What is a land record extract in Tripura?

A land record extract in Tripura is the Khatian, the Record of Rights (ROR) maintained by the Revenue Department, Government of Tripura, with the Directorate of Land Records and Settlement handling survey and settlement work. A Khatian is drawn up for a holding, one owner's set of plots inside one mouja, and it states who is recorded as being in possession, which plot numbers make up the holding, the area of each plot, the classification of the land and the land revenue assessed on it.

Tripura publishes this record through e-Jami, the state's computerised land records portal at jami.tripura.gov.in. e-Jami is one of the older and more complete state land record systems in the North East: the portal's own notice board records that from 5 May 2012 Khatians generated through the computerised land records system are authenticated automatically for all moujas, and that a barcode was incorporated into the Khatian so that a printed copy can be checked against the database.

The word bhulekh is used across north India for the same thing. Tripura does not use it. Ask a Tehsil Kacharee in Tripura for a "bhulekh" and you will be corrected to khatian or ROR.

Which e-Jami services matter to a landowner?

According to the citizen services page on e-Jami, the portal carries these services, and knowing which is which saves a wasted trip:

  • View Your ROR / Khatian, the free public view of the record.
  • Get Online ROR / Khatian, the paid certified copy, issued online.
  • Khatian / Plot based search; searching without knowing the holding.
  • View Your Map, the digitised plot map, also served through bhunaksha.tripura.gov.in.
  • Mutation Online and Know Mutation Status; applying to change the recorded owner, and tracking that application.
  • View Plot History and Plot Transaction History; what has happened to a plot over time, including registered transactions.
  • Calculate Fee and Fee Details, the department's own fee tables.
  • Tehsil List, Mouja List and Plot Unit Conversion, reference tools, the last converting between the local area units and standard ones.
  • Check Mortgage Status of Your Asset, which hands off to the national CERSAI asset search filtered for Tripura.

Who can get a Tripura land record extract?

You can apply if:

  • You are the recorded owner of a holding in any of Tripura's eight districts.
  • You are a prospective buyer checking who is actually recorded before paying advance money.
  • You are a legal heir working out what a deceased relative held.
  • You are a farmer who needs the Khatian for a Kisan Credit Card, a crop loan, crop insurance or an agriculture department subsidy.
  • You are any member of the public. The Khatian view on e-Jami is open, needs no login and does not ask why you want it. Land records in Tripura are public records.

You cannot apply if β€” the limits are practical rather than personal:

  • You cannot search without location details. Without district, subdivision, revenue circle, tehsil and mouja, e-Jami will not run a search. A postal address is useless here.
  • You cannot search by owner name alone on the citizen ROR page, which works on Khatian number or plot number.
  • You cannot get a Khatian for land that was never settled or recorded, including much khas and forest land.
  • You cannot use the free view as a certified document. Banks and courts want the authenticated copy.
  • You cannot change the recorded name through this service. That needs a mutation case, which is a separate application.

How to get a land record extract in Tripura online

  1. Open jami.tripura.gov.in and click through to the citizen centric e-services page. The header states plainly that the information provided online is updated and that no physical visit is required.
  2. Choose View Your ROR / Khatian for the free view, or Get Online ROR / Khatian if you need the paid certified copy.
  3. Select District, then Subdivision, then Revenue Circle, then Tehsil, then Mouja. Each dropdown loads only after the one above it is chosen. If your mouja is missing, you have almost certainly picked the wrong revenue circle.
  4. Pick your search key, the page offers a radio choice between Khatian Number RS/Hal and Plot Number CS/Sabek Plot Number. Use the plot number route if you hold old settlement papers and do not know the current holding number.
  5. Enter the number and the captcha, then submit.
  6. Read the Khatian. Check the owner name spelling, the plot numbers, the area and the classification against your deed. Check the barcode is present on a printed copy.
  7. For the certified copy, continue into the paid service, complete the payment on the portal's own payment screen and download the authenticated PDF. Tripura publishes a notification on online payment of registration and other fees on the same portal.
  8. Save the PDF, and keep the transaction reference. Banks in Tripura ask for the certified version, not a screenshot.

How to get a Khatian offline in Tripura

  1. Go to the Tehsil Kacharee for the tehsil your mouja falls under. The e-Jami Tehsil List service will tell you which one that is.
  2. Give the mouja name and either the Khatian number or the plot number at the counter, with a photo identity proof.
  3. Pay the notified fee at the counter and take a receipt.
  4. Collect the certified Khatian issued by the tehsildar's office.
  5. If the record is wrong, take it to the Revenue Circle office, the Circle Officer is the level at which correction and mutation cases are heard.

The offline route stays useful for old holdings, for records that have not been correctly linked during digitisation, and for people who need an officer to explain a disputed entry rather than just a printout.

How do I check a mutation or an application status?

  • Know Mutation Status on e-Jami tracks a mutation case, which is the application that actually changes the name on the Khatian after a sale, inheritance or gift.
  • View Plot History and Plot Transaction History show the chain of changes against a plot, the second drawing on the property registration system.
  • Status Report on Property Registration and Know Deed Status connect to the registration side at registration.tripura.gov.in, which is where the deed itself is registered and its status is tracked.
  • e-Jami records that SMS alerts on mutation notice and incorporation status were introduced, so keep the mobile number you gave at application time active.

Is the Khatian valid forever?

A Tripura Khatian has no expiry date, but it is only accurate up to the day it was generated. It becomes stale the moment a sale, partition, inheritance, acquisition or correction is recorded against the holding.

