Pension to Persons who Lost 100% Eye Sight (Tripura)
Tripura state government scheme
Pension to Persons who Lost 100% Eye Sight is a Tripura state scheme paying Rs 2,000 per month to residents aged 10 years and above with total eyesight loss. Family income must be up to Rs 1 lakh a year with no government employee in the family. Apply free of cost to the Child Development Project Officer of your AMC, Nagar Panchayat or R.D. Block.
What is the Tripura pension for persons who lost 100% eyesight?
Pension to Persons who Lost 100% Eye Sight is a State Social Pension scheme of the Directorate of Social Welfare and Social Education, Government of Tripura. It appears at serial 12 of the Department's 2022 rate-revision notification and in the Directorate's published service list as "Social Pension to person who lost 100 percent Eye sight".
The scheme has two strands. The original strand covers BPL households. A second strand, Pension to the persons who lost 100% eye sight under APL families, was notified by the Education (Social Welfare and Social Education) Department with effect from 1 April 2012, at an opening rate of Rs 500 per month. Both strands now pay the same revised amount.
Key features
- State-funded pension, paid monthly for life.
- Open from the age of 10 years, not 18.
- Sanctioned by the Child Development Project Officer (CDPO) with the prior approval of the Director of Social Welfare and Social Education.
- The 2012 notification promises universal coverage of eligible beneficiaries, it is not a quota-limited scheme.
- Application form is supplied free of cost by the CDPO office.
How much does this pension pay?
Rs 2,000 per month.
Notification No.F.3(72)DSWE/PEN.CELL/2020/3589(231) of 19 September 2022 revised the monthly rate of 32 social security pension schemes with effect from 1 September 2022. For this scheme the change is recorded as Rs 1,000 rising to Rs 2,000.
The rate history is worth stating plainly, because older documents circulate widely:
| Source | Rate |
|---|---|
| 2012 APL notification, w.e.f. 1 April 2012 | Rs 500 per month |
| Citizen Charter 2021-22 | Rs 1,000 per month |
| Notification of 19 September 2022, w.e.f. 1 September 2022 | Rs 2,000 per month |
The same notification adds that all other terms and conditions of the pension schemes remain unchanged, so eligibility, documents and the application route still follow the earlier scheme papers.
Who is eligible for this pension?
You can claim if:
- You are a resident of Tripura.
- You are 10 years of age or above.
- You have lost 100 per cent of your eyesight, certified by the Medical Board.
- Your family income is up to Rs 1.00 lakh per annum, per the Citizen Charter.
- No member of your family is a government employee.
- Your household is BPL, or APL under the separate 2012 APL notification.
You are not eligible, and cannot apply, if:
- Your certified loss is less than 100 per cent. Tripura's 60 per cent and 80 per cent disability schemes are the correct route in that case.
- You are already covered by another social security pension scheme. The scheme document is explicit: a person covered elsewhere "shall not be eligible for getting pension under this Scheme".
- Your family income exceeds Rs 1.00 lakh a year.
- Any family member is a government employee.
- You are below 10 years of age.
- You are not a resident of Tripura.
What documents are required?
The 2012 scheme annexure lists the supporting documents precisely:
| Document | Mandatory | Notes |
|---|---|---|
| Household category certificate | Yes | From the CEO of the AMC, EO of the Nagar Panchayat or BDO of the R.D. Block |
| Attested copy of EPIC | Yes | Identity proof of the applicant |
| Medical Board certificate on eyesight loss | Yes | Certified by the CDPO, Chairman of the Panchayat Samiti or Pradhan of the GP / AMC / TTAADC after full scrutiny |
| Attested age proof certificate | Yes | From AMC, Nagar Panchayat, Gram Panchayat or TTAADC Village Committee |
| Income certificate | Yes | Family income up to Rs 1.00 lakh per annum |
| Bank or post office passbook | Yes | Account in the applicant's own name |
| Aadhaar card | No | Not in the 2012 list, but asked for now to prevent duplicate pensions |
How to apply for the Tripura 100% eyesight loss pension
- Obtain the Medical Board certificate recording 100 per cent loss of eyesight from your district hospital. This is the document the whole claim rests on.
- Collect the household category certificate; BPL or APL, from the CEO of the Agartala Municipal Corporation, the Executive Officer of your Nagar Panchayat, or the BDO of your R.D. Block.
- Collect the age proof certificate from the AMC, Nagar Panchayat, Gram Panchayat or, in a TTAADC area, the Village Committee, and the income certificate from the competent authority.
