TIIPIS 2022 - CGTMSE Guarantee Fee Subsidy
Tripura state government scheme
TIIPIS 2022 CGTMSE Guarantee Fee Subsidy gives micro and small enterprises in Tripura 100 per cent reimbursement of the one-time guarantee fee and the annual service fee paid for Credit Guarantee Fund Trust cover on loans from banks and NBFCs. Claims are filed with the District Industries Centre under the scheme effective from 1 April 2022.
What is the TIIPIS 2022 CGTMSE Guarantee Fee Subsidy?
TIIPIS 2022 CGTMSE Guarantee Fee Subsidy is the credit-access component of the Tripura Industrial Investment Promotion Incentive Scheme, 2022, administered by the Department of Industries and Commerce, Government of Tripura. TIIPIS 2022 became effective from 1 April 2022 for a period of five years.
According to the department's published scheme details, the incentive provides "100% reimbursement for one time guarantee fees & service fees paid every year by Micro & small enterprises for CGTMSE coverage taken on loan granted by Banks/NBFCs."
To see why this small-sounding incentive matters, it helps to understand the problem it solves. A first-generation manufacturer in Tripura rarely owns property a bank will accept as collateral. Without security, the bank either refuses the loan or asks for a third-party guarantee the borrower cannot arrange. The Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) breaks that deadlock by guaranteeing the loan itself, so the bank lends without collateral.
CGTMSE cover is not free. The trust charges a one-time guarantee fee when the cover is issued and an annual service fee for as long as it stays in force, both of which the lender debits to the borrower's account. For a small unit, that recurring charge sits on top of the interest. TIIPIS 2022 refunds it in full, which means a Tripura micro or small enterprise gets collateral-free credit at effectively no guarantee cost at all.
How much does the CGTMSE fee subsidy pay?
The reimbursement is 100 per cent of two charges:
- The one-time guarantee fee, charged when the CGTMSE cover is first issued for the credit facility.
- The service fee paid every year for continuing the cover.
The published scheme details state the reimbursement as full for micro and small enterprises, without naming a separate rupee ceiling under this head. Because CGTMSE fees are calculated as a percentage of the guaranteed loan amount, the rupee value of the benefit scales with the size of the facility, a larger collateral-free loan carries a larger annual fee and therefore a larger refund.
The subsidy does not touch interest. Interest on a term loan is dealt with separately under the TIIPIS 2022 interest reimbursement head, which pays 4 per cent for non-thrust and 5 per cent for thrust sector units, capped at Rs 5 lakh and Rs 12 lakh per enterprise per annum respectively. A micro enterprise with a CGTMSE-covered term loan can claim under both heads for the same loan, since they reimburse two different costs.
Who is eligible for the CGTMSE fee subsidy, and who is not eligible?
Eligible claimants:
- Micro and small enterprises in Tripura, as classified under Udyam Registration.
- Units holding an Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
- Units whose loan from a bank or NBFC is actually covered under CGTMSE, with the guarantee issued and in force.
- Units that have borne the guarantee fee or annual service fee through a debit to their loan account.
Not eligible:
- Medium and large enterprises. The published incentive is drawn around micro and small enterprises specifically.
- Individuals. TIIPIS 2022 has no household or personal application, and a personal loan carries no CGTMSE cover.
- Units without an Eligibility Certificate under TIIPIS 2022.
- Loans secured by collateral or a third-party guarantee instead of CGTMSE, where there is no guarantee fee to refund.
- Interest, processing charges, inspection charges or penalties, none of which fall under this head.
- Fees debited outside the scheme's operative period.
- Units whose guarantee has lapsed because the annual fee was not paid.
How to apply for the TIIPIS 2022 CGTMSE Guarantee Fee Subsidy
- Ask the bank for CGTMSE cover at the time of sanction. The subsidy is worthless if the facility is structured with collateral instead, so raise the question during loan negotiation, not afterwards.
- Obtain the Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
- Collect the guarantee evidence β the sanction letter mentioning CGTMSE cover, and the guarantee cover certificate or CGPAN reference issued by the trust.
- Extract the fee debits from the loan account statement. The one-time guarantee fee and each annual service fee appear as distinct debit entries and must be identified line by line.
- Get a chartered accountant certificate consolidating the guarantee and service fees borne during the claim period.
- File the claim with the District Industries Centre with the Eligibility Certificate, Udyam Registration, sanction letter, guarantee certificate, account statement and CA certificate, and register the application on the SWAAGAT state incentive portal at swaagat.tripura.gov.in.
- Answer verification queries and receive the reimbursement in the unit's bank account.
How is the claim verified?
