What is the Allowance for 100% Blind Persons in Tripura?

Allowance for 100% Blind Persons is a State Social Pension scheme run by the Directorate of Social Welfare and Social Education, Government of Tripura. It sits in the Directorate's social security pension family alongside the Blind and Handicapped Pension, the 60 per cent and above Disability Allowance and the pension for persons who lost 100 per cent eyesight.

The Directorate's Citizen Charter describes the scheme in one line: a monthly allowance for Divyangjans aged 10 years and above having 100 per cent blindness, where family income is up to Rs 1.00 lakh per annum and no family member is a government employee. Because the age bar starts at 10 rather than 18, this is one of the few Tripura cash schemes that reaches children.

Key features

  • Fully state-funded, with no central share.
  • Paid every month, directly into the beneficiary's account.
  • Administered at project level by the Child Development Project Officer (CDPO) and at district level by the District Inspector of Social Education (DISE).
  • Sanctioned by the CDPO with the prior approval of the Director of Social Welfare and Social Education.
  • No fee at any stage; the application form is supplied free of cost.

How much does the Tripura 100% blind allowance pay?

Rs 2,000 per month.

That figure comes from notification No.F.3(72)DSWE/PEN.CELL/2020/3589(231) of the Education (Social Welfare and Social Education) Department, dated 19 September 2022. The notification revised the monthly rate of 32 social security pension schemes; both the National Social Assistance Programme pensions and the state's own schemes: to a flat Rs 2,000 per beneficiary with effect from 1 September 2022.

For this scheme specifically, the notification records the change as:

Scheme Rate before Rate from 1 September 2022
Allowance for 100% Blind Rs 1,100 Rs 2,000
Un-employment Allowance for 100% Blind Rs 1,100 Rs 2,000
Pension to Persons who lost 100% Eye sight Rs 1,000 Rs 2,000
IGNDPS (100% Blind) Rs 1,500 Rs 2,000
Blind & Handicap Pension Rs 1,000 Rs 2,000

The notification closes by stating that all other terms and conditions of the pension schemes remain unchanged, so the eligibility rules recorded in the Citizen Charter continue to apply at the new rate.

Who is eligible for the allowance?

You can claim if:

  • You are a resident of Tripura.
  • You are 10 years of age or above.
  • You have 100 per cent blindness, certified by the medical board or other competent medical authority.
  • Your family income is up to Rs 1.00 lakh per annum.
  • No member of your family is a government employee.

You are not eligible if:

  • Your certified visual disability is below 100 per cent. Tripura runs separate schemes at the 40 per cent, 60 per cent and 80 per cent thresholds, and the correct one is decided by what your certificate says.
  • Your family income exceeds Rs 1.00 lakh a year.
  • Any family member is a government employee.
  • You are already drawing another social security pension from the Directorate. Tripura's pension notifications state plainly that an applicant covered by another social security pension scheme cannot get a second one.
  • You are under 10 years of age.
  • You are not a resident of Tripura.

What documents do you need?

Document Mandatory Notes
Disability certificate, 100% blindness Yes From the medical board / competent medical authority
Age proof certificate Yes From AMC, Nagar Panchayat, Gram Panchayat or TTAADC Village Committee
EPIC or identity proof Yes Age proof plus Aadhaar substitute for applicants under 18
Income certificate Yes Family income up to Rs 1.00 lakh per annum
Bank or post office passbook Yes Account in the applicant's name; guardian's account for a minor
Aadhaar card Yes For duplicate checking across pension schemes
Residence proof Yes Ration card or residence certificate

Attested photocopies are the norm. Carry the originals to the CDPO office for verification.

How to apply for the Tripura 100% blind allowance

  1. Get the disability certificate first. Attend the medical board at your district hospital and obtain a certificate recording 100 per cent blindness. Every later step depends on this document.
  2. Collect the age proof from the AMC, Nagar Panchayat, Gram Panchayat or the Village Committee if you live in a TTAADC area, and the income certificate from the competent local authority.
  3. Go to the office of the Child Development Project Officer (CDPO) for your AMC ward, Nagar Panchayat or R.D. Block and ask for the social security pension application form for the Allowance for 100% Blind Persons. The form is given free of cost.
  4. Complete the form and attach the disability certificate, age proof, income certificate, EPIC or identity proof, Aadhaar and bank or post office passbook copy.
  5. Submit the file to the CDPO and obtain an acknowledgement with the date.
  6. Cooperate with the field enquiry. The CDPO verifies eligibility locally and sends a consolidated proposal with recommendations to the Directorate's Pension Cell.
  7. Watch your account. Once the sanction is issued, the Rs 2,000 is credited month by month.

