Prime Minister's Employment Generation Programme (PMEGP) - Tripura
Tripura state government scheme
Prime Minister's Employment Generation Programme in Tripura gives a credit-linked margin money subsidy of 25 per cent in urban areas and 35 per cent in rural areas on new micro-enterprises costing up to Rs 50 lakh in manufacturing and Rs 20 lakh in services. Beneficiaries contribute only 5 per cent and apply online at kviconline.gov.in.
What is PMEGP in Tripura?
Prime Minister's Employment Generation Programme (PMEGP) is a credit-linked subsidy programme that helps a person in Tripura set up a new micro-enterprise with a bank loan, where a large part of the project cost is written down by a government subsidy called margin money. In Tripura the programme is presented and monitored by the Department of Industries and Commerce, which hosts a dedicated PMEGP section with guidelines, nodal contacts and the online application link.
PMEGP is not a cash handout. According to the Tripura Department of Industries and Commerce, the programme is implemented in the state through three agencies, the State office of the Khadi and Village Industries Commission (KVIC), the Tripura Khadi and Village Industries Board (KVIB), and the District Industries Centres (DICs). KVIC is the single national nodal agency. The applicant selects one of these agencies while filing the online form, and that agency carries the file through interview, bank sponsorship and subsidy claim.
The core idea is simple. A first-generation entrepreneur rarely has the margin money a bank asks for. PMEGP supplies that margin from public funds, so the applicant needs only a small own contribution and a workable project.
How much subsidy does PMEGP give?
The Tripura guidelines state the rates plainly:
| Location / case | Subsidy rate |
|---|---|
| Unit in a rural area | 35 per cent of project cost |
| Unit in an urban area | 25 per cent of project cost |
| Second financial assistance (expansion) | 20 per cent of project cost |
The ceilings on project cost are:
- Manufacturing sector: project cost up to Rs 50 lakh
- Service sector: project cost up to Rs 20 lakh
- Second assistance, manufacturing: project cost up to Rs 1 crore, with a maximum subsidy of Rs 20 lakh
- Second assistance, service: project cost up to Rs 25 lakh, with a maximum subsidy of Rs 5 lakh
The beneficiary's own contribution is 5 per cent of the project cost. The balance is the bank's term loan and working capital. There is no income ceiling for a PMEGP applicant, and no collateral security is required for loans up to Rs 10 lakh, which are normally routed through credit guarantee cover instead of a mortgage.
Margin money is not handed over as cash. The financing bank keeps it as a term deposit receipt in the borrower's loan account and adjusts it against the loan only after the unit completes the prescribed lock-in period and passes physical verification. An entrepreneur who shuts the unit early therefore loses the subsidy and has to repay the full loan.
Who is eligible for PMEGP in Tripura, and who is not eligible?
You can be considered if:
- You are an individual entrepreneur aged 18 years or above setting up a new micro-enterprise in Tripura.
- Your project falls in manufacturing within the Rs 50 lakh ceiling, or in the service sector within the Rs 20 lakh ceiling.
- You are willing to put in 5 per cent of the project cost yourself.
- You hold at least a Class VIII pass certificate, but only where your project exceeds Rs 10 lakh in manufacturing or Rs 5 lakh in service. Below those limits there is no education condition.
- You are a self-help group, including SHGs below the poverty line that have not availed benefit under another scheme. SHGs are expressly eligible in the Tripura guidelines.
- You are a charitable trust, a registered society or a production-based co-operative society, which are the institutional categories the national guidelines recognise.
You are not eligible if:
- Your unit is an existing business. PMEGP finances only new units.
- Your unit has already taken a subsidy under another government scheme, central or state, for the same activity.
- Your proposed activity falls in the negative list notified under the programme, which keeps out activities such as meat processing in prohibited forms, intoxicants, tobacco products and similar excluded trades.
- You want working capital or a loan against an already-installed plant. PMEGP is for a fresh project appraised as a whole.
Household income, caste and gender do not decide eligibility, but caste, gender and disability status can decide the rate of subsidy under the special category rules, and the rural or urban location of the unit decides whether 35 or 25 per cent applies.
How to apply for PMEGP in Tripura
- Open the PMEGP page of the Tripura Department of Industries and Commerce at industries.tripura.gov.in/pmegp and read the guidelines and the list of nodal contact persons for your district.
- Go to the PMEGP e-portal at kviconline.gov.in/pmegpeportal, which the department links from its "PMEGP Online Application" page, and register as an individual applicant.
- Fill the online application form with your Aadhaar number, address, category, education, the exact activity proposed, the district and block, and whether the unit will be rural or urban, this single field decides your subsidy rate.
- Upload the detailed project report, photograph, Aadhaar, education certificate where applicable, caste or special-category certificate, and the rural-area certificate if you are claiming the 35 per cent rate.
- Select the implementing agency: KVIC, Tripura KVIB or the District Industries Centre — and the preferred financing bank branch, then submit and save the application ID.
- Attend the district task force committee interview when called. The committee scores the project and the applicant and recommends the file to the bank.
- The bank appraises and sanctions the loan. Complete the Entrepreneurship Development Programme training when your agency schedules it, since the margin money claim is not lodged before training is done.
- After disbursement, the agency lodges the margin money claim with KVIC. The bank credits it as a term deposit against your loan account.
How to apply offline
- Visit the District Industries Centre in your district, or the Tripura Khadi and Village Industries Board office, with your project idea and identity documents.
- Ask the officer to help you file the application on the KVIC e-portal, filing is online, but district staff routinely assist walk-in applicants.
- Submit the physical set of documents to the same office so that the file can be placed before the district task force committee.
The Directorate of Industries and Commerce at Khejurbagan, Agartala 799006 is the state-level office to approach if your district office does not respond.
How do I check my PMEGP application status?
Log in to the same PMEGP e-portal account you used to apply. The dashboard shows the current stage, agency scrutiny, task force interview, bank sponsorship, sanction, disbursement, or margin money claim. For anything the portal does not explain, contact the district nodal officer listed on the Tripura department's PMEGP contact page, or the Directorate on +91-381-241-1021.
Why PMEGP applications get rejected
- Weak project report, costs not backed by quotations, or a turnover projection the bank cannot believe.
- Wrong rural or urban declaration, which the verification visit catches and which changes the subsidy rate.
- Activity on the negative list, spotted at agency scrutiny.
- Existing unit presented as new, discovered during physical verification.
- Another subsidy already taken for the same activity.
- EDP training not completed, which holds up the margin money claim even after the loan is disbursed.
- Absence from the task force interview, which usually sends the file to the next cycle.
The fix in most cases is to rework the project report with realistic costs and a bank-acceptable repayment schedule, and to reapply in the next cycle.
Key dates and grievance route
PMEGP runs all year; applications are received continuously and cleared in district task force cycles rather than against a single closing date. If a file is stuck, escalate in this order: the implementing agency officer, the General Manager of the District Industries Centre, then the Directorate of Industries and Commerce, Khejurbagan, Agartala 799006, phone +91-381-241-1021, email industrytripura@gmail.com. Grievances can also be lodged on the Tripura CM Helpline portal.
No agent can charge you for "getting your PMEGP file passed". The online application is free, and the subsidy reaches your loan account through the bank, never through an intermediary.

How much money must the beneficiary put in?

Is a Class VIII certificate compulsory for PMEGP?
No, a Class VIII pass certificate is required only for projects above Rs 10 lakh in manufacturing or above Rs 5 lakh in the service sector. Smaller projects have no minimum education requirement.
