TIIPIS 2022 - Employment Cost Subsidy
Tripura state government scheme
TIIPIS 2022 Employment Cost Subsidy reimburses 100 per cent of what an MSME in Tripura spends on employer contributions to the Employees' Provident Fund and the Employees' State Insurance Scheme, provided the unit employs 20 or more persons who are domiciled in the state. Claims go to the District Industries Centre.
What is the TIIPIS 2022 Employment Cost Subsidy?
TIIPIS 2022 Employment Cost Subsidy is the labour-cost component of the Tripura Industrial Investment Promotion Incentive Scheme, 2022, run by the Department of Industries and Commerce, Government of Tripura. TIIPIS 2022 came into effect on 1 April 2022 for a period of five years.
According to the department's published scheme details, the incentive provides "100% reimbursement of expenditure to MSMEs on account of contribution made towards Employee's Provident Fund and Employee's State Insurance Scheme on employment of 20 or more persons who are domicile of the State."
Two policy intentions sit inside that sentence. The first is to make formal employment cheaper. Employer contributions to EPF and ESI are a real addition to the wage bill, and small manufacturers across India respond by keeping workers off the books. By refunding the employer share entirely, Tripura removes the financial reason to stay informal. The worker gets a provident fund account and health cover, and the enterprise pays nothing net for it.
The second intention is local hiring. The threshold counts only persons who are domiciles of the State. A unit that staffs itself from outside Tripura does not reach the 20 mark and does not get the money.
How much does the Employment Cost Subsidy pay?
The reimbursement is 100 per cent of the employer's contribution to two statutory funds:
- Employees' Provident Fund. The employer share deposited every month through the Electronic Challan cum Return.
- Employees' State Insurance Scheme, the employer share of ESI contribution.
The published scheme details state the reimbursement as full, without naming a separate rupee ceiling for this head. For a unit with 25 workers on modest wages, the employer EPF and ESI burden typically runs to a few lakh rupees a year, and the subsidy returns that in full: money that goes straight to In short without any change in what the worker receives.
What is not reimbursed is equally important. The employee's own deduction is not the enterprise's expenditure and is not refunded. Administrative and inspection charges, penalties, damages under Section 14B and interest on late deposit are penalties for non-compliance, not contributions, and a unit should not build them into a claim.
Who is eligible for the Employment Cost Subsidy, and who is not eligible?
Eligible claimants:
- Micro, small and medium enterprises in Tripura holding Udyam Registration.
- Units holding an Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
- Units employing 20 or more persons who are domiciles of Tripura.
- Units registered under the EPF and ESI Acts and depositing contributions regularly.
Not eligible:
- Employees and workers. The subsidy is paid to the enterprise; an individual worker cannot apply and receives nothing directly.
- Units employing fewer than 20 Tripura domiciles, even if total headcount including workers from other states is higher.
- Units without an Eligibility Certificate under TIIPIS 2022.
- Units not registered under EPF and ESI, or with contributions in arrears.
- Claims for the employee's own share, penalties, damages or interest.
- Contributions deposited outside the scheme's operative period.
Whether large units outside the MSME definition can claim under this head is not established by the published scheme details, which frame the incentive around MSMEs. A large unit should take that question to the District Industries Centre rather than assume eligibility.
How to apply for the TIIPIS 2022 Employment Cost Subsidy
- Register the unit under the EPF and ESI Acts and start depositing the employer contributions in the normal statutory way. There is nothing to reimburse until contributions have actually been paid.
- Obtain the Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
- Build the domicile record. Collect residence or domicile evidence for each Tripura employee and maintain a headcount statement showing that 20 or more qualifying persons are on the rolls each month.
- Assemble the contribution evidence — monthly EPF ECR challans, ESI contribution challans, the employee list with UAN and ESIC numbers, and the wage register.
- Get a chartered accountant certificate consolidating the employer share of EPF and ESI paid for the claim period.
- File the claim with the District Industries Centre and register it on the SWAAGAT state incentive portal at swaagat.tripura.gov.in.
- Cooperate with verification. The department may cross-check the headcount against the wage register and inspect the premises, and receive the reimbursement in the unit's bank account.
How is the 20-employee condition tested?
The department reads the monthly EPF return as the primary headcount record, because it is a statutory filing that cannot be created retrospectively. The domicile question is settled from the employees' own residence documents. A unit whose qualifying headcount fluctuates around 20 should therefore watch the monthly ECR carefully: a month in which only 18 Tripura domiciles appear on the return is a month the department can question.
