Character Certificate (Police) in Ladakh
Ladakh state government scheme
Character Certificate in Ladakh is issued by Ladakh Police through its online Citizen Portal at citizenportalpolice.ladakh.gov.in, launched under the CCTNS project. Character Certificate is one of nine citizen services on that portal, and you must create a user account and log in before raising the request. The Ladakh Police headquarters contact is 01982-260887.
What is a police character certificate in Ladakh?
A character certificate in Ladakh is Ladakh Police's written statement that its records disclose nothing adverse against a named person at the address that person has declared inside the Union Territory. Ladakh Police delivers the service online through its Citizen Portal at citizenportalpolice.ladakh.gov.in, launched under the Crime and Criminal Tracking Network and Systems (CCTNS) project of the Ministry of Home Affairs.
Ladakh Police is a young force, the portal itself describes the force as "newly created" and "at nascent stage of it functioning": set up after the Union Territory was formed. The portal is its commitment, in its own words, to "time bound delivery of services to the Citizens", enabling citizens to request police services, file complaints, obtain a copy of an FIR and track the status of those requests.
The Citizen Portal lists nine citizen services: Character Certificate, complaint filing, FIR copy, employee verification, tenant verification, event performance, vehicle enquiry, missing person search and missing child. Character certificate is one of the four verification-type services and is the one employers, passport offices and licensing authorities most often ask for.
Note where it is not. The Ladakh Administration's own online citizen services page lists nine online services, the Ladakh e-Seva portal, trade licence, rent collection, REWA, two central grant-in-aid portals, labour registration, RTI Online and the Grievance Monitoring System, and the character certificate is not among them. Applicants who look on eseva.ladakh.gov.in first waste time; the police Citizen Portal is the right door.
Who can and who cannot apply?
You can apply for a Ladakh police character certificate if you live in the Union Territory of Ladakh: in Leh district or Kargil district, and can identify the police station covering your residential address. There is no income limit, no caste criterion and no age bar. This is a records check, not a welfare benefit, so none of the eligibility tests that apply to a residence, income or Scheduled Tribe certificate apply here.
You cannot apply on the Ladakh portal for an address outside the Union Territory. Ladakh Police verifies only the period and area within its own jurisdiction, so a Srinagar, Jammu, Manali or Delhi address must be verified by that administration's police on its own portal.
You are also not eligible to receive a clean certificate while a criminal case or an FIR is pending against you. Ladakh Police records what the register shows rather than suppressing it, so a pending case appears on the certificate.
Applicants who have lived at more than one Ladakh address are eligible, but should expect a longer enquiry, because more than one police station then has to report.
What documents are required?
The Citizen Portal is built around a completed citizen profile rather than a document checklist attached to each request. Under the CCTNS design the portal expects you to update your profile immediately after logging in and to upload your photo, identity proof and address proof there, so that the same documents attach to every service you request afterwards.
In practice, that means:
- Government photo identity proof; Aadhaar, passport, voter ID or driving licence in the applicant's name.
- Proof of the Ladakh address to be verified — ration card, electricity bill, rent agreement or a residence certificate.
- A passport-size photograph, uploaded to the profile.
- A mobile number and e-mail address you monitor, used to create the account and to carry updates.
Keep the originals at home as well as uploading the scans. The officer who visits from the local police station asks to see something physical that ties you to the address, and producing it on the first visit is the single thing that shortens the enquiry most; particularly in Ladakh, where a second visit can mean a second long drive.
How to apply for a character certificate in Ladakh
- Open citizenportalpolice.ladakh.gov.in and create a user account. The portal's own instruction is to create the account using the panel on the right-hand side of the page and then log in; there is a "Help" link beside it if a screen is unclear. Registration is a one-time activity.
- Log in and complete your profile first. Upload your photograph, identity proof and address proof before raising any request, because the portal reuses them across services.
- Open the Character Certificate service from the Citizen Services list on the portal.
- Fill the request form. Complete at least every mandatory field marked with an asterisk, including personal details, the complete Ladakh address with the police station covering it, your contact number and the purpose of the request: employment, passport, visa, licence or tender. List every Ladakh address you have lived at, not only the current one.
- Verify before you submit, and pay the fee shown. Once submitted, a CCTNS citizen request is not editable, so check the spelling of your name, your father's name and your date of birth against the identity document before pressing submit. Save the acknowledgement and the request number.
- Print or save the system-generated copy of the submitted request, and stay available for the police station's enquiry at the declared address.
How do you check the application status?
Log in to citizenportalpolice.ladakh.gov.in with the same credentials and open the request by its service request number, the portal exists precisely so citizens can "track the status of different services", as Ladakh Police puts it. An application that looks static for several days is normally sitting with a police station rather than stuck in the software.
Geography is a real factor in Ladakh in a way it is not elsewhere. An enquiry that has to reach Zanskar, Nubra, Changthang or a village beyond a seasonal pass moves at the speed of the road, not at the speed of the portal. Plan for that before promising an employer a date, and if the deadline is tight, tell the police station so at the outset.