The District Industries Centre checks three links: that the borrower is a micro or small enterprise, that the loan carries a live CGTMSE guarantee, and that the fee was debited to the unit's account in the claim period. The weakest link in practice is the third; banks label the debit differently across branches, and a statement entry reading only "GF charges" or "CGTMSE" without a clear narration often triggers a query. Asking the branch for a written fee certificate at the same time as the interest certificate avoids the problem entirely.
What other TIIPIS 2022 incentives suit a micro or small unit?
The same Eligibility Certificate supports the Capital Investment Subsidy of 30 per cent up to Rs 100 lakh for non-thrust MSMEs and 40 per cent up to Rs 125 lakh for thrust sector MSMEs, with an additional 5 per cent for ST, SC, physically handicapped and women enterprises; the Industrial Promotion Subsidy reimbursing net GST; the Power Charges Subsidy, which pays 25 per cent of power charges for units up to 20 HP; Interest Reimbursement on Term Loans; the Employment Cost Subsidy; the Export Promotion Subsidy for exports to Bangladesh; the State Transport Subsidy; the Standard Certification and Technology Know-how Subsidy; and the Fair and Exhibition Participation Subsidy of 50 per cent up to Rs 1 lakh per event for up to two fairs a year.
How to make sure your loan is actually CGTMSE-covered
The most expensive mistake under this head is discovering after disbursement that the facility was never covered. Three checks prevent it.
Ask at the sanction stage. Tell the branch in writing that you want the facility covered under the Credit Guarantee Fund Trust for Micro and Small Enterprises, and ask for that to be recorded in the sanction letter. A bank that takes collateral instead is not doing anything wrong, but it removes the subsidy.
Get the guarantee reference. Once cover is issued, the lender receives a guarantee reference for the account. Ask for a copy, and file it with the loan papers. It is the document that proves cover existed for the claim year.
Watch the annual debit. The service fee is charged every year the cover continues. If the debit stops appearing, the guarantee may have lapsed, which matters far beyond the subsidy, because a lapsed guarantee leaves the borrower's collateral-free status exposed. Confirming this once a year is a two-minute conversation with the branch and protects both the credit facility and the claim.
Micro and small enterprises in Tripura should also keep their Udyam Registration current, since the enterprise category on that record is what the District Industries Centre reads when deciding whether this head applies.
Why CGTMSE fee claims get rejected
- Loan not actually covered under CGTMSE, only assumed to be.
- Fee debit not identifiable in the account statement.
- Enterprise classified as medium, taking it outside this head.
- No Eligibility Certificate, or one that does not cover the claim year.
- Interest or processing charges claimed along with the guarantee fee.
- Guarantee lapsed because the annual service fee was never paid.
- Udyam Registration not updated, so the department cannot confirm the micro or small category.
Key dates and grievance route
TIIPIS 2022 runs for five years from 1 April 2022. Because the service fee recurs annually, this claim is best filed every year along with the interest reimbursement claim, using the same bank certificates.

Frequently asked questions
What does the TIIPIS 2022 CGTMSE Guarantee Fee Subsidy reimburse?
TIIPIS 2022 provides 100 per cent reimbursement of the one-time guarantee fee and the service fee paid every year by micro and small enterprises for CGTMSE coverage on loans granted by banks or NBFCs, according to the scheme details published by the Tripura Department of Industries and Commerce.
Which enterprises can claim it?
Micro and small enterprises in Tripura whose loans carry CGTMSE cover can claim it. Medium and large units are outside this head, which is drawn specifically around micro and small enterprises.
Does the subsidy cover the loan interest as well?
No. This head covers only the guarantee fee and the annual service fee paid for CGTMSE cover. Interest on a term loan is reimbursed separately under the TIIPIS 2022 interest reimbursement head at 4 or 5 per cent.
What is CGTMSE?
CGTMSE is the Credit Guarantee Fund Trust for Micro and Small Enterprises, a national trust that guarantees bank and NBFC loans to small units so that the borrower does not have to provide collateral security or a third-party guarantee.
Who pays the CGTMSE fee in the first place?
The lending bank or NBFC pays the fee to the trust and recovers it from the borrower by debiting the loan account. The unit therefore bears the cost, which is what makes it reimbursable under TIIPIS 2022.
Is the annual fee reimbursed every year or only once?
Both the one-time guarantee fee and the service fee paid every year are covered, so a unit can claim in each year the guarantee remains in force within the scheme period.
Can an individual claim this reimbursement?
No. TIIPIS 2022 is an industrial incentive scheme for enterprises. Only a micro or small enterprise holding an Eligibility Certificate under the scheme can claim.
What if the loan is secured by collateral instead of CGTMSE?
Then there is no guarantee fee to reimburse. This incentive exists only where the credit facility is actually covered under CGTMSE and the fee has been debited to the account.
