TIIPIS 2022 - Export Promotion Subsidy
Tripura state government scheme
TIIPIS 2022 Export Promotion Subsidy reimburses 10 per cent of the value of goods exported to Bangladesh by an eligible industrial unit in Tripura, subject to an upper ceiling of Rs 50 lakh. The claim is filed with the District Industries Centre against shipping bills and realised export proceeds, under the scheme that began on 1 April 2022.
What is the TIIPIS 2022 Export Promotion Subsidy?
TIIPIS 2022 Export Promotion Subsidy is the trade component of the Tripura Industrial Investment Promotion Incentive Scheme, 2022, administered by the Department of Industries and Commerce, Government of Tripura. TIIPIS 2022 came into effect on 1 April 2022 for a period of five years.
According to the department's published scheme details, the incentive provides "10% reimbursement of value of goods exported to Bangladesh", subject to a maximum of Rs 50 lakh.
The geography explains the design. Tripura is surrounded on three sides by Bangladesh and connects to the rest of India through a narrow corridor. For a manufacturer in Agartala, Dhaka and Chattogram are closer than Kolkata, and the land customs stations on the state's own border are the natural export route. A Tripura unit that sells across that border cuts its freight cost and reaches a market of far greater size than the state's own population. TIIPIS 2022 puts public money behind that logic.
The earlier 2017 version of the scheme carried an export promotion incentive at the same 10 per cent rate but with a maximum of Rs 20 lakh per annum. The 2022 scheme raises the ceiling to Rs 50 lakh, a substantial increase that signals how central cross-border trade has become to the state's industrial strategy.
How much export subsidy does a unit get?
| Item | Value |
|---|---|
| Rate of reimbursement | 10 per cent of the value of goods exported to Bangladesh |
| Upper ceiling | Rs 50 lakh |
| Export value at which the ceiling is reached | Approximately Rs 5 crore |
The arithmetic is simple and worth working through before committing to an export plan. A unit shipping Rs 1 crore of goods to Bangladesh earns Rs 10 lakh. A unit shipping Rs 5 crore earns the full Rs 50 lakh. Beyond Rs 5 crore, extra shipments carry no further benefit under this head: though by that point the export business should stand on its own commercial merits rather than on a subsidy.
For a small manufacturer, 10 per cent of invoice value is a large number. It frequently exceeds the entire margin on a marginal order, which means the incentive can make an otherwise unprofitable first export shipment worth doing; exactly the barrier the scheme is designed to break.
Who is eligible for the Export Promotion Subsidy, and who is not eligible?
Eligible claimants:
- Eligible industrial units located in Tripura holding an Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
- Units holding a valid Importer Exporter Code from the Directorate General of Foreign Trade.
- Units exporting their own manufactured goods to Bangladesh with proper customs documentation.
- Units that have realised export proceeds through banking channels.
Not eligible:
- Individuals. TIIPIS 2022 has no personal or household benefit, and there is no citizen application for this subsidy.
- Units without an Eligibility Certificate under TIIPIS 2022.
- Exports to countries other than Bangladesh, which the published incentive does not cover.
- Informal or undocumented border trade without shipping bills. The claim rests entirely on customs and banking documents.
- Consignments already claimed under the same head, or exports falling outside the scheme's operative period.
- Claims where export proceeds have not been realised, since the value cannot be verified.
A pure trading intermediary that buys finished goods and re-exports them sits in a grey area. The incentive is placed inside an industrial incentive scheme aimed at eligible industrial units, so a trader should settle the question with the District Industries Centre before building a business case on the subsidy.
How to apply for the TIIPIS 2022 Export Promotion Subsidy
- Obtain the Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre.
- Get an Importer Exporter Code from the DGFT if the unit does not already hold one, and register with the relevant land customs station on the Bangladesh border.
- Export and document properly. Every consignment must be covered by a shipping bill or bill of export, a commercial invoice and a packing list. An undocumented shipment is not claimable, however real it was.
- Realise the export proceeds through banking channels and obtain the electronic Bank Realisation Certificate.
- Get a chartered accountant certificate consolidating the value of goods exported to Bangladesh for the claim period.
- File the claim with the District Industries Centre with the Eligibility Certificate, IEC, shipping bills, invoices, realisation evidence, CA certificate and Udyam Registration, and register it on the SWAAGAT state incentive portal at swaagat.tripura.gov.in.
- Answer the department's verification queries and receive the sanctioned reimbursement in the unit's bank account.
How is the claim valued?
