EWS (Economically Weaker Section) Certificate in Tripura
Tripura state government scheme
EWS Certificate in Tripura is issued by the Sub-Divisional Magistrate's office and is applied for offline with a common application form, a PRTC, the family ration card, the updated family register (ROR), a yearly income certificate and a self-declaration court affidavit. The linked income certificate is applied for online on e-District Tripura at edistrict.tripura.gov.in.
EWS Certificate in Tripura is the Income and Asset Certificate a general-category family must hold before it can claim the 10 per cent Economically Weaker Section reservation created by the 103rd Constitutional Amendment. Tripura's district administration issues it through the Sub-Divisional Magistrate's office, and the yearly income certificate that the file rests on is applied for from the Revenue Department, online on e-District Tripura at edistrict.tripura.gov.in.
What is the EWS certificate and how does Tripura issue it?
The EWS certificate certifies two facts in one document: that the family's gross annual income for the relevant financial year was below Rs 8 lakh, and that the family owns none of four listed categories of property. Applicants in Tripura routinely confuse it with the ordinary income certificate, which is a separate Revenue Department service and says nothing about land, flats or plots. A recruitment board or a counselling authority that asks for an income and asset certificate will reject an income certificate submitted in its place.
Tripura runs the EWS certificate as a counter service. The North Tripura district administration lists Economically Weaker Section (EWS) among its citizen services and states that it is issued off-line, with applications submitted to the Sub-Divisional Magistrate offices at Dharmanagar, Kanchanpur and Panisagar. Every subdivision across Tripura's eight districts follows the same route: the SDM's office is where the form goes, and the Sub-Divisional Magistrate is the competent authority whose rank satisfies the national EWS format's requirement of an officer not below the rank of Tehsildar.
e-District Tripura sits alongside that. The portal at edistrict.tripura.gov.in is the state's online citizen-service platform, run with the Department of Information Technology, and it carries the Revenue Department's income certificate service as a Government-to-Citizen service with digitally signed certificates, online status enquiry and delivery of the output by email. Citizens can also apply for the income certificate at their respective SDM office. The practical sequence for an EWS applicant is therefore: obtain the income certificate first, then take it to the SDM's counter with the rest of the EWS papers.
Who can and cannot apply for an EWS certificate in Tripura?
You can apply if you are a resident of Tripura, you are from the general caste category, your family's gross annual income was below Rs 8 lakh for the relevant financial year, and your family clears every one of the asset tests. The North Tripura district administration states the eligibility in exactly those terms. The applicant should be from the general caste category, and records no age limit for the service, so a school student and a retired parent can both apply.
The asset tests are cumulative. The district administration's published list requires the family to own agricultural land of 5 acres or less, a residential flat of 1,000 square feet or less, and a residential plot of 100 square yards or less in a notified municipality or 200 square yards or less outside one. A family that breaches any single one of those ceilings cannot apply, even if its income is well under Rs 8 lakh. Holdings in different villages, subdivisions and districts are added together before the tests run, which is what catches families holding ancestral land in a rural subdivision and a small flat in Agartala.
You cannot apply if you hold a valid Scheduled Caste, Scheduled Tribe or Other Backward Classes certificate, no matter how low your income. This matters in Tripura, where the Scheduled Tribe population is large and ST candidates draw Scheduled Tribe reservation instead. EWS is designed for candidates covered by none of the three reserved lists, and the certificate format itself carries a clause certifying exactly that. You also cannot apply from Tripura on a family that actually resides in another state, the certificate must be issued where the family lives, and residence is evidenced by the Permanent Resident of Tripura Certificate.
"Family" has a fixed meaning here. It covers the applicant, their parents, their spouse, their children below the age of 18, and their unmarried siblings below the age of 18. An earning elder brother over 18 does not disqualify you. A parent's pension does count towards the Rs 8 lakh.
What documents are required for the Tripura EWS certificate?
The North Tripura district administration publishes the list, and it is longer than in most states. You need the common application form, the PRTC or citizenship proof of the applicant or guardian, the family ration card, the updated family register (ROR), birth proof, a self-declaration court affidavit covering financial status, status of land property and caste category, two passport-size photographs, a yearly income certificate, and the assets information confirming the four ownership ceilings.
Two of those deserve attention. The updated family register or Record of Rights is the document the office checks the declared agricultural holding against, so an ROR that has not been updated after a partition or an inheritance is a common source of trouble. The self-declaration court affidavit is a Tripura-specific requirement: a single sworn affidavit covering financial status, land property and caste category together, executed before a notary or magistrate. Applicants who bring only an income certificate and a ration card are turned back at the counter for want of it.
How to apply for an EWS certificate in Tripura
- Apply first for the yearly income certificate: register on edistrict.tripura.gov.in, log in, open Apply for services and then View all available services, choose the Revenue Department's Income Certificate, fill the form, upload the documents and submit. You may instead apply for it at your SDM office.
- Download the digitally signed income certificate from e-District once it is issued, or collect it from the office. Keep the application reference number.
