What is Prani Palak Samman Nidhi?

Prani Palak Samman Nidhi is the honorarium component of Mukhyamantri Prani Sampad Bikas Yojana, the flagship livestock development scheme of the Animal Resources Development Department (ARDD), Government of Tripura. It pays Rs 6,000 to a livestock-rearing family, straight into the family's bank account by Direct Benefit Transfer, as a recognition of their work in animal rearing.

The name is Bengali and appears in official releases as Mukhyamantri Prani Palak Samman Nidhi; the parent scheme is written variously as Mukhyamantri Prani Sampad Bikas Yojana, Prani Sampad Bikash Yojana or Prani Sampad Vikas Yojana in different departmental communications. All refer to the same programme.

What the Chief Minister said about it. At the second-phase distribution programme at Pragna Bhavan, Agartala on 29 November 2024, Chief Minister Professor (Dr.) Manik Saha handed over the honorarium to beneficiaries and set out the numbers: the state has prioritised employment generation built on livestock; Rs 11 crore was allocated to the Animal Resource Development Department in 2024-25 to implement Mukhyamantri Prani Sampad Bikas Yojana; and about 5,000 livestock-rearing families were to be honoured through the Samman Nidhi in that financial year at Rs 6,000 each, paid by DBT. In the previous year, 2023-24, 3,006 progressive livestock-rearing families had received the same Rs 6,000 per family.

Animal Resource Development Minister Sudhangshu Das described the purpose plainly at the same event: the Samman Nidhi scheme was started to encourage farmers to take up animal rearing.

Where the Samman Nidhi sits in the wider scheme

Mukhyamantri Prani Sampad Bikas Yojana has several components. The Tripura State DBT Portal lists the Animal Resource Development Department's schemes as including Prani Palak Samman Nidhi, Compensation for Loss of Livestock and Birds Due to Unnatural Death, and Distribution of CGM.

The department's field work shows what the other components look like on the ground:

  • Poultry and duck rearing support. In the Jirania sub-division alone, 1,228 families were assisted in poultry rearing in June 2024 to 405 in Pratapgarh (Old Agartala) block, 205 in Jirania block, 306 in Belbari block and 312 in Mandai block; at a total cost of Rs 15,96,400. In Bishalgarh Municipality, 101 animal rearers were assisted in July 2024, of whom 76 received poultry farming support and 25 duck rearing support, each getting 10 birds plus supporting materials. In Lefunga block, a target of 388 families for chicken rearing was set for 2023-24, with 185 families already given 10 improved-breed chickens and rearing aids, and 84 families to be assisted in duck rearing.
  • Duck and poultry expansion. The Chief Minister said 36,000 families would be supported under the duck and poultry rearing component in 2024-25.
  • Calf growth meal scheme, providing government support for feed.
  • Compensation for unnatural death of household animals or birds in economically weaker families, up to Rs 20,000.

Prani Palak Samman Nidhi is the cash-recognition strand within that structure. It is not tied to the purchase of an animal or an input.

Who is eligible for Prani Palak Samman Nidhi?

You can be selected if:

  • You are a resident of Tripura and your family rears livestock or poultry.
  • You are assessed by the department as a progressive livestock rearer, the 2023-24 round explicitly honoured 3,006 "progressive" rearer families.
  • You hold a bank account in your own name, seeded with Aadhaar, so the Rs 6,000 DBT can reach it.
  • Your rearing activity can be verified by the block Animal Resource Development office or the veterinary officer for the area.

You cannot apply, or you are not eligible, if:

  • You do not actually rear livestock or poultry. The honorarium recognises rearing work; a claim without animals fails at field verification.
  • You are not resident in Tripura. This is a state scheme run by a state department for its own rearers.
  • Your bank account is not in your own name or is not Aadhaar-seeded, so DBT cannot be made.
  • You are seeking the honorarium as compensation for an animal that died, that is a different component of the parent scheme, Compensation for Loss of Livestock and Birds Due to Unnatural Death, with its own limit of Rs 20,000.
  • Your family has already been selected in the current financial year's list. The target is a fixed number of families per year, and each family is counted once in a round.

An important point about the process: selection is by departmental assessment, not by a first-come application queue. The department fixes a target, around 5,000 families in 2024-25 — and district and block offices identify progressive rearers against it. Turning up at the block office with a form does not by itself create an entitlement.

How much is paid, and how?

Rs 6,000 per family, paid by Direct Benefit Transfer into the family's bank account. The rate held steady across the 2023-24 and 2024-25 rounds. There is no instalment structure; it is a single honorarium payment per selected family per round.

Distribution is usually done at a public programme, the second phase in 2024-25 was handed over at Pragna Bhavan, Agartala, but the money itself moves by DBT, not by cheque or cash at the venue.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Identification and bank seeding for DBT
Bank passbook first page Yes Account in the rearer's own name
Residence proof of Tripura Yes Ration card, voter ID or residence certificate
Evidence of livestock rearing Yes Verified by the block ARD office or veterinary officer
Record of earlier assistance under the parent scheme No Supports the "progressive rearer" assessment
Mobile number No For DBT alerts and programme invitations

How to apply for Prani Palak Samman Nidhi

  1. Go to your block or sub-divisional Animal Resource Development office early in the financial year, before the district target is allocated and the lists are drawn up. The Deputy Director of ARDD for your district heads this chain.
  2. Ask to be recorded as a livestock rearer on the block register, giving the type and number of animals or birds you rear and how long you have been rearing them. If you have earlier received poultry, duck, goat, pig or crossbred cattle assistance under Mukhyamantri Prani Sampad Bikas Yojana, say so, that record supports a "progressive rearer" assessment.
  3. Submit your Aadhaar, bank passbook copy and residence proof so the DBT details can be captured, and make sure your account is Aadhaar-seeded at your bank branch.
  4. Allow the field verification. The veterinary officer or block ARD staff confirm the rearing activity on the ground. This visit is the real qualifying test.
  5. Watch for the selection list for your block. Selected families are informed and usually invited to a distribution programme, and the Rs 6,000 credit follows by DBT.

