper at the tehsil office or the SDM office of your sub-division — for example the SDM Office Complex at Belonia, Santirbazar or Sabroom in South Tripura. Submit the recommended form with the attached documents and collect the acknowledgement slip.
- Attend field verification. The tehsil-level revenue staff verify the plot, the family register and the residence before the file moves to the SDM.
- Collect the certificate. The PRTC is issued online, so a certificate approved on the e-District system can be downloaded and printed from your portal login; the SDM office also hands over signed copies at the counter.
How do I check my PRTC application status?
Log in to edistrict.tripura.gov.in with the credentials used at submission and open the application-status page with the acknowledgement number printed on your receipt. Applications routed through a Common Service Centre carry the same acknowledgement number, so the CSC operator can check it for you. For a paper application filed at the tehsil or SDM office, quote the acknowledgement slip at the same counter. Keep the acknowledgement number safe, every enquiry, correction and grievance in Tripura's e-District system starts from it.
What does a PRTC cost, and is it valid forever?
The PRTC carries only the government's own listed e-District service charge, which is a token amount of a few rupees rather than a substantial fee, and it is collected on the portal, at the CSC counter or at the SDM office. Pay at the official counter or on the portal's own payment screen and insist on the receipt. Nobody needs a middleman: the file still waits for tehsil verification and the SDM's signature regardless of who submits it, so an agent quoting hundreds or thousands of rupees to "get PRTC done fast" is simply overcharging.
A PRTC certifies a settled fact, permanent residence, so it is normally treated as a standing document rather than one that expires annually. Some recruiters and admission bodies nonetheless ask for a recently issued copy. Because the certificate is issued online, a fresh printout or a fresh application through the same portal is straightforward if a specific department insists on a recent date.
Why are PRTC applications rejected, and where do I complain?
The recurring reasons a Tripura PRTC file is returned are:
- No gazetted officer's recommendation on the application form, or a recommendation without a legible designation and seal.
- An out-of-date Record of Rights, or a family register that has not been updated after a death or partition in the family.
- No documented link between the applicant and the recorded plot holder, especially where the plot stands in a grandparent's name.
- Name or date-of-birth mismatch between the birth proof, the family ration card and the EPIC.
- Applying to the wrong sub-division, the file must go to the SDM in whose sub-division the family plot and household lie.
- Poor scans of the ROR or the recommended form when applying online.
For a delayed or rejected application, start at the office that holds the file: the tehsil office for verification-stage delays, and the Sub-Divisional Magistrate's office for approval-stage delays. The e-District portal's own grievance and contact links handle portal faults, failed payments and applications that do not appear in your account. The Revenue Department's contact directory on the Tripura state portal at tripura.gov.in lists departmental contacts for escalation beyond the sub-division.
Fact-check note: Tripura's district administration pages checked for this guide publish the documents, the issuing authority and the application channels, but not a confirmed rupee fee or a guaranteed number of processing days, so no specific figure for either is stated above.

Frequently asked questions
What is the domicile certificate called in Tripura?
Tripura calls it the Permanent Resident of Tripura Certificate, shortened to PRTC. The Tripura state portal lists PRTC as a citizen service of the Revenue Department, and it is the document state departments, colleges and recruitment boards accept as proof of permanent residence in Tripura.
Who issues the PRTC in Tripura?
The Sub-Divisional Magistrate (SDM) of the applicant's sub-division issues the PRTC. District administrations name the SDM offices directly — Belonia, Santirbazar and Sabroom in South Tripura, and Dharmanagar, Kanchanpur and Panisagar in North Tripura, for example.
How do I apply for a PRTC online in Tripura?
Apply at the e-District Tripura portal, edistrict.tripura.gov.in, after creating a personal login. District administrations list four routes in all — the e-District portal with a personal ID, a Common Service Centre, the respective tehsil office, and the SDM office directly. The certificate itself is issued online.
Do I need a gazetted officer's recommendation for a Tripura PRTC?
Yes. Tripura's district administrations list "application form with recommendation of gazetted officer" as the first required document for PRTC, which makes it different from most other states' domicile forms. Arrange the countersignature before submitting, whether you apply online or on paper.
Which residence proof does Tripura accept for PRTC?
The updated family register or Record of Rights (ROR) of the residential plot is the main residence proof. The plot may stand in the name of the applicant, the parents or the ancestors, and it is read together with the family ration card and the guardian's property or citizenship papers.
What does a PRTC cost in Tripura?
Only the government's listed e-District service charge applies, and it is a token amount of a few rupees rather than a large fee. Pay at the e-District portal, the Common Service Centre or the SDM counter and take the receipt; an agent asking for hundreds of rupees to "arrange" a PRTC is overcharging.
How do I check my PRTC application status?
Log in to edistrict.tripura.gov.in and use the application-status option with the acknowledgement number issued at submission. If you applied through a Common Service Centre, the operator can check the same status against your acknowledgement number, and the SDM office can confirm it at the counter.
Why do PRTC applications get rejected in Tripura?
The commonest reasons are a missing gazetted officer recommendation, an out-of-date Record of Rights, a family plot that cannot be linked to the applicant, and name or date-of-birth mismatches between the ration card, the EPIC and the birth proof. Correct the underlying record first, then reapply.
