TIIPIS 2022 - Fair and Exhibition Participation Subsidy
Tripura state government scheme
TIIPIS 2022 Fair and Exhibition Participation Subsidy reimburses 50 per cent of the travel cost of one person and the transportation of goods for taking part in state and national level fairs, up to Rs 1 lakh per participation and a maximum of two fairs a year. Eligible Tripura units claim it from the District Industries Centre.
What is the TIIPIS 2022 Fair and Exhibition Participation Subsidy?
TIIPIS 2022 Fair and Exhibition Participation Subsidy is the market-access component of the Tripura Industrial Investment Promotion Incentive Scheme, 2022, administered by the Department of Industries and Commerce, Government of Tripura. TIIPIS 2022 became effective from 1 April 2022 for a period of five years.
According to the department's published scheme details, the incentive provides "50% reimbursement of the expenditure incurred for travelling expenses of one person and transportation of goods to participate in State & National level fares subject to an upper ceiling of Rs.1.00 lakhs for each participation & maximum participation of 2 fares in a year."
The reasoning behind it is geography again. A manufacturer in Tripura is a long way from the buyers who could grow the business. Reaching a national trade fair in Delhi, Kolkata, Guwahati or Mumbai means air or rail fare, several days away from the factory, and the cost of physically carrying products to display. Those costs fall on a small unit before a single order is written, and they are the reason many good Tripura products are never seen outside the state. This incentive halves them.
How much does the fair participation subsidy pay?
| Item | Value |
|---|---|
| Rate of reimbursement | 50 per cent of eligible expenditure |
| Covered expenditure | Travelling expenses of one person and transportation of goods |
| Ceiling per participation | Rs 1,00,000 |
| Maximum participations | 2 fairs in a year |
| Maximum benefit in a year | Rs 2,00,000 |
Two limits shape any claim. The one-person rule means only a single representative's fare is claimable, however many staff attend. The two-fair rule means a unit should choose its events deliberately rather than exhibiting opportunistically, the third fair in a year carries no support.
The Rs 1 lakh ceiling per participation is generous relative to the cost. Fifty per cent of a return air fare plus goods freight to a national fair rarely reaches Rs 1 lakh for a small unit, so in most real cases the unit receives half of what it actually spent rather than being capped.
Who is eligible for the fair participation subsidy, and who is not eligible?
Eligible claimants:
- Eligible industrial units in Tripura holding an Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
- Units that actually exhibited at a state or national level fair and can produce the organiser's allotment or participation evidence.
- Units that paid the travel and goods transport cost themselves and hold the tickets and freight bills.
Not eligible:
- Individuals travelling in a personal capacity. The claim belongs to the enterprise; a person who attends a fair without an eligible unit behind them cannot apply.
- Individual artisans and handicraft producers who are not eligible industrial units under TIIPIS 2022. These producers are usually supported through separate handloom and handicraft programmes.
- Units without an Eligibility Certificate under TIIPIS 2022.
- A third or later fair in the same year, once two participations have been claimed.
- Travel of a second or third representative, since only one person's fare is covered.
- Visits to a fair as an attendee rather than an exhibitor, where there is no stall allotment.
- Expenditure outside the scheme's operative period, or costs borne by an organiser, buyer or industry association rather than by the unit.
Whether stall rent and international exhibitions fall inside this head is not settled by the published scheme text, which names travelling expenses of one person and transportation of goods, and refers to state and national level fairs. A unit planning either should get written confirmation from the District Industries Centre before committing money.
How to apply for the TIIPIS 2022 Fair and Exhibition Participation Subsidy
- Obtain the Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre, if the unit does not already hold one.
- Confirm the fair qualifies as a state or national level event, and tell the District Industries Centre before you travel. Pre-intimation is the simplest way to avoid a dispute over the event's status afterwards.
- Book the stall and keep the allotment letter or participation confirmation naming your unit.
- Travel and ship exhibits on documented cost โ buy tickets in the unit's or the representative's name, pay through banking channels, and take a consignment note for the goods sent to the venue and returned.