Units that use contract labour through a licensed contractor should note that contributions deposited under the contractor's own code are the contractor's expenditure, not the principal employer's, and are not straightforwardly claimable by the unit.
What other TIIPIS 2022 incentives run alongside?
The same Eligibility Certificate supports the Capital Investment Subsidy of 30 to 40 per cent on fixed capital investment, the Industrial Promotion Subsidy reimbursing net GST, the Power Charges Subsidy, Interest Reimbursement on Term Loans, the Export Promotion Subsidy for goods exported to Bangladesh, the State Transport Subsidy on raw material freight, the CGTMSE Guarantee Fee Subsidy, the Standard Certification and Technology Know-how Subsidy, and the Fair and Exhibition Participation Subsidy. TIIPIS 2022 additionally gives 15 per cent procurement preference to local manufacturers in state government tenders where 20 per cent value addition happens within Tripura.
What the subsidy means for a worker in Tripura
Employment Cost Subsidy is paid to the enterprise, but the worker is the reason it exists. When an eligible MSME enrols a worker under EPF and ESI, three things change for that person, and none of them are affected by the fact that the employer is later reimbursed.
The worker gets a Universal Account Number and a provident fund balance that accumulates with interest and follows them from job to job. The worker and their family get ESI medical cover, including treatment at ESIC facilities and cash benefits during sickness and maternity. And the employment itself becomes documented. A formal wage record that supports a bank loan application, a rental agreement or a future job.
For the enterprise, the calculation is unusually clean. The employer share is a real cost of formalising a workforce, and TIIPIS 2022 returns it in full. A unit weighing whether to bring twenty workers onto the rolls is therefore choosing between informality and a formal payroll that, on the contribution side, costs it nothing net. That is the whole point of placing this incentive inside an industrial scheme rather than a labour scheme.
Why employment cost subsidy claims get rejected
- Fewer than 20 Tripura domiciles on the EPF return for part of the claim period.
- No domicile evidence for employees counted towards the threshold.
- Employee share claimed along with the employer share.
- Penalties, damages and interest on late deposit included in the claim.
- Contributions deposited late or not at all, breaking the link to actual expenditure.
- No Eligibility Certificate, or one that does not cover the claim period.
- Wage register inconsistent with the ECR, which sends the file back for reconciliation.
Key dates and grievance route
TIIPIS 2022 runs for five years from 1 April 2022. Employment cost claims are made against contributions already deposited, so a unit should file at regular intervals rather than accumulating several years of challans, reconstructing an old headcount and domicile record is the hardest part of this claim.

Frequently asked questions
What does the TIIPIS 2022 Employment Cost Subsidy cover?
TIIPIS 2022 Employment Cost Subsidy gives 100 per cent reimbursement of an MSME's expenditure on contributions made towards the Employees' Provident Fund and the Employees' State Insurance Scheme, according to the scheme details published by the Tripura Department of Industries and Commerce.
How many employees must a unit have to qualify?
The unit must employ 20 or more persons who are domiciles of Tripura. Employees from outside the state may work at the unit, but they do not count towards the threshold of 20.
Is the employee's own contribution reimbursed too?
No. The subsidy is on the expenditure the enterprise incurs on account of contributions it makes — the employer share. The employee's own deduction is the employee's money and is not reimbursed to the employer.
Which enterprises can claim the Employment Cost Subsidy?
MSMEs — micro, small and medium enterprises — in Tripura that hold an Eligibility Certificate under TIIPIS 2022 and meet the 20-employee domicile condition can claim it.
Can an employee apply for this subsidy?
No. The Employment Cost Subsidy is paid to the enterprise, not to workers. An employee cannot apply, and the reimbursement does not change what is credited to the employee's PF account.
Does the unit still have to deposit EPF and ESI on time?
Yes. The scheme reimburses contributions already made, so the unit must first register, deduct and deposit under the EPF and ESI laws in the normal way. Late or unpaid contributions cannot be claimed.
How long does the subsidy run?
TIIPIS 2022 became effective from 1 April 2022 for a period of five years, and the employment cost claim is made within that window against contributions deposited during the period.
What if headcount falls below 20 during the year?
The 20-domicile-employee condition is the qualifying test for the incentive, so a unit whose qualifying headcount falls below it risks the claim for that period being disallowed. Keep the monthly ECR record, which is what the department reads.
