What is the State Old Age Pension in Tripura?

State Old Age Pension (SOAP) is a social security pension run by the Directorate of Social Welfare and Social Education, Government of Tripura, and paid entirely from the state's own budget. SOAP appears at serial 28 in the Directorate's published list of 51 social security schemes and is listed among the 46 Social Welfare schemes onboarded to the Tripura DBT portal.

According to the Economic Review of Tripura 2024-25, the Social Welfare Department runs 34 social pension schemes in all: 31 state-run schemes (including Mukhyamantri Samajik Sahayata Prakalpa) plus three centrally sponsored NSAP schemes. State Old Age Pension is the state's own old-age pension inside that group, distinct from the Indira Gandhi National Old Age Pension Scheme, which is funded through the National Social Assistance Programme.

The rate is Rs 2,000 per month. The Education (Social Welfare and Social Education) Department issued notification No. F.3(72)DSWE/PEN.CELL/2020 on 19 September 2022 revising the monthly rate of every NSAP and state social pension scheme with effect from 1 September 2022. State Old Age Pension moved from Rs 1,000 to Rs 2,000 a month in that notification, and the notification records that all other terms and conditions of the scheme remain unchanged. The Finance Minister's budget speech for 2025-26 describes the same move over a longer arc, from Rs 700 to Rs 2,000 per pensioner per month.

Scale of the scheme. The Economic Review of Tripura 2024-25 puts SOAP coverage at 34,984 beneficiaries. Across all 30 state-run social security pension schemes the state pays 2.19 lakh people at Rs 2,000 each, a monthly financial involvement of Rs 34.40 crore. Counting the NSAP schemes as well, 3.87 lakh people in Tripura draw a social security pension, at a cost of Rs 838.51 crore in 2024-25.

Who is eligible for the State Old Age Pension in Tripura?

You can be sanctioned SOAP if:

  • You are an elderly resident of Tripura. SOAP is a state-budget scheme and the benefit is restricted to residents of the state.
  • You are not already drawing a central old age pension under the Indira Gandhi National Old Age Pension Scheme or any other NSAP sub-scheme.
  • You hold an Aadhaar-linked bank account in your own name, which is what the Beneficiary Management System pays into.
  • Your name appears in the ration card database of the Food, Civil Supplies and Consumer Affairs Department, Tripura, which the department uses to cross-check social security pension claims.

You cannot apply, or will not be sanctioned, if:

  • You are already receiving another social security pension from the Social Welfare and Social Education Department. Tripura pays one pension per person, so a SOAP claim by someone already on IGNOAPS, the widow pension or a worker-category pension is treated as a duplicate and rejected.
  • You are not a resident of Tripura.
  • You cannot produce acceptable proof of age.
  • You fail the annual verification the department carries out on its pension rolls.

The department has not published a consolidated eligibility notification for SOAP on its website setting out a single age line and income ceiling. Confirm the current age and income conditions at your CDPO office before you file, and ask for them in writing if your case is refused.

How to apply for the Tripura State Old Age Pension

  1. Collect the social security pension application form from the Child Development Project Officer (CDPO) of the ICDS project covering your village or ward, or from the District Inspector of Social Education (DISE) office in your district.
  2. Fill in the form and attach the documents listed above: age proof, residence proof, Aadhaar, ration card, bank passbook copy and photographs.
  3. Submit the application to the CDPO where you reside. Ask for a dated acknowledgement, this is the only record you will have while the case moves.
  4. Wait for the CDPO field enquiry. The CDPO verifies the claim on the ground and forwards the application with observations to the Directorate for sanction. If the case is not recommended, the officer is expected to record the reason.
  5. Check that your bank account is Aadhaar-seeded while the case is under scrutiny. Once sanctioned, the pension is released monthly by Direct Beneficiary Transfer through the Beneficiary Management System, and an unseeded account will hold up the very first credit.
  6. Confirm the sanction and start of payment with the CDPO office, then watch your bank passbook or SMS alerts each month.

There is no separate citizen self-registration form for SOAP on the Directorate website. The department's online MIS portal at swsemis.tripura.gov.in is for departmental users, not applicants, and bms.tripura.gov.in handles the payment and beneficiary record rather than the initial old-age-pension application.

