What is the Chief Minister's Scheme for Persons with Intellectual Disabilities?

Chief Minister's Scheme for Persons with Intellectual Disabilities is a Tripura state social security pension notified in the Tripura Gazette, Extraordinary Issue, of 10 September 2025 under file No. F.No.2(267)-SW/DC/2025/efile/4463, dated 1 September 2025. The Social Welfare & Social Education Department, Government of Tripura implements it.

The scheme's stated objective is to provide financial support to persons with 60 per cent and above disabilities who have intellectual disability, mental illness, cerebral palsy or multiple disabilities: where the multiple-disability case includes more than 60 per cent of intellectual disability, mental illness or cerebral palsy, for the purpose of social security.

It was first announced in the Tripura budget for 2025-26, where it was described as the "Chief Minister's Scheme for Mentally Challenged Persons" with a monthly pension of Rs 5,000 and a budget allocation of Rs 40 crore. Readers who searched for it under that earlier name are looking at the same scheme; the gazette settled the official title as Chief Minister's Scheme for Persons with Intellectual Disabilities.

Assistance: eligible persons with disabilities receive a monthly Social Security Pension of Rs 5,000, credited directly into their bank account. Because the general disability pension in Tripura is Rs 2,000 a month, a person already on that pension who qualifies here effectively gains Rs 3,000 more per month, as the 2025-26 budget speech set out.

Coverage so far: the Finance Minister's speech on the 2026-27 budget reported that 2,922 persons had been covered under the scheme during FY 2025-26, within a state pension system then serving 3.87 lakh beneficiaries across 35 social pension schemes.

Who is eligible for this Tripura disability pension?

The gazette lists five eligibility conditions. You can be sanctioned if all five hold:

  1. You hold a valid Unique Disability Identity (UDID) card issued by the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment, Government of India, showing 60 per cent and above disability with intellectual disability, mental illness, cerebral palsy or multiple disabilities (with more than 60 per cent of intellectual disability, mental illness or cerebral palsy) as per "The Schedule" for specified disability under the Rights of Persons with Disabilities Act, 2016.
  2. You are a resident of Tripura.
  3. There is no age bar for the benefit. This is stated positively in the notification, so age is never a ground for refusal.
  4. Your name is included in the ration card database of the Food, Civil Supplies and Consumer Affairs Department, Tripura.
  5. You hold a valid Aadhaar-linked bank account, or a joint account with the legal guardian appointed by the Local Level Committee chaired by the District Magistrate & Collector under the National Trust Act, 1999.

You are not eligible if:

  • Your UDID card shows a disability below 60 per cent, or shows a disability type outside intellectual disability, mental illness and cerebral palsy. A person with, say, 70 per cent locomotor disability alone does not qualify under this scheme, though the state's other disability pensions may apply.
  • You do not hold a UDID card at all. The card is the gate; obtain it through swavlambancard.gov.in and the district assessment board first.
  • You are not resident in Tripura.
  • Your name is not in the state ration card database.

Notably, there is no income bar. The gazette says expressly that there shall be no income and no age bar for availing this Social Security Pension, which makes it unusual among Tripura's welfare schemes.

How to apply for the Chief Minister's Scheme for Persons with Intellectual Disabilities

  1. Obtain or check the UDID card. Confirm the card shows 60 per cent or more and names intellectual disability, mental illness, cerebral palsy or a qualifying multiple disability. If the card is missing or the percentage is out of date, go through the district assessment board for disability evaluation first.
  2. Collect the prescribed application form devised by the Social Welfare and Social Education Department from the Child Development Project Officer (CDPO) office covering the applicant's residence.
  3. Fill the form and attach the UDID card, residence proof, ration card, Aadhaar and bank passbook copy, plus a guardianship certificate where a joint account is being used.
  4. Submit the application, either the eligible person or the legal guardian may do this β€” to any one of the three authorities named in the gazette: the CDPO where the applicant resides, the District Inspector of Social Education (DISE) for the district, or the Director, Social Welfare & Social Education Department, Agartala. Take a dated acknowledgement.
  5. Cooperate with the CDPO field enquiry. The CDPO conducts the enquiry and forwards the application with observations to the Directorate for sanction. Where a case is not recommended, the gazette requires the CDPO to record the reasons and inform the applicant in writing.
  6. Watch for the monthly credit. After sanction by the department. The competent authority for approval under this scheme, payment is made monthly in Direct Beneficiary Transfer mode through the Beneficiary Management System (BMS).

How the money is paid and monitored

Payment is monthly, by Direct Beneficiary Transfer through the Beneficiary Management System. Nothing is paid in cash.

