TIIPIS 2022 - State Transport Subsidy
Tripura state government scheme
TIIPIS 2022 State Transport Subsidy reimburses 50 per cent of the transportation cost of secondary raw materials for local resource-based industries in Tripura, and of raw materials used by packaging industries to make packaging materials. Eligible units claim it from the District Industries Centre under the scheme that began on 1 April 2022.
What is the TIIPIS 2022 State Transport Subsidy?
TIIPIS 2022 State Transport Subsidy is the freight component of the Tripura Industrial Investment Promotion Incentive Scheme, 2022, administered by the Department of Industries and Commerce, Government of Tripura. The scheme came into effect on 1 April 2022 for a period of five years.
According to the department's published scheme details, the incentive provides "50% reimbursement of transportation cost of secondary raw materials for local resource based industry and raw materials required for manufacturing of packaging materials in the packaging industries in the State."
Freight is the structural disadvantage of manufacturing in Tripura. The state sits at the end of a long and narrow land route through the Siliguri corridor, and anything brought in from mainland India carries a transport cost that a unit in Gujarat or Tamil Nadu simply does not pay. That cost lands on the input side, before a single item has been sold. The State Transport Subsidy attacks precisely that: it halves the freight on the inputs a specified class of unit has to bring in.
Note carefully that this is not a general freight subsidy. It is drawn tightly around two situations: secondary raw materials for local resource-based industry, and raw materials for packaging manufacture.
Which units and which materials does the subsidy cover?
Local resource-based industry, secondary raw materials. A resource-based unit is one built around a raw material Tripura itself produces; bamboo, rubber, tea, agricultural and horticultural produce, natural gas-linked products, minor minerals. The primary resource is local and therefore carries little freight. But converting it into a finished product almost always needs secondary inputs brought in from outside: chemicals, adhesives, dyes, fittings, components, consumables. Those are the materials this head subsidises, and they are often what makes the difference between a viable and an unviable local processing unit.
Packaging industries, raw materials for packaging manufacture. Packaging is treated as a special case for a good reason. Almost every processed product from Tripura — food, tea, rubber goods, handicrafts; needs a box, a film, a jar or a label before it can leave the state. If packaging material has to be trucked in finished from outside, every downstream manufacturer pays that freight. By subsidising the raw materials that go into making packaging inside Tripura, the state cuts the cost for an entire chain of units rather than one.
The rate is 50 per cent of the transportation cost. The published scheme details for this head state the rate without naming a separate rupee ceiling, so a unit should confirm the operative limit and the admissible route with its District Industries Centre before treating the benefit as open-ended.
Who is eligible for the State Transport Subsidy, and who is not eligible?
Eligible claimants:
- Local resource-based industrial units in Tripura bringing in secondary raw materials for processing a locally available resource.
- Packaging industries in Tripura bringing in the raw materials they use to manufacture packaging materials.
- Units holding an Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
- Units that have actually paid the freight and hold consignment notes and transporter bills for it.
Not eligible:
- Individuals and households. TIIPIS 2022 is an industrial incentive with no citizen application.
- Transporters and logistics firms. The claim belongs to the manufacturing unit that bore the cost, not to the carrier that earned it.
- Manufacturers outside the two specified categories. A general engineering or assembly unit that is neither resource-based nor a packaging manufacturer is not covered by this head.
- Freight on finished goods moved out to customers, which the incentive does not cover.
- Trading purchases and material not consumed in the unit's own production.
- Cash freight without consignment notes, which leaves nothing to verify.
- Consignments moved outside the scheme's operative period.
How to apply for the TIIPIS 2022 State Transport Subsidy
- Obtain the Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre, and confirm in writing that your unit is classified as a local resource-based industry or a packaging industry, this classification is what makes the freight claim admissible.
- Move every consignment on proper documentation. Insist on a consignment note or lorry receipt from the transporter showing origin, destination, weight and freight amount. This single habit decides whether a claim can be filed at all.
- Pay freight through banking channels and keep the transporter's bills with the payment record.
