Atmanirbhar Tripura Scheme
Tripura state government scheme
Atmanirbhar Tripura Scheme helps OBC families in Tripura borrow up to Rs 1 crore from banks for self-employment, with the state government subsidising 8 per cent of the interest for six years including a one-year moratorium. Applicants must earn under Rs 1.20 lakh a year and are selected by the District Magistrate with the lead bank.
What is the Atmanirbhar Tripura Scheme?
Atmanirbhar Tripura Scheme is a credit-linked self-employment programme of the Department for Welfare of OBC, Government of Tripura, under which members of the Other Backward Classes can raise a bank loan of up to Rs 1 crore to set up or expand a business, with the state government paying 8 per cent of the interest for six years, including a one-year moratorium.
The framing matters. Atmanirbhar Tripura Scheme is not a grant scheme and not a subsidy on the capital cost. The state does not lend the money. A commercial bank does, and the state's role is to make that borrowing cheap enough that a family with almost no savings can service it while the business is still finding its feet. The one-year moratorium exists for exactly that reason: a new poultry unit, workshop or retail outlet rarely generates repayment capacity in month one.
Core parameters
- Loan ceiling: Rs 1 crore per beneficiary.
- Interest subsidy: 8 per cent of the interest borne by the state.
- Tenure: six years of repayment, with a one-year moratorium inside it.
- Beneficiary's share of interest: stated in the scheme's published terms as 0.8 per cent, with the balance met by the state subsidy.
- Implementing department: Welfare of OBC Department, obcw.tripura.gov.in.
- Selection: by the District Magistrate in consultation with the lead bank.
The Rs 1 crore figure is a ceiling, not a norm. Most sanctions under a scheme of this kind fall far below it, because the sanction is driven by what the bank's appraisal says the proposed business can actually service.
Who is eligible for the Atmanirbhar Tripura Scheme?
You can be considered if all of these hold:
- You are a permanent resident of Tripura and can produce a PRTC.
- You belong to a notified Other Backward Class and hold a valid OBC certificate.
- Your family is in the Antyodaya, BPL or Priority household category.
- Your annual family income is below Rs 1,20,000.
- You have a self-employment or business proposal that a bank is willing to appraise, and you are creditworthy; no existing wilful default.
You are not eligible if:
- You do not belong to an Other Backward Class. Applicants from the general category, and from SC, ST or minority communities, cannot apply under this particular scheme; their own welfare departments run parallel credit schemes.
- Your annual family income is Rs 1,20,000 or more.
- Your household holds a general ration card rather than an Antyodaya, BPL or Priority card.
- You are not a permanent resident of Tripura.
- You are an existing defaulter at a bank, or the bank's credit appraisal finds the proposal unviable. The state subsidy cannot override a bank's lending decision.
What documents do I need?
| Document | Mandatory | Notes |
|---|---|---|
| OBC certificate | Yes | From the competent revenue authority in Tripura |
| PRTC | Yes | Permanent residence proof, issued by the SDM |
| Income certificate | Yes | Annual family income below Rs 1,20,000 |
| Ration card | Yes | Antyodaya, BPL or Priority household |
| Aadhaar card | Yes | Identity and bank KYC |
| Project report | Yes | Costed business plan; this is what the bank appraises |
| Bank passbook | Yes | Disbursal and subsidy accounting |
| Supplier quotations | No | Where the loan funds specific machinery or equipment |
Bank branches will additionally run their own KYC, ask for photographs, and in many cases require a guarantor or the standard collateral waiver documentation that applies to loans covered by credit guarantee cover.
How to apply for the Atmanirbhar Tripura Scheme
- Confirm your category papers first. Get your OBC certificate, PRTC and income certificate in hand from the Sub-Divisional Magistrate's office before anything else. Missing category papers stall more applications than weak business plans do.
- Prepare a costed project report, what you will make or sell, the machinery and working capital needed, the expected monthly turnover, and how you will repay over six years. Ask the district industries centre or a bank field officer to sanity-check the numbers.
- Apply through the OBC Welfare Department, following the notice published on obcw.tripura.gov.in or displayed at the district and sub-divisional welfare offices. The department routes applications to the district.
- Meet the district lead bank. The District Magistrate selects beneficiaries in consultation with the lead bank, so your file has to clear the bank's credit appraisal as well as the department's eligibility check.
- Complete the bank's loan formalities once selected, sanction letter, loan agreement, and any guarantee documentation.
- Draw the loan and start the activity. Repayment begins after the one-year moratorium; the interest subsidy is accounted for against your loan account over the six-year tenure.
- Keep the account regular. The interest subsidy is contingent on the loan account performing; an account that slips into default loses the state's support and attracts full commercial interest.
How much is the benefit really worth?
