What is the TIIPIS 2022 Standard Certification and Technology Know-how Subsidy?

TIIPIS 2022 Standard Certification and Technology Know-how Subsidy is the quality and technology component of the Tripura Industrial Investment Promotion Incentive Scheme, 2022, run by the Department of Industries and Commerce, Government of Tripura. TIIPIS 2022 came into effect on 1 April 2022 for a period of five years.

The head bundles two distinct benefits. According to the department's published scheme details, the first is "full reimbursement of fees/charges for obtaining of Standard Certifications & subsequent renewal in 12 selected areas issued by National and Inter-national Bodies." The second is "one time full reimbursement of fees payable for getting Technical know-how/Technology Transfer from any recognized national/international organizations."

Both target the same barrier: a small manufacturer in Tripura can make a good product and still be locked out of the buyers who would pay for it. Institutional purchasers, e-commerce platforms, government tenders and export buyers all ask for a recognised mark before they place an order. Certification costs money before it earns any, which is exactly why a unit at the margin skips it. TIIPIS 2022 removes that cost.

What exactly does the certification subsidy cover?

Standard certifications in 12 selected areas. The scheme reimburses the fees charged by national and international certifying bodies in twelve specified categories. The twelve areas are defined by the department, and a unit should get its intended standard confirmed by the District Industries Centre before paying the certifying body. The reimbursement follows the list, not the unit's expectations. Typical certifications a Tripura manufacturer pursues include the Bureau of Indian Standards licence, food safety certification for a processing unit, quality and environmental management system certification, and organic or export-oriented product certification.

Subsequent renewals. This is the quietly valuable half of the benefit. A system certification is not a one-time cost. It carries surveillance audits every year and a full recertification every three years, and the recurring bill is what persuades many small units to let the certificate lapse. Because TIIPIS 2022 covers renewal as well as first issue, a unit can keep its certification live through the scheme period without carrying the cost.

Technology know-how, once. The second limb reimburses in full the fee paid to a recognised national or international organisation for technical know-how or a technology transfer. This is the route by which a small Tripura unit can license a proven process, a food preservation technique from a national research institute, a rubber or bamboo processing method, a tested product design โ€” instead of developing one from scratch. The word to note is one time: a unit gets this benefit once, so it should be used on the technology that matters most.

Who is eligible, and who is not eligible?

Eligible claimants:

  • Eligible industrial units in Tripura holding an Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
  • Units obtaining or renewing a standard certification within the 12 selected areas from a national or international certifying body.
  • Units paying a fee for technical know-how or technology transfer to a recognised national or international organisation.
  • Units that have actually paid the fee and hold the invoice and payment proof.

Not eligible:

  • Individuals, consultants and certifying agents. The claim belongs to the industrial unit, not to whoever arranged or performed the certification.
  • Units without an Eligibility Certificate under TIIPIS 2022.
  • Certifications outside the 12 selected areas, however useful they may be commercially.
  • Certificates from bodies that are not recognised national or international certifying organisations.
  • A second technology know-how claim, since that benefit is expressly one time.
  • Fees paid outside the scheme's operative period, or fees a supplier or buyer paid on the unit's behalf.
  • Trading and resale businesses that are not eligible industrial units.

How to apply for the TIIPIS 2022 certification and know-how subsidy

  1. Obtain the Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
  2. Confirm the standard is covered: take the exact certification you intend to obtain to the District Industries Centre and get confirmation that it falls within the 12 selected areas. Doing this before you pay avoids the most common disappointment under this head.
  3. Engage the certifying body, complete the audit or testing, and obtain the certificate, keeping the scope and validity page.
  4. Pay the fee through banking channels and retain the invoice and payment proof. Cash payments to an agent are very hard to claim.
  5. For a technology claim, execute a written know-how or technology transfer agreement with the recognised organisation and keep the fee receipt.
  6. Get a chartered accountant certificate of the fees paid, and file the claim with the District Industries Centre with the Eligibility Certificate, certificate, invoice, payment proof and Udyam Registration. Register the application on the SWAAGAT state incentive portal at swaagat.tripura.gov.in.
  7. Receive the sanctioned reimbursement in the unit's bank account after verification.

