Encumbrance Certificate in Tripura (Non-Encumbrance Certificate)
Tripura state government scheme
Encumbrance Certificate in Tripura is obtained from the Sub-Registry office of the Revenue Department, which runs computerised land registration across the state's 8 districts, 23 sub-divisions and 58 blocks. Tripura's online registration runs on NGDRS at ngdrs.tripura.gov.in and land records on e-Jami at jami.tripura.gov.in; the certificate itself is applied for at the Sub-Registry.
What is an Encumbrance Certificate in Tripura?
An Encumbrance Certificate in Tripura; often called a non-encumbrance certificate; is a statement from a Sub-Registry office of the Revenue Department, Government of Tripura, setting out the transactions registered against a specified property over a period you choose. If nothing is found, the certificate says so, and that nil statement is what a bank or a buyer wants before money changes hands.
The Revenue Department describes itself as one of the most important organs of governance in the state, handling land matters across 8 districts, 23 sub-divisions and 58 blocks, and it expressly lists computerised land registration through Sub-Registries among its functions. Two departmental systems sit behind that:
- NGDRS Tripura (
ngdrs.tripura.gov.in). The National Generic Document Registration System, operated under the Revenue Department for online document registration. The portal states that the information provided online is updated and that no physical visit is required for an appointment. - e-Jami (
jami.tripura.gov.in): Tripura's digital land records system, giving online access to khatian and plot records.
Tripura's e-District portal (edistrict.tripura.gov.in) is a third system,
but it is worth being clear about what it does and does not do here: it delivers
Permanent Resident, income, marriage, caste, Land Valuation, Certificate of Land
Use and Certificate of Non-Forest Land services, among many others, it does
not list a standalone encumbrance certificate. Do not waste a day looking for
the service there.
Who can apply for an Encumbrance Certificate in Tripura?
Who can apply:
- The recorded owner of a property in Tripura.
- A prospective buyer carrying out due diligence before paying an advance.
- A seller who wants to show a clean record.
- A loan applicant whose bank has asked for the certificate before sanction or disbursement.
- Legal heirs, executors and holders of a valid power of attorney.
- Advocates and bank officers acting for a client, on the client's instructions.
Who cannot apply, or will not get a usable result:
- Anyone who cannot describe the property against the land record: mouja, khatian, dag or plot number, area and boundaries. Without that the Sub-Registry has nothing to search, and a vague application will be returned.
- A person seeking a person-wise list of all properties owned by someone. The certificate is property-specific, not person-specific.
- Anyone hoping the certificate will capture unregistered transactions. It cannot; only what was registered with a Sub-Registry appears.
- An applicant who approaches the wrong Sub-Registry. Jurisdiction follows the sub-division in which the property lies, and another office's index will simply not contain your plot.
What documents do I need?
Tripura's requirement is light, because this is an index search rather than an adjudication:
- A written application to the Sub-Registrar of the concerned Sub-Registry.
- The full property description, copied from the land record.
- The period of search you want covered, from-date to to-date.
- A copy of the sale deed or link document, where you have one, the document number and year make the search far more reliable.
- A photo identity document for the applicant.
- A current khatian extract from e-Jami, useful for matching the plot.
How to get an Encumbrance Certificate in Tripura
- Identify the correct Sub-Registry. Jurisdiction follows the sub-division
in which the property lies. West Tripura district, for instance, publishes
contact details for four offices: Sadar District Sub-Registrar, Sadar
District Sub-Registrar (II), Mohanpur and Jirania — on
westtripura.nic.in, and other districts publish theirs on their own district sites. The registration endorsement on any earlier deed for the property names the office that registered it. - Pull the land record first. Open
jami.tripura.gov.inand take out the current khatian and dag details for the plot so that the description in your application matches the record exactly. This one step prevents most nil results caused by wrong plot numbers. - Write the application to the Sub-Registrar. State the district, sub-division, mouja, khatian and dag or plot number, area and boundaries, and the exact period of search. Attach a copy of the deed if you hold one.
- Submit it at the Sub-Registry counter with your photo ID, pay the search and certificate charge shown at the counter, and collect a dated receipt with a reference number.
- Collect the certificate signed by the Sub-Registrar. Read every entry and match the dag number, area and boundaries against your own document before you rely on it.
What about NGDRS; can I do this online?
NGDRS Tripura is the Revenue Department's online document registration platform, and it is where appointments and document registration are handled online. Use it for what it is built for: registering a deed without a physical visit for the appointment, and checking the portal's help manuals and contact options.
Tripura has not published a citizen-facing "download your encumbrance certificate" service equivalent to the free EC search that states like Telangana run. Until it does, treat NGDRS as the registration channel and the Sub-Registry counter as the route to the certificate itself. If you are told by a private website that Tripura ECs can be downloaded instantly online for a fee, that is not a government service.
What does it cost?
