What is the TIIPIS 2022 Industrial Promotion Subsidy?

TIIPIS 2022 Industrial Promotion Subsidy is the GST reimbursement component of the Tripura Industrial Investment Promotion Incentive Scheme, 2022, administered by the Department of Industries and Commerce, Government of Tripura. According to the department's published scheme details, the incentive provides "100 per cent reimbursement of the net amount (net of input taxes) of the Goods and Services Tax" paid by an eligible industrial unit.

TIIPIS 2022 took effect on 1 April 2022 for a period of five years. Where the Capital Investment Subsidy under the same scheme cushions the one-time cost of building a plant, the Industrial Promotion Subsidy works on the running cost of operating it. For a manufacturer in Tripura, the tax discharged in cash every month is a real drain on working capital, and this incentive returns it.

The word "net" carries the whole design. Reimbursement is of the tax the unit actually pays out of pocket after input tax credit is set off; not the gross tax charged on the invoice. A unit with large input credits therefore receives a smaller reimbursement, because it has borne less tax in cash.

How much GST reimbursement does a unit get?

Sector Reimbursement Annual ceiling
Non-thrust sector 100 per cent of net GST paid Rs 80 lakh per enterprise per year
Thrust sector 100 per cent of net GST paid Rs 125 lakh per enterprise per year

On top of the annual ceiling sits a lifetime brake: the department states that the "aggregating limit of entitlement of an enterprise for 5 years shall not be exceeding to 150 per cent value of investment made in plant and machinery."

That clause matters more than most promoters expect. A unit that has invested Rs 2 crore in plant and machinery has a five-year entitlement of Rs 3 crore in total, no matter how much net GST it pays. A thrust sector unit drawing the full Rs 125 lakh annual ceiling would exhaust that Rs 3 crore in under two and a half years. The practical reading is that the incentive rewards capital-intensive manufacturing, not high-turnover, low-investment assembly.

Three numbers therefore decide any claim: the net GST paid in the year, the annual ceiling for the sector, and the balance left under the 150 per cent lifetime cap. The sanction is the lowest of the three.

Who is eligible for the Industrial Promotion Subsidy, and who is not eligible?

Eligible claimants:

  • Eligible industrial units set up in Tripura within the TIIPIS 2022 operative period that hold an Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
  • Units registered under GST in Tripura and filing returns regularly.
  • Thrust sector units, which draw the higher Rs 125 lakh annual ceiling.
  • Non-thrust sector units, at the Rs 80 lakh annual ceiling.

Not eligible:

  • Units without an Eligibility Certificate under TIIPIS 2022.
  • Trading, resale and pure service establishments that are not eligible industrial units under the scheme.
  • Units claiming tax discharged through input tax credit rather than paid in cash, that portion is outside the definition of the net amount.
  • Units that have exhausted the 150 per cent of plant and machinery entitlement, even if they are still inside the five-year window.
  • Individuals seeking a personal benefit. There is no household or citizen application under this incentive.
  • Units with defective or unfiled GST returns, since the return is the evidence base for the claim.

How to apply for the TIIPIS 2022 GST reimbursement

  1. Obtain the Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre. Do this as soon as commercial production starts, not at the end of the year.
  2. Keep GST compliance clean through the year, file GSTR-3B and the annual return on time, and preserve every cash payment challan. A claim cannot be reconstructed later from a broken return history.
  3. Get a chartered accountant certificate of the net GST paid in cash for the claim year, and a separate certificate of the investment in plant and machinery, which fixes the 150 per cent lifetime ceiling.
  4. File the annual claim with the District Industries Centre, attaching the Eligibility Certificate, GST registration, returns, challans, both CA certificates and the Udyam Registration.
  5. Register and track the application on the SWAAGAT state incentive portal at swaagat.tripura.gov.in, which the department lists as the state incentive portal for industrial applications.
  6. Answer the department's reconciliation queries. The usual one is a mismatch between the challan total and the CA certificate.
  7. Receive the sanction and the reimbursement in the unit's bank account.

How is the claim computed in practice?

The District Industries Centre starts from the GST returns for the year, deducts the tax discharged through input tax credit, and arrives at the cash-paid figure. That figure is compared with the sector ceiling — Rs 80 lakh or Rs 125 lakh, and then against the unclaimed balance of the 150 per cent plant and machinery cap. Whichever is smallest becomes the sanction.

Units should maintain a simple running ledger of entitlement drawn against the lifetime cap. Departments do check the cumulative position, and a claim filed without regard to it is re-computed downward rather than rejected outright.