- Visit the office of the Child Development Project Officer (CDPO) for your AMC ward, Nagar Panchayat or R.D. Block and collect the prescribed application form, free of cost.
- Fill the form and attach attested copies of the EPIC, medical certificate, age proof, category certificate, income certificate and bank passbook.
- Submit the file to the CDPO and take a dated acknowledgement.
- Wait for the CDPO enquiry. The CDPO checks eligibility and sends a consolidated proposal, in the prescribed format and with recommendations, to the Directorate's Pension Cell in both hard and soft copy.
- Receive sanction and monthly credit. The CDPO issues the sanction with the Director's prior approval, and the pension then runs monthly.
How to check your pension status
- Ask at the CDPO office with your acknowledgement โ the CDPO holds both the enquiry file and the sanction record.
- Escalate to the District Inspector of Social Education (DISE) if the proposal has been forwarded but no sanction has issued.
- Check the passbook every month; the pension arrives as a direct credit.
- Use the Tripura CM Helpline, 1905 to register a delay formally.
Why claims fail, and what to do about it
- Certificate does not say 100 per cent. The Medical Board's finding is decisive. If your condition has worsened, apply for re-assessment.
- Medical certificate not countersigned. The scheme requires certification by the CDPO, Panchayat Samiti Chairman or Pradhan after scrutiny. An uncountersigned certificate comes back.
- Already drawing another pension. Withdraw from the other scheme in writing before applying here.
- Income certificate above Rs 1.00 lakh or a government employee in the family. Both are absolute bars at the enquiry stage.
- Age proof missing for applicants near the 10-year floor.
- Wrong category certificate. A BPL applicant filing under the APL variant, or the reverse, delays the file. Confirm your household category before you collect the certificate.
- Bank account problems; dormant accounts, accounts in a relative's name, or a wrong IFSC. Fix the account and inform the CDPO in writing.
Termination, nominees and continuation
Coverage under this pension terminates automatically on the death of the beneficiary. The scheme document, however, protects the last month: the pension for the month in which the beneficiary dies is paid to the nominee or legal heir. Families should name a nominee at the time of application and report a death to the CDPO promptly, both to claim the final month and to avoid recovery proceedings for credits made after death.
The scheme document also records the government's standing power to change the scheme as and when required, which is exactly what happened in September 2022 when the rate doubled. Beneficiaries do not need to re-apply when a rate is revised. The enhanced amount flows to existing sanctioned cases automatically.
Grievance redressal and contacts
- Directorate of Social Welfare and Social Education, Tripura: +91-381-2326033, fax +91-381-2323980, email socialwelfare-tr@gov.in
- Project level: Child Development Project Officer of your ICDS project
- District level: District Inspector of Social Education

There is no fee for the form, no fee for the enquiry and no fee for the sanction. Tripura's budget speech for 2026-27 records 3.87 lakh beneficiaries across 35 social pension schemes, so this is a well-established payment channel, the delay in most cases is the medical certificate, not the Directorate.

Frequently asked questions
How much is the Tripura pension for persons who lost 100% eyesight?
Rs 2,000 per month, with effect from 1 September 2022. The Education (Social Welfare and Social Education) Department notification of 19 September 2022 raised this pension from Rs 1,000 to Rs 2,000, as part of a revision covering 32 pension schemes.
Can an APL family get this pension in Tripura?
Yes. Tripura notified a separate APL variant, "Pension to the persons who lost 100% eye sight under APL families", with effect from 1 April 2012. That makes this one of the few Tripura pensions with an explicit APL route, though the Rs 1 lakh family income ceiling still applies.
What is the minimum age?
Ten years. The 2012 notification states the age of the applicant must be 10 years and above, and the Citizen Charter repeats the same floor.
Who sanctions the pension?
The Child Development Project Officer sanctions the pension with the prior approval of the Director of Social Welfare and Social Education. The CDPO also receives the application and conducts the eligibility enquiry.
Can I draw this pension along with another Tripura social security pension?
No. The scheme document states that an applicant covered by any other social security pension scheme is not eligible for a pension under this scheme.
What happens if the beneficiary dies?
Coverage terminates automatically on death, but the pension for the month in which the beneficiary died is paid to the nominee or legal heir. The family should inform the CDPO so the record is closed properly.
How is this different from the Allowance for 100% Blind Persons?
They are two separate entries in the Directorate's scheme list, both now paying Rs 2,000 a month. The eyesight-loss pension has a notified APL variant; the 100% blind allowance sat at a higher pre-2022 rate of Rs 1,100. A person can hold only one of them.