Why do Ladakh character certificate applications get delayed?
- The applicant was not found at the declared address when the officer visited, and no neighbour could confirm residence.
- The declared address falls under a different police station from the one selected, so the file waits to be reallocated.
- Name, father's name or date of birth on the form does not match the uploaded identity document, and because a submitted CCTNS request is not editable, correcting it can mean starting again.
- A previous Ladakh address was omitted and surfaced during the enquiry.
- The profile was never completed, so the request carries no photo or proofs.
- Winter conditions or a road closure delay a physical visit to an outlying village.
- A pending FIR or criminal case exists, which the certificate then has to record.
How long is a Ladakh character certificate valid?
Ladakh Police does not print an open-ended validity on this document, and the body asking for it sets the limit in practice. Most employers, passport offices and licensing authorities in India accept a police character certificate issued within the previous six months, and many recruitment processes insist on one issued after the date of the offer letter. Ask the requesting authority how recent a certificate it wants before you apply, because a certificate obtained too early usually has to be obtained again, and in Ladakh, repeating the process can cost weeks rather than days.
What does it cost, and what about agents?
Apply directly on citizenportalpolice.ladakh.gov.in and pay only the fee the government's own screen displays. Ladakh Police does not publish a rate card for this service on the portal's public pages, so the figure at your own submission step is the authoritative one, and that figure is the entire legitimate cost. Nobody at any police station in Leh or Kargil is entitled to a rupee beyond it.
Middlemen who offer to "get it done quickly" for a few thousand rupees are selling a queue position that does not exist. The file still goes to the same police station and the same verifying officer, and in a Union Territory this small the officer is likely to know the applicant's locality personally. Keep the acknowledgement the portal generates, it is your proof of what the government actually charged, and it is the first document to produce if anyone asks you for money on the side.
Where do you complain if something goes wrong?
Ladakh Police publishes its contact number as 01982-260887 and its e-mail as igp-ladakh@police.ladakh.gov.in on police.ladakh.gov.in. For cyber fraud, it publishes the national helpline 1930. The CCTNS Citizen Portal itself carries a Contact Us page pointing to the National Crime Records Bureau, East Block-7, R.K. Puram, New Delhi-110066, for portal-level matters.
For a stalled verification, start with the SHO of the police station handling your file, then escalate to the Superintendent of Police for Leh or Kargil, and then to the Inspector General of Police, Ladakh. The Union Territory also runs a Grievance Monitoring System at grievance.ladakh.gov.in, which is the right place to record a service complaint in writing if a direct approach has not worked.

Frequently asked questions
Who issues a character certificate in Ladakh?
Ladakh Police issues it, through the Citizen Portal at citizenportalpolice.ladakh.gov.in launched under the CCTNS project. No tehsildar or Deputy Commissioner in Leh or Kargil issues a character certificate, because only the police hold the criminal records the certificate speaks to.
Can I apply for a Ladakh character certificate online?
Yes — Character Certificate is one of nine citizen services listed on the Ladakh Police Citizen Portal, alongside complaint filing, FIR copy, employee verification, tenant verification, event performance, vehicle enquiry, missing person search and missing child. You must create a user account from the right-hand panel of the portal and log in before raising the request.
Is the character certificate available on the Ladakh e-Seva portal?
No — the Administration's online citizen services page lists nine services including the Ladakh e-Seva portal, trade licence, rent collection, REWA, labour registration, RTI Online and the Grievance Monitoring System, and the character certificate is not among them. It sits on the police Citizen Portal instead, which is why applicants searching e-Seva find nothing.
Does the same portal serve Leh and Kargil?
Yes — the Ladakh Police Citizen Portal is a single Union Territory portal, so applicants in Leh, Kargil, Nubra, Zanskar, Drass and Changthang all use the same screens. The police station covering your declared address is what differs.
What does a Ladakh character certificate cost?
Pay only the fee the Ladakh Police Citizen Portal displays on your own submission screen, and nothing beyond it. Ladakh Police does not publish a rate card for this service on the portal's public pages, so treat the figure shown at your own step as the authoritative one.
How long does the police enquiry take in Ladakh?
Ladakh Police does not publish a service-level timeline for this certificate on the Citizen Portal, so ask the police station holding your file rather than relying on a figure quoted for another state. Winter road closures to Zanskar and the outlying valleys genuinely lengthen enquiries that have to reach those areas.
Can I apply if I have lived in Ladakh only a short time?
You can apply, but Ladakh Police verifies only the address and period inside the Union Territory. A previous address in Jammu and Kashmir, Himachal Pradesh or elsewhere has to be verified by that administration's police, and leaving it off the form causes trouble later rather than avoiding it.
Whom do I contact if my application stalls?
Call the Ladakh Police contact number 01982-260887 or write to igp-ladakh@police.ladakh.gov.in, both published on the Ladakh Police website. For a cyber-fraud matter, Ladakh Police publishes the national helpline 1930.
