Swabalamban Scheme (Tripura)
Tripura state government scheme
Swabalamban Scheme is Tripura's own self-employment programme, giving a back-ended subsidy of 30 per cent of project cost to 35 per cent for women: capped at Rs 1,00,000 per case, on a bank loan of up to Rs 1 crore. Applicants aged 18 to 50 apply online at swavalamban.tripura.gov.in, with no income or education bar.
What is the Swabalamban Scheme in Tripura?
Swabalamban Scheme, also written locally as Swavalamban, is the Government of Tripura's own self-employment generation programme, run by the Department of Industries and Commerce through the District Industries Centres. Unlike PMEGP, which is a central programme with central margin money, Swabalamban is a state scheme in which Tripura pays the subsidy from its own budget on top of a loan sanctioned by a nodal bank.
According to the scheme guidelines published by the Department of Industries and Commerce, Swabalamban provides 30 per cent of the project cost as subsidy, and 35 per cent for women, subject to a ceiling of Rs 1,00,000 per case. The maximum project loan supported is Rs 1 crore. The scheme's purpose is to push unemployed residents of Tripura into small productive ventures, a pig farm, a dairy, a fabrication workshop, a tailoring unit: rather than to fund large industry, which is covered separately under the Tripura Industrial Investment Promotion Incentive Scheme, 2022.
Swabalamban is administered through five nodal banks, the fifth of which, UCO Bank, was added in 2020. The Department of Industries and Commerce sponsors the case to the bank; the bank appraises and sanctions; the department releases the subsidy against the sanctioned account.
How much benefit does Swabalamban give?
| Applicant | Subsidy rate | Ceiling |
|---|---|---|
| General applicant | 30 per cent of project cost | Rs 1,00,000 per case |
| Woman applicant | 35 per cent of project cost | Rs 1,00,000 per case |
Two points decide how much money actually reaches an applicant.
First, the ceiling bites early. A project costing Rs 3.33 lakh already exhausts the Rs 1 lakh cap at 30 per cent, so anything above that size gets the same Rs 1 lakh. A woman applicant hits the cap at roughly Rs 2.86 lakh of project cost. Applicants planning a very large project should therefore expect the subsidy to be a small slice of the whole, and should judge the case on the loan terms rather than on the subsidy.
Second, the subsidy is back-ended. It is credited against the loan account after disbursement and after the unit is verified as running, not paid in advance to buy machinery. Working capital and the initial purchases have to come from the bank loan.
Who is eligible for the Swabalamban Scheme, and who is not eligible?
You can be considered if:
- You are between 18 and 50 years of age.
- You are a resident of Tripura and the proposed unit will operate in the state.
- You propose an activity from the scheme's covered list, the guidelines name pig farming including breeding, dairy, poultry, fishery, metal-based industries including fabrication jobs, and tailoring and readymade garment manufacturing, along with roughly thirty other trades spanning agriculture, manufacturing and services.
- You are applying as an individual, a partnership venture, a self-help group or a co-operative society. All four forms are accepted.
- A nodal bank is willing to appraise and sanction the loan for your project.
You are not eligible if:
- You are below 18 or above 50 years old.
- Another member of your family has already been assisted under Swabalamban. Only one family member qualifies.
- You are a defaulter to a bank, since sponsorship is meaningless if no nodal bank will lend.
- You want the subsidy for an activity outside the covered list, or for buying land or repaying an existing loan.
There is no income ceiling and no educational qualification restriction in Swabalamban. That is a deliberate design choice: the guidelines were revised in 2019-20 to strip out barriers, to discontinue district-level committees that slowed cases down, and to allow a sponsored case to be carried over across financial years instead of lapsing.
How to apply for the Swabalamban Scheme in Tripura
- Read the scheme guidelines on the department page at industries.tripura.gov.in/swabalamban, especially the list of covered activities, so that your proposed trade is one the scheme funds.
- Prepare a project report with the machinery or livestock you will buy, the working capital needed, expected monthly turnover and how the loan will be repaid. Attach supplier quotations wherever you can.
- Open the online application portal at swavalamban.tripura.gov.in, which the department launched on 21 November 2023, and register with your mobile number.
- Fill the application with your personal details, age, district and block, the proposed activity, the project cost, and your preferred nodal bank branch. Women applicants must tick the gender field correctly, since that is what triggers the 35 per cent rate.