- Maintain a stock and consumption register linking each inward consignment to the material actually used in production.
- Get a chartered accountant certificate consolidating the transportation cost paid for the claim period.
- File the claim with the District Industries Centre with the Eligibility Certificate, consignment notes, freight bills, purchase invoices, CA certificate and Udyam Registration, and register the application on the SWAAGAT state incentive portal at swaagat.tripura.gov.in.
- Answer verification queries and receive the sanctioned reimbursement in the unit's bank account.
How is the freight claim verified?
The District Industries Centre matches the consignment note against the purchase invoice for the same material and against the stock register entry showing it was received and consumed. Freight paid for a consignment that never appears in the stock register is the classic disallowance. Where a single truck carries material for more than one unit, or mixes raw material with non-eligible goods, the freight has to be apportioned and the basis of apportionment shown.
What other TIIPIS 2022 incentives apply to the same unit?
The same Eligibility Certificate supports the Capital Investment Subsidy of 30 to 40 per cent on fixed capital investment, the Industrial Promotion Subsidy reimbursing net GST, the Power Charges Subsidy, Interest Reimbursement on Term Loans at 4 or 5 per cent, the Employment Cost Subsidy covering employer EPF and ESI contributions, the Export Promotion Subsidy of 10 per cent on goods exported to Bangladesh, the CGTMSE Guarantee Fee Subsidy, the Standard Certification and Technology Know-how Subsidy, and the Fair and Exhibition Participation Subsidy. For a resource-based unit, the transport and power heads together often outweigh the one-time capital subsidy over the life of the scheme.
Why transport subsidy claims get reduced or rejected
- No consignment note, only a cash payment to a truck operator.
- Unit not classified as a local resource-based or packaging industry.
- Outward freight on finished goods included in the claim.
- Material not traceable to the stock and consumption register.
- Freight paid by the supplier, not by the claiming unit, so the cost was never the unit's expenditure.
- No Eligibility Certificate, or one that does not cover the claim period.
- Mixed consignments claimed in full without apportionment.
Key dates and grievance route
TIIPIS 2022 runs for five years from 1 April 2022. Freight claims relate to consignments moved inside that window. Because transport documents are the easiest papers in a factory to lose, units should file at regular intervals and keep a dedicated consignment file rather than reconstructing a year of movements at the end.

Frequently asked questions
How much transport subsidy does TIIPIS 2022 give?
TIIPIS 2022 gives 50 per cent reimbursement of the transportation cost of secondary raw materials for local resource-based industry, and of raw materials required for manufacturing packaging materials in packaging industries in the state, according to the scheme details published by the Tripura Department of Industries and Commerce.
Which industries can claim the state transport subsidy?
Two categories can claim it — local resource-based industries moving secondary raw materials, and packaging industries moving the raw materials they need to manufacture packaging materials. The incentive is not a general freight subsidy for all manufacturers.
Does the subsidy cover the transport of finished goods?
No. The published incentive covers transportation of raw materials, not the outward movement of finished products to customers.
Is there a rupee ceiling on the transport subsidy?
The published TIIPIS 2022 scheme details state the incentive as 50 per cent reimbursement of transportation cost without naming a separate rupee ceiling for this head. A unit should confirm the operative limit with its District Industries Centre before budgeting on it.
What is a secondary raw material?
A secondary raw material is an input a resource-based unit uses alongside the local primary resource it processes — for instance the chemicals, consumables or components brought in to convert a locally available raw material into a finished product.
Can an individual or a transporter claim this subsidy?
No. The claim belongs to the eligible industrial unit that incurred the freight cost and holds the Eligibility Certificate under TIIPIS 2022, not to the transporter and not to any individual.
What documents prove the freight cost?
Consignment notes or lorry receipts, the transporter's freight bills, and the bank payment record together prove the cost. Cash freight without a consignment note is very difficult to claim.
How long does the transport subsidy run?
TIIPIS 2022 became effective on 1 April 2022 for a period of five years, and freight claims relate to consignments moved inside that window.
