What is the LAKSHYA scholarship in Tripura?

LAKSHYA is the Chief Minister's Special Scholarship for UPSC (Civil Services Examination) aspirants, launched by the Government of Tripura in the Higher Education Department. It was notified by the Directorate of Higher Education under No. F.14(19-1)-DHE/STIP/2019 in August 2019, and the Economic Review of Tripura 2024-25 records the launch year as 2019-20. Readers will also see the name transliterated as Lakhshay on the Tripura DBT scheme list; the Directorate's own notifications use LAKSHYA.

The Higher Education Department, Government of Tripura is the implementing agency. It invites applications, scrutinises them against the scheme guideline and releases the benefit.

Why the scheme exists. The 2019 notification is unusually candid about its own justification: it records that the number of candidates from Tripura who clear the UPSC Civil Services Examination "is almost negligible," that only very few candidates from the state had cleared it in the previous ten years, and that in the year before the scheme was framed only three candidates from Tripura cleared the prelims. LAKSHYA is a direct financial intervention meant to close that gap by paying for coaching, study material and travel at the point where a candidate has already proved they can clear the first hurdle.

How much does LAKSHYA pay?

The current notification of the Directorate of Higher Education, inviting online applications for the 2026-27 cycle, sets out one stage and one figure:

Stage Description Amount per candidate
Part-1 Candidates who cleared the Civil Services Preliminary examination and will appear for the Mains Rs 5,00,000

The Directorate's state scheme details document dated 23 December 2025 records the same Part-I figure of Rs 5 lakh and additionally lists Rs 20,000 awarded to those who clear the Main examination.

The original 2019 guideline had a smaller Part-I figure of Rs 1,00,000 per candidate; broken into Rs 70,000 for coaching centre fees and study material and Rs 30,000 for travel, with Rs 20,000 as travelling cost for the mains-to-interview stage, against a total annual provision of Rs 6,00,000. The per-candidate Part-I amount has since been raised to Rs 5,00,000, and the Economic Review of Tripura 2024-25 confirms the higher figure in practice: one candidate, Sagar Datta Majumder, was awarded Rs 5,00,000 on 9 October 2024.

In addition to the money, candidates appearing in the interview are provided free accommodation in Tripura Bhawan, New Delhi, with conveyance to and from Tripura Bhawan to UPSC arranged by Tripura Bhawan.

Who is eligible for LAKSHYA?

You can apply if:

  • You have cleared the Civil Services (Preliminary) examination conducted by the Union Public Service Commission. This is the gate; the scheme supports candidates who have already crossed the first stage.
  • You are a domicile of Tripura holding a Permanent Resident of Tripura Certificate (PRTC).
  • Your combined annual family income does not exceed Rs 10 lakh per annum, evidenced by an income certificate issued by the SDM, DCM or DC.
  • You can produce proof of admission to a coaching centre, since the assistance is for the specific purpose of taking coaching outside the state.

You are not eligible if:

  • You have not cleared the UPSC prelims. Aspirants preparing for a first attempt cannot apply — LAKSHYA is not a general coaching grant.
  • You are not a domicile of Tripura, or cannot obtain a PRTC.
  • Your family's combined annual income exceeds Rs 10 lakh.
  • You have already drawn the assistance twice. The guideline states a candidate is eligible for assistance only twice, irrespective of the number of attempts made at the examination, and the support is available once for Part-I and once for Part-II.

How to apply for the LAKSHYA scholarship

  1. Clear the UPSC Civil Services Preliminary examination and download the result and scorecard as proof.
  2. Watch for the Directorate of Higher Education notification at highereducation.tripura.gov.in. The notification for each cycle names the examination year and the last date; for the 2026-27 cycle applications closed on 15 July 2026. The 2019 guideline separately directs the candidate to apply within two months of the date of declaration of the result.
  3. Register and apply online at the Beneficiary Management System portal, bms.tripura.gov.in. The current notification requires eligible aspirants to submit their applications online through BMS.
  4. Upload the documents; prelims result, PRTC, income certificate from the SDM, DCM or DC, admit card or roll slip, and proof of coaching centre admission.
  5. Inform the implementing agency of your examination dates. The guideline requires the candidate, once found eligible, to intimate the Higher Education Department of the date of the Mains at least two months before the examination, and to intimate the interview date before the actual interview.
  6. Receive payment by DBT. Payment is made in DBT mode on a monthly basis; where it cannot be done in a month, the dues are cleared in subsequent months.

When the support runs, and for how long

The guideline defines two windows rather than a single grant:

  • Part-I support extends from the date of publication of the prelims result to the date of the Mains examination (the date of the last paper).
  • Part-II support extends from the date of publication of the Mains result to the date of the interview.

Financial support is given once for Part-I and once for Part-II, and a candidate may benefit at most twice overall.

How the scheme is funded and monitored

The expenditure is borne by the Government of Tripura. The 2019 guideline recorded a provision of Rs 60 lakh under the Scholarship and Stipend head in the annual budget of that year, against an expected five successful prelims candidates per year.

The implementing agency is required to develop a monitoring mechanism for timely disbursement, so that beneficiaries do not suffer from delays in fund transfer, and evaluation and impact assessment are to be conducted after every year. A feedback mechanism from beneficiaries may also be developed to assess the scheme's impact.

Why an application may be rejected

  • No proof of clearing the prelims, or a result that cannot be verified against UPSC records.
  • No PRTC, or a residence certificate that is not the PRTC issued by the competent authority.
  • Income certificate above Rs 10 lakh, or one not issued by the SDM, DCM or DC as the guideline specifies.
  • No proof of coaching centre admission.
  • Applying after the last date in the year's notification, or later than two months after the result.
  • Third-time claim, where the candidate has already been assisted twice.
