Mukhya Mantri Dakhyata Unnayan Prakalpa (MMDUP)
Tripura state government scheme
Mukhya Mantri Dakhyata Unnayan Prakalpa (MMDUP) is Tripura's own skill development scheme, run by the Directorate of Skill Development to train youth for employment. It is 1 of the 11 skill schemes onboarded to the Tripura State DBT Portal, where any trainee stipend is paid directly to an Aadhaar-seeded bank account. Enrolment is through empanelled training centres.
What is Mukhya Mantri Dakhyata Unnayan Prakalpa?
Mukhya Mantri Dakhyata Unnayan Prakalpa, commonly written as MMDUP, is the Government of Tripura's own skill development scheme, run by the Directorate of Skill Development. The name is a transliteration, dakhyata means skill or competence, unnayan means upgradation, and prakalpa means project, so the scheme is literally the Chief Minister's Skill Upgradation Project.
MMDUP is listed as one of the 11 schemes of the Directorate of Skill Development onboarded to the Tripura State DBT Portal at dbttripura.gov.in. The other ten give a useful picture of how Tripura organises skilling, and of where MMDUP sits among them:
- Pradhan Mantri Kaushal Vikas Yojana. The central flagship skilling scheme
- SANKALP 2nd Phase, the central skill acquisition programme
- BoCW funded scheme, training funded from the construction workers' cess
- DWS Jal Jeevan Mission funded Recognition of Prior Learning training
- Nal Jal Mitra, Short Term Training: water supply operation and maintenance
- SCA to TSS, Special Central Assistance to the Tribal Sub Scheme
- Social Welfare, PwD and Social Welfare — Women
- Special Project for Bru Migrant under the Revenue Department
- Tribal Rehabilitation in Plantation and PVTG funded scheme
Almost every other entry on that list is funded from a central scheme, a cess or a specific target-group fund. MMDUP is the state's own general-purpose skilling instrument, which is why it carries the Chief Minister's name and why it is the scheme a young person in Tripura is most likely to be pointed to when no central programme fits.
Because MMDUP is onboarded to the state DBT Portal, any money that flows to a trainee, a stipend, a travel or boarding allowance, a post-placement support payment; moves by Direct Benefit Transfer into an Aadhaar-seeded bank account. That single fact determines much of the practical advice below.
An honest statement about what is not published
The scheme's page on the Tripura State DBT Portal carries the scheme name and a financial-year dashboard, and nothing else. There is no description, no objective statement, no eligibility table, no course list, no stipend rate and no application procedure on that page. The Directorate of Skill Development does not appear as a separate departmental website on the Tripura state portal's department directory.
So this guide does not state: the stipend amount, the course duration, the age band, the minimum qualification for a given trade, the list of empanelled training centres, or a batch calendar. None of these could be confirmed on a Government of Tripura source, and a borrowed figure from another state's skilling scheme would be worse than silence.
What follows is the structure of the scheme and the correct route to the answers.
Who is eligible for MMDUP, and who is not?
You are likely to qualify if:
- You are a resident of Tripura. MMDUP is a state-funded scheme for the state's own youth.
- You meet the minimum educational qualification for the specific job role you want to train in. Skill courses are defined by qualification packs, and each job role carries its own entry requirement; some need only Class VIII, others need Class X or XII.
- You are within the age band for that job role. Skill schemes set a minimum and a maximum age, and the range varies by trade.
- You have or can open a bank account seeded with Aadhaar, so that any DBT payment reaches you.
You cannot enrol if:
- You are not a resident of Tripura.
- You fall below the minimum qualification or outside the age band for the course. This is trade-specific, so being rejected for one job role does not rule out another.
- You have already been trained and certified in the same job role under a government-funded scheme. Skilling programmes generally bar repeat funding for the same qualification pack, though upskilling to a higher level is usually allowed.
- You are looking for a direct cash benefit rather than training. MMDUP funds training; it is not an unemployment allowance.
Confirm all four with the training centre before you enrol, because the centre holds the current course-wise eligibility sheet issued by the Directorate.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Enrolment identity and DBT seeding |
| Bank account passbook | Yes | Active, Aadhaar-seeded account |
| Proof of residence in Tripura | Yes | State scheme, state residents |
| Educational qualification certificates | Yes | Trade-specific minimum |
| Date of birth proof | Yes | Age band is trade-specific |
| Passport size photographs | No | Usually needed at enrolment and for the certificate |
How to apply for MMDUP training
- Find a training centre empanelled by the Tripura Directorate of Skill Development. Government skilling schemes are delivered through empanelled training providers, so the centre, not a portal: is your entry point. Ask the centre to show you its empanelment letter and the sanction order for the batch you are joining.
- Choose a job role, not just a course name. Ask which National Skills Qualifications Framework job role and which Sector Skill Council the batch is certified against. This determines your certificate's value in the job market and the entry qualification you must meet.
