Income Certificate in Ladakh
Ladakh state government scheme
Income Certificate in Ladakh is provided by the Revenue Department, and the Kargil district administration's own service page tells applicants to download the form and approach the Tehsil Office at Baroo, Kargil (PIN 194105). Leh district lists certificates under its citizen services, and the UT runs an e-Seva portal at eseva.ladakh.gov.in for online citizen services.
What is an income certificate in Ladakh and who issues it?
An income certificate in Ladakh is a revenue document certifying a family's annual income, issued by the Revenue Department through the Tehsil office of the applicant's area. The Union Territory of Ladakh, formed in 2019, has two districts: Leh and Kargil, and each district administration runs the revenue machinery that handles these certificates.
District Kargil is unusually direct about the process on its official website. Its income certificate service page states that income certificates are provided by the Revenue Department, and instructs applicants to download the form and approach the given address with it: the Revenue Department, Tehsil Office Kargil, Baroo, Kargil, PIN 194105. That single line settles the two questions applicants most often ask, which department, and whether a physical visit is needed.
District Leh publishes a citizen services page that organises its services by category: certificates, bills, supply, magisterial, revenue and social security, and links the Revenue Department alongside food and civil supplies, social welfare, the National Scholarship Portal, law and justice and the district court. Death certificate application appears there as an online service; income certificate is handled through the revenue route.
Is there an online route in Ladakh?
Partly, and it is worth checking before you travel. The UT Administration's online citizen services page lists the Ladakh e-Seva Portal at eseva.ladakh.gov.in as the primary portal for citizen services, along with trade licence and rent collection applications hosted on serviceonline.gov.in, the REWA social welfare portal, labour registration, RTI Online at rtionline.ladakh.gov.in and a grievance monitoring system at grievance.ladakh.gov.in.
Neither district page describes an end-to-end online income certificate application, and Kargil's page explicitly describes a download-and-visit process. The realistic plan is therefore: check eseva.ladakh.gov.in first, and go to the tehsil counter with a completed form and documents if the service is not live there for your district.
Who can and who cannot apply?
Residents of Leh or Kargil district can apply at the Tehsil office with jurisdiction over their village or town. The applicant declares total family income from all sources, salaries, pensions, agriculture and horticulture, livestock, trade, tourism-related work, rent and interest, and the tehsil verifies it before the certificate is signed.
You cannot apply at a tehsil that does not cover your residence, since the certificate rests on local verification by the revenue staff of that area. A person resident outside Ladakh cannot obtain a Ladakh income certificate and should approach their own state's revenue authority. An income certificate also does not establish Scheduled Tribe status or residency status, which are separate certificates issued through their own processes; a scholarship application usually needs both.
Which documents do you need?
Kargil's service page names the form and the office without printing a checklist, so confirm the current list at your tehsil counter. Revenue offices in Ladakh ordinarily require:
- The prescribed income certificate application form, downloaded or collected at the counter
- Photo identity proof such as Aadhaar or voter ID
- Proof of residence in the tehsil
- Ration card or family details establishing who the family members are
- Salary certificate, pay slip or Form 16 for salaried members
- Income tax return, where the family files one
- Land or revenue records, where income comes from agriculture or horticulture
- Passport-size photographs
Households in Ladakh often have mixed and seasonal income — a government salary in one member, farm income, and tourism or transport earnings that peak in summer. Declare all of it. An income figure that ignores a visible source is the kind of thing local verification catches.
How to apply for an income certificate in Ladakh
- Check eseva.ladakh.gov.in, the UT's e-Seva portal, to see whether income certificate is available online for your district before making a trip.
- Download the income certificate form from your district administration website: kargil.nic.in for Kargil, leh.nic.in for Leh; or collect it at the tehsil counter.
- Fill in applicant details and the family income table, listing each earning member and the total annual family income from all sources.
- Attach photocopies of identity proof, residence proof, the ration card and any salary, return or land documents that support the declared income, and carry the originals.
- Submit the application at the Revenue Department tehsil office of your area. In Kargil that address is the Tehsil Office, Baroo, Kargil, PIN 194105.
- Pay the fee against a receipt and keep the acknowledgement with its reference number.