How much does SOAP pay and when?

State Old Age Pension pays Rs 2,000 every month, which is Rs 24,000 over a full financial year. Payment is monthly, in DBT mode, into the pensioner's Aadhaar-linked bank account through the Beneficiary Management System. There is no lump sum, no arrears entitlement beyond what the sanction order specifies, and no cash counter payment.

The rate is uniform across Tripura's social pension schemes. The September 2022 notification set the same Rs 2,000 a month figure for State Old Age Pension, the State Widow Pension Scheme, Widow and Deserted Woman Pension, Blind and Handicap Pension, the worker-category pensions and the three NSAP pensions alike.

How to check your Tripura pension status

  1. Ask the CDPO office where you filed whether the case has been forwarded, sanctioned or rejected, quoting the acknowledgement you were given.
  2. Check your bank passbook or mini statement for a monthly credit described as a social security pension.
  3. Confirm with your bank that the account is Aadhaar-seeded and active; dormant accounts are a frequent cause of failed DBT credits.
  4. If nothing moves, raise it on the Tripura CM Helpline, 1905, or through the state grievance portal at grievance.tripura.gov.in.

Why SOAP applications and payments fail

  • Duplicate pension. The applicant is already on another social security pension roll. Only one pension is paid per person.
  • Bank account not Aadhaar-seeded, or seeded to a different account than the one on the application.
  • Name mismatch between Aadhaar, the bank record and the pension order.
  • Dormant or closed account. Credits bounce back and the pension shows as paid at the department end but never arrives.
  • Weak age proof, where the documents on file contradict each other.
  • Failure at annual verification, including cases where the pensioner has died and the family has not reported it.

Report a death to the CDPO immediately. Continuing to draw a pension after the beneficiary's death leads to recovery of the money.

Frequently asked questions

How much is the State Old Age Pension in Tripura?

State Old Age Pension in Tripura is Rs 2,000 per month per beneficiary. The Education (Social Welfare and Social Education) Department raised the rate from Rs 1,000 to Rs 2,000 with effect from 1 September 2022 by notification No. F.3(72)DSWE/PEN.CELL/2020, which revised every NSAP and state social pension scheme to the same flat figure.

Who can apply for the State Old Age Pension in Tripura?

Elderly residents of Tripura who are not already drawing a central old age pension can apply. SOAP is one of the 30 state-run social security pension schemes funded entirely from Tripura's own budget, and it is meant for older people left outside the centrally sponsored Indira Gandhi National Old Age Pension Scheme.

Where do I submit a State Old Age Pension application?

Submit the application to the Child Development Project Officer (CDPO) for the ICDS project where you live. The CDPO conducts the field enquiry and forwards the case to the District Inspector of Social Education and the Directorate for sanction; the same route is used for every social security pension the department runs.

How is the Tripura old age pension paid?

Payment is monthly by Direct Benefit Transfer into the pensioner's Aadhaar-linked bank account, released through the state's Beneficiary Management System (BMS) at bms.tripura.gov.in. No pension is paid in cash and no money order is issued.

Can I draw SOAP and IGNOAPS at the same time?

No. Tripura pays one social security pension per beneficiary. A person sanctioned under the Indira Gandhi National Old Age Pension Scheme cannot also draw the State Old Age Pension; both were revised to the same Rs 2,000 a month rate in September 2022, so there is no financial advantage to a duplicate claim, and duplicates are removed at verification.

How many people get the State Old Age Pension in Tripura?

34,984 people were covered under SOAP according to the Economic Review of Tripura 2024-25. Across all 30 state-run pension schemes the state paid 2.19 lakh beneficiaries at Rs 2,000 a month, a monthly outgo of Rs 34.40 crore.

Why has my Tripura social pension stopped?

The usual causes are a bank account that is no longer Aadhaar-seeded, a dormant or closed account, a name mismatch between Aadhaar and the bank record, or the beneficiary failing the department's annual verification. Report the problem to your CDPO first, and use the CM Helpline on 1905 if it is not resolved.

Is there a last date to apply for the Tripura old age pension?

No last date is announced. SOAP applications are accepted through the year at the CDPO office, but sanction depends on the budget provision for the financial year, so a complete application filed early in the year is normally decided sooner.
