TIIPIS 2022 - Interest Reimbursement on Term Loans
Tripura state government scheme
TIIPIS 2022 Interest Reimbursement gives industrial units in Tripura back 4 per cent of the interest paid on a term loan, capped at Rs 5 lakh per enterprise per year for non-thrust sector units, and 5 per cent capped at Rs 12 lakh a year for thrust sector units. Claims are filed with the District Industries Centre against bank certificates.
What is the TIIPIS 2022 Interest Reimbursement on Term Loans?
TIIPIS 2022 Interest Reimbursement on Term Loans is the credit-cost component of the Tripura Industrial Investment Promotion Incentive Scheme, 2022, administered by the Department of Industries and Commerce, Government of Tripura. TIIPIS 2022 became effective from 1 April 2022 for a period of five years.
The incentive works on a simple mechanism. A bank or financial institution lends to the industrial unit at its own commercial rate. The unit pays that interest in full. The state government then reimburses a fixed number of percentage points of the interest to 4 points for non-thrust sector units and 5 points for thrust sector units, subject to an annual money ceiling.
According to the department's published scheme details, the non-thrust rate is "4% reimbursement of interest paid on Term loan with upper ceiling of Rs.5.00 lakhs per enterprise per annum," while the thrust sector rate is "5% reimbursement of interest paid on Term loan with upper ceiling of Rs.12.00 lakhs per enterprise per annum."
How much interest reimbursement does a unit get?
| Sector | Reimbursement | Annual ceiling |
|---|---|---|
| Non-thrust sector | 4 per cent of interest paid on term loan | Rs 5.00 lakh per enterprise per annum |
| Thrust sector | 5 per cent of interest paid on term loan | Rs 12.00 lakh per enterprise per annum |
The gap between the two rows is larger than it looks. The thrust sector gets one extra percentage point of relief, but its annual ceiling is more than twice that of the non-thrust sector: Rs 12 lakh against Rs 5 lakh. Thrust sector classification is therefore worth far more here than the one-point difference in rate suggests, and a promoter whose product may qualify should get the classification settled with the District Industries Centre before drawing the loan.
In practical terms, a unit borrowing at a commercial rate of around 11 per cent carries an effective net cost of roughly 7 per cent if it is non-thrust and 6 per cent if it is thrust sector, until the annual ceiling is reached. The Rs 5 lakh non-thrust ceiling corresponds to 4 per cent on about Rs 1.25 crore of average outstanding term loan; the Rs 12 lakh thrust ceiling corresponds to 5 per cent on about Rs 2.4 crore. Beyond those loan sizes, additional borrowing carries its full commercial cost.
Note that the reimbursement is on interest, not principal. Repaying the loan faster reduces the interest charge and therefore reduces the reimbursement β but it also reduces the total cost, so early repayment remains sensible where the unit has surplus cash.
Who is eligible for the interest reimbursement, and who is not eligible?
Eligible claimants:
- Eligible industrial units in Tripura holding an Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
- Units that have taken a term loan from a bank or financial institution for the industrial project.
- Thrust sector enterprises, at the 5 per cent rate and the Rs 12 lakh ceiling.
- Non-thrust sector enterprises, at the 4 per cent rate and the Rs 5 lakh ceiling.
- Units whose loan account is regular, with interest actually serviced.
Not eligible:
- Individuals with personal, housing, education or vehicle loans. TIIPIS 2022 is an industrial incentive and has no citizen application.
- Units without an Eligibility Certificate under TIIPIS 2022.
- Loans from unregulated lenders, friends or related parties, which produce no bank interest certificate.
- Interest charged but not paid on an account in default. The scheme reimburses interest paid.
- Trading and resale businesses that do not qualify as eligible industrial units.
- Units whose loan and claim fall outside the scheme's operative period.
The published TIIPIS 2022 details specify the reimbursement for term loans. Working capital interest is not stated under this head in the department's published scheme details, and a unit should confirm the position with its District Industries Centre rather than assume a working capital claim will be admitted.
How to apply for TIIPIS 2022 interest reimbursement
- Obtain the Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre before or soon after the loan is drawn.
- Keep the loan account regular. The claim rests on interest paid, so missed instalments directly reduce what can be claimed.
- Ask the financing bank for an interest certificate for the claim year, stating the interest charged and the interest actually paid on the term loan account.