- Cooperate with the local verification the revenue staff carry out, which is the step that actually decides the certificate.
- Collect the signed certificate from the same office and check the income figure, the spellings and the date of issue before you leave.
What does it cost and how long does it take?
Neither the Leh nor the Kargil district administration publishes an income certificate fee or a statutory time limit, and this guide will not manufacture either number. Ask at the counter, pay only what is asked against a receipt, and note the date you are told to return.
The application is free or costs the government's listed fee charged at the tehsil office itself. No agent, tout or private "documentation service" is authorised to charge you extra for it, and none can move your file faster. The file moves at the pace of revenue verification. If money is demanded without a receipt, that is a grievance for the Deputy Commissioner and for the UT's grievance monitoring system.
Plan around Ladakh's geography. Many blocks in Leh and Kargil are a long drive from the tehsil headquarters, and winter road closures can add weeks to what looks on paper like a short process. Apply well ahead of scholarship and admission deadlines rather than in the final fortnight.
How do you check status and how long is the certificate current?
For a counter application, quote the acknowledgement reference at the same tehsil office. Departments and scholarship authorities in India generally want a certificate issued within the current financial year, and the notification you are applying under will say what it will accept: read that condition rather than assuming a fixed validity period, and apply fresh if in doubt.
Why do applications get rejected or stall?
Files stall most often for jurisdiction and documentation reasons. Applying at a tehsil that does not cover your residence is the first. A declared income that local verification contradicts: most often because a seasonal or second source was left out: is the second. Missing residence proof, a ration card that lists different family members from those on the form, and mismatched name spellings between Aadhaar and the application account for most of the rest. Where income comes from land, failing to attach revenue records leaves the verifying officer with nothing to check the declaration against.
Where do you escalate?
The Union Territory Administration runs a Grievance Monitoring System at grievance.ladakh.gov.in, listed on its own online citizen services page, and that is the formal route for a certificate that has been pending without explanation. Before using it, take the matter to the Deputy Commissioner of Leh or Kargil, who supervises the tehsils in the district. RTI Online at rtionline.ladakh.gov.in is a further route: an RTI application asking for the status and the reason for delay on a specific application reference often produces movement where a phone call has not.

Frequently asked questions
Who issues the income certificate in Ladakh?
The Revenue Department issues it through the Tehsil office of your area. District Kargil states plainly on its service page that income certificates are provided by the Revenue Department and directs applicants to the Tehsil Office at Baroo, Kargil, PIN 194105.
Can I apply for a Ladakh income certificate online?
Kargil district's own page describes a download-and-visit process rather than an online submission, so plan for a tehsil visit. The UT Administration does run an e-Seva portal at eseva.ladakh.gov.in for online citizen services, so check there before travelling in case the service has been added.
Where do I apply in Leh district?
Apply at the Tehsil office covering your area in Leh district, through the Revenue Department. District Leh's citizen services page groups its services into categories including certificates, revenue, magisterial, supply, bills and social security, and links the Revenue Department directly.
What is the fee for an income certificate in Ladakh?
The Ladakh administration does not publish an income certificate fee on the district service pages, so ask at the Tehsil office counter and pay only against a receipt. Any charge demanded without a receipt is not an official government fee.
How long does it take to get an income certificate in Ladakh?
No statutory processing time is published on the Leh or Kargil district service pages, so ask at the counter when you submit. Allow extra time in winter, when road access between Ladakh's remote blocks and the tehsil headquarters is unreliable.
Which other citizen services does Ladakh offer online?
The UT's online citizen services page lists the Ladakh e-Seva portal, trade licence and rent collection applications through serviceonline.gov.in, the REWA social welfare portal, labour registration, RTI Online at rtionline.ladakh.gov.in and a grievance monitoring system at grievance.ladakh.gov.in.
Where do I complain about a delayed income certificate in Ladakh?
Use the UT's Grievance Monitoring System at grievance.ladakh.gov.in, and raise the matter with the Deputy Commissioner of Leh or Kargil, who supervises the tehsils in that district. Keep your application acknowledgement, since a grievance without a reference is hard to trace.