For that reason banks, buyers and government departments in Tripura routinely ask for a Khatian generated recently, often within the last few months. There is no renewal process, you simply run the search again, which is free for the view. Where a mutation is pending, a fresh Khatian is worth pulling the day the mutation is reported as complete, because that is when the new owner's name appears.

Why do Tripura land record searches fail?

  • Wrong revenue circle or tehsil selected, so the correct mouja never appears in the list.
  • Mouja spelling differences between the deed and the database, which is common when a Bengali name has been transliterated more than one way.
  • Using a sabek plot number in the Hal khatian field, or the reverse. The page gives you a radio button for exactly this reason.
  • Searching for a mouja whose map or record is not yet digitised. e-Jami's own notices track digitisation subdivision by subdivision, which means coverage differs across the state.
  • Expecting the Khatian to show a mortgage. It does not. Use the CERSAI mortgage check that e-Jami links to, and the registration department's records.
  • Assuming registration equals mutation. A registered deed with no mutation leaves the old name on the Khatian, and this single mistake causes more Tripura land disputes than any portal error.

What does it cost, and who should you not pay?

Viewing your Khatian on e-Jami is free. The certified online ROR costs only the amount shown on the e-Jami payment screen, and the counter copy costs only the notified fee charged at the Tehsil Kacharee against a receipt. e-Jami even publishes a Calculate Fee and a Fee Details service so that you can check the rate before you pay it.

Agents outside tehsil offices and registration offices in Agartala and the subdivision towns offer to "get the khatian quickly" for several hundred rupees. They are typing the same mouja and plot number into the same free public page. There is no priority queue in e-Jami, and no officer can change a Khatian entry without a mutation or correction order. Do the free search yourself, pay only the portal or counter rate for a certified copy, and never hand over your mobile OTP.

Grievance and helpline route

  • Revenue Department, Government of Tripura, +91 381 241 8059, the number published on the department's own site.
  • Portal; jami.tripura.gov.in, which carries a help desk facility for e-Jami problems.
  • Local level. The Tehsildar at the Tehsil Kacharee holding the record.
  • Circle level. The Revenue Circle Officer, for correction and mutation disputes.
  • District level. The District Magistrate and Collector's revenue branch.
  • State level, the Directorate of Land Records and Settlement, and the Secretary, Revenue Department, Agartala.

Carry your mouja name, khatian or plot number and any application reference to every one of these. Without the plot identifier, no Tripura revenue office can trace your record.

Documents required

District, subdivision, revenue circle, tehsil and mouja of the land
e-Jami asks for all five in that order. The mouja (village) list only loads after the tehsil is chosen, so you cannot skip a level.
Khatian number (RS or Hal)optional
One of the two search keys on the e-Jami citizen ROR page. Use this if you already know the holding number from an older Khatian or a loan file.
Plot number (CS or Sabek plot number)optional
The second search key. Tripura added sabek (old settlement) plot searching specifically so that people holding pre-revision papers can still trace a plot.
Registered mobile number
Needed for the paid certified ROR download and for the online mutation service, which send confirmations and SMS alerts.
Photo identity proofoptional
Aadhaar, voter card or ration card, asked for at the Tehsil Kacharee counter when you request a manual certified copy.
Copy of the sale deed or the previous Khatianoptional
Not required to run a search, but it carries the exact mouja spelling and the plot number, which is what most failed searches get wrong.
Mutation case numberoptional
Only if you are checking whether an ownership change has been recorded, on the Know Mutation Status service.

Frequently asked questions

Which portal shows land records in Tripura?

e-Jami at jami.tripura.gov.in is the official Tripura land records portal, run by the Revenue Department. e-Jami carries the citizen ROR or Khatian search, khatian and plot based search, online mutation, map view, mutation status, plot history and a fee calculator, all in Bengali and English.

Is viewing a Tripura Khatian online free?

Yes, the View Your ROR / Khatian service on e-Jami is free and needs no login, only a captcha. Tripura separately lists a paid Get Online ROR / Khatian service that produces a certified copy, and only that paid version carries the department's authentication for official use.

What is a Khatian in Tripura?

A Khatian in Tripura is the Record of Rights for a holding, listing the recorded owner or owners, the plot numbers in the holding, the area, the land classification and the land revenue. Tripura Khatians generated through the computerised land records system carry a barcode for verification.

Can I search using an old plot number?

Yes, the e-Jami citizen ROR page lets you search by Plot Number CS or Sabek plot number as an alternative to Khatian Number RS or Hal. e-Jami's notice board records that searching with sabek plot was introduced specifically for holders of older settlement papers.

How do I see the map of my plot in Tripura?

Use the View Your Map service on e-Jami, or the Tripura Bhu-Naksha platform at bhunaksha.tripura.gov.in. Digitised maps have been uploaded revenue circle by revenue circle, so coverage is not uniform across all 32 revenue circles.

Does an online Khatian prove I own the land?

No, a Khatian is a record of possession and revenue liability maintained by the Revenue Department, not a title deed. Tripura courts and banks read the Khatian together with the registered sale deed from the Registration Department and the mutation order.

How do I get my name entered after buying land in Tripura?

Apply for mutation, which e-Jami offers as an online service, and then track it under Know Mutation Status. Mutation is what changes the Khatian; registering the deed alone does not update the land record.

What should I refuse to pay an agent?

Anything above the fee shown on the e-Jami payment screen. The free Khatian view costs nothing at all, the certified download costs only the notified amount, and no middleman can speed up a mutation case or alter an entry.
