What is the Chief Minister's Special Scholarship to Divyangan (Blind) Students?

Chief Minister's Special Scholarship to Divyangan (Blind) Students is a state scholarship of the Directorate of Higher Education, Government of Tripura, created to encourage blind and visually impaired students to continue into higher education. The Economic Review of Tripura 2024-25 lists its launch among the important achievements of the Higher Education Department, describing it as a scholarship "for Divyangan (Blind) students for pursuing higher education in the state ... launched for encouraging Divyangan (Blind) students to pursue higher education."

The scheme is one of eight schemes listed under the Department of Higher Education on the Tripura DBT portal, where it appears as "Chief Minister Special Scholarship to Divyangan Blind Students for Higher Education."

What it pays. The Directorate's own state scheme details document, dated 23 December 2025, fixes two rates:

  • Rs 5,000 per student per month at degree level, described in the Economic Review as covering post-graduate and bachelor's degree courses.
  • Rs 4,000 per student per month for diploma-level courses.

At degree level that works out to Rs 60,000 over twelve months, which is several times the value of Tripura's older merit-cum-means stipends, the state's 1977 merit-cum-means scholarship, for comparison, pays Rs 90 to Rs 160 a month.

How many students it reaches. 18 students were provided the special scholarship in the year reported in the Economic Review of Tripura 2024-25. This is a deliberately narrow scheme, not a mass scholarship, so a qualifying student has a realistic chance of being covered.

Who is eligible for this Tripura scholarship?

You can be considered if:

  • You hold a certificate of being divyangan (blind) of at least 40 per cent. This is the defining condition of the scheme.
  • You are a full-time student in a degree or degree-level course pursued in an institution recognised by UGC, AICTE, BCI or NCTE under the Higher Education Department, Government of Tripura: or in a diploma-level course in such an institution, at the lower rate.
  • You have passed the Matriculation or Higher Secondary (+2) examination from a recognised board, and are pursuing study in an institution under the Higher Education Department, Government of Tripura.
  • You hold an Aadhaar-linked bank account for the DBT credit.

You are not eligible if:

  • Your disability certificate shows less than 40 per cent, or certifies a disability other than blindness or visual impairment. Tripura runs other disability benefits, including the Chief Minister's Scheme for Persons with Intellectual Disabilities, at Rs 5,000 a month, but this scholarship is specific.
  • You are a part-time or distance-mode student rather than a full-time one.
  • Your institution is not under the Higher Education Department, Government of Tripura, or is not recognised by UGC, AICTE, BCI or NCTE.
  • You have not passed Matriculation or Higher Secondary from a recognised board.

There is no income bar. The Higher Education Department's scheme details list "No Income bar" as the first condition, so a family's earnings are not a ground for refusal here.

How to apply for the Divyangan (Blind) scholarship in Tripura

  1. Get the disability certificate or UDID card in order first. Confirm it records blindness or visual impairment at 40 per cent or more. If the percentage is out of date, go through the district assessment board for disability evaluation, whose guidelines were notified in Tripura in March 2019, before you apply.
  2. Approach the student help desk at your college or institution. The Directorate of Higher Education states that help desks have been set up in all colleges and at the Directorate to help students obtain stipends, scholarships and other assistance.
  3. Submit the completed application with documents through the institution to the Directorate of Higher Education, Tripura. Attach the disability certificate, qualifying marksheets and certificate, bonafide student certificate, Aadhaar and bank passbook copy.
  4. Watch the Directorate's notice board at highereducation.tripura.gov.in. Tripura's scholarship notifications, for state and central schemes alike: are published there each academic year, and this is where any call for applications or cut-off date will appear.
  5. Seed your bank account with Aadhaar before the sanction, so the monthly DBT credit through the Beneficiary Management System does not fail.
  6. Follow up on the Directorate helpdesk, 0381-2314402, between 10 AM and 5.30 PM on working days if you hear nothing.

When and how the money reaches the student

The scholarship is a monthly payment β€” Rs 5,000 or Rs 4,000 depending on the course level; paid by Direct Benefit Transfer to the student's own Aadhaar-linked bank account. The scheme is onboarded to the Tripura DBT portal under the Department of Higher Education, and the state's Beneficiary Management System at bms.tripura.gov.in is the platform through which Tripura's welfare and scholarship payments are routed.

The Directorate's citizen charter commits to disposing of issues related to stipend and scholarship within five working days, which is a useful figure to quote when a payment is stuck.

Common reasons an application fails

  • Disability certificate below 40 per cent, or one that certifies a non-visual disability.
  • An expired or non-UDID certificate. Convert an older paper certificate into a UDID card where possible.
  • Institution outside the Higher Education Department's list, or a course not recognised by UGC, AICTE, BCI or NCTE.
  • Bank account not Aadhaar-seeded, or an account in a parent's name rather than the student's.
  • Applying without having passed Matriculation or Higher Secondary from a recognised board.
  • Missing the academic year's notification window, where one is announced.
