What is Nirman Shramik Kalyan Prakalpa 2.0?

Nirman Shramik Kalyan Prakalpa 2.0 is the revamped welfare package for registered construction workers of Tripura, run by the Directorate of Labour, Government of Tripura through the Tripura Building and Other Construction Workers' Welfare Board. Chief Minister Prof. (Dr.) Manik Saha launched it on 20 October 2022 at Rabindra Satabarshiki Bhavan in Agartala, and distributed benefit cheques to eligible workers at the same event.

The name is Bengali; nirman shramik means construction worker and kalyan prakalpa means welfare project, and the "2.0" marks it as the second and digitised version of an earlier welfare arrangement. The Directorate of Labour entered Nirman Shramik Kalyan Prakalpa 2.0 for a SKOCH award in the e-governance category, which is a useful signal of what the redesign was mainly about: moving registration, claim handling and payment of construction worker benefits onto a system rather than a paper queue.

The Directorate of Labour itself is an old organisation. It was set up as a Labour Organization in 1951, upgraded to a Directorate in 1965, and has been headed by a Labour Commissioner since 1978. Alongside industrial dispute settlement, minimum wage fixation and enforcement of labour law, the Directorate administers worker welfare programmes, of which this is the largest by number of people covered.

The Welfare Board was constituted on 20 January 2007, and its money does not come from the ordinary state budget. It comes from the construction cess levied under the Building and Other Construction Workers' Welfare Cess Act, 1996, a small charge on the cost of construction work carried out in the state. According to figures reported by the Board, it has registered 44,389 construction workers, collected Rs 53.18 crore in cess, and disbursed Rs 23.06 crore to 26,729 beneficiaries across its schemes.

What benefits does Nirman Shramik Kalyan Prakalpa 2.0 provide?

The package bundles the Welfare Board's benefits under one name. The heads covered are:

  • Pension, a lifelong monthly pension to a registered construction worker after attaining 60 years of age.
  • Medical assistance, for the registered worker and dependent family members.
  • Marriage assistance, to female construction workers and to daughters of construction workers. Tripura's separate Mahila Nirman Shramik Vivah Yojana covers the registered female member's own marriage.
  • Maternity benefit: to registered female construction workers and to the wife of a registered male worker.
  • Housing loans and advances, to registered construction workers.
  • Disability benefit, where an accident leaves a registered worker disabled.

The Board also runs education support for workers' children, death compensation, funeral assistance and supply of school materials.

An honest note on figures. The individual benefit rates are fixed by resolution of the Welfare Board and are not published on any Government of Tripura source we were able to verify. Welfare board rates are revised periodically, and quoting a rate from another state's board; as many aggregator sites do — would actively mislead a worker preparing a claim. This guide therefore sets out the structure, the eligibility and the route accurately, and tells you exactly whom to ask for the current rate: the district labour office, which can also give you a copy of the governing board resolution.

Who is eligible for Nirman Shramik Kalyan Prakalpa 2.0?

You can claim if:

  • You are a construction worker registered with the Tripura Building and Other Construction Workers' Welfare Board. Registration is the gateway to every benefit in the package.
  • Your registration is live. The annual contribution or renewal has been kept up to date.
  • You meet the statutory registration conditions. Under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, a person can be registered as a beneficiary only if she or he is between 18 and 60 years of age and has worked as a construction worker for not less than 90 days during the preceding twelve months.
  • You meet the condition specific to the benefit head you are claiming; attaining 60 years for pension, a hospitalisation record for medical assistance, a disability certificate for disability benefit, and so on.
  • You hold a bank account in your own name that is seeded with Aadhaar.

You are not eligible if:

  • You have never registered with the Welfare Board, however many years you have worked on construction sites. Unregistered workers cannot apply for any benefit in the package; the first step for them is registration, not a claim.
  • Your registration has lapsed and has not been revived.
  • You are outside the 18 to 60 age band set by the Act at the point of registration.
  • Your work does not fall within the definition of building and other construction work under the Act.
  • You worked fewer than 90 days as a construction worker in the qualifying twelve months, which invalidates the registration itself rather than only the claim.
  • You are claiming a one-time benefit you have already drawn. Marriage and maternity benefits are limited per eligible event.

Family members appear in this package in a defined way: dependants are covered for medical assistance, the wife of a registered male worker for maternity benefit, and daughters of registered workers for marriage assistance. A relative who is not covered by one of those descriptions cannot claim in their own right.

How to apply for Nirman Shramik Kalyan Prakalpa 2.0

  1. Register with the Welfare Board first, if you have not already. Apply to the Directorate of Labour or your district labour office for beneficiary registration under the BOCW Act, 1996, with age proof, Aadhaar, residence proof and evidence of at least 90 days of construction work in the previous twelve months. Tripura routes labour registrations and licences through the SWAAGAT portal at swaagat.tripura.gov.in.
  2. Check that your registration is live. Take the registration card to the district labour office and have the renewal position checked. If the contribution is in arrears, clear it, because a claim filed against a lapsed registration will be returned unprocessed.
  3. Identify the benefit head you are claiming, pension, medical, maternity, marriage, housing or disability, and ask the district labour office for that claim form, the current sanctioned rate and the time limit for filing from the date of the event.
  4. Fill in the claim form with your registration number, Aadhaar number and bank account number with IFSC code.
  5. Attach the documents, including the benefit-specific proof, hospital papers and bills, marriage certificate, disability certificate or death certificate, as the case may be.
  6. Submit the claim at the district labour office and collect a dated acknowledgement carrying your registration number.
  7. Follow up on verification. The labour office verifies registration status, the work record and the benefit-specific proof before the Board sanctions payment into your bank account.