What other TIIPIS 2022 incentives run alongside this one?

The same Eligibility Certificate supports the Capital Investment Subsidy on fixed assets, the Power Charges Subsidy, Interest Reimbursement on Term Loans at 4 or 5 per cent, the Employment Cost Subsidy covering employer EPF and ESI contributions, the Export Promotion Subsidy on exports to Bangladesh, the State Transport Subsidy, the CGTMSE Guarantee Fee Subsidy, the Standard Certification and Technology Know-how Subsidy, and the Fair and Exhibition Participation Subsidy. TIIPIS 2022 also gives 15 per cent procurement preference to local manufacturers in state government tenders, subject to 20 per cent value addition within Tripura, which is a market advantage rather than a cash subsidy, and is often the more valuable of the two.

What is the Eligibility Certificate, and how is it obtained?

The Eligibility Certificate under TIIPIS 2022 is the document that formally recognises a unit as entitled to claim under the scheme, and the Department of Industries and Commerce states that enterprises must obtain it from the concerned District Industries Centre. Practically, a unit applies after commercial production begins, producing its Udyam Registration, constitution documents, land or premises papers, the list of plant and machinery installed, the first GST returns and evidence of the date of commencement of commercial production. The District Industries Centre inspects the unit and issues the certificate recording the enterprise category, the date of commencement, and whether the unit is classified in the thrust or non-thrust sector.

That classification is not a formality. It decides the annual ceiling on this very claim; Rs 125 lakh instead of Rs 80 lakh, as well as the rate on the capital investment, power and interest heads. A unit that believes its product belongs in a thrust category should argue the point at the certificate stage, when the record is being created, rather than at the claim stage, when the department is simply reading a certificate it has already issued.

Applications for state incentives are also registered on the SWAAGAT portal at swaagat.tripura.gov.in, which the Department of Industries and Commerce lists as the state incentive portal alongside the central incentive portal for North East industrial schemes.

Why GST reimbursement claims get reduced or rejected

  • Gross GST claimed instead of net, the single most common error.
  • Missing cash payment challans for part of the year.
  • Late or unfiled GST returns, which break the audit trail.
  • No Eligibility Certificate, or a certificate that does not cover the claim year.
  • Lifetime 150 per cent cap already exhausted.
  • Thrust sector ceiling claimed by a non-thrust unit, leading to re-computation at Rs 80 lakh.
  • Turnover in the audited accounts inconsistent with the GST returns.

Key dates and grievance route

TIIPIS 2022 runs for five years from 1 April 2022. The Industrial Promotion Subsidy is claimed year by year after the year's GST position is settled, so a unit should build the claim into its annual compliance calendar alongside the income tax audit.

Frequently asked questions

How much GST does TIIPIS 2022 reimburse?

TIIPIS 2022 reimburses 100 per cent of the net amount of Goods and Services Tax, net of input taxes, paid by an eligible industrial unit in Tripura. The reimbursement is capped at Rs 80 lakh per enterprise per year for the non-thrust sector and Rs 125 lakh for the thrust sector.

Is there a total limit across the five years?

Yes. The aggregate entitlement of an enterprise over five years cannot exceed 150 per cent of the value of investment made in plant and machinery, as stated in the scheme details published by the Tripura Department of Industries and Commerce.

Does the scheme reimburse the full GST or only part of it?

The scheme reimburses the net amount — the tax paid after input tax credit is set off. Tax discharged out of input credit is not reimbursed, because the unit has not borne it in cash.

For how long can a unit claim the Industrial Promotion Subsidy?

The entitlement is framed over five years, running with the TIIPIS 2022 scheme period that began on 1 April 2022, subject to the annual ceilings and the 150 per cent aggregate cap.

What is the first step to claim GST reimbursement in Tripura?

Obtain the Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre. Every incentive claim under the scheme, including this one, is built on that certificate.

Can a trading firm claim this GST reimbursement?

No. The Industrial Promotion Subsidy is for eligible industrial units that manufacture in Tripura and hold an Eligibility Certificate under TIIPIS 2022. A pure trading or resale business is not eligible.

Can an individual apply for this subsidy?

No. This is an enterprise incentive, not a personal benefit. An individual can access it only as the proprietor or promoter of an eligible industrial unit.

Does the GST department pay the reimbursement?

No. The reimbursement is paid by the Department of Industries and Commerce out of state incentive funds, against a claim processed by the District Industries Centre. The GST return only supplies the evidence.