How the claim is verified

The District Industries Centre matches the certificate to the fee invoice to the payment record, and checks that the certificate is in the name of the claiming unit for the premises covered by the Eligibility Certificate. A certificate issued to a group company, a proprietor personally, or an address the department has no record of is the usual reason a genuine claim stalls. For the technology limb, the department looks at whether the counterparty is a recognised organisation, an agreement with an unregistered private consultancy is unlikely to qualify.

What other TIIPIS 2022 incentives complement certification?

Certification pairs naturally with the market-facing heads of TIIPIS 2022: the Export Promotion Subsidy of 10 per cent on goods exported to Bangladesh up to Rs 50 lakh, and the Fair and Exhibition Participation Subsidy of 50 per cent up to Rs 1 lakh per event for a maximum of two fairs a year. A certified product shown at a trade fair and shipped across the border draws on all three heads at once. The scheme's 15 per cent procurement preference for local manufacturers in state government tenders, subject to 20 per cent value addition within Tripura, is also usually unusable without the right certification in hand.

On the cost side, the same Eligibility Certificate supports the Capital Investment Subsidy, the Industrial Promotion Subsidy on net GST, the Power Charges Subsidy, Interest Reimbursement on Term Loans, the Employment Cost Subsidy, the State Transport Subsidy and the CGTMSE Guarantee Fee Subsidy.

Why certification subsidy claims get rejected

  • Standard not among the 12 selected areas, discovered only after payment.
  • Certificate in a name or at an address other than the eligible unit's.
  • Fee paid in cash or to an intermediary without a proper invoice.
  • Certifying body not recognised as a national or international body.
  • Second technology know-how claim, which the one-time rule blocks.
  • No Eligibility Certificate, or one that does not cover the period.
  • Consultancy retainer claimed as a certification fee.

Key dates and grievance route

TIIPIS 2022 runs for five years from 1 April 2022. Certification claims can be filed as each fee is paid, and units holding annually renewed certifications should claim every cycle rather than waiting for the certificate to expire.

Frequently asked questions

What does the TIIPIS 2022 certification subsidy reimburse?

TIIPIS 2022 gives full reimbursement of the fees or charges for obtaining standard certifications, and their subsequent renewal, in 12 selected areas issued by national and international bodies, according to the scheme details published by the Tripura Department of Industries and Commerce.

Are renewals covered or only the first certification?

Renewals are covered. The scheme text specifically mentions obtaining standard certifications and their subsequent renewal, which matters because most system certifications carry annual surveillance and a three-year renewal cycle.

What is the technology know-how part of this incentive?

It is a one-time full reimbursement of the fees payable for getting technical know-how or a technology transfer from any recognised national or international organisation. Unlike the certification benefit, it is available once, not repeatedly.

How many certification areas are covered?

The scheme covers 12 selected areas of standard certification. A unit should confirm with its District Industries Centre that the specific standard it plans to obtain falls inside that list before paying the certifying body.

Is there a rupee ceiling on this reimbursement?

The published TIIPIS 2022 scheme details describe the reimbursement as full for this head without naming a separate rupee ceiling. A unit should confirm the operative limit with the District Industries Centre before budgeting on it.

Can an individual consultant claim this subsidy?

No. The claim belongs to the eligible industrial unit that obtained the certification and paid the fee, not to a consultant, an auditor or any individual.

Does the subsidy cover consultancy charges for getting certified?

The scheme text refers to the fees and charges for obtaining the certification and its renewal. Separate consultancy retainers are not expressly named, so a unit should clarify what its District Industries Centre will admit before engaging a consultant.

Why does certification matter for a Tripura unit?

Certification is usually the entry ticket to institutional buyers, government tenders and export orders, including buyers across the border in Bangladesh. A Tripura unit that wants to sell outside its own district generally needs a recognised standard mark first.