The Revenue Department's published pages do not set out a fee table for the encumbrance certificate. A search charge that varies with the number of years searched is the normal pattern under the Registration Act framework, and the Sub-Registry counter will tell you the current amount.
Two rules protect you:
- Pay at the counter, against a receipt, and only the amount the office states.
- Do not pay a deed writer, tout or agent a "service charge" to obtain the certificate. Deed writers earn their fee drafting deeds; an encumbrance application is a one-page letter you can write yourself, and Tripura's own systems; e-Jami for the record and the Sub-Registry for the search, are open to you directly.
How do I check the status of my application?
Quote the receipt or reference number from the Sub-Registry acknowledgement and follow up at the same office. Tripura does not run an online tracker for this particular service, so the counter is the point of contact. If the file is delayed, escalate to the District Registrar of the district and then to the Revenue Department at the state level on 0381-241 8059, the number published on the department's citizen charter page.
How long is a Tripura encumbrance certificate valid?
The certificate has no expiry date, because it is a snapshot rather than a licence. It tells you the state of the register on the day it was signed. In practice:
- Banks in Tripura usually accept a certificate issued within the last one to three months.
- A buyer should take a fresh certificate covering the gap immediately before registration, since a mortgage registered in the interval would not appear in the earlier one.
- There is no renewal procedure, you apply again for the later period.
Why do applications come back blank or get rejected?
- Wrong Sub-Registry. The commonest cause. The index of another office will not contain your property.
- Dag or khatian number changed after subdivision, partition or a fresh settlement operation, so the old number no longer matches.
- Mouja or village name spelt differently in the index than in your application.
- Incomplete property description; no boundaries, no area, which the Sub-Registrar will return for correction.
- Period of search too short, missing the transaction you were looking for.
- Records predating computerisation, which need a manual search of the physical volumes and take longer.
Where do I complain?
Start with the Sub-Registrar who issued or refused the certificate. If an entry is factually wrong, produce the registered document that contradicts it and ask for rectification in writing. Escalate to the District Registrar, and then to the Revenue Department, Government of Tripura. The department publishes the contact +91 381 241 8059 and the email address jsrevenue201[at]gmail[dot]com on its citizen charter page. For problems with the online systems rather than the certificate, the e-District portal publishes a state-level contact in the Directorate of Information Technology on 0381-235 5751, and NGDRS Tripura carries its own feedback and contact links.

Frequently asked questions
Who issues an Encumbrance Certificate in Tripura?
The Sub-Registry offices under the Revenue Department, Government of Tripura, issue it. The department describes itself as running computerised land registration through Sub-Registries across 8 districts, 23 sub-divisions and 58 blocks, and it is the Sub-Registrar who searches the registration index and signs the certificate.
Can I apply for an Encumbrance Certificate on the Tripura e-District portal?
No — the Tripura e-District portal at edistrict.tripura.gov.in does not list a dedicated encumbrance or non-encumbrance certificate among its services. It does offer related items such as the Land Valuation Certificate, the Certificate of Land Use and the Certificate of Non-Forest Land. For the encumbrance certificate itself, approach the Sub-Registry.
What are NGDRS and e-Jami?
NGDRS is the National Generic Document Registration System, run in Tripura at ngdrs.tripura.gov.in under the Revenue Department for online document registration — the portal states that information provided online is updated and no physical visit is required for an appointment. e-Jami at jami.tripura.gov.in is Tripura's digital land records system. Together they hold the data a Sub-Registry searches.
What does the certificate actually cover?
Only transactions that were registered with a Sub-Registry — sales, mortgages, gifts, leases, partitions and recorded court attachments. Unregistered agreements, oral arrangements, tax dues and unrecorded litigation do not appear, so a nil certificate is not by itself proof of perfect title.
How much does it cost in Tripura?
The Revenue Department's published pages do not set out a fee table for the encumbrance certificate. Ask the Sub-Registry counter for the current search and certificate charge, pay only that amount and take a receipt. Do not accept a figure quoted by a deed writer or an agent outside the office.
How long is it valid?
There is no printed validity period — the certificate reports the register as on the date of issue. Banks and buyers in Tripura normally want one issued within the last one to three months, and a buyer should take a fresh short-period certificate immediately before registration to cover the gap.
Which Sub-Registry do I go to?
The one with jurisdiction over the sub-division where the property lies. West Tripura district, for example, publishes contact details for its Sadar District Sub-Registrar, Sadar District Sub-Registrar (II), Mohanpur and Jirania offices on westtripura.nic.in. Check the registration endorsement on your existing deed — it names the Sub-Registry.
Do I need a deed writer or an agent?
No. The application is a short letter with a property description and a period of search, handed in at the Sub-Registry counter. Deed writers are useful when a deed has to be drafted; they are not required to obtain an encumbrance certificate, and no one should be paid extra to "arrange" one.
