What is a birth certificate in Tripura?

A birth certificate in Tripura is the certified extract of the register of births maintained by the registration unit for the area where the birth took place, under the Registration of Births and Deaths Act 1969 and the Tripura Births and Deaths Registration Rules 1999. The Health & Family Welfare Department of the Government of Tripura runs the Civil Registration System, and the Director of Health Services is the Chief Registrar of Births and Deaths for the state.

Tripura implemented the 1969 Act from 1 April 1972. What makes the state distinctive is that it runs two parallel registrar chains side by side, because a large part of Tripura falls under the Tripura Tribal Areas Autonomous District Council:

Level Non-TTAADC areas TTAADC areas
State Director of Health Services (Chief Registrar) Director of Health Services (Chief Registrar)
District District Magistrate / Collector Zonal Development Officer
Block / sub-zone Block Development Officer Sub-Zonal Development Officer
Ground level Panchayat Secretary (rural) Village Secretary

In urban Tripura the ground-level registrar is the Health Officer of the Agartala Municipal Corporation, or the Executive Officer of any of the state's 13 municipal councils and 6 nagar panchayats. In government hospitals, CHCs and PHCs the Medical Officer is the registrar for births occurring in that institution.

Tripura moved this whole system online in stages. The Health & Family Welfare Department records that online registration of births and deaths began in all government health institutions on 8 April 2016, was extended to urban registration units from 1 July 2016, and to gram panchayat registration units from 1 September 2016. Records generated since those dates sit in the national Civil Registration System.

One important practical point: birth certificate is not a service on the Tripura e-District portal. That portal, run by the Directorate of Information Technology, carries Permanent Resident, Marriage, Income, Survival, Land Valuation, Distance, ST, SC, OBC, Character and Dependent certificates, along with PWD, Urban Development, Forest, School Education and Fire Service services. Families who go looking for birth certificate there and find nothing have not made a mistake. They are simply at the wrong counter. Birth registration belongs to the Health & Family Welfare Department's Civil Registration System.

Since 1 October 2023 the Registration of Births and Deaths (Amendment) Act 2023 has applied in Tripura as elsewhere. It makes the birth certificate the single document to prove date and place of birth for school admission, Aadhaar, passport, driving licence, marriage registration and government appointment, and brings the Aadhaar numbers of the parents and the informant into the birth reporting information.

Who can and who cannot apply?

You can obtain a Tripura birth certificate if the birth took place inside Tripura and you are an informant or interested party under the 1969 Act:

  • The father or mother of the child.
  • The head of the household in which a home delivery took place.
  • The Medical Officer in charge of the State, District or Sub-Divisional Hospital, CHC or PHC where the delivery happened, who reports it directly.
  • The jail superintendent for a birth in prison, and the officer in charge for a birth in a hostel or public institution.
  • The village headman or officer in charge for an abandoned newborn.
  • Any adult born in Tripura who needs a certified copy of their own entry.

You cannot apply in Tripura for a birth that took place outside the state. Registration is territorial: a Tripura family whose child was born in a hospital in Silchar, Guwahati or Kolkata must get the certificate from the local registrar there, and no Tripura office can convert that entry. A child born in Agartala to parents from another state is registered in Tripura.

You are also not eligible for a fresh registration where the birth is already registered. The correct request is a certified copy or a correction of the existing entry. And no Tripura registrar can register a birth more than one year old without a magistrate's order under Section 13(3).

There is no income test, no community condition and no domicile requirement for a birth certificate in Tripura. Where you live decides only which registration unit holds the record, and, in Tripura specifically, whether your chain runs through the Block Development Officer or the Sub-Zonal Development Officer.

What documents are required?

Tripura registration units ask for:

  • Report of Birth in the prescribed form, signed by the informant.
  • Hospital or health institution delivery record showing date, time, sex of the child and the mother's name.
  • Aadhaar of both parents, now part of the reporting information under the 2023 amendment.
  • Proof of residence at the time of birth; ration card, voter card or electricity bill: to confirm the birth falls inside that registration unit.
  • Affidavit or informant's statement for a home birth, countersigned by the Panchayat Secretary or the TTAADC Village Secretary.
  • Written permission of the prescribed authority where the report is more than 30 days but within one year old.
  • Magistrate's order under Section 13(3) where the birth is more than one year old.