The gazette builds in an unusually detailed monitoring regime, which is worth knowing because it affects beneficiaries directly:

  • CDPOs must publicise the scheme within their ICDS project jurisdiction.
  • Verification of beneficiaries is compulsory once a year by the Social Welfare & Social Education Department.
  • The DISE or CDPO conducts periodic field inspection covering all beneficiaries, to confirm the assistance actually reaches and benefits the person. Where a legal guardian or family member is found using the money for another purpose, the DISE or CDPO must act immediately to ensure the beneficiary gets the due benefit.
  • On the death of a beneficiary, the legal guardian or family must inform the CDPO, and the assistance stops immediately on receipt of that information.
  • A feedback mechanism lets beneficiaries or their family members comment on implementation and quality of care.

Migration from an existing pension

If you already draw a social security pension from the Social Welfare & Social Education Department, state or central, and you meet this scheme's criteria, the gazette says you shall be migrated to the new scheme after a necessary survey. You do not have to surrender the old pension yourself and apply afresh. In practice, if the survey has not reached you and your monthly credit is still Rs 2,000 rather than Rs 5,000, raise it with your CDPO with a copy of the UDID card.

Why applications get rejected, and what to do

  • UDID percentage below 60, or a disability type outside the qualifying list. Fix this by seeking re-assessment through the district assessment board if the certificate understates the condition.
  • No UDID card, only an older disability certificate. Convert it into a UDID card first.
  • Name absent from the ration card database. Get the ration card corrected through the Food, Civil Supplies and Consumer Affairs Department.
  • Bank account not Aadhaar-seeded, or a guardian's sole account used instead of a joint account with the beneficiary.
  • No legal guardianship order where one is required. Apply to the Local Level Committee chaired by the District Magistrate under the National Trust Act, 1999.

Where the CDPO does not recommend a case, ask for the written reasons the gazette entitles you to. That letter is what an appeal is built on.

Help, appeal and grievance redressal

  • Appellate authority: the gazette names the Secretary In-charge of the Social Welfare & Social Education Department as the appellate authority for this scheme.
  • Directorate of Social Welfare and Social Education, Malancha, Ujan Abhoynagar, Agartala, West Tripura to 0381-2326033, socialwelfare-tr[at]gov[dot]in
  • Tripura CM Helpline 1905, with a WhatsApp channel on 6033374544
  • State grievance portal, grievance.tripura.gov.in

Applying is free. No agent can charge a fee to have a name added to this pension roll, and the annual verification exists precisely to keep the roll honest.

Frequently asked questions

How much does the Chief Minister's Scheme for Persons with Intellectual Disabilities pay?

The scheme pays a monthly Social Security Pension of Rs 5,000, credited directly into the beneficiary's bank account. The Tripura Gazette notification of 10 September 2025 fixes that figure, and the 2025-26 budget speech explained that a person already drawing the Rs 2,000 disability pension moves up to Rs 5,000, an increase of Rs 3,000 a month.

Is there an age or income limit for this Tripura scheme?

No. The gazette notification states plainly that there shall be no income and no age bar for availing the Social Security Pension under this scheme. A child and an adult with the same qualifying disability are treated alike.

Who is eligible for the Chief Minister's Scheme for Persons with Intellectual Disabilities?

A resident of Tripura holding a valid UDID card showing 60 per cent and above disability, with intellectual disability, mental illness, cerebral palsy or multiple disabilities that include more than 60 per cent of intellectual disability, mental illness or cerebral palsy, as specified in the Schedule to the Rights of Persons with Disabilities Act, 2016.

Where do I apply for the Tripura intellectual disability pension?

The eligible person or their legal guardian submits an application in the prescribed format to the Child Development Project Officer (CDPO) where the applicant resides, or to the District Inspector of Social Education (DISE), or to the Director, Social Welfare & Social Education Department, Agartala.

Do I need a UDID card to apply?

Yes, a valid UDID card is the first eligibility condition in the gazette. Without a UDID card issued by the Department of Empowerment of Persons with Disabilities, Government of India, showing a qualifying disability at 60 per cent or more, the application cannot be sanctioned.

Can a guardian receive the money on the beneficiary's behalf?

Yes, through a joint bank account with a legal guardian appointed by the Local Level Committee chaired by the District Magistrate and Collector under the National Trust Act, 1999. The gazette also directs the DISE and CDPO to inspect and act where a guardian or family member is found using the money for another purpose.

Will an existing disability pensioner be shifted to this scheme automatically?

Yes, in principle. The gazette says beneficiaries already receiving a state or central social security pension from the department who meet these criteria shall be migrated to the new scheme after a necessary survey. If you meet the criteria and have not been migrated, take it up with your CDPO.

How many people are covered so far?

2,922 persons were covered under the scheme during FY 2025-26 according to the Finance Minister's budget speech for 2026-27. An amount of Rs 40 crore was allocated for the scheme when it was announced in the 2025-26 budget.