Registration and claim forms are issued free by the district labour office. No agent or middleman can charge a fee to get a welfare board claim sanctioned, and private "e-service" firms that advertise help with construction worker schemes are not part of the government process.

How to check the status of a claim

Tripura does not publish a public claim-tracking screen for construction worker welfare benefits. In practice:

  1. Ask at the district labour office where the claim was filed, quoting the acknowledgement number and the date of submission. Note the name of the official who answers.
  2. Ask whether the file has been forwarded to the Board's headquarters, and on what date, where sanction rests above the district level.
  3. Check the Tripura State DBT Portal at dbttripura.gov.in, where Nirman Shramik Kalyan Prakalpa 2.0 is listed among the schemes onboarded by the Labour Department. The portal shows financial-year totals of amounts transferred and beneficiary counts, which tells you whether disbursement under the scheme has begun for the year, though it does not track an individual file.
  4. Watch your bank passbook and SMS alerts once the sanction is issued.

Why claims get rejected, and how to fix it

  • Registration lapsed at the time of the event or of the claim. Clear arrears at the district labour office and have the registration revived.
  • Work record short of 90 days in the qualifying twelve months, which undermines the registration itself. Obtain a proper certificate from the employer or contractor.
  • Claim filed late, after the time limit the Board's rules set from the date of the event. Ask for that limit when you collect the form.
  • Benefit-specific proof inadequate, for example a hospital slip without itemised bills, or a marriage invitation without a certificate from the local body.
  • Name mismatch between the registration card, Aadhaar and the bank account, which causes the transfer to fail at the bank end.
  • Bank account not Aadhaar-seeded. Complete the DBT seeding form at your branch.
  • Benefit already drawn once for the same event.

Most of these are fixable rather than final. A lapsed registration can usually be revived on payment of arrears, and a document mismatch is corrected at the source record rather than by refiling the claim repeatedly.

Frequently asked questions

What is Nirman Shramik Kalyan Prakalpa 2.0?

Nirman Shramik Kalyan Prakalpa 2.0 is the revamped welfare package for registered construction workers run by the Directorate of Labour, Government of Tripura, through the Tripura Building and Other Construction Workers' Welfare Board. Chief Minister Prof. (Dr.) Manik Saha launched it on 20 October 2022 at Rabindra Satabarshiki Bhavan, Agartala, and distributed benefit cheques at the same event.

Who can get benefits under Nirman Shramik Kalyan Prakalpa 2.0?

Construction workers registered with the Tripura Building and Other Construction Workers' Welfare Board can get benefits. Under the Building and Other Construction Workers Act, 1996, a person can be registered as a beneficiary only if she or he is between 18 and 60 years of age and has worked as a construction worker for at least 90 days in the previous twelve months.

What benefits does the package cover?

The package covers a lifelong monthly pension after the worker turns 60, medical assistance for the worker and dependent family members, marriage assistance for female construction workers and for daughters of construction workers, maternity benefit for registered female workers and the wives of registered male workers, housing loans and advances, and disability benefit where an accident causes disability.

How much money does each benefit pay?

Individual benefit rates are fixed by resolution of the Welfare Board and are not published on any Government of Tripura source we were able to verify, so this guide states no figures. Welfare board rates are revised from time to time, and a stale or borrowed number would mislead. Ask your district labour office for the rate currently in force before you claim.

Where does the money for the scheme come from?

The money comes from the construction cess collected under the Building and Other Construction Workers' Welfare Cess Act, 1996, which levies a charge on the cost of construction work. The Tripura Board has reported collecting Rs 53.18 crore in cess and disbursing Rs 23.06 crore to 26,729 beneficiaries, against 44,389 registered workers.

Can I apply online?

No fully online claim route is published. Tripura's SWAAGAT portal at swaagat.tripura.gov.in handles labour registrations and licences, and the scheme is onboarded on the Tripura State DBT Portal for payment tracking, but claims themselves are normally filed at the district labour office with original documents for verification.

What happens if my registration has lapsed?

A lapsed registration blocks every benefit under the package, and it is the commonest single reason a claim is returned. Take your registration card to the district labour office, clear any arrears of contribution, and have the registration revived before filing the claim.

Whom do I contact if my claim is not settled?

Start with the district labour office that received the claim, quoting your registration number and the date of submission. If that does not resolve it, write to the Directorate of Labour, 2nd Floor, Shrama Bhavan, Office Lane, Agartala, on 0381-230049 or at lc.agt-tr@gov.in, or lodge a grievance on the Tripura CM Helpline at 1905.
