What is Mukhyamantri Matru Pushti Uphaar?

Mukhyamantri Matru Pushti Uphaar is a Tripura state nutrition scheme under which pregnant women and lactating mothers receive a free food kit worth about Rs 500 after each antenatal check-up at a government health facility. The Directorate of Social Welfare and Social Education runs it, delivering the kits through the state's Integrated Child Development Services network of Anganwadi centres. The name translates roughly as "the Chief Minister's gift of maternal nutrition".

The scheme was announced on 25 June 2020 by the then Social Welfare Minister Santana Chakma, though kits had already been distributed on a pilot basis during Chief Minister-led household visits from February 2020. Tripura's motivation was specific: the state was recording high rates of low birth weight and maternal anaemia, and cash transfers alone were not reliably converting into better household diets for the mother. A food kit removes that gap by putting the nutrition directly in her hands.

Key facts

  • Kit value: about Rs 500 each.
  • Number of kits: up to four during a pregnancy, one after each antenatal check-up.
  • Annual coverage: approximately 40,000 pregnant and lactating women.
  • Annual state outlay: about Rs 8 crore.
  • Delivery channel: Anganwadi centres under ICDS, with check-ups at primary health centres.

What is inside the nutrition kit?

Each Mukhyamantri Matru Pushti Uphaar kit is built around cheap, locally available, protein- and iron-dense foods rather than processed supplements. The kit contains:

  • Groundnut, protein and healthy fats
  • Roasted Bengal gram (chhola); protein and iron
  • Soyabean, one of the densest plant proteins available
  • Mixed dal: daily protein staple
  • Jaggery, iron, and a safer sweetener than refined sugar
  • Ghee; energy density for a woman whose appetite is limited
  • Cashew nuts and raisins, micronutrients and calories in small volume

The kit is designed to last several weeks and to be eaten by the mother, not distributed across the household. Anganwadi workers counsel beneficiaries on this point at handover, because in practice the biggest leakage in food-kit schemes is the mother sharing her ration with the rest of the family.

Who is eligible for Mukhyamantri Matru Pushti Uphaar?

You can receive the kit if:

  • You are a pregnant woman or a lactating mother residing in Tripura.
  • Your pregnancy is registered at an Anganwadi centre or a government health facility and you hold a Mother and Child Protection (MCP) card.
  • You attend the antenatal check-up at your primary health centre. The kit is issued against a recorded check-up, which is the whole mechanism of the scheme — the kit is the incentive that pulls women into the clinic.

You cannot get the kit if:

  • You are not a resident of Tripura. The scheme is funded entirely by the state government and non-residents are not eligible.
  • Your pregnancy has not been registered with an Anganwadi centre or health facility, because there is then no MCP card entry to issue the kit against.
  • You skip the antenatal check-up for that cycle. There is no separate route to claim a missed kit as cash.

Unlike Pradhan Mantri Matru Vandana Yojana, Mukhyamantri Matru Pushti Uphaar is not restricted to the first live birth, and there is no income ceiling or ration-card category test published for it. The operative test is simply pregnancy registration plus attendance at check-ups.

What documents do I need?

Document Mandatory Notes
Mother and Child Protection (MCP) card Yes Each check-up is recorded here; kits are issued against it
Aadhaar card Yes Beneficiary registration and de-duplication
Residence proof in Tripura Yes Ration card, voter ID or local body certificate
Anganwadi registration entry Yes The pregnancy must be in the centre's register
Mobile number No So the Anganwadi worker can call you when kits arrive

How to apply for Mukhyamantri Matru Pushti Uphaar

  1. Register your pregnancy early at the Anganwadi centre for your area, or at the nearest primary health centre, sub-centre or district hospital. Registering in the first trimester gives you the best chance of collecting all four kits.
  2. Get your Mother and Child Protection (MCP) card from the ANM or Anganwadi worker. Check that your name, expected date of delivery and village or ward are written correctly.
  3. Attend your antenatal check-up at the PHC on the date the ANM gives you. Take the MCP card with you every single time.
  4. Collect the nutrition kit from the Anganwadi centre after the check-up is recorded. Sign or thumb-mark the distribution register, that entry is your proof of receipt.
  5. Repeat for each of the four check-ups. Each recorded check-up entitles you to one more kit.

There is no online application, no form to download and no fee. Anyone asking for money to "enrol" you in Mukhyamantri Matru Pushti Uphaar is running a scam.

How is the scheme delivered on the ground?

Mukhyamantri Matru Pushti Uphaar runs on Tripura's existing ICDS machinery rather than a new administrative layer. The state has close to 10,000 Anganwadi centres, and the same centre that provides supplementary nutrition to children under six also stocks and hands over the maternal kits. The ANM at the PHC records the check-up; the Anganwadi worker releases the kit against that record and maintains the distribution register; the Child Development Project Officer (CDPO) for the block reconciles stock and distribution.

The same round of announcements in June 2020 also strengthened the child side of the nutrition programme. Severely malnourished children identified through Anganwadi centres were given supplementary food: reported as six eggs a week plus 20 g of jaggery and 200 ml of milk on six days a week, with an initial allocation of about Rs 25 lakh for 464 identified children across roughly 9,911 Anganwadi centres.

How do I check whether my kit is due?

Mukhyamantri Matru Pushti Uphaar has no online status tracker, because the benefit is physical, not a bank transfer. Use these instead:

  1. Your MCP card. It shows how many antenatal check-ups have been recorded, which is exactly how many kits you are entitled to.
  2. The Anganwadi distribution register. You are entitled to see the entry against your own name.
  3. The Anganwadi worker or ASHA for your area, who knows the stock position and the next distribution date.

Common problems and how to fix them

  • "Kits are out of stock." Ask the Anganwadi worker to record the pending entitlement against your MCP card date, then escalate to the block CDPO. A recorded pending entry is much easier to claim later than a verbal promise.
  • Name spelt differently on MCP card and Aadhaar. Get the MCP card corrected by the ANM at your next visit; mismatches slow down de-duplication checks.
  • Moved to a different block mid-pregnancy. Ask your original Anganwadi centre for a transfer note so that the new centre can continue your entries instead of registering you afresh.
  • Told to pay for the kit. The kit is free. Report any demand for money to the CM Helpline immediately.
  • Missed a check-up. Attend the next one; the kit follows the check-up, and a missed cycle usually cannot be claimed retrospectively as cash.

Key dates

  • February 2020, nutrition kits first distributed during Chief Minister-level household visits.
  • 25 June 2020: Mukhyamantri Matru Pushti Uphaar formally announced by the State Social Welfare Minister.
  • Ongoing, the scheme is open all year, with no application window; kits follow the antenatal check-up calendar of each individual pregnancy.

How to raise a grievance

  • Tripura CM Helpline: 1905. Written grievances can be lodged at cmhelpline.tripura.gov.in, and the helpline accepts WhatsApp messages at 6033374544.
  • Child Development Project Officer (CDPO) of your block, the correct first escalation for stock and distribution complaints.
  • Directorate of Social Welfare and Social Education, Government of Tripura, at socialwelfare.tripura.gov.in, which also runs ICDS, the social pension schemes, Mukhyamantri Konya Bibaha Yojana and the state's Pradhan Mantri Matru Vandana Yojana implementation.
  • State grievance portal: grievance.tripura.gov.in.