- Check eligibility for that specific job role, the minimum qualification and the age band. Both vary by trade, so get the sheet in writing.
- Open a bank account and seed it with Aadhaar at your branch, free of charge, before the batch starts. MMDUP pays through DBT, and an unseeded account is the commonest reason a sanctioned stipend does not arrive.
- Enrol with your documents; Aadhaar, bank passbook, residence proof, qualification certificates, date of birth proof and photographs, and collect an enrolment acknowledgement showing the batch number and start date.
- Attend to the attendance requirement. Skilling schemes tie stipend release and assessment eligibility to a minimum attendance percentage. Ask what it is for your batch on day one.
- Appear for the independent assessment at the end of training, and collect your certificate.
How to check your stipend and your batch
- Check your bank passbook or statement first. DBT payments arrive without a separate intimation, so the account is the primary record.
- Ask the training centre for the batch's stipend release status. The centre reports attendance and assessment data on which release depends.
- Use the Tripura State DBT Portal at dbttripura.gov.in, where the MMDUP scheme page shows the total transfer, beneficiary count and transaction count for the financial year. It confirms whether the scheme is disbursing, but it does not provide an individual lookup.
Why a trainee's payment or certificate gets held up
- Bank account not Aadhaar-seeded, so the DBT transfer bounces at the bank.
- Name mismatch between Aadhaar, the enrolment record and the bank account.
- Attendance below the prescribed minimum, which stops both stipend and assessment eligibility.
- Assessment not attempted or not cleared, which holds the certificate.
- Enrolment in a batch that was not sanctioned, the reason to insist on seeing the sanction order before joining.
- Duplicate training in the same job role under another government scheme.
Help and contact
- Directorate of Skill Development, Government of Tripura, which runs MMDUP and ten other skilling schemes
- Tripura State DBT Portal: dbttripura.gov.in, which lists all 11 Directorate schemes and carries the state's DBT contact page
- Tripura state portal: tripura.gov.in, for the departmental directory
We did not find a published helpline number for the Directorate of Skill Development on a Government of Tripura source, so none is listed here rather than risk sending readers to a wrong number.
No fee for a government-sponsored batch. Training under a state skilling scheme is paid for by the government to the training provider. If a centre asks a trainee for a course fee, or promises a guaranteed government job in exchange for payment, report it to the Directorate before parting with any money.

Frequently asked questions
What is Mukhya Mantri Dakhyata Unnayan Prakalpa?
Mukhya Mantri Dakhyata Unnayan Prakalpa, usually shortened to MMDUP, is Tripura's state-funded skill development scheme run by the Directorate of Skill Development. "Dakhyata unnayan prakalpa" translates as a skill upgradation project. It is listed as one of the 11 schemes of the Directorate on the Tripura State DBT Portal.
How do I enrol in MMDUP training?
Enrol at a training centre empanelled by the Tripura Directorate of Skill Development for the course you want. State skill schemes are delivered through empanelled training providers rather than through a direct application to the government, so identifying the centre is the first step.
Is there a stipend for trainees?
The scheme is onboarded to the Tripura State DBT Portal, which is how the state routes payments to individuals, so any trainee support reaches an Aadhaar-seeded bank account directly. The amount is not published on an official Tripura source, so this guide states no figure. Ask the training centre or the Directorate.
Do I have to pay for MMDUP training?
Government-funded skill schemes pay the training provider for the course, so trainees are not asked for a course fee. If a centre asks you for money for a government-sponsored batch, raise it with the Directorate of Skill Development before paying anything.
What other skill schemes does the Directorate run?
The Directorate of Skill Development has 11 schemes on the Tripura DBT Portal, including Pradhan Mantri Kaushal Vikas Yojana, SANKALP second phase, a BoCW-funded scheme, Jal Jeevan Mission funded Recognition of Prior Learning training, Nal Jal Mitra short-term training, SCA to TSS, Social Welfare schemes for persons with disabilities and for women, a special project for Bru migrants, and Tribal Rehabilitation in Plantation and PVTG funded training.
Does MMDUP guarantee a job?
No skill development scheme guarantees a job. MMDUP provides training intended to improve employability, and placement support depends on the training provider and the sector. Treat any centre that promises a guaranteed government job as a warning sign.
Do I get a certificate at the end?
Skill training under state and central schemes is normally certified against a National Skills Qualifications Framework job role by the relevant Sector Skill Council, after an independent assessment. Confirm with your training centre which job role and which awarding body apply to your batch before you enrol.
Which department should I contact?
Contact the Directorate of Skill Development, Government of Tripura. The Directorate's schemes, including MMDUP, are listed on the Tripura State DBT Portal at dbttripura.gov.in, which also carries the state's DBT contact page.
