What is the TIIPIS 2022 Power Charges Subsidy?

TIIPIS 2022 Power Charges Subsidy is the electricity component of the Tripura Industrial Investment Promotion Incentive Scheme, 2022, run by the Department of Industries and Commerce, Government of Tripura. The scheme came into effect on 1 April 2022 for a period of five years.

Power is one of the two or three biggest recurring costs for a manufacturer, and in a state where freight already inflates input costs, an unsubsidised electricity bill can decide whether a unit is viable. TIIPIS 2022 addresses this directly by reimbursing a part of what an industrial unit pays for electricity, and it does so through two different formulas depending on how big the connection is.

According to the department's published scheme details, "power charges will be provided to industrial units having connected load of above 20 HP @ Rs.5.00 per unit without any upper ceiling," while "industrial units having connected load up to 20 HP shall be reimbursed @ 25% of the power charges actually paid, subject to an upper ceiling of Rs.15 lakhs for non-thrust sector and Rs.25 lakhs for thrust sector enterprise per annum."

How much power subsidy does a unit actually get?

Connected load Basis of subsidy Ceiling
Above 20 HP Rs 5.00 per unit of electricity consumed No upper ceiling
Up to 20 HP, non-thrust sector 25 per cent of power charges actually paid Rs 15 lakh per annum
Up to 20 HP, thrust sector 25 per cent of power charges actually paid Rs 25 lakh per annum

The 20 HP line is the most consequential number in this incentive, because the two sides of it work in completely different ways.

Above 20 HP the subsidy is volumetric and uncapped. Rs 5 per unit consumed, with no annual ceiling at all, is an unusually open-ended benefit and the strongest signal in TIIPIS 2022 that Tripura wants power-intensive manufacturing. A unit drawing, say, 30,000 units a month earns roughly Rs 1.5 lakh a month in reimbursement on that formula alone. Because the rate is per unit rather than a percentage, the benefit also does not shrink if the tariff falls.

Up to 20 HP the subsidy is proportional and capped. Twenty-five per cent of the bill is meaningful for a small workshop but is bounded at Rs 15 lakh or Rs 25 lakh a year depending on sector classification. A small unit would have to be paying Rs 60 lakh a year in power charges to reach the Rs 15 lakh cap, so in practice the ceiling rarely binds for genuinely small units.

A promoter sizing a new connection should therefore look carefully at where the load lands. A unit that genuinely needs more than 20 HP should not artificially hold the sanctioned load below the line, since the uncapped per-unit rate is usually the better of the two.

Who is eligible for the Power Charges Subsidy, and who is not eligible?

Eligible claimants:

  • Eligible industrial units in Tripura holding an Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
  • Units with an industrial power connection in the name of the enterprise.
  • Thrust sector enterprises up to 20 HP, which get the higher Rs 25 lakh annual cap.
  • Non-thrust sector enterprises up to 20 HP, at the Rs 15 lakh cap.
  • Any eligible unit above 20 HP, which qualifies for the uncapped Rs 5 per unit rate.

Not eligible:

  • Domestic and commercial consumers. This is an industrial incentive; a household, shop or office connection is outside the scheme.
  • Units without an Eligibility Certificate under TIIPIS 2022.
  • Individuals seeking a personal electricity concession. There is no citizen application under this incentive.
  • Bills that have not been paid. The scheme reimburses charges actually paid, so outstanding dues cannot be claimed.
  • Connections in a name other than the enterprise, which break the link between the bill and the eligible unit.
  • Units outside the operative period of the scheme.

How to apply for the TIIPIS 2022 Power Charges Subsidy

  1. Obtain the Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre, this is the prerequisite for every claim under the scheme.
  2. Confirm your sanctioned connected load in HP from the connection document, because that figure decides whether your claim is computed at Rs 5 per unit or at 25 per cent of the bill.
  3. Pay every electricity bill on time and keep the paid receipts for the whole claim period. Unpaid bills do not enter the claim.
  4. Prepare the claim statement listing each bill, the units consumed and the amount paid, and get a chartered accountant certificate consolidating the totals.
  5. File the claim with the District Industries Centre with the Eligibility Certificate, connection document, bills, payment proof, CA certificate and Udyam Registration, and register it on the SWAAGAT state incentive portal at swaagat.tripura.gov.in.
  6. Respond to verification, the department checks the connected load against the bills and may inspect the installation.
  7. Receive the sanction and the reimbursement into the unit's bank account.

How is the claim verified?

The District Industries Centre matches three things: the connected load on the connection document, the units consumed on the electricity bills, and the payments in the bank statement. Where the load changed mid-year โ€” for example a unit enhanced its connection from 18 HP to 25 HP. The claim has to be split, with the pre-enhancement months computed at 25 per cent and the post-enhancement months at Rs 5 per unit. Units that expect a load change should keep the enhancement order with the claim file, as it is the document most often missing.

