What is Mukhyamantri Sankhyalaghu Unnayan Prakalpa?

Mukhyamantri Sankhyalaghu Unnayan Prakalpa is a Tripura state scheme run by the Department for Welfare of Minorities that hands poor minority-community families a one-time capital grant of Rs 10,000, paid as two instalments of Rs 5,000, to start or strengthen a small self-employment activity. The name is Bengali: sankhyalaghu means minority and unnayan prakalpa means development project, and it is also written as Mukhyamantri Sankhyalaghu Unnayan Prokolpa in departmental notices.

Chief Minister Prof. (Dr.) Manik Saha launched the scheme on 29 July 2026 at Pragna Bhavan in Agartala. At the same event the state government distributed loan assistance to minority beneficiaries and signed three memorandums of understanding with the National Stock Exchange covering financial literacy, entrepreneurship, MSME development and skill training.

The design of Mukhyamantri Sankhyalaghu Unnayan Prakalpa is deliberately narrow. It does not attempt to fund a full business. It gives a family that already has a plan. A tea stall, a tailoring machine, a small poultry unit, a vegetable cart, a repair shop; enough cash to buy the first stock or the first tool, so the family does not begin by borrowing from a moneylender at a punishing rate.

Key features

  • 100% state-funded grant; no interest, no repayment schedule, no collateral.
  • Benefit fixed at Rs 10,000 per beneficiary, split into two equal instalments.
  • Payment is by Direct Benefit Transfer into an Aadhaar-seeded bank account.
  • Target of roughly 1,500 beneficiaries in the current financial year.
  • Selection is done at sub-division level by the Sub-Divisional Welfare Officer.

Who is eligible for Mukhyamantri Sankhyalaghu Unnayan Prakalpa?

You can get the benefit if all of the following are true:

  • You are a permanent resident of Tripura.
  • You belong to one of the notified religious minority communities; in India these are Muslims, Christians, Sikhs, Buddhists, Jains and Parsis (Zoroastrians).
  • Your household holds a Priority Group (PG) ration card, an Ad-hoc PG card, or an Antyodaya Anna Yojana family ration card. This ration-card test is how the department establishes that the family is economically weak, so no separate income certificate is normally demanded.
  • You have a bank account in your own name that is seeded with Aadhaar.
  • You intend to start, or already run at a very small scale, a trade or self-employment activity.

You are not eligible if:

  • You do not belong to a notified minority community. Mukhyamantri Sankhyalaghu Unnayan Prakalpa is a community-specific scheme, and applicants from other communities cannot apply β€” the OBC, SC and ST welfare departments run their own parallel schemes.
  • Your household holds a general ration card rather than a PG, Ad-hoc PG or Antyodaya card. Families above the priority threshold cannot apply.
  • You are not a permanent resident of Tripura.
  • Another member of your family has already received the Rs 10,000 grant. The benefit is treated as one per family, not one per adult.
  • You have no bank account, or your account is not linked to Aadhaar. Because payment is by DBT only, a cash or cheque alternative is not offered.

Government service is not, by itself, listed as a disqualification in the scheme's public description, but in practice the PG or Antyodaya ration-card requirement excludes salaried households automatically.

What documents are required for Mukhyamantri Sankhyalaghu Unnayan Prakalpa?

How to apply for Mukhyamantri Sankhyalaghu Unnayan Prakalpa

  1. Wait for the notice. The Department for Welfare of Minorities announces an application window through district and sub-division notices and on minoritieswelfare.tripura.gov.in. Applications submitted outside the notified window are not entertained.
  2. Collect the application form from the office of the Sub-Divisional Welfare Officer (SDWO) for your sub-division.
  3. Fill in the form with your personal details, ration card number, Aadhaar number, bank account number with IFSC, and a short description of the trade or activity you plan to run.
  4. Attach the documents listed above: ration card, Aadhaar, minority self-declaration, bank passbook copy, and land or trade papers if relevant.
  5. Submit the file at the SDWO office and collect a dated acknowledgement or receipt number. Keep it; every later query depends on it.
  6. Attend verification if called. The welfare staff may visit your home or your proposed place of business to confirm that the activity is real.
  7. Watch your bank account. Once the selection list is approved, the first instalment of Rs 5,000 is credited by DBT, and the second Rs 5,000 follows after the department is satisfied the money was used for the stated purpose.

There is no application fee. No agent, middleman or "consultant" can add your name to the list, and no official will ever ask you for an OTP.

How much is paid, and when?

Mukhyamantri Sankhyalaghu Unnayan Prakalpa pays Rs 10,000 in total per beneficiary, structured as:

  • First instalment: Rs 5,000, released after the selection list is approved.
  • Second instalment: Rs 5,000, released after utilisation of the first tranche is confirmed.

Both instalments are credited by Direct Benefit Transfer. Nothing is paid in cash and nothing is paid to a third party. If the bank account name does not match the Aadhaar name, the transfer fails at the bank end and the payment is returned to the treasury, which is the single most common reason a selected beneficiary reports "no money received".

How do I check my application status?

Mukhyamantri Sankhyalaghu Unnayan Prakalpa does not yet have a public online status tracker. Three routes work in practice:

  1. The SDWO office where you filed. Quote your acknowledgement number and ask whether your name appears in the approved sub-division list.
  2. The department's notice section at minoritieswelfare.tripura.gov.in, where selection and instalment notices are published as PDFs.
  3. Your bank passbook or SMS alerts. A DBT credit from the Minorities Welfare Department shows up with the department's narration.

Why applications get rejected, and how to fix it

  • Wrong ration-card category. A general card instead of a PG, Ad-hoc PG or Antyodaya card is the commonest rejection. Get your card category corrected at the Food and Civil Supplies office before reapplying.
  • Bank account not Aadhaar-seeded. Visit your bank branch, complete the DBT seeding form, and confirm the NPCI mapper shows your account.
  • Name mismatch between Aadhaar, ration card and bank passbook. Correct the spelling at the source document first, not at the SDWO office.
  • Duplicate claim in the same family. Only one member per family is funded.
  • Incomplete file. A missing self-declaration or an unsigned form. The SDWO counter usually flags this at submission, so submit in person rather than sending the file with someone else.
  • Late submission after the notified window closed. Applications are then carried to the next cycle only if the department says so in writing.

Key dates and contacts

  • Launch date: 29 July 2026, Pragna Bhavan, Agartala.
  • Application window: notified during the financial year; no permanent rolling deadline has been announced.
  • Annual target: approximately 1,500 beneficiaries.

How to raise a grievance

  • Tripura CM Helpline: 1905, the state's single-window grievance number. Written grievances can be lodged at cmhelpline.tripura.gov.in, and the helpline also accepts messages on WhatsApp at 6033374544.
  • Department for Welfare of Minorities, Government of Tripura; minoritieswelfare.tripura.gov.in. The department's Web Information Manager, Joint Director Md. Habij Uddin, is listed on the site with the number +91-8777410200.
  • State grievance portal: grievance.tripura.gov.in.

Always quote your acknowledgement number, sub-division and bank account's last four digits when you complain. Grievances filed without an application reference take much longer to trace.
