TIIPIS 2022 - Capital Investment Subsidy
Tripura state government scheme
TIIPIS 2022 Capital Investment Subsidy reimburses 30 per cent of fixed capital investment up to Rs 100 lakh for non-thrust MSMEs in Tripura and 40 per cent up to Rs 125 lakh for thrust sector MSMEs, with an extra 5 per cent for SC, ST, women and disabled entrepreneurs. Units apply to the District Industries Centre for an Eligibility Certificate.
What is the TIIPIS 2022 Capital Investment Subsidy?
TIIPIS 2022 Capital Investment Subsidy is the anchor incentive of the Tripura Industrial Investment Promotion Incentive Scheme, 2022, administered by the Department of Industries and Commerce, Government of Tripura. According to the department's published scheme details, TIIPIS 2022 became effective from 1 April 2022 for a period of five years, replacing the earlier 2017 version of the same scheme.
Capital Investment Subsidy pays back a fixed share of what an industrial unit spends on creating productive assets in Tripura. The state's problem is not demand for industry but the cost of building it; freight, distance from national markets, and the price of getting machinery into the state. The subsidy is designed to compress that upfront cost so that a unit set up in Tripura competes with one set up in a mainland industrial cluster.
The incentive is reimbursement-based. A promoter finances the plant, capitalises it in the books, gets the investment certified, and then claims. No money is released before the asset exists.
How much capital investment subsidy does TIIPIS 2022 give?
| Category of unit | Subsidy rate | Upper ceiling |
|---|---|---|
| Non-thrust sector MSME | 30 per cent of fixed capital investment | Rs 100 lakh |
| Thrust sector MSME | 40 per cent of fixed capital investment | Rs 125 lakh |
| ST, SC, PH and women enterprises | Additional 5 per cent | Within the Rs 100 lakh / Rs 125 lakh ceilings |
| Large units | 30 per cent or 40 per cent of investment on land and building | Rs 200 lakh |
| Private infrastructure developers | 30 per cent of investment | Rs 500 lakh |
Three features of this table decide most real cases.
Thrust sector classification is worth 10 percentage points and Rs 25 lakh of ceiling. A promoter whose product could plausibly be placed in a thrust category should settle that question with the District Industries Centre before investing, not after.
The special category top-up is 5 per cent, not a separate scheme. An SC, ST, physically handicapped or woman promoter of a thrust sector MSME gets 45 per cent, but still inside the Rs 125 lakh ceiling. Above roughly Rs 2.78 crore of fixed capital investment, the top-up adds nothing because the ceiling is already reached.
Large units are treated differently in kind, not just in degree. For a large unit the subsidy base is stated as investment on land and building, with a Rs 200 lakh ceiling, rather than the whole fixed capital investment. A large project should model that distinction into its financing plan from the start.
The Rs 500 lakh ceiling for private infrastructure developers is the most generous line in TIIPIS 2022 and reflects the state's priority of getting privately built industrial estates, parks and shared facilities on the ground.
Who is eligible for the TIIPIS 2022 Capital Investment Subsidy, and who is not eligible?
Eligible claimants:
- New micro, small and medium enterprises set up in Tripura within the scheme's operative period from 1 April 2022, holding Udyam Registration.
- Thrust sector MSMEs, which draw the higher 40 per cent rate and Rs 125 lakh ceiling.
- Enterprises promoted by ST, SC, physically handicapped and women entrepreneurs, for the additional 5 per cent.
- Large industrial units investing in land and building in the state.
- Private industrial infrastructure developers creating industrial infrastructure.
Not eligible:
- Individuals seeking a personal benefit. TIIPIS 2022 is an industrial incentive, and a person cannot apply for a household grant under it. This is the single most common misunderstanding about the scheme.
- Units without an Eligibility Certificate issued by the concerned District Industries Centre. The certificate is the gateway to every TIIPIS 2022 claim.
- Units whose investment falls outside the operative period of the scheme.
- Trading establishments and pure resale businesses, which create no fixed capital investment of the kind the subsidy is meant to support.
- Claims for assets not capitalised in the audited books, or not backed by invoices and payment records.
How to apply for the TIIPIS 2022 Capital Investment Subsidy
- Register the unit, obtain Udyam Registration as a micro, small or medium enterprise, or the appropriate registration for a large unit or infrastructure developer.
- Apply to the concerned District Industries Centre for the Eligibility Certificate under TIIPIS 2022, which the Department of Industries and Commerce specifies as the prerequisite for claiming incentives.