- Get a chartered accountant certificate reconciling that figure with the interest expense in the audited accounts.
- File the claim with the District Industries Centre with the Eligibility Certificate, sanction letter, interest certificate, loan account statement, CA certificate and Udyam Registration.
- Register and track the application on the SWAAGAT state incentive portal at swaagat.tripura.gov.in, the state incentive portal listed by the department.
- Answer verification queries, usually a mismatch between the bank certificate and the books, and receive the sanctioned reimbursement in the unit's account.
How is the reimbursement computed?
The District Industries Centre takes the interest actually paid on the term loan during the year, applies the applicable 4 or 5 per cent share as defined in the scheme, and caps the result at Rs 5 lakh or Rs 12 lakh depending on sector. Where a unit holds more than one term loan, the claims are consolidated against a single enterprise-level ceiling, the ceiling is per enterprise per annum, not per loan account, which is a point promoters with multiple facilities regularly get wrong.
What other TIIPIS 2022 incentives run with this one?
The same Eligibility Certificate supports the Capital Investment Subsidy on fixed capital investment, the Industrial Promotion Subsidy reimbursing net GST, the Power Charges Subsidy, the Employment Cost Subsidy covering employer EPF and ESI contributions, the Export Promotion Subsidy on goods exported to Bangladesh, the State Transport Subsidy on raw material freight, the CGTMSE Guarantee Fee Subsidy, the Standard Certification and Technology Know-how Subsidy, and the Fair and Exhibition Participation Subsidy. Since the same term loan that generates this interest claim usually finances the assets behind the capital investment claim, the two should be planned as one exercise.
Why interest reimbursement claims get reduced or rejected
- No bank interest certificate, or one that does not separate the term loan from other facilities.
- Working capital interest included in a term loan claim.
- Loan account irregular, so part of the interest was charged but not paid.
- Claims filed loan-by-loan ignoring the per-enterprise annual ceiling.
- No Eligibility Certificate, or one that does not cover the claim year.
- Thrust sector rate claimed without the classification being confirmed, leading to re-computation at 4 per cent and the Rs 5 lakh ceiling.
- Interest expense in the audited accounts inconsistent with the bank certificate.
Key dates and grievance route
TIIPIS 2022 runs for five years from 1 April 2022. Interest reimbursement is an annual claim, so a unit should build it into the same calendar as its statutory audit, when the bank interest certificate is most easily obtained.

Frequently asked questions
How much interest does TIIPIS 2022 reimburse?
TIIPIS 2022 reimburses 4 per cent of the interest paid on a term loan for non-thrust sector enterprises, with an upper ceiling of Rs 5 lakh per enterprise per annum, and 5 per cent for thrust sector enterprises with an upper ceiling of Rs 12 lakh per enterprise per annum.
Does the scheme cover working capital loans?
The scheme details published by the Tripura Department of Industries and Commerce state the reimbursement for interest paid on term loans. Working capital interest is not specified under this head in the published TIIPIS 2022 details, so a unit should confirm the position with its District Industries Centre before claiming.
Is the whole interest paid reimbursed?
No. Only 4 or 5 percentage points of the interest rate are reimbursed, not the entire interest charge. A unit borrowing at 11 per cent effectively bears 7 per cent if it is in the non-thrust sector and 6 per cent if it is in the thrust sector.
What is the maximum interest reimbursement in a year?
The maximum is Rs 12 lakh per enterprise per annum for a thrust sector unit, and Rs 5 lakh per enterprise per annum for a non-thrust sector unit.
Do I claim from the bank or from the government?
From the government. The bank charges its normal interest and issues an interest certificate; the Department of Industries and Commerce reimburses the eligible share through the District Industries Centre.
Can a unit with an overdue loan claim the reimbursement?
Reimbursement is of interest actually paid on a regular loan account. An account in default, where interest has been charged but not paid, does not generate a valid claim for the unpaid portion.
Can an individual claim this reimbursement on a personal loan?
No. This is an industrial incentive for enterprises holding an Eligibility Certificate under TIIPIS 2022. Personal, housing and vehicle loans are outside it.
How long does the interest reimbursement last?
TIIPIS 2022 came into effect on 1 April 2022 for a period of five years, and the interest reimbursement is framed as an annual entitlement inside that window.