How do I check my status?

  • At the block or sub-divisional ARD office, which holds the rearer register and the selection list for your area.
  • At the office of the Deputy Director of ARDD for your district. The department publishes district-wise contact numbers for these officers.
  • In your bank passbook once selection is confirmed. The honorarium arrives as a DBT credit of Rs 6,000, so look for that entry rather than waiting for a message.

Common reasons a family is left out

  • Not on the block rearer register. If the block office has no record of your rearing, there is nothing to assess.
  • Rearing could not be verified at the field visit, animals sold or gone before the officer arrived.
  • District target already filled. Around 5,000 families were targeted statewide in 2024-25; Tripura has eight districts and 58 blocks, so a block's share is small and a genuine rearer can miss out on numbers alone.
  • Bank account not Aadhaar-seeded, so the DBT would fail. Get the seeding done at the branch before the list is finalised.
  • Applied under the wrong component. A family whose animal died should be claiming compensation of up to Rs 20,000 under the unnatural-death component, not the Samman Nidhi.

Key dates and rounds

Prani Palak Samman Nidhi runs on the financial year cycle, with a fresh target and a fresh beneficiary list each year:

  • 2023-24: 3,006 progressive livestock-rearing families honoured at Rs 6,000 each.
  • 2024-25: about 5,000 families targeted at Rs 6,000 each; Rs 11 crore allocated to the department for Mukhyamantri Prani Sampad Bikas Yojana as a whole; second-phase distribution held on 29 November 2024 at Pragna Bhavan, Agartala.

The department does not publish a public last date for applications, because selection is made from its own field registers. The practical deadline is whenever your block office finalises its list for the year, which is why getting onto the register early matters more than any form.

Where do I complain or get help?

  • Animal Resource Development Department, Government of Tripura, Prani Sampad Bikash Bhawan, Pandit Nehru Complex, Gurkhabusti, PO Kunjaban, PIN 799006, West Tripura. Phone +91-381-2323611, email ardd.tripura@gmail.com.
  • Deputy Director of ARDD for your district, the correct first escalation for a selection or verification dispute. The department publishes these numbers on its contact page.
  • Tripura CM Helpline 1905 for a general state grievance.
  • Online Public Grievance portal at grievance.tripura.gov.in for a written, trackable complaint.

The honorarium is free money to the rearer with no purchase condition. No official or intermediary may demand a share of the Rs 6,000 or a payment for inclusion in the list.

Frequently asked questions

How much does Prani Palak Samman Nidhi pay?

Rs 6,000 per family, paid through Direct Benefit Transfer. The Chief Minister confirmed the figure at the second-phase distribution programme at Pragna Bhavan, Agartala on 29 November 2024, and the same Rs 6,000 per-family rate applied in the 2023-24 round.

How many families receive the Samman Nidhi?

3,006 progressive livestock-rearing families received the honorarium in 2023-24, and about 5,000 families were to be honoured in 2024-25. The Animal Resource Development Department was allocated Rs 11 crore in 2024-25 to implement Mukhyamantri Prani Sampad Bikas Yojana as a whole.

Who runs the scheme?

The Animal Resources Development Department, Government of Tripura, runs it, from Prani Sampad Bikash Bhawan, Pandit Nehru Complex, Gurkhabusti, Kunjaban, West Tripura. District Deputy Directors and block-level ARD offices do the selection and verification.

Is the Samman Nidhi a loan or a subsidy?

Neither. Prani Palak Samman Nidhi is an honorarium — a recognition payment to progressive livestock rearers, meant to encourage animal rearing. There is nothing to repay and it is not tied to the purchase of a specific animal or input.

How is Prani Palak Samman Nidhi different from the rest of Mukhyamantri Prani Sampad Bikas Yojana?

Prani Palak Samman Nidhi is the cash honorarium component; the rest of the parent scheme delivers physical inputs and compensation. Other components distribute improved-breed chickens and ducks with rearing aids, run a calf growth meal scheme, and compensate families for the unnatural death of household animals or birds.

Where do I apply?

At your block or sub-divisional Animal Resource Development office, which maintains the rearer lists from which beneficiaries are selected. The scheme is onboarded on the Tripura State DBT Portal, but selection happens through the department's field offices.

Can a family receive the honorarium more than once?

The department selects a fresh list of families each financial year against a target, so being honoured once does not create a standing entitlement for the following year. Selection is by department assessment, not by application queue.

Does the honorarium require me to buy anything?

No. The Rs 6,000 reaches the rearer's own bank account by DBT with no purchase condition attached. Any demand for a share of the amount, or for a payment to be included in the list, is corrupt and should be reported.