- Complete the fixed capital investment β buy and install plant and machinery, and construct the building, and capitalise every asset in the books of account.
- Get a chartered accountant certificate itemising the fixed capital investment, and assemble invoices, payment proof and the audited balance sheet.
- File the subsidy claim with the District Industries Centre, and register the application on the state incentive portal SWAAGAT at swaagat.tripura.gov.in, which the department lists as the state incentive portal.
- Attend the physical verification of plant and machinery carried out before sanction, and produce the original invoices when asked.
- Receive the sanction and the reimbursement into the unit's bank account.
How is the claim processed after filing?
The District Industries Centre scrutinises the claim against the Eligibility Certificate, then verifies the assets on site. Where the claim covers land and building, the valuation of civil work is checked against the approved plan. The sanctioned amount is the certified fixed capital investment multiplied by the applicable rate, capped at the ceiling for that category. A unit that has already drawn part of its ceiling in an earlier claim can only draw the balance.
Units are advised to keep the asset register, the CA certificate and the invoice file consistent with one another. Most delays are caused by the three documents showing three different investment figures.
Which other TIIPIS 2022 incentives can the same unit claim?
Capital Investment Subsidy is one component of a package. The same Eligibility Certificate opens the door to the Industrial Promotion Subsidy reimbursing net GST, the Power Charges Subsidy, Interest Reimbursement on Term Loans, the Employment Cost Subsidy covering EPF and ESI, the Export Promotion Subsidy on goods exported to Bangladesh, the State Transport Subsidy, the CGTMSE Guarantee Fee Subsidy, the Standard Certification and Technology Know-how Subsidy, and the Fair and Exhibition Participation Subsidy. A unit planning its cash flow should map all of these together rather than claiming one and forgetting the rest.
Common reasons a capital investment subsidy claim fails
- No Eligibility Certificate from the District Industries Centre.
- Assets not capitalised in audited accounts, so the CA certificate cannot support the claim.
- Second-hand machinery claimed at new value, or without proper invoices.
- Investment made outside the scheme's operative period.
- Thrust sector claimed without the classification being settled by the department, leading to the claim being re-computed at 30 per cent.
- Land or building included in an MSME claim in a form the scheme does not allow, which is a frequent source of re-computation.
- Ceiling already exhausted by an earlier claim under the same head.
Key dates and grievance route
TIIPIS 2022 runs for five years from 1 April 2022. Units should not treat that as an open-ended window: the claim must relate to investment inside the period, and the Eligibility Certificate should be applied for as soon as production starts rather than years later.

Frequently asked questions
How much capital investment subsidy does TIIPIS 2022 give?
TIIPIS 2022 gives 30 per cent of fixed capital investment with a ceiling of Rs 100 lakh for non-thrust sector MSMEs, and 40 per cent with a ceiling of Rs 125 lakh for thrust sector MSMEs, according to the Tripura Department of Industries and Commerce.
Is there an extra subsidy for women or SC and ST entrepreneurs?
Yes. An additional subsidy of 5 per cent is available for ST, SC, physically handicapped and women enterprises, within the same upper ceilings of Rs 100 lakh and Rs 125 lakh respectively.
What does a large industrial unit get under this incentive?
A large unit receives 30 per cent or 40 per cent of its investment on land and building, with an upper subsidy ceiling of Rs 200 lakh. The base for a large unit is land and building, not plant and machinery alone.
Can a private industrial park developer claim capital investment subsidy?
Yes. A private infrastructure developer creating industrial infrastructure in Tripura is eligible for a subsidy of 30 per cent with an upper ceiling of Rs 500 lakh, the highest ceiling anywhere in the scheme.
When did TIIPIS 2022 come into effect?
TIIPIS 2022 became effective from 1 April 2022 for a period of five years. A unit must therefore be within that operative window for its claim to be admissible.
What is the first step to claim any TIIPIS 2022 incentive?
The first step is to obtain the Eligibility Certificate under TIIPIS 2022 from the concerned District Industries Centre. Every other incentive claim under the scheme flows from that certificate.
Can an individual apply for TIIPIS 2022 as a personal benefit?
No. TIIPIS 2022 is an industrial incentive scheme for enterprises, not a personal welfare benefit. An individual can access it only as the proprietor or promoter of a registered industrial unit that has made fixed capital investment in Tripura.
Is the capital investment subsidy paid before the unit is set up?
No. Capital investment subsidy is a reimbursement, computed on fixed capital investment already made and certified. A unit has to finance the assets first and claim afterwards.