What other TIIPIS 2022 incentives apply to the same unit?

The Eligibility Certificate that supports this claim also supports the Capital Investment Subsidy of 30 to 40 per cent on fixed capital investment, the Industrial Promotion Subsidy reimbursing net GST, Interest Reimbursement on Term Loans, the Employment Cost Subsidy covering employer EPF and ESI contributions, the Export Promotion Subsidy for exports to Bangladesh, the State Transport Subsidy, the CGTMSE Guarantee Fee Subsidy, the Standard Certification and Technology Know-how Subsidy, and the Fair and Exhibition Participation Subsidy. For a power-intensive unit, the uncapped power subsidy is frequently larger over five years than the one-time capital subsidy.

Why power charges subsidy claims get reduced

  • Wrong formula applied. A unit up to 20 HP claiming Rs 5 per unit, or a unit above 20 HP claiming 25 per cent.
  • Unpaid or partly paid bills included in the claim.
  • Connection in the proprietor's personal name rather than the enterprise's.
  • Load enhancement not documented, so the department cannot split the period.
  • No Eligibility Certificate, or one that does not cover the claim period.
  • Annual ceiling exceeded by a small unit claiming beyond Rs 15 lakh or Rs 25 lakh.
  • Arithmetic in the CA certificate not matching the bills, which sends the file back for re-computation.

Key dates and grievance route

TIIPIS 2022 runs for five years from 1 April 2022. Power charge claims are filed periodically against paid bills rather than against a single annual deadline, but units should not let bills accumulate for years before claiming: older claims are harder to reconcile and the operative period is finite.

For grievances, contact the General Manager of the District Industries Centre first, then the Directorate of Industries and Commerce, Khejurbagan, Agartala, Tripura 799006, phone +91-381-241-1021, email industrytripura@gmail.com, or lodge a complaint on the Tripura CM Helpline portal at cmhelpline.tripura.gov.in.

Documents required

Eligibility Certificate under TIIPIS 2022
Issued by the concerned District Industries Centre; the gateway document for every TIIPIS 2022 claim.
Industrial power connection document
Shows the sanctioned connected load in HP, which decides whether the Rs 5 per unit rate or the 25 per cent rate applies.
Paid electricity bills for the claim period
Every bill in the claim must show units consumed and the amount actually paid.
Payment receipts or bank statements
The subsidy is on charges actually paid, so proof of payment is essential.
Chartered accountant certificate of power charges paid
Consolidates the units consumed and the amount paid across the claim period.
Udyam Registration certificate
Establishes enterprise category and supports the thrust or non-thrust classification.
Load enhancement or revision orderoptional
Needed where the connected load changed during the claim period and crossed the 20 HP line.

Frequently asked questions

How much power subsidy does TIIPIS 2022 give?

TIIPIS 2022 gives industrial units with a connected load above 20 HP a reimbursement of Rs 5.00 per unit of electricity with no upper ceiling. Units with a connected load up to 20 HP get 25 per cent of the power charges actually paid instead.

Is there a cap on the power charges subsidy?

For units above 20 HP there is no upper ceiling on the Rs 5 per unit reimbursement. For units up to 20 HP the 25 per cent reimbursement is capped at Rs 15 lakh a year for non-thrust sector enterprises and Rs 25 lakh a year for thrust sector enterprises.

What decides which rate my unit gets?

The sanctioned connected load in horsepower decides it. Above 20 HP the unit is paid per unit of electricity consumed; up to and including 20 HP the unit is paid a percentage of the bill.

Is the subsidy paid on the bill or on units consumed?

It depends on the load. Above 20 HP the subsidy is calculated on units of electricity consumed at Rs 5 per unit; up to 20 HP it is calculated as 25 per cent of the rupee value of power charges actually paid.

Does an unpaid electricity bill qualify?

No. The scheme reimburses power charges actually paid, so a bill still outstanding cannot form part of a claim. Units with arrears usually have to clear them before the claim is processed.

Who can claim the power charges subsidy?

Eligible industrial units in Tripura that hold an Eligibility Certificate under TIIPIS 2022 issued by the concerned District Industries Centre can claim it. Domestic and commercial consumers cannot.

Can a household claim this subsidy on its electricity bill?

No. This is an industrial incentive under TIIPIS 2022, not a domestic electricity concession. A household or shop connection is not eligible.

How long does the power charges subsidy run?

TIIPIS 2022 came into effect on 1 April 2022 for a period of five years, and power charge claims are made inside that window against paid bills for the relevant period.