- Swear the self-declaration court affidavit covering financial status, status of land property and caste category before a notary or magistrate.
- Collect the common application form at your Sub-Divisional Magistrate's office and fill it in, declaring the four asset positions; agricultural land, flat area, plot area in a municipality and plot area elsewhere — separately.
- Submit the form at the SDM's counter with the PRTC, family ration card, updated family register (ROR), birth proof, income certificate, affidavit and two passport-size photographs.
- Collect the acknowledgement from the counter. Quote its reference number for every status check and every follow-up.
- Collect the signed certificate from the SDM's office once the enquiry is complete and the Sub-Divisional Magistrate has approved the file.
How do I check my Tripura application status?
For the income certificate filed on e-District Tripura, use the online status enquiry on edistrict.tripura.gov.in with your application reference number; the portal issues digitally signed certificates and can deliver the output by email. For the EWS certificate itself, which is a counter service, the acknowledgement given at the SDM's office is the reference; take it back to the same counter, or to the SDM's dealing assistant, to ask where the file stands. Any Common Service Centre or e-District kiosk can run the online query on the income certificate for you.
How long is the certificate valid?
Plan for one financial year. The prescribed national EWS format requires the certificate to have been issued on or after 1 April of the relevant financial year, and central recruitment notifications, SSC, UPSC, the Tripura Public Service Commission and NEET counselling apply that requirement literally. There is no renewal endorsement on an existing certificate, you file a fresh application each year with an updated income figure and a fresh asset declaration and affidavit.
Why do EWS applications get rejected in Tripura?
The largest category is a land declaration the office cannot reconcile with the family register. Families declare only the plot they cultivate and omit joint or ancestral holdings recorded in a parent's name, and once the holdings are clubbed the total crosses 5 acres. The second is a missing or defective self-declaration court affidavit: either not sworn at all, or covering income but silent on land property or caste category, which the counter treats as incomplete.
After those come the routine defects: a family register that has not been updated, a ration card that does not list a family member whose income has been declared, a name on the PRTC that does not match the application, and birth proof outside the accepted list. Holding a live SC, ST or OBC certificate is a straight bar and cannot be cured by resubmitting.
Where do I complain if my Tripura EWS certificate is delayed?
Start at the Sub-Divisional Magistrate's office that holds the file, quoting the acknowledgement reference. A complaint without it cannot be traced. Above the SDM sits the District Magistrate and Collector, and each district administration publishes contact details for its offices on its nic.in website, so a file that has sat unmoved can be taken up at district level. For a problem with the online income certificate application, the e-District grievance and contact route on edistrict.tripura.gov.in is the correct channel.
Pay only the government's charge. The SDM's office issues the certificate at the notified rate and gives a receipt, and e-District Tripura displays any prescribed fee on the payment screen before you confirm. An agent offering to arrange an EWS certificate for an extra payment is charging for work the counter already does, and paying one leaves you with no receipt and no recourse if the file is rejected.

Frequently asked questions
Where do I apply for an EWS certificate in Tripura?
At your Sub-Divisional Magistrate's office — the North Tripura district administration lists the EWS certificate as issued offline through the SDM offices at Dharmanagar, Kanchanpur and Panisagar, and every subdivision in Tripura follows the same counter route.
Can I apply for the Tripura EWS certificate online?
Not as a standalone e-District service. The district administration describes the EWS certificate as issued offline, while the yearly income certificate the EWS file depends on is applied for online on edistrict.tripura.gov.in under the Revenue Department.
Who is eligible for an EWS certificate in Tripura?
A general-caste-category applicant with gross annual family income below Rs 8 lakh who clears the four asset tests. The North Tripura district administration states plainly that the applicant should be from the general caste category, and records no age limit for the service.
What is the affidavit Tripura asks for?
A self-declaration court affidavit covering financial status, status of land property and caste category, sworn before a notary or magistrate. Tripura asks for this in addition to the income certificate, and a file submitted without it is returned at the counter.
What are the asset limits for a Tripura EWS certificate?
The family must own less than 5 acres of agricultural land, a residential flat under 1,000 square feet, a residential plot under 100 square yards in a notified municipality and under 200 square yards elsewhere. All four must be cleared, not just one.
Is an income certificate the same as an EWS certificate in Tripura?
No. An income certificate states family income only, while the EWS certificate certifies both income and the absence of four categories of property. The income certificate is one of the documents you attach to the EWS application, not a substitute for it.
How long is a Tripura EWS certificate valid?
Treat it as valid for one financial year. The prescribed national format requires issue on or after 1 April of the relevant year, and central recruitment and counselling authorities apply that literally, so most applicants file afresh each year.
Should I pay a middleman for an EWS certificate in Tripura?
No. The SDM's office issues the certificate at the government's listed charge and gives a receipt, and e-District Tripura shows any prescribed fee on the payment screen before you confirm. An agent promising a faster certificate is selling nothing the counter does not already do.