- File the claim with the District Industries Centre after the fair with the Eligibility Certificate, participation proof, stall receipt, travel tickets, goods transport bills, payment evidence and Udyam Registration, and register it on the SWAAGAT state incentive portal at swaagat.tripura.gov.in.
- Receive the sanctioned 50 per cent in the unit's bank account after verification, subject to the Rs 1 lakh per-participation ceiling.
How is the claim verified?
The District Industries Centre establishes three facts: that the event was a state or national level fair, that the unit exhibited at it, and that the claimed costs were paid by the unit. Participation evidence from the organiser carries the most weight, a stall allotment letter or a participation certificate settles the question in a way that photographs and brochures do not. On the cost side, tickets bought in cash through an agent are the most common weak point, so pay by bank transfer or card wherever possible.
Units should also keep the claim within one financial year's counting. A fair attended in late March and claimed in April can raise a question about which year's two-participation limit it belongs to; the date of the event, not the date of the claim, is the sensible reference.
What other TIIPIS 2022 incentives support market development?
Fair participation works best alongside the other outward-facing heads of TIIPIS 2022. The Export Promotion Subsidy reimburses 10 per cent of the value of goods exported to Bangladesh up to Rs 50 lakh. The Standard Certification and Technology Know-how Subsidy fully reimburses certification fees in 12 selected areas and their renewals, which is often what a buyer met at a fair asks for before placing an order. TIIPIS 2022 also gives 15 per cent procurement preference to local manufacturers in state government tenders where 20 per cent value addition happens within Tripura.
On the cost side the same Eligibility Certificate supports the Capital Investment Subsidy, the Industrial Promotion Subsidy on net GST, the Power Charges Subsidy, Interest Reimbursement on Term Loans, the Employment Cost Subsidy, the State Transport Subsidy and the CGTMSE Guarantee Fee Subsidy.
Why fair participation claims get rejected
- No stall allotment or participation certificate from the organiser.
- Travel claimed for more than one person.
- Third fair in the same year, beyond the two-participation limit.
- Event not a state or national level fair, for example a purely local exhibition.
- Cash tickets with no payment trail.
- No Eligibility Certificate, or one that does not cover the period.
- Goods transport bills missing, leaving only the travel component claimable.
Key dates and grievance route
TIIPIS 2022 runs for five years from 1 April 2022. Because this claim depends on tickets, stall receipts and consignment notes that are easily lost after an event, file within weeks of returning rather than at the end of the year.

Frequently asked questions
How much does the TIIPIS 2022 fair participation subsidy give?
TIIPIS 2022 reimburses 50 per cent of the expenditure incurred on the travelling expenses of one person and the transportation of goods for participating in state and national level fairs, subject to an upper ceiling of Rs 1,00,000 for each participation.
How many fairs can a unit claim in a year?
A maximum of two fairs in a year can be claimed, as stated in the scheme details published by the Tripura Department of Industries and Commerce. That makes the maximum benefit Rs 2 lakh in a year.
Does the subsidy cover the stall rent?
The scheme text names travelling expenses of one person and transportation of goods as the covered expenditure. Stall rent is not expressly named, so a unit should confirm what its District Industries Centre will admit before booking a stall.
Can two people from the unit claim travel costs?
No. The incentive covers the travelling expenses of one person only. Tickets for a second representative are not reimbursable under this head.
Are international trade fairs covered?
The published incentive refers to state and national level fairs. A unit planning an international exhibition should confirm the position with the District Industries Centre rather than assume the claim will be admitted.
Who can claim this subsidy?
Eligible industrial units in Tripura holding an Eligibility Certificate under TIIPIS 2022 can claim it. The claim belongs to the enterprise, not to the individual who travelled.
Can an individual artisan or trader claim it?
Not under TIIPIS 2022, which is an industrial incentive scheme for eligible units. Artisans and handicraft producers are usually supported through separate handloom and handicraft programmes instead.
When should the claim be filed?
After the fair, with the participation evidence, travel tickets and goods transport bills. Filing soon after the event is safer, because these are the papers most easily lost.