The District Industries Centre works from the declared value on the shipping bill, cross-checked against the commercial invoice and the amount actually realised through the bank. Where the three differ, the department normally takes the lowest defensible figure. Discounts, credit notes and short realisations therefore reduce the claim, and a unit should reconcile its export ledger before filing rather than after a query is raised.
What other TIIPIS 2022 incentives apply to an exporting unit?
An exporting unit in Tripura typically stacks several TIIPIS 2022 heads: the Capital Investment Subsidy of 30 to 40 per cent on fixed capital investment, the Industrial Promotion Subsidy reimbursing net GST, the Power Charges Subsidy, Interest Reimbursement on Term Loans, the Employment Cost Subsidy covering employer EPF and ESI contributions, the State Transport Subsidy on raw material freight, the CGTMSE Guarantee Fee Subsidy, the Standard Certification and Technology Know-how Subsidy, and the Fair and Exhibition Participation Subsidy of 50 per cent up to Rs 1 lakh per event β which is directly useful for finding buyers across the border. Certification support matters particularly for exporters, since buyers in Bangladesh often insist on a recognised standard mark before placing a first order.
How does a Tripura unit start exporting to Bangladesh?
A unit that has never exported usually needs four things in place before the subsidy is of any use.
First, an Importer Exporter Code from the Directorate General of Foreign Trade, which is applied for online and is the basic licence to export at all. Second, a buyer and a contract, the incentive pays 10 per cent of shipped value, but somebody across the border has to want the product. Third, customs clearance arrangements at one of the land customs stations on Tripura's Bangladesh border, which is where a state-based exporter has a genuine cost advantage over a competitor shipping from elsewhere in India. Fourth, an export-ready product, which in most categories means a recognised standard certification, testing report and compliant labelling.
The last of these connects directly to another TIIPIS 2022 head. The Standard Certification and Technology Know-how Subsidy fully reimburses the fees for obtaining and renewing standard certifications in 12 selected areas issued by national and international bodies, which is exactly the cost a first-time exporter runs into when a Bangladeshi buyer asks for documentation. A unit planning its first shipment should sequence the two claims together: certification first, exports afterwards.
Why export promotion claims get reduced or rejected
- Missing shipping bills for part of the claimed value.
- Export proceeds unrealised, or realised in cash outside banking channels.
- Invoice value and shipping bill value differing, with no explanation.
- Exports to countries other than Bangladesh included in the claim.
- No Eligibility Certificate, or one that does not cover the shipment period.
- Rs 50 lakh ceiling already exhausted by an earlier claim.
- Goods not manufactured by the claiming unit.
Key dates and grievance route
TIIPIS 2022 runs for five years from 1 April 2022. Export claims are filed against shipments made inside that window, and a unit should claim at regular intervals rather than accumulate several years of shipping bills, since reconciling old consignments with bank realisations is the slowest part of the process.

Frequently asked questions
How much does the TIIPIS 2022 Export Promotion Subsidy give?
TIIPIS 2022 gives 10 per cent reimbursement of the value of goods exported to Bangladesh, subject to an upper ceiling of Rs 50 lakh, according to the scheme details published by the Tripura Department of Industries and Commerce.
Does the subsidy apply to exports to any country?
No. The published TIIPIS 2022 incentive is specifically framed as reimbursement of the value of goods exported to Bangladesh. Exports to other countries are not covered by this particular head.
What export value reaches the Rs 50 lakh ceiling?
An export value of Rs 5 crore reaches the ceiling, since the subsidy is 10 per cent of the value of goods exported. Beyond that, additional exports earn no further subsidy under this head.
Why does Tripura subsidise exports to Bangladesh specifically?
Tripura shares a long international border with Bangladesh and its nearest large market lies across it rather than across mainland India. The state uses this incentive to push local manufacturers to sell through the land customs stations on that border.
Is an Importer Exporter Code needed?
Yes. An IEC issued by the Directorate General of Foreign Trade is required to export at all, and the claim is built on shipping bills that carry that code.
Can a trader who buys and re-exports claim this subsidy?
The incentive sits inside an industrial incentive scheme and is meant for eligible industrial units in Tripura exporting their own manufactured goods. A pure trading intermediary should confirm its position with the District Industries Centre before assuming eligibility.
Can an individual claim the export promotion subsidy?
No. TIIPIS 2022 is an enterprise incentive with no personal or household application. Only an eligible industrial unit holding the Eligibility Certificate can claim.
What if the export proceeds are not realised?
A claim is built on completed exports evidenced by shipping bills and bank realisation. Where proceeds have not come through banking channels, the department has no reliable basis to value the export and the claim is likely to be held up.