How to get a birth certificate in Tripura

  1. Identify the correct registration unit, this is the step Tripura families most often get wrong. It is the unit for the place of birth: the government health institution for an institutional delivery, the Agartala Municipal Corporation Health Officer for a birth in Agartala, the Executive Officer of the municipal council or nagar panchayat for other towns, the Panchayat Secretary in non-TTAADC rural areas, and the Village Secretary in TTAADC rural areas.
  2. Confirm the birth was reported within 21 days. For a hospital delivery, ask the institution for the reporting acknowledgement or the registration number, the Medical Officer registers it and has done so online since 8 April 2016. If nothing was reported, registration must happen before any certificate can be issued.
  3. Submit the Report of Birth with the delivery record, both parents' Aadhaar and the residence proof, at that registration unit. Give the child's name if one has been chosen; if not, the birth is registered without a name and the name is added later.
  4. Pay the fee at the counter and keep the receipt. Reporting inside 21 days carries no late fee. A delayed report carries the late fee prescribed in the Tripura Births and Deaths Registration Rules 1999, which the registrar states before accepting the application.
  5. Collect the signed certificate from the same registration unit. Order every copy you need in one application, since each additional certified copy is charged separately.

What if the birth was never registered, or is over one year old?

Tripura follows Section 13 of the Registration of Births and Deaths Act 1969 in three stages:

  • Within 30 days of the birth — the registrar registers it on payment of the prescribed late fee.
  • After 30 days but within one year: registration requires the written permission of the prescribed authority together with an affidavit and the late fee.
  • After one year; registration is possible only on the written order of a Magistrate under Section 13(3), after the applicant proves the date and place of birth.

For that third stage, start by asking the registration unit for the area to confirm in writing that no entry exists in its register. Then gather secondary evidence, the health institution record if any, the school admission register, the immunisation card, a panchayat or Village Secretary's confirmation, and file the application before the magistrate with the parents' affidavit. Adults in Tripura who need a birth certificate for a passport or a government appointment almost always fall in this category, and the magistrate stage is what takes the time.

How do you add a name or correct an entry?

A child's name can be entered in the Tripura birth register after registration by applying to the same registrar who made the entry. A correction to a spelling, a date or a parent's name is made under Section 15 of the 1969 Act on documentary proof, the registrar amends the original entry and reissues the certificate. A certificate altered anywhere other than at the registration unit that holds the entry is not valid.

Because Tripura has two registrar chains, always go back to the same unit that made the entry. A TTAADC Village Secretary cannot correct an entry made by a municipal council Executive Officer, and vice versa.

Why are Tripura birth certificate applications rejected?

  • The birth was never reported, so there is no register entry to certify.
  • The application was filed with the wrong unit; jurisdiction follows the place of birth, and TTAADC and non-TTAADC chains are separate.
  • The date of birth, sex of the child or the mother's name does not match the health institution record.
  • A home birth was filed without the informant's statement and without the Panchayat Secretary's or Village Secretary's confirmation.
  • The report is between 30 days and one year old and the prescribed authority's written permission is missing.
  • The birth is over one year old and no Section 13(3) magistrate's order is attached.
  • The family looked for the service on e-District, where it does not exist, and lost weeks before reaching the right counter.

Where do you complain, and what about agents?

The registrar's own supervisory officer is the first appeal in practice: the Block Development Officer or Sub-Zonal Development Officer above a rural registrar, and the District Magistrate / Collector or Zonal Development Officer above them, with the Director of Health Services as Chief Registrar at the top. The Health & Family Welfare Department publishes the Civil Registration System page at health.tripura.gov.in and gives the Director of Health Services' office as the departmental contact. For technical problems with the state's online service portals, the Directorate of Information Technology publishes 0381-2355751, and each district has a District Project Manager listed on the e-District site.

