What is Atal Jal Dhara Mission?

Atal Jal Dhara Mission is Tripura's state programme for giving households a free domestic piped water supply connection, run by the Drinking Water and Sanitation (DWS) wing of the Public Works Department. Then Chief Minister Biplab Kumar Deb launched it on 22 November 2018, and the mission is named after former Prime Minister Atal Bihari Vajpayee. The department's own website lists it as Atal Jal Dhara Mission (AJDM), alongside the centrally sponsored Jal Jeevan Mission, and publishes the domestic connection application form against it.

The problem the mission addresses is narrow and real. Tripura had laid a significant amount of distribution network, but poor households were not taking connections because the one-time connection charge and plumbing cost stood in the way. A family that cannot pay the connection fee goes on drawing water from a tube well, a spring or a shared standpost even when a pipeline runs past the door. Atal Jal Dhara Mission removes that charge.

Key facts

  • Benefit: a free domestic water supply connection to the household.
  • Launched: 22 November 2018.
  • Implementing agency: DWS wing, PWD Tripura, headed by a Chief Engineer.
  • Departmental vision: "Safe drinking water for all, at all times", with water meeting BIS standards for drinking and cooking.
  • Application: online at the DWS new connection portal, or offline on the department's domestic connection form.

Who can get a connection under Atal Jal Dhara Mission?

A household can get a connection if:

  • The household is located in Tripura, in an area served by the state drinking water supply network, that is, a DWS distribution main runs within reach of the premises.
  • The applicant can produce identity and address proof for the premises.
  • The premises does not already have a domestic connection in the department's records.

A household is not eligible, or cannot be connected yet, if:

  • The locality has no DWS distribution network yet. In that situation the household is not rejected on merit; the area first has to be covered by a water supply scheme, whether under Atal Jal Dhara Mission or Jal Jeevan Mission. Households in such areas cannot apply for an individual connection until the network reaches them.
  • The application is for a commercial or industrial connection. Atal Jal Dhara Mission covers domestic connections; commercial supply is charged separately under the department's tariff rules and is not eligible for the free-connection benefit.
  • The premises already holds a domestic connection. One connection per household is the norm, and a second tap inside the same premises is an internal plumbing matter for the household, not a fresh application.
  • There are arrears or an unresolved dispute on an existing connection at the same premises.

There is no published income ceiling, caste criterion or ration-card category test for Atal Jal Dhara Mission. It is a universal-access scheme: the operative question is whether the network reaches you, not how much you earn.

How to apply for a water connection under Atal Jal Dhara Mission

Online route

  1. Open the Drinking Water and Sanitation department's new connection portal at dwswc.tripura.gov.in/newconnection/login, reachable from the "New Connection" link on dws.tripura.gov.in.
  2. Register or log in with your mobile number, and complete the OTP verification.
  3. Fill in the connection application: applicant name, full address of the premises with ward or village and block, contact number, and the nearest existing water supply line if you know it.
  4. Upload the documents: Aadhaar, address proof and bank passbook page.
  5. Submit the application and note the reference or application number shown on screen. Every follow-up depends on it.
  6. Wait for the site inspection. A DWS section officer or work assistant visits to confirm that a distribution main is within reach and to decide the tapping point.
  7. Take the connection. Once approved, the department lays the service connection to the premises. Internal plumbing beyond the delivery point is the household's own responsibility.

Offline route

  1. Download the Domestic Connection Application Form from dws.tripura.gov.in, the department publishes it directly as Uploads/Domestic_form.pdf, or collect a printed copy from your local DWS sub-divisional or section office.
  2. Fill in the form completely, in block letters, with the premises address exactly as it appears on your address proof.
  3. Attach the documents: Aadhaar, address or residence proof, and the first page of your bank passbook.
  4. Submit the form at the DWS office for your area and collect a dated acknowledgement.
  5. Allow the site inspection and follow up at the section office using the acknowledgement number.

There is no application fee for a domestic connection under Atal Jal Dhara Mission, and no plumber, contractor or agent has authority to charge you for "arranging" a government connection.

How do I check my application status?

  1. The DWS new connection portal at dwswc.tripura.gov.in, if you applied online — log in with the same mobile number and open your application.
  2. Your local DWS section or sub-divisional office, quoting the acknowledgement number, for offline applications.
  3. The CM Helpline on 1905, if the application has been pending well beyond the timeline in the department's citizen charter, which is published on dws.tripura.gov.in.

Why applications get held up, and what to do

  • No distribution main near the premises. This is the commonest reason and it is not a defect in your file. Ask the section office which water supply scheme covers your habitation and when it is due for commissioning; that answer is tracked against the department's target-versus-achievement reports.
  • Address proof does not match the premises. A connection is fixed to a property. If your voter ID shows an old address, use a holding tax receipt or a panchayat or municipal certificate for the actual premises instead.
  • Tenant application without owner's consent. Get a written consent letter from the owner and attach the ownership document.
  • Incomplete upload. Blurred Aadhaar scans and cropped passbook pages are routinely rejected. Re-upload clean, full-page images.
  • Existing dues at the premises. Clear them, or get a written statement that the earlier connection stood in someone else's name.

Water quality and what the department guarantees

Atal Jal Dhara Mission is about access, but the DWS wing's stated vision goes further; safe drinking water for all, at all times, meeting BIS standards for drinking and cooking and providing adequate safe water for basic domestic needs on a sustainable basis. The department runs state and district level water testing laboratories, offers third-party verification of works, and publishes results through the national Water Quality Management Information System at ejalshakti.gov.in/WQMIS/. A household that suspects contamination: iron, arsenic, bacteriological load: can submit a sample at the district laboratory rather than relying on appearance and taste.

How Atal Jal Dhara Mission sits alongside Jal Jeevan Mission

Both programmes end in a tap at the house, and the same DWS wing runs both, which is why households often confuse them. Atal Jal Dhara Mission is Tripura's own state scheme, announced in 2018 to make the domestic connection free. Jal Jeevan Mission is the centrally sponsored programme for functional household tap connections, reviewed at state level and tracked through the national IMIS database. From a household's point of view the application route is the same office and the same form; the difference is which programme funds the work in your habitation.

How to raise a grievance

  • Tripura CM Helpline: 1905, the DWS department itself directs grievances to cmhelpline.tripura.gov.in. WhatsApp messages are accepted on 6033374544.
  • Local DWS section or sub-divisional office, which is the correct first stop for a pending connection, a leak or an interrupted supply.
  • Drinking Water and Sanitation wing, PWD Tripura, dws.tripura.gov.in, which carries the citizen charter, annual reports and target-versus-achievement data.
  • PWD Tripura, 7th Block, 3rd Floor, New Secretariat Complex, Agartala; the department's IT nodal officer is listed with the number 0381-2413677.
  • State grievance portal: grievance.tripura.gov.in.