How to check the status of your application

Tripura has not published a public online tracker for social security pension applications, so status checking is done in person:

  1. Take your acknowledgement back to the CDPO office and ask whether the enquiry is complete and whether the proposal has gone to the Directorate.
  2. Escalate to the District Inspector of Social Education (DISE), the officer named at district level in the Citizen Charter.
  3. Check the passbook for the first monthly credit rather than waiting for a letter.
  4. If the file is stuck, raise it on the CM Helpline, 1905.

Common reasons applications are rejected

  • Certificate says less than 100 per cent. This is the single most common reason. A 90 per cent visual disability certificate routes you to a different scheme, not to this one.
  • Income certificate above Rs 1.00 lakh. Get it re-assessed only if the earlier figure was genuinely wrong; do not attempt to have it understated.
  • A family member in government service. This is a hard exclusion, and it is checked during the field enquiry.
  • Already drawing another pension. Surrender the smaller entitlement first, in writing, then apply.
  • Bank account dormant or in someone else's name. Re-activate the account or open one in the applicant's own name, then inform the CDPO.
  • Age proof missing for a young applicant. The 10-year floor has to be shown on paper.
  • Aadhaar and certificate name mismatch. Correct the weaker record before resubmitting.

Key dates to remember

  • 1 September 2022 — the revised rate of Rs 2,000 per month takes effect.
  • 19 September 2022; date of the departmental notification recording the revision.
  • The scheme itself has no application window. Applications are received through the year and processed as they come.

The Finance Minister's budget speech for 2026-27 records that 3.87 lakh beneficiaries were drawing benefits under 35 different social pension schemes in Tripura. The Allowance for 100% Blind Persons is one of them, and enrolment is open all year; there is no reason for an eligible person to wait for a camp or a survey to reach them.

Documents required

Issued by the Medical Board / competent medical authority. Anything below 100 per cent takes you to a different Tripura scheme, not this one.
EPIC (voter ID) or other identity proof
For applicants below 18 there is no EPIC, so the age proof and school or Aadhaar record is used instead.
Age proof certificate
Issued by the AMC, Nagar Panchayat, Gram Panchayat or Village Committee of a TTAADC area. The minimum age is 10 years.
Income certificate
Family income must be up to Rs 1.00 lakh per annum as recorded in the Citizen Charter.

Frequently asked questions

How much is the Tripura allowance for 100% blind persons?

Rs 2,000 per month. The Education (Social Welfare and Social Education) Department notification dated 19 September 2022 revised the rate from Rs 1,100 to Rs 2,000 with effect from 1 September 2022, and the same notification set 32 state and NSAP pensions at that flat rate.

What is the minimum age for this allowance?

Ten years. Unlike most Tripura pensions, which start at 18, the Allowance for 100% Blind Persons is open from the age of 10, so a school-age child with total blindness can be enrolled.

What is the income limit?

Family income must not exceed Rs 1.00 lakh per annum, and no member of the family may be a government employee. Both conditions are stated in the Directorate's Citizen Charter and both are checked at the enquiry stage.

Can I draw this allowance and another Tripura pension together?

No. Tripura's social security pension notifications bar a person already covered by another social security pension scheme from drawing a second one. Choose the scheme that pays the most and fits your certificate.

Where do I apply for the 100% blind allowance in Tripura?

At the office of the Child Development Project Officer for your AMC ward, Nagar Panchayat or R.D. Block. The form is free, the CDPO conducts the enquiry, and sanction is issued with the approval of the Director of Social Welfare and Social Education.

Is this the same as the unemployment allowance for 100% blind persons?

No, they are two separate entries in the Directorate's list. The unemployment allowance requires the applicant to be 18 or above, educated to at least Class VIII, and unemployed. Both were revised to Rs 2,000 per month from 1 September 2022.

What happens to the allowance when the beneficiary dies?

Coverage terminates automatically on death, but the pension for the month in which the beneficiary dies is paid to the nominee or legal heir. Inform the CDPO promptly so the record can be closed cleanly.

Do I have to renew the allowance every year?

No annual re-application is prescribed. Once sanctioned, the allowance is paid monthly and continues for life, subject to verification drives and to the family continuing to meet the income and government-employment conditions.