The headline is the Rs 1 crore ceiling, but the money the beneficiary actually saves is the interest. On a loan carrying, say, a 9 per cent contracted rate, the state absorbing 8 percentage points changes the economics of the venture completely — a borrower who would otherwise pay several lakh rupees in interest over six years pays a fraction of it. That is the entire point of Atmanirbhar Tripura Scheme: the barrier for a low-income OBC entrepreneur has historically been the cost of credit, not the absence of an idea.
Because the exact effective rate to the borrower depends on the bank's own lending rate at the date of sanction, ask the branch for the amortisation schedule in writing before you sign. Do not rely on a verbal figure.
How do I check my application status?
Atmanirbhar Tripura Scheme does not publish an online applicant tracker. The three practical routes are:
- The district or sub-divisional OBC Welfare office, where your file was received: ask whether it has been forwarded to the district selection committee.
- The district lead bank branch, once the file has been forwarded, for the status of the credit appraisal and sanction.
- Notices on obcw.tripura.gov.in, where the Directorate publishes scheme notifications and selection notices.
Common reasons applications fail
- Category documents not in order, an expired or wrongly issued OBC certificate, or a PRTC in a different spelling of your name.
- Income certificate above the Rs 1.20 lakh ceiling.
- No credible project report. Banks reject vague proposals. "I will open a shop" is not a project report; a list of stock, rent, expected daily sales and a repayment table is.
- Existing overdue loan in the applicant's name at any bank.
- Applying outside the notified window, or filing directly at a bank branch without routing through the OBC Welfare Department, so the file never reaches the district selection committee.
- Mismatch between Aadhaar, ration card and bank records, which stalls KYC.
What else the OBC Welfare Department offers
If the Rs 1 crore ceiling is far larger than what you need, the same department runs smaller and simpler schemes that may fit better:
- OBC cooperative loans of up to Rs 5 lakh for agriculture, business, vehicle purchase and education.
- Medical financial assistance of Rs 2,500 for treatment inside the state and up to Rs 8,000 in special cases.
- Pre-matric scholarships for Classes VI to X at Rs 40 to Rs 50 a month for ten months, subject to an annual income limit of Rs 44,500.
- Post-matric scholarships of Rs 260 to Rs 750 a month for ten months from Class XI up to postgraduate level, with a family income cap of Rs 1 lakh.
- Dr. B. R. Ambedkar Memorial Award of Rs 1,500 a year for students scoring 60 per cent or more in the Madhyamik or Higher Secondary examination.
- Vidya Sagar Socio-Cultural Award of Rs 15,000 for OBC individuals who have contributed to literature, science or social work.
How to raise a grievance
- Directorate of OBC Welfare, Government of Tripura: telephone 0381-2329034; website obcw.tripura.gov.in.
- Tripura CM Helpline: 1905, with online grievance filing at cmhelpline.tripura.gov.in and WhatsApp on 6033374544.
- State grievance portal: grievance.tripura.gov.in.
- Your bank's own grievance channel for anything to do with sanction, disbursal or the crediting of the interest subsidy. The department cannot overturn a bank's credit decision, but it can take up a subsidy that has not been applied to a sanctioned account.

Frequently asked questions
How much loan does the Atmanirbhar Tripura Scheme give?
Atmanirbhar Tripura Scheme supports bank loans of up to Rs 1 crore per beneficiary for self-employment and enterprise. The loan itself comes from a bank, not from the state government; the state's contribution is the interest subsidy on top of it.
Who is eligible for the Atmanirbhar Tripura Scheme?
Permanent residents of Tripura from the Other Backward Classes whose family belongs to an Antyodaya, BPL or Priority household and whose annual family income is below Rs 1.20 lakh are eligible. The applicant must have a viable self-employment or business proposal that a bank is willing to appraise.
How much interest do I have to pay under Atmanirbhar Tripura?
The state government subsidises 8 per cent of the interest for six years, including a one-year moratorium, and the beneficiary bears the balance — described in the scheme's published terms as 0.8 per cent. Confirm the exact effective rate with your lending branch before signing, because it depends on the bank's own lending rate at the time of sanction.
Is the Atmanirbhar Tripura loan a grant that need not be repaid?
No, the principal is a bank loan and must be repaid in full over six years. Only the interest is subsidised. Treating it as free money is the fastest way to end up with a defaulted account and a damaged credit record.
Who selects beneficiaries under the Atmanirbhar Tripura Scheme?
The District Magistrate selects beneficiaries in consultation with the district lead bank, working from applications routed through the OBC Welfare Department. Selection is therefore a district-level process, not a centralised state list.
Can a non-OBC applicant apply for the Atmanirbhar Tripura Scheme?
No, Atmanirbhar Tripura Scheme is administered by the Department for Welfare of OBC and is limited to OBC applicants. Applicants from other categories should look at the SC, ST and minority welfare departments, which run their own credit-linked schemes.
What else does the OBC Welfare Department lend for?
The department separately runs OBC cooperative loans of up to Rs 5 lakh for agriculture, business, vehicles and education, along with medical financial assistance of Rs 2,500 to Rs 8,000 and pre-matric and post-matric scholarships.