- Upload the Aadhaar, age proof, residence proof, photograph, project report and quotations, then submit and note the application number.
- The District Industries Centre scrutinises the application and sponsors it to the nodal bank you selected.
- Attend the bank interview, answer questions on the project and complete the bank's documentation. The bank sanctions and disburses the loan.
- After the unit starts and is verified, the department releases the back-ended subsidy into your loan account.
How to get help if you cannot apply online
Swabalamban is an online-only scheme since November 2023, so there is no parallel paper route. An applicant without a computer should visit the District Industries Centre in their district and ask the staff to help complete the online form, or use a Common Service Centre. The contact persons for each district are published on the department's Swabalamban contact page. The state-level office is the Directorate of Industries and Commerce, Khejurbagan, Agartala, Tripura 799006, phone +91-381-241-1021, email industrytripura@gmail.com.
How do I check my Swabalamban application status?
Log in to your account on swavalamban.tripura.gov.in with the mobile number you registered. The dashboard shows whether the file is at DIC scrutiny, sponsored to the bank, sanctioned, disbursed, or at the subsidy release stage. If the status has not moved for several weeks, the two people to contact are the General Manager of your District Industries Centre and the branch manager of the nodal bank the case was sponsored to β a stalled Swabalamban file is far more often stuck at the bank than at the department.
Why Swabalamban applications get rejected
- Age outside the 18 to 50 band, the single most common disqualification.
- A second application from the same family, which the one-per-family rule blocks.
- An activity not on the covered list.
- A project report the bank cannot appraise: no quotations, no repayment logic, or a turnover figure out of line with the trade.
- Existing loan default at the nodal bank.
- Incomplete uploads, particularly a missing residence or age document.
- No premises identified for an activity such as a pig farm or dairy that clearly needs one.
Most rejections are recoverable. Rework the project report with real quotations, fix the missing documents and apply again. The scheme runs continuously and there is no once-a-year window to miss.
Key dates and grievance route
Swabalamban receives applications all year; the department sponsors cases to banks in cycles rather than against a published closing date. The 2019-20 revision explicitly allows a sponsored case to be carried into a later financial year, so a case that misses one year's budget is not automatically dead.
For grievances, approach in order: the District Industries Centre, then the Directorate of Industries and Commerce at Khejurbagan, Agartala 799006 on +91-381-241-1021, and then the Tripura CM Helpline portal at cmhelpline.tripura.gov.in. No fee is charged for applying, and no agent has any role in sponsorship or subsidy release.

Frequently asked questions
How much subsidy does the Swabalamban Scheme give?
Swabalamban Scheme gives 30 per cent of the project cost as subsidy, and 35 per cent for women applicants, subject to a ceiling of Rs 1,00,000 per case. The subsidy sits on top of a bank loan and does not replace it.
What is the maximum loan under the Swabalamban Scheme in Tripura?
The maximum loan amount under Swabalamban is Rs 1 crore per project, sanctioned by one of the nodal banks. The subsidy, however, is still capped at Rs 1 lakh, so a large project gets a proportionally smaller benefit.
What is the age limit for the Swabalamban Scheme?
Applicants must be in the age group of 18 to 50 years, as stated in the scheme guidelines published by the Tripura Department of Industries and Commerce.
Is there any income or education requirement for Swabalamban?
No. Swabalamban has no income ceiling and no minimum educational qualification. What decides the case is whether a nodal bank finds the proposed activity viable.
Can two people from the same family apply?
No. Only one member of a family is eligible for assistance under Swabalamban. A second application from the same household is rejected at scrutiny.
Which activities are covered under the Swabalamban Scheme?
Swabalamban covers more than thirty activities, including pig farming with breeding, dairy, poultry, fishery, metal-based industries including fabrication jobs, and tailoring and readymade garment manufacturing, along with a range of other agriculture, manufacturing and service trades.
How do I apply for the Swabalamban Scheme?
Applications are accepted only online, through the dedicated portal at swavalamban.tripura.gov.in, which was launched on 21 November 2023. Paper applications at the District Industries Centre are no longer the route.
Can a self-help group apply under Swabalamban?
Yes. Partnership ventures, self-help groups and co-operative societies are accepted under the scheme along with individual applicants.