Tripura issues the birth certificate at the fee fixed in the Tripura Births and Deaths Registration Rules 1999 and quoted at the counter, and nothing more. Reporting the birth inside 21 days carries no late fee at all. No Panchayat Secretary, Village Secretary, municipal clerk or middleman is entitled to a rupee beyond the listed fee. Agents outside Agartala hospitals who sell a "quick" birth certificate file the same report you can file yourself, at the same registration unit, in the same queue. Take a receipt for whatever you pay and quote it in any complaint.

What do you need the Tripura birth certificate for?

A Tripura birth certificate is the base proof of date of birth for school and college admission, Aadhaar enrolment for a child, a passport, a learner's licence, PAN, the electoral roll entry at 18, the Permanent Residential Certificate, ST and SC certificates, marriage registration, scholarships, and any government appointment where age must be proved. Because each of those offices retains a copy, most Tripura families collect three or four certified copies from the registration unit in a single application rather than returning and paying again each time.

Frequently asked questions

Who issues a birth certificate in Tripura?

The Health & Family Welfare Department of the Government of Tripura issues birth certificates, with the Director of Health Services acting as Chief Registrar of Births and Deaths for the state. On the ground the registrar is the Health Officer of the Agartala Municipal Corporation, the Executive Officer of any of the 13 municipal councils or 6 nagar panchayats, the Panchayat Secretary in non-TTAADC rural areas, the Village Secretary in TTAADC rural areas, or the Medical Officer of a government health institution.

Can I apply for a birth certificate on the Tripura e-District portal?

No — birth certificate is not among the services listed on the Tripura e-District portal, which carries Permanent Resident, Marriage, Income, Survival, Land Valuation, Distance, ST, SC, OBC, Character and Dependent certificates instead. Birth registration in Tripura runs through the Civil Registration System of the Health & Family Welfare Department and the registration unit for the area, not through e-District.

How does the TTAADC area differ for birth registration?

In Tripura Tribal Areas Autonomous District Council areas the registration chain runs through the Zonal Development Officer at district level, the Sub-Zonal Development Officer at sub-zone level and the Village Secretary as ground-level registrar. Outside TTAADC the same three levels are the District Magistrate/Collector, the Block Development Officer and the Panchayat Secretary. Tripura is unusual in running two parallel registrar chains side by side.

Within how many days must a birth be registered in Tripura?

A birth must be reported within 21 days of its occurrence in Tripura, as everywhere in India, under the Registration of Births and Deaths Act 1969. Reporting inside 21 days carries no late fee; beyond it the delayed registration route in Section 13 applies, and beyond one year a magistrate's order is required.

What if a Tripura birth is more than 1 year old?

A birth more than one year old can be registered in Tripura only on the written order of a Magistrate under Section 13(3) of the Registration of Births and Deaths Act 1969, after the applicant proves the date and place of birth with hospital, school or panchayat evidence. Apply first to the registration unit for confirmation that no entry exists.

Since when has Tripura registered births online?

Tripura started online registration of births and deaths in all government health institutions on 8 April 2016, extended it to urban registration units from 1 July 2016, and to gram panchayat registration units from 1 September 2016. The Registration of Births and Deaths Act 1969 itself has applied in Tripura since 1 April 1972, and the current state rules are the Tripura Births and Deaths Registration Rules 1999.

What does a birth certificate cost in Tripura?

Tripura charges only the fee fixed under the Tripura Births and Deaths Registration Rules 1999 and quoted by the registration unit at its counter. Reporting the birth inside 21 days attracts no late fee at all; a delayed report attracts the late fee prescribed in those rules, which the registrar states before accepting the application.

Does a Tripura birth certificate expire?

A Tripura birth certificate never expires, because it certifies a permanent entry in the register of births kept by the registration unit. An office asking for a "fresh" copy is asking for a new certified extract of the same entry, which the same registration unit issues at the per-copy fee.
